Helen Macubahon, a young Mamanwa mother at the age of 21, narrates the ordeal that her family has experienced. Helen’s husband, Noel Macubahon, 25, works as a laborer that hauls falcata logs and earns a maximum of P250 and minimum of P150 a day. This small amount of money is not enough for a family of three especially that they have a baby to feed. Like other mothers, Helen also has a dream for her child to have a better future, a life that is completely different from what they have right now. She is worried she could not give this ‘better future” to her child. Helen finds other ways to help minimize their expenses, “nagtanum pud ko og mga kamote, saging ug uban pang mga gulayon para among masud-an (I also plant sweet potatoes, banana and other vegetables),” shares Helen. With this, they no longer have to spend for their viands. “Amo gayud na pa-igoan ang sweldo sa akong bana ma’am, labaw na nga naa mi anak (We really have to budget my husband’s income, especially now that we have our baby),” Helen said. “Maski og magkalisud mi ma’am wala gayud kami nagmahay nga nagkaanak (Even though life is hard, we never regretted having baby Jepro),” said Helen while

looking at her eight-month old baby that she cradled in her arms. She

even boasted that baby Jepro has been receiving regular

immunization in their barangay health

Helen’s family is one of the 801 families in Tubod, Surigao del Norte that benefit the program. “Ang akong anak gayud ang una nakong nahuna-hunaan pag-abot saPantawid Pamilya (My child is the first person that came to my mind when Pantawid Pamilya arrived in our town).” Helen thought that with Pantawid Pamilya, she no longer have to scrimp her child’s milk because she can now buy it together with the other things that baby Jepro needs. Helen receives a monthly cash grant of P500 a month for her child’s health and nutrition. For others, P500.00 may be a small amount of money but for Helen and her family, with this amount they can already buy 2 boxes of baby’s milk and diapers for their little angel, Jepro. Pantawid Pamilya may not be the answer to Helen’s financial problems, but it does respond to their immediate needs and somehow assist them especially in providing milk to baby Jepro.

President Benigno S. Aquino III has appointed new government officials for various positions in the National Archives of the Philippines, the Presidential Management Staff (PMS) and in the judiciary.

During the regular press briefing in Malacanang on Tuesday, Presidential Spokesperson Edwin Lacierda announced that President Benigno S. Aquino III appointed Virginia E. Darlucio as the deputy executive director

of the National Archives of the Philippines. Her term of office is co-terminus with the appointing authority.

Lacierda also said that Ana Maria A.

Cadena was appointed as Assistant Secretary of the Presidential Management Staff, replacing Racquel De Guzman-Buensalida.

The other appointees to the PMS include Clemencia A. Cabugayan as Director IV; and Cherry Pie Felisse

Malacanang optimistic new graduates will have jobs

Malacañang expressed confidence that the Aquino government would be able to provide enough job opportunities for the batch of graduates this year considering the influx of foreign manufacturing

firms who have shown interest in investing in the country.

He also announced the appointments by the President of five new judges in the lower courts as follows:

--- Judge Leandro C. Catalo to the Regional Trial Court (RTC) Branch 256 of Muntilupa City. He served as assistant prosecutor in various cities from 1989 to 2007 and Judge of RTC-Borongan, Eastern Samar from 2007 to 2011. Prior to his appointment, he served as acting presiding judge of Muntinlupa RTC since 2011.

--- Judge Marie Lynn L. Andal was named as presiding judge of the

Metropolitan Trial Court (MTC) Branch 92 of Marikina City. She served as a clerk of court in Batangas RTC from 2005 to 2007 and assistant prosecutor in Batangas and Antipolo City since 2007 until her appointment.

--- Judge Suzanne Cobarrubias-Nabaza was appointed to the MTC Branch 93 of Marikina City. Prior to her appointment, she was a court attorney of the Court of Tax Appeals (CTA) since 2004.

--- Judge Maria Cecilia Ty-Pantua was appointed to the MTC Branch 94 of Marikina City. She worked as Legislative Staff Officer in the Office of the Councilor in Quezon

City from 2002 to 2004. She also worked in the Court of Appeals (CA), Department of Environment and Natural Resources (DENR), Roman Catholic Archbishop of Manila, Associate, Sering Evangelista Lao and Associates Law Office and Court of Appeals (CA).

