T h e event was the first nationwide gathering of artists in Angono, Rizal, the Art Capital of the Philippines hosted by Master Nemesio Miranda, renowned national artist. Rev. Jerome Castillo, a pastor of the Christian & Missionary Alliance Churches of the Philippines (CAMACOP), together with seven

other local artists won over 300 entries.

“We never expected to win, in fact, when

we viewed our p a i n t i n g ,

m o r a g

w a l a y ka art-art, kung ikumpara sa uban,” Castillo said smiling. (We never expected to win, in fact, when we viewed our painting, it was nothing compared to the other entries.) But what was nice about it was that every art enthusiast who viewed our painting would become teary-eyed and we even heard some say, “this must be the champion.” The people were unanimous in their choice so we eventually bagged the grand prize for the interactive mural painting,” the young pastor related. In the 2 x 2 category, they did not win but somehow, what happened was enough to make them winners. Four paintings of Pastor Jerome were bought by famous TV personality Boy Abunda which are now included in his vast art collection. “I felt lucky since out of the hundreds of paintings on exhibit, he chose my works and even asked if there were more,” he humbly related. What made it more meaningful was Castillo’s winning the on-the-spot painting contest, earning for himself the coveted Nemiranda’s Choice


Award, considering that they had barely 2 hours to finish the painting. “It’s good because when I was studying Fine Arts, we always did on the spot painting so I was quite used to it,” the young pastor quipped. Everyday, the artists toured Rizal province and were amazed at the historic and amazing place where sculpture and art galleries abound, the best works of art, displaying the rich and diversified culture of Filipinos. Although they were beginners pitted against masters, they were grateful to the Lord for the recognition they earned from the PVAF-NCCA national competition. “I would like to challenge the young artists, those with the gift and potential to continue painting. Everyone is an artist is his own right,” he said. The young pastor is very much willing and available to help in honing the artistic abilities of the youth. “I encourage you to

go out from your shell and show your talents, you need not be

ashamed of your ability,” Pastor Jerome said.

Aside from Pastor Jerome, other artists who participated in the PVAF-NCCA national competition were Doroteo Alum, Edwin Jumalon, Jeody Bayobay, Chester Mato, Patricio Saladaga, Tomas Cabatuan and Renato Velasco.

ACROSS THE NATIONMalacañang assures Philippine Stock Exchange of fair policy on mining

Malacañang is seriously working towards drafting clear, fair and precise policies on mining to ensure that the concerns of all stakeholders are properly addressed, Presidential Spokesperson Edwin Lacierda said on Monday.

Lacierda gave the assurance during a press briefing in Malacañang amid rising clamor from sectors including the Philippine

Stock Exchange for a “clear, decisive and practical” mining policy.

Lacierda said the

government has been conducting meetings and holding consultations with stakeholders to address all concerns.


“Yes we can assure the Philippine Stock Exchange and all the stakeholders that there is an EO (Executive Order) coming out and precisely that’s the reason why there was a meeting between the climate change cluster and the economic cluster

to address all these concerns -- balancing the environmental concerns as well as the need for a sound business practice on the part of the mining industry,” Lacierda said.

“So we can assure the Philippine Stock Exchange that we will

be very thorough with the discussion and final drafting of the final EO,” he added.

“We are seriously studying the draft on the EO (to ensure that it) will address the concerns of the stakeholders,” Lacierda said.(RCK)

Aquino exerting efforts to address concerns of transport sectors

Malacañang assured that the Aquino government is exerting all necessary efforts to address the concerns of the transport sector through short-term and long-term solutions being considered and implemented

by the various government agencies concerned noting the appreciation expressed by the transport groups on the Pantawid Pasada Program (PPP).


In a regular press briefing in Malacanang on Monday, Presidential Spokesperson Edwin Lacierda said that following their meeting with the leaders of the various transport groups, several issues were already addressed adding that the increase in oil prices was just part of their several concerns.

“This is a reiteration of our previous statements already, when we met with them and this can be attested by anyone of the transports leaders… their main concern was not the oil price increase, in fact they were appreciative of the Pantawid Pasada Program which is already in effect,” Lacierda said.

He said that the

government is presently taking initiative to resolve their concern on ‘kotong cops’ involving erring personnel of the Philippine National Police (PNP) who are mulcting money from public utility vehicle drivers.

