Davao’s Emergency 911Cover Story

Around 4 years ago, we were celebrating my brother’s birthday at our house. Around 12 midnight in front of our gate I witnessed a horrific accident involving the driver of a trisiboat or a

makeshift tricycle who hit a sign post at high speed. Immediately we dialed 911.

Cover Story The call center operator quickly took up our call and asked what’s our emergency. We told the operator about a vehicular ac-cident in front of our house. When she asked of the location I imme-diately blurted our the code 6-04. It was the code of our electric post, which would register in the oper-ator’s Electronic Computer Aided Dispatch or ECAD giving her the pinpoint coordinates of our loca-tion. Several minutes later police and emergency medical crews ar-rived and attended to the victim which unfortunately due to the ex-tent of the trauma suffered died a week later. That incident was my first brush with our Central 911 system. The Davao City’s Central 911 is a fully integrated, computer-ized response system linking the people of Davao City to the emer-gency dispatch system. The city is one of the three locations around the world that uses the emergen-cy number 911, the other two are the countries of United States and Canada. The response system enables people in need of emergency as-sistance to summon the neces-sary aid and emergency services by simply dialing 911.

HOW DAVAO CITY 911 WORKS

By simply dialing 911 thru lan-dline telephone and cellular phone, residents of Davao City can access the Emergency Computer Aided Dispatch System (ECAD), devel-oped by the Geographic Informa-tion System of the Davao Light and Power Co., to easily identify the location of the emergency and dispatch the appropriate respond-er with the least possible delay.

Each house has a code which through the GIS can pinpoint the exact coordinates of an emergen-cy. The code is printed in the elec-tric bills of the Davao Light and Power Company. The emergency response pro-cess goes through the four main stage of call-taking, tracking dis-patching and responding.

SERVICES PROVIDED BY CENTRAL 911

Central 911 provides assis-tance on Police, Medical, Fire, and Rescue Emergencies. It even has its own K-9 unit for cases neces-sitating the use of bomb and drug sniffing canines. It provides ser-vice on a 24/7 basis and is com-pletely free of charge unlike the 911 of U.S. and Canada which ex-

acts fees for emergency services rendered.

CENTRAL 911 EMERGENCY MEDICAL SERVICE

Central 911 EMS is manned by highly trained and competent emergency medical technicians ready to respond to medical emer-gencies. Each 911 ambulance is equipped with the state of the art basic life support and life saving equipment and has communica-tion gadgets linked to all Cal Cen-ter and the Davao Medical Center. Currently the Central 911 has 15 ambulances.

The 911 Fire Unit complement the firefighting abilities of the BFP & Other auxiliary units. The 911 Fire Unit is trained and equipped to respond to high-rise fires and even the dreaded inner-skirt fires in highly populated areas in Davao City. The center has three state-of-the-art fire trucks.

CENTRAL 911 URBAN SEARCH AND RESCUE

Central 911’s elite USAR unit is equipped with high-tech and cutting edge rescue tools and equipment for various cases like road accident extrication’s, high-angle operation, swift water res-cues, open sea and deep water rescue, confined space operation, and even animal control cases. At its disposal are four rescue trucks, for water-borne operations it has four rubber boats and three fiber-

glass boats.

CENTRAL 911 CALL CENTER

The 911 Call Center is respon-sible for answering emergency calls and logging the appropriate information on the ECAD system. The call takers pinpoint the pre-

cise location of the emergency on GIS maps projected on their com-puter monitors. The information extracted is automatically sent to the dispatcher who deploys the appropriate responder nearest to the scene of emergency.

CENTRAL 911 K-9 UNIT

Another Feature of Davao City’s 911 is its very own K-9 units. Its bomb and drug sniffing dogs were specially trained in the Phil-ippine National Police headquar-ters in Camp Crame. The 911 K-9 unit operates daily at the Davao City International Airport and oth-er strategic places to help curb the threats of terrorism.