--- Judge Shirley L. Magsipoc-Pagalilauan was named as presiding judge of the MTC Branch 95 of Marikina City. She worked as an accountant in various companies from 1990 to 2001; branch clerk of court in Manila RTC from 2001 to 2011 and court attorney in CA from 2011 until her appointment. (JS)

In the regular press briefing in Malacanang Wednesday, Presidential Spokesperson Edwin Lacierda bared the considerable number of businesses that are coming in noting the booming employment opportunities in the manufacturing sector.

“Some of the manufacturing concerns from Japan and China are planning to migrate to the Philippines to set up manufacturing sites here… there are a number of business investments that have signified their interest to set up shop here in the Philippines and we would see a burgeoning employment in the manufacturing

sector…ang dami pong gustong pumasok ngayon and they have expressed significant interest in our country,” Lacierda said.

He said the various concerned agencies of the Aquino government have been directed to conduct regular and thorough studies to ensure that the skills of the people would match the needs of various job opportunities available.

“With the renewed interest in the Philippines, we are very confident that we’ll be able to provide employment for those graduating, in the long term it is important for us to m a k e s u r e that t h e

courses that we offer would enable our graduates to find jobs in the industries where they are most needed. In so far as vocational skills are concerned, we are doing that with the big help from TESDA,” Lacierda said.

“These will be ongoing, the employment opportunities are there and we will continue to provide it, ang problema

lang is the job and skills matching that is why the labor (department) has been tasked to do a more regular study of the jobs-skills matching and also the TESDA has been tasked to provide, immediately upon graduation from high school, the skills to match with the job opportunities right now,” he added.

The Philippines is being considered as a new business haven by various foreign investors with the Aquino government’s implementation of reforms and efforts to resolve graft and corruption within the bureaucracy. (JCL)

The celebration commenced with a holy mass and a program held at the provincial capitol grounds. Clarissa Calingin-Rosales, president of GA-10, said the theme for the 2012 National Women’s Month Celebration, “Women Weathering

Climate Change: Governance and Accountability, Everyone’s Responsibility,” is in consideration of the recent disasters and calamities experienced by the country and the impact of climate change observed and experienced globally.

CAGAYAN DE ORO CITY – The Gender Advocates (GA) in Northern Mindanao kicked off 2012 Women’s Month celebration, March 2.

Feb. 27, at its main headquarters in Maramag. The battalion also came out as champion at the recently concluded 4th ID’s Squad Challenge held Jan. 27 at 4ID Headquarters, Patag, Cagayan

de Oro City. This contest is conducted to determine the best squad to perform military techniques, tactics, and standard operating procedures in combat and non-combat operations. (8IB)

Further, this year’s celebration highlights disaster risk reduction (DRR) as everyone’s responsibility. Hence, Calingin-Rosales said the observance underscores the role of women as powerful agents of change in relation to DRR. Women’s indigenous knowledge on climate change and disaster, because of their responsibilities and experiences, should be utilized in DRR and climate change adaptation strategies. This year’s celebration, likewise, is in consonance with the continuing national and local efforts to advocate for the implementation of the Magna Carta of Women and the Millennium Development Goals, which started in last year’s women’s month celebration. For this year, the focus is on MDG7 on ensuring environmental sustainability. Meanwhile, GA is set to hold gift-giving to female inmates at Lumbia, this city, on March 8 and to conduct seminar on mental health and psychosocial

dynamics on March 15 and 16. By June 8, GA, in cooperation with the Department of Environment and Natural Resources (DENR) and the Department of Agrarian Reform (DAR), will spearhead an intensive tree growing, wherein a follow-up will be done on Nov. 9, in time for GA’s anniversary.

Inmates joins PNoy’s National Greening Program by Jeza Mae Sarah Sanchez

CAGAYAN DE ORO CITY - More than 100 inmates of Cagayan de Oro City Jail participated in the “Orientation on Forest Nursery Establishment and Operation” last Feb. 23 as a jumpstart to the participation of the Bureau of Jail Management and Penology (BJMP) Region 10, to President Benigno Aquino’s intensified National Greening Program (NGP).