“The concerns of the transport leaders primarily were the single ticketing (system), the ‘kotong cops’ and I think we have addressed all and the ‘kotong cops’ na lang ang we are addressing now,” Lacierda said.

He said that studies will be made with the Department of Trade and Industry (DTI) and the Department of

Transportation and Communication (DOTC) on the possible discounts for the transport operators in the prices of spare parts.

On top of all these remedies, l o n g - t e r m programs are also underway which include the use

of renewable and other sources of energy within the sector.

Recently, the Metropolitan Manila Development Authority (MMDA) and the 17 local government units of Metro Manila has launched the Uniform Ordinance Violation Receipt (UOVR) single ticketing system for traffic violations across the Metro.

The new traffic violation tickets bearing the logos of the MMDA, the Land Transportation Office (LTO) and the 17 Metro Manila LGUs, are designed to be tamper-proof and have several security features to prevent forgery. (JCL)

Close to one thousand women from 26 barangays of Siocon, Zamboanga del Norte joined the entire world on Thursday in celebrating the political, social and economic achievements

of women during the International Day of Women at the municipal gym which carries the theme “ Women Weathering Climate Change: Governance and Accountability, Everyone’s Responsibility.”


Keynote speaker obstetrics/gynecologist Dr. Jojo Ycong-Tingkahan of Cebu Doctors Hospital in her message said women in Siocon acknowledged the celebration of the International Women’s Day but admitted that we still have a long way to go to achieve “full emancipation” of women’s hardships. “The condition of rural women is very difficult and that they still have a long way to go,” Tingkahan said. “But the municipality of Siocon under the leadership of Mayor Ceasar C. Soriano has made significant progress along what we know would be a long and difficult road by constructing a P30-M Constantino Soriano Sr. Memorial Hospital. Medical personnel conduct regular free medical outreach mission and regular check up which caters mostly women,” she added. Tingkahan said rural women had difficulty in accessing education and health services which expose them to several challenges. She said, women have been

seen working from seeding to harvest time, from the rising of the sun to sunset, but unfortunately these contributions of women have never been seen, valued, nor appreciated by men. She also said that migration is another factor that exposed women to dangers on health problems. In the afternoon session, a forum on Magna Carta for women, Special Law for women, and women’s health issues were jointly conducted by the Philippine National Police, municipal social welfare and development office and rural health unit. Dipolog businessmen urged to install CCTV camerasBy Franklin P. Gumapon

DIPOLOG CITY – Members of the city council here are now considering to pass an ordinance requiring the local businessmen to install Close Circuit Television (CCTV) cameras in their respective establishments.

This move came amid reports of robberies, holdups and burglaries happening in other parts of the country. Some took place in broad daylight. To get the pulse among businessmen on the proposal, the city council conducted a public hearing recently at the Sangguniang Panlungsod session hall. The city council has also planned to make the installation of CCTV cameras in every establishment a requirement for the renewal of

business permits. The city councilors believed that a CCTV camera can curb and deter the thieves or robbers from assaulting an establishment, as it records and monitors the activities/movements of people within its premises. City councilor James Cyril Ruiz said the CCTV camera could help secure not only the business establishments but the lives and properties of the people as well. (JPA/FPG/PIA-ZamboNorte)


This is what Zamboanga City 2nd District representative Erico Basilio Fabian sees as he agreed to concerns coming from the Department of Environment and Natural Resources and the City Council on the implementation of the 30 kilometer bypass road project that will directly link the city’s east and west coasts. The concern is that the project, if implemented, will pass near the city’s watershed, one of the three only remaining intact watersheds in the country. Fabian, in an interview with local media here, said the concerns expressed by DENR and the city council is legitimate and that it should be given emphasis in the implementation of the multi-billion project. “I understand their concern…, but this has been approved by the

Regional Development Council (RDC)”, he said. Fabian, in response to this issue, asked DENR and the Department of Public Works and Highways-9 (DPWH), together with other concerned agencies to sit down and plan out the implementation of the project and immediately address the problem. The project was approved by DPWH last year with an initial fund of P340 M. The project is being pushed by Fabian, 1st Dist. Rep. Ma. Isabelle Climaco and City Mayor Celso Lobregat as this will spur economic activities and address traffic woes in the city. “The initial funding from DPWH is already there. Provincial Office recently conducted a province-wide Technical-Vocational Educational and Training (TVET) and Industry Forum

According to TESDA Provincial Director Tarhata S. Mapandi, the forum was the first provincial TVET and Industry Forum ever held in the Autonomous Region in Muslim Mindanao (ARMM).