PAST AND PRESENT The sophisticated response system traces its roots in 1997 when the City Government and the DLPC came up with a street lighting project. The project show-cased the Power One GIS program of the DLPC which can locate with pinpoint accuracy the location of the street light poles. The power firm customized the GIS into the present ECAD which would be the core of the 911. Under the initiative of then City Mayor Rodrigo Duterte, the City 911 was established in 2002 as the Central Communications and Emergency Response Center where it functions as a call center and a dispatch center that will link residents to the emergency re-sources in the government. After a year the various services were added. In 2010, the Central 911 was integrated with the Public Safety

Command Center linking it with another sophisticated city govern-ment project- its traffic monitor-ing center. According to Verner Monsan-to, chief of the Central 911, the unit has 300 personnel and receives an average 167 calls per day. Monsanto said that past bud-

get allocations were about P80-million per year but with the re-duction of the city’s internal revenue al-lotment or IRA, about P16-million will be slashed from the past year’s figures. “In reality it will af-fect our operations but we have to work with that.” Monsanto said. Among 911’s plans will be the establish-ment of three satellite 911 response centers in Panacan (northern Davao) which was put up in September of 2011, in Toril (south-ern Davao) slated to be opened this month and in Calinan (west-ern part) tentatively to be launched next year. “Our goal in having these satellite centers

is to cut our response time.” Mon-santo said. Current average response time is about 16 minutes to which Monsanto is not satisfied. “Be-cause in the first eight minutes something will happen to a pa-tient.” Monsanto said.

Aquino leads PAGCOR’s nationwide gift-giving project

President Benigno S. Aquino III on Monday joined the Philippine Amusement and Gaming Corporation (PAGCOR) in turning over P4.515-million worth of financial assistance to the Army General Hospital in Fort

Bonifacio, Taguig City which will be used to purchase additional medical equipment for three of the Philippine Army’s hospitals.

The event was part of PAGCOR’s on-going nationwide gift-giving project in cel-ebration of its 25th anniversary, which started on November 25 and will run un-til December 19. On its 18th day, PAGCOR chose the Army Gen-eral Hospital as its

beneficiary. Located at McKin-ley, Fort Bonifacio, the 10-division Army Gen-eral Hospital takes care of close to 200 patients who are undergoing treatment and rehabil-itation, excluding the number of outpatient cases that are being handled daily by the

healthcare facility. PAGCOR re-ported that its P4.515-mil l ion worth of finan-cial aid will be used to p u r c h a s e an ultra-s o u n d m a -

PAGCOR’s “Pam-askong Handog 2011: 25 Days of Christmas, 25 Years of PAGCOR” project aims to help at least 25 various hos-pital institutions and charitable non-gov-ernment organizations that cater to the hand-icapped, indigent, ne-glected and sickly in-dividuals. “Instead of spend-ing for a lavish party to celebrate PAGCOR’s silver anniversary, we decided to allot a P25-million budget for a gift-giving project that would reach out to the less privileged sectors of our society for 25 days,” PACGOR chair-man and CEO Cristino Naguiat, Jr. said in a

press statement. Naguiat said PAG-COR has been strictly adhering to President Aquino’s ‘matuwid na daan’ or ‘straight path’ philosophy through the prudent use of re-sources which enabled them to allocate funds for more significant government projects. “Dahil sa tamang paggastos, ang PAG-COR ay mayroong malaking savings na nailalaan para sa mga makabuluhang proyek-to ng ating pamaha-laan katulad ng isang bilyong funding para sa construction ng isanlibong classrooms sa buong kapuluan,” Naguiat shared. General Hospital Commanding Of-ficer Col. PCOO to utilize “texting” as a communication medium

The Presidential Communication Operations Office (PCOO) will launch a new communication approach on 2012, aided by an

emerging mass communication system called Short Message Service (SMS) or texting on mobile phones.

On Thursday’s Talk-ing Points program at DZ-RB-Radyo ng Bayan, PCOO Assistant Secretary for Spe-cial Operations Jose Mari Oquinena said preparations are now being done for its formal public announcement on January 25, 2012. Oquinena said the “text-based information sys-tem” is similar to text blast-ing where the public receives text information through their respective mobile phones. “This will be handled by the PCOO - Office of Special Concern,” which he heads. “Beyond informa-

tion, this is how the public can connect with and (give) feedback” input to the Aqui-no government, he said.On the same day, the PCOO will also launch a website that will promote volunteer-ism in the country. Both proj-ects are part of the “Pilipinas Natin” campaign of the gov-ernment, meant to foster a sense of nationalism or love for the country. Oquinena hopes that through these projects, the Filipinos would develop a sense of “pakialam sa bayan” or concern for the coun-try, and enliven the spirit of

“bayanihan” or unity. “What is crucial here is, we want to overcome the challenge of disunity,” he said. He also said that though President Benigno S. Aquino III, whom the Filipino people have voted as their leader, is passionate in mak-ing “change” happen for the development of the country – he still needs the Filipino peoples’ support for this. “This is for the coun-try. So, let’s have a sense of ownership,” he added.