Ben Labininay, community environment and natural resources office farm foreman and nursery manager, who served as the resource speaker of the said activity, expressed with the more intensified greening program of the government comes now the increasing demand to produce more seedlings. Hence, the community relations service unit of BJMP-10 came up with the idea of having the inmates actively involve themselves with

the government’s NGP through establishing forest nurseries inside the jail facilities. “The inmates don’t need to leave the jail in order to participate in this program,” said Jail Supt. Clint Russel Tangeres. The jail compound in Brgy. Lumbia has a vacant area that is large enough to accommodate the required seedlings and facilities, and also has the necessary exposure to sunlight, Tangeres further said. (BJMP)

DENR identifies priority caves in DavNor

Four caves in Kapalong, Davao del Norte were recently

identified and assessed as priority caves by the Department of Environment and Natural Resources-XI (DENR-XI) and the Davao Speleological and Conservation Society (DSpeCS). These caves are Otso , Gitgitan,

Sayaw and Unde rg round Caves. D u r i n g the cave a s s e s smen t s done last February 1-3 the following characteristics w e r e c o n s i d e r e d : length, height and width of the caves as well as identifying r e s o u r c e s such as the s t a l a g m i t e s ,

stalactites, rock formations and wildlife inhabiting therein. Biological resources outside the caves were also identified. DENR Secretary Ramon J.P. Paje through the Protected Areas and Wildlife Bureau (PAWB) director Theresa Mundita Lim has instructed the DENR field offices to prioritize

caves for assessment and classification for 2012 in line with Republic Act No. 9072 otherwise known as the “National Caves and Caves Resources Management and Protection Act.” The identification process is done by the Regional Cave Committee (RCC) composed of different services of the DENR and other concerned institutions, agencies, academe, Local Government Units (LGUs) and Non-Government Organizations (NGOs). This was created to ensure the implementation of the proper management, protection and conservation of caves in the region. The priority caves submitted for 2012 include Tamborong Cave in the Island Garden City of Samal (IGACOS), Andap Cave, Salvacion Cave and Casoon Cave in Compostela Valley Province, Tamisan Cave and Lanca Cave in Davao Oriental. A total of twenty-four caves were already assessed and classified in 2010 & 2011. Twelve of these caves have complete assessment reports and cave maps which were already submitted to PAWB.

Two of these caves were classified as Class I – for research/education, exploration, mapping and photography; six caves as Class II – research/education and guided ecotourism; and four caves as Class III – research/education & ecotourism. The cave maps and reports of the additional twelve caves have yet to be finalized. So far, Region XI through the Regional Cave Committee has hosted the 3rd and 10th National Caving Congress in 2003 and 2010, respectively and is planning to bid for the hosting of the 7th Mindano Caving Forum in 2013. DENR-XI regional executive director Jim O Sampulna emphasized that the submission of the priority caves for assessment will ensure a well-crafted cave management plan appropriate for a particular cave.“Cave management is complex. It requires a good plan, strict enforcement of laws, maintenance, careful monitoring of its physical and biological processes among others,” Sampulna stated. (DENR-XI)

Region XI ranks 4th for new renal disease patientsby Frances Mai Macapagat

DAVAO CITY – Davao region turned out fourth in the entire Philippines for having the most number of new renal disease patients as declared by the Philippine Renal Disease Registry 2010.This region recorded 537 new patients in 2010 following the high cases in National Capital Region, Region 3, and Region 4. Dr. Theresa Bad-ang of the Philippine Society of Nephrology attributed this growing number of patients detected with renal disease to be caused by unhealthy lifestyle and other diseases that usually result to renal failure like diabetes and hypertension. “ Davao may be identified as having one of the most number of new renal disease cases because we are the center of Mindanao . Everybody’s coming here to get diagnosed and get treated.” she explained. Albeit alarming, nephrologists like Bad-ang sees the need to further intensify the campaign on renal disease awareness as this could help prevent the onset of End Stage

Kidney Disease in patients suffering renal problems. The Philippine Society of Nephrology together with patients having renal diseases will join the World Kidney Day tomorrow, March 8, at SM City Entertainment Center as they will converge and discuss issues concerning renal disease. This year’s celebration of the World Kidney Day is aimed to raise awareness of the importance of kidneys to overall health and to reduce the frequency and impact of kidney disease and its associated health problems worldwide. It will highlight that diabetes and high blood pressure are key risk factors for Chronic Kidney Disease (CKD) and that systematic screening of all patients with diabetes and hypertension should be encouraged. Governments are also urged to take action and invest in further kidney screening since health authorities will have to deal with high and escalating costs if no action is taken to treat the growing number of people with CKD.