It was aimed to strengthened partnership with the technical-vocational institutions (TVIs) and major industries in the province to develop highly competitive manpower consistent with the


industry needs, she said. During the forum, Mapandi presented the accomplishments of the TESDA, the performance of the different TVIs in the province for the year 2011, and the TVET situationer, both at the regional and provincial level. Aside from that, the different industries in the province presented their manpower needs and requirements while the national line agencies including the labor, agriculture, and trade and industry departments bared their programs to generate employment, as well, as to support the local industries. Mapandi said the information generated in the forum relative to industry demand and the changes that are needed in the TVET curriculum will help in the

development of the tech-voc delivery and the economic agenda of our government towards a self-reliant and viable environment. She reiterated that with stronger partnership with TVIs and industries, they can develop highly skilled, competitive and employable workforce that could help the province in terms of economic development.


CSC-10 intensifies campaign against red tapeby Apipa P. Bagumbaran

CAGAYAN DE ORO CITY - The Civil Service Commission (CSC), Regional Office 10, is intensifying its campaign to reduce, if not to eradicate, red tape and corruption in the workplace.

Thus, the CSC-10 will conduct a three-day training program designed to provide consultancy advice, training and support services in creating a customer service ethos in the bureaucracy. Dubbed as the Service Delivery Excellence Program, the training which is aligned with the implementation of the Anti-Red Tape Act of 2007 will be held on March 20 to 22, 2012 at Grand Caprice Restaurant and Convention Center, Cagayan de Oro City. The primary purpose of the training program is to provide intervention for agencies to ensure compliance and successful implementation of their Citizen’s Charter even beyond service

satisfaction, said CSC-10 Regional Director Lourdes Clavite-Vidal. Accordingly, this intervention intends to assist government agencies to streamline the operations of their basic frontline services as well as other core functions.

OROQUIETA CITY, Misamis Occidental – The Provincial Disaster Risk Reduction and Management Council (PDRRMC) of Misamis Occidental has called on the people of the province to support their disaster preparedness program by attending their trainings. Paul De Barras, Team Leader of the Misamis Occidental Search and Rescue Team (MOSART) said that even experts in the field still need these trainings. Barras said that it is during these disaster preparedness trainings that preemptive skills are being taught

including what to do to respond to a calamity and reduce its damage to properties and prevent the loss of lives. The MOSART Team Leader added that the lack of funds and resources should not be made a reason not to be prepared, as all that is needed is the cooperation and support of everyone.


CHED allays fears on unified regional state university by RG Alama

The Commission on Higher Ed-ucation has addressed fears

and concerns on the proposed Davao Regional State University System (DRSUS) and its impact on existing state universities and col-leges (SUCs) in the Davao region. Secretary Patricia Licuanan of the CHED allayed concerns of the

proposed amalgamation during a meeting attended by the governing boards of the four SUCs under the DRSUS bill; presidents, faculty, student and private sector regents/trustees. Together with the representatives of regional agency offices, Senate and Congressional committees on Higher Education held last March 2 in Davao City, “The total budget for Davao Region SUCs shall not be divided equally among the four institutions.” Sec.

Licuanan assured the audience. “USEP and the state colleges’ budget can only increase with the Regional University System given the stimulus funds earmarked by the Department of Budget and Management for institutions willing to amalgamate as a University system, autonomous units shall


still have their own budget and sufficient operational autonomy.” The Secretary added. The proposed DRSUS is contained in House Bill 5311 filed by Davao City 3rd district Representative Isidro Ungab which seeks the amalgamation of the region’s four SUCs; namely the University of Southeastern Philippines, Davao del Norte State College, Southern Philippines Agribusiness and Marine Aquatic School of Technology or SPAMAST and the Davao Oriental State College of Science and Technology. Sec. Licuanan assured that academic programs under the DRSUS would improved and will not be indiscriminately closed. She said that the CHED is laying down the foundations for amalgamation to enable people

in the four SUCs to work together instead of competing with each other and prevent them from being caught flat footed. The amalgamation is part of the CHED reform agenda, which is being pursued by the present administration throughout the country. Meanwhile the private sector representatives favoured the amalgamation foreseeing students will have wider choice of courses, easier acess to institutional service facilities and the shared advantages of each SUC under the University System. They urged the setting aside of institutional interests in favor of collective and joint regional interests. The private sector representatives also urged for more efforts to address infirmities in the proposed DRSUS bill.