DENR approval for Area Water Quality Management Fund guidelines soughtby Olivia Sudaria

KORONADAL CITY -- The Regional Development Council, region XII, through a resolution, has requested the Secretary of the De-partment of Environment and Natural Resources to fast track the approval of the guidelines for the establishment and operation of the Area Water Quality Management Fund under Republic Act 9275 or the Philippine Clean Water Act of 2004.

To push for an early response, Environment Management Bureau, region XII (EMB XII) director Tungko Saikol sought RDC XII’s assis-tance to request the im-mediate action of DENR on approval of the said

quidelines. Saikol disclosed that DENR has estab-lished two (2) Water Quality Management Ar-eas in region XII. The two, according to Sai-kol, are the Silway River WQMA and Sarangani

Bay WQMA. With the approv-al of these guidelines, funds will be available for the operations of the abovementioned Water Quality Management Ar-eas. In a related devel-

City officials and employees gather for “Family Day” celebrationCOTABATO CITY -- More or less a thousand employees of the Co-tabato City government together with local officials led by Mayor Japal Guiani, Jr., took time out from daily busy work schedule to enjoy and relax each other’s company.

For one day last December 9, city of-ficials and employees gathered for their an-nual celebration of “Family Day,” a way of strengthening and en-hancing the working relationship and cama-raderie between and among employees and city officials. Cotabato City Mayor Japal Guiani, Jr., said, the celebra-tion of Family Day is the city government‘s way of acknowledge-

ment to the hardwork and unselfish service in achieving this year’s accomplishments. “We consider our employees as mem-bers of one big family, which needs caring, appreciation of their accomplishments and commitment. This is what we do with the celebration of Family Day,” Guiani said. Expressing his gratitude, the mayor noted the significant

contribution of the city employees in the re-lentless tax collection campaign which led to increased revenues for this year. City officials and employees enjoyed fun-filled activities that included singing and dancing competition, comedy skit, games, among many others aside from the sump-tuous food they shared with guests including the media. The 6th Civil Rela-tions Group of the AFP reported that the arrest of poachers was based on the report that a foreign watercraft is at the vicinity of the said barangay and believed to be conducting ille-gal activities. The report of a concerned individual was crucial to the ar-rest when the military received the report at about 6:30 in the after-noon from a concerned individual on the pres-ence of a speedboat with twin outboard motor at the proxim-ity of Sitio Calugcug, Brgy Ramos, Balabac in Palawan believed to be of foreign national and allegedly poach-ing sea turtles. The military said that upon receipt of the report Major Ferdi-nand D. Atos PN, the commanding officer of Naval Station Narciso Del Rosario (NSNDR), immediately coordi-nated with other law enforcement agencies and the municipal gov-ernment of Balabac for the repudiation of the illegal activity and possible apprehension

of the poachers. A group was or-ganized and divided into two teams com-posed of the person-nel coming from NSN-DR, 212nd marine company of MBLT-12 and the OIC of DENR sub office that is also based in Balabac. The municipal government of Balabac provided the two speedboats that were used by the teams. The military nar-rated that after the briefing at about 8:40 pm of December 1 the

teams discretely pro-ceeded to the location of the reported speed-boat and maneuvered towards the subject upon confirming the information. The crew of the foreign speed-boat however resisted the possibility of arrest and sped away which led to a hot pursuit operation. Davao Councilor vows fight against child trafficking by Carina Cayon

DAVAO CITY– City Councilor Atty. Leah Librado vowed to continue her support and solidarity with children’s rights advocates in a campaign against child trafficking. Verner Mon-santo reminded the public to be more careful with Christmas light decors as these appeared to have caused fire cases in the city.