Tagum school chairs program reaches out to DavSur schoolsTAGUM CITY- At least 360 pieces of school chairs were distributed on Friday (Mar. 9) to Sta. Cruz National High School-Extension School and Tuban Elementary School in Sta. Cruz, Davao del Sur. Mayor Rey T. Uy personally delivered the 260 armchairs and 100 kiddie chairs to said schools which were the recent recipients of Tagum City government’s “Care for School Chairs Program”.Teacher Elizabeth B. Regino of Sta. Cruz National High School-Extension School cried upon seeing the chairs inside the three classrooms in the extension school. Just last month, Regino personally requested the chairs and went to see the mayor at the city’s motorpool after learning from a Davao-based newspaper article about the project. “Nabasahan namo sa newspaper. Sa wala’y pagduha-duha, naningkamot gyud ko og pangutana unsaon pag-contact si Mayor. (We read about it in the newspaper. About 29,386 pieces of school chairs were already distributed in a span of seven months and still counting, under the Care for School Chairs Program of the LGU of Tagum. The school chairs were fabricated out of the confiscated logs which were donated by the Department of Environment and Natural Resources (DENR-XI) to Tagum Coty LGU and the Department of Education (DepEd-XI). South Cotabato eyes creation of body to represent IPsBy Dani Doguiles

KORONADAL CITY, South Cotabato -- South Cotabato’s Sangguniang Pan-lalawigan is considering the creation of a council that shall ensure that issues and concerns affecting the indigenous peoples (IP) are addressed.


This, after the Department of the Interior and Local Government (DILG) ordered temporary suspension of appointment of IP representatives to local legislative councils pending the approval of national guidelines on the selection process.

“Last month, we received a memorandum circular from DILG suspending its previous memorandum because several problems regarding the selection of these representatives have cropped up all over the country,” Vice Governor Elmo Tolosa said in a radio interview on Friday.

What Tolosa was referring to as previous memorandum was DILG Memorandum Circular 2010-119 ordering “mandatory representation of indigenous cultural communities or indigenous peoples in policy-making bodies and other local legislative councils ” as mandated by Section 16 of Republic Act 8371 or the Indigenous Peoples Rights Act of 1997.

In compliance with the original DILG memorandum circular, Tolosa said, the local board last year created an ad hoc committee led by board member Atty. Cecile Diel specifically to study how the order can be implemented.

He said, among several problems the ad hoc committee found was the budget constraint an additional board member would entail; there is also an issue of the need to appoint other sectoral representatives such as those for women, farmers and fisherfolk and senior citizens mandated under the Local Government Code.

“If we appoint a representative for the IP, we also need to appoint representatives of the other sectors,” Tolosa said.

Based on the findings of the ad hoc committee, an additional representative in the provincial board would require additional P3.1 million yearly budget for salaries and wages of the official and his staff as well as

maintenance and other operating expenses.

For these reason, Tolosa explained, the provincial board has considered the resolution for the creation of a special body specifically for the concerns of the IP.

Tolosa also said: “The public and our brother and sister IPs need not be concerned because the province has a Provincial,” The officers of the council receive honoraria from the provincial government to help defray travel expenses as they bring to the attention of provincial official the concerns and issues affecting them, he added.

“If we would look at it, there are alternative routes to allow participation of peoples’ organization and nongovernment organizations such as undergoing accreditation in our development councils,” Tolosa pointed out.

Meanwhile, the provincial government has also committed the establishment of a “Kasfalah Hall” inside

KORONADAL CITY, South Cotabato --- A stronger partnership with other national line agencies, civil society organizations and the private sector could boost efforts of the Department of Social Welfare and Development -12 (DSWD-12) in addressing capacity of partner beneficiaries of its three-core poverty reduction projects, an official of the agency said.

Recently, the DSWD-12 has tapped the services of the Technical Education and Skills Development Authority (TESDA) for the training of 30 partner-beneficiaries of Pantawid Pamilya Pilipino Program who are tasked for the construction of various sub-projects of KALAHI-CIDSS in six villages in Maasim town, Sarangani Province.

Gemma Rivera, Assistant Regional Director of the DSWD said this pursuit is in line with President Aquino’s directive to expand the delivery of skills development services to the people in poor communities to boost their employability, livelihood and entrepreneurial skill through strengthened ties with other

government agencies, civil society groups and the private sector.

“Our partnership with other government agencies is important in maximizing social impact of the government p o v e r t y - r e d u c t i o n projects as it ensures better future to every poor family that we serve,” she said.

“Our role has always been through sharing of resources and expertise on technical education and vocational training,” Macarimbang said.

Rivera noted that a number of the trainees are women which she pointed out underscores the efforts of KALAHI-CIDSS to nurture the female talent for economic growth.

“In the social preparation stage, the project continuously seek women to develop their skills in carpentry and construction,” Rivera said. “Women have equal power to contribute for the development in their communities. Since KALAHI-CIDSS was put in place in 2003, women proved

their value in developing communities.”

Abdullah Lilangan, the team leader of DSWD convergence strategy and area coordinator for KALAHI-CIDSS in Maasim town said that this initiative with TESDA demonstrates that partnership with other sectors can augment government resources in fighting poverty.

“We see a bright future for our partner-beneficiaries. Armed with these skills, they can easily generate income and employment somewhere, and ultimately succeed in their lives,” Lilangan said.

With these steps taken, Rivera said that the DSWD and TESDA are hopeful that other public-private partners

and other stakeholders will take action to help reduce poverty in poor communities. End

KALAHI-CIDSS in Soccsksargen Region (Region 12) covers 254 barangays in 12 municipalities across the provinces of Sarangani, North Cotabato, Sultan Kudarat and South Cotabato.

From 2003 to 2011, the KALAHI-CIDSS has implemented 496 sub-projects including bridges, common services, day care centers, drainage facilities, electrification, health stations, post-harvest facilities, road projects, schools, water systems, and others.

A total of P479.2 million has been spent for these projects. Of which, P152.1 million was contributed by local government units as counterpart.

BUTUAN CITY-- Police Director Rey Lanada, chief of the Directorate for Human Resource Doctrine and Development (DHRDD) of the Philippine National Police (PNP) from Camp Crame, Quezon City, was the guest of honor and speaker as Police Regional Office 13 concluded its Disaster Search and Rescue Training in a culmination rites held at Camp Rafael C. Rodriguez, this city, yesterday afternoon.


The 151 trainees coming from the different mobile groups region-wide will serve as the regional police core and immediate response team in their respective areas of responsibilities. “The training evolved from the experience of the regional PNP when the catastrophic effects of Typhoon Sendong hit some parts of the cities of Cagayan de Oro and Iligan ,” Genabe said in his welcome message. “This is part of our measure on disaster preparedness, to train and equip our personnel and form

a core team for immediate disaster response on any contingencies,” Police Chief Supt. Reynaldo S. Rafal said in an interview. A highlight of the activity was the demonstration of the swiftness and speed in immediate search and rescue response by two of the best teams during the training, the teams from the Surigao del Sur Police Provincial Office and the Agusan del Norte Police Provincial Office. Five police officers from Agusan del Sur PPO were also made recipients of the “Medalya

Ng Pagtulong Sa Nasalanta” for their meritorious and active participation of search, rescue, and relief operations during man-made and natural calamities in the said province. Bunawan National High School offers summer class, opens April 16by David M. Suyao

The secondary education division of the Department of Education Caraga Region handed over to Bunawan National High School (BNHS) the summer class permit.

It gave the school the authority to conduct summer classes starting this summer.

In time with the celebration of music, arts, physical education and health festival (MAPEH) in BNHS, secondary education division of DepEd Caraga Regional Office chief Elvira Namuag handed over the permit to BNHS principal Danilo Jore, signalling that they can start the summer class on April and end up on May this year.

According to Namuag, there are only two schools

in Caraga Region that were given the permit to the operate summer classes. The other one is the Barobo National High School in Surigao del Sur.

“This is a great help to our education for all program. The Bunawan National High School will accept students even from other municipalities if they want to avail of the summer classes in order to cope up with their subjects. Aside from that, the program will also mean additional income

to local teachers because they will still be ones that will handle the classes,” Namuag said.

According to Jore, the students that will avail of the summer classes will be charge with P10.00 per day since the start of the classes on April 16 and will end on May 28, 2012.

Jore also called on students and parents that if there are subjects that need to be taken during the summer, they just need to visit BNHS and enroll.