The forum carried the theme: “Sama-sama Nating Kamtin ang Kasapatan sa Pagkain Tungo sa mas Masagana at Maunlad na 2012.”

Amalia Jayag-Datukan, DA-12 regional executive director, said the forum served as venue for the agency “to lay down its projects and programs before the local chief executives in the region.”

Datukan said the activity is one way of showing DA’s support of President Benigno Aquino III’s advocacy toward transparency for government agencies to reveal their plans and programs to the public.

In addition, the activity was also geared to gather local chief executives in the whole Region 12 for them to be updated and informed of DA’s programs so they can also synchronize their d e v e l o p m e n t programs and projects having DA support.

The forum began with DA’s presentation of its accomplishments

on AgriPinoy programs on Rice, Corn, Livestock, High Value Crops Development and special project--- the Mindanao Rural Development Program (MRDP).

Afterwhich, the event went on to entertain issues and concerns raised by participants regarding implementation of programs and projects of the department to include the various DA-supported projects at the local levels.

Mayor Darlene An ton ino -Cus tod i o , Regional Development Council (RDC) 12 chairperson, addressed local chief executives in a brief message supporting DA’s programs and

initiatives to spur the implementation of development projects in the region.

Sarangani Governor Migs Dominguez with his mayors Corazon Grafilo of Alabel, Victor James Yap of Glan, Elsie Lucille Perrett of Maitum, Reynaldo Constantino of Malungon and Raul Martinez of Kiamba also attended the region-wide event and showed their unified support for the department.

Solon releases P2.36-M livelihood fund for senior citizens, women’s groupsBy Dani Doguiles

KORONADAL CITY, South Cotabato -- Cotabato Second District Representative Nancy Catamco last week distributed checks worth P2.36 million intended as livelihood assistance for women’s groups and senior citizens’ organizations in six municipalities of the province.

A press release from Rep. Catamco’s congressional office said, turnover of checks were held on February 28 at the Antipas municipal hall for recipients in President Roxas, Arakan, and Antipas at the Kidapawan City gymnasium for beneficiaries of municipalities of Makilala and Magpet city of Kidapawan.

It noted that the amount were released by the Department of Budget and Management in response to initiatives of the congresswoman to provide productive livelihood to her constituents.

A staff of the congressional office, in a phone interview, said the congresswoman gave P10,000 for women’s organizations in each

of 171 barangays and P100,000 for senior citizen’s a s s o c i a t i o n s in each of the a f o r emen t i oned municipalities.

During the turnover ceremony, Catamco promised she will give additional financial assistance to groups that would earn profits from the initial funding in three to six

months.In total, a financial

assistance of P350,000 was downloaded for recipients in President Roxas; P380,000 in Arakan; P230,000 in Antipas; P480,000 in Makilala; P420,000 in Magpet, and P500,000 in Kidapawan City.

The congressional office is being assisted by the social welfare offices of the LGUs in implementation of this advocacies tagged as “Women’s Empowerment Through Livelihood Opportunity Veered to Enhance Novelty Cooperatives” (WE LOVE NC), and “A Noble Care for Golden Elder-Members” (NC’s-GEM).

Livelihood projects conceptualized for the elderlies include small and medium enterprise-livestock livelihood projects, small and medium enterprise-

meetings with the board of directors were not met having only three out of targeted eight meetings, committee meetings were done, making a record of 125 percent.

Basan said it is more effective to have frequent committee meetings because it is more focused and issues can be discussed thoroughly for better understanding and results.

On welfare assistance like regular guidance and counseling, the chapter

failed to reach its goal and landed only 56 percent of its 60 target. But guidance counseling done during disaster registered 900 percent having a target of only three.

Organizing the Red Cross Youth (RCY) council and membership in the junior level registered 143 percent with 1,620 recruits against the target of 1,050, while 255 percent was also recorded in the senior RCY level having a target of 1,050 for 2011 but recruited 2,680.

“Because of calamities we encountered last year, our information and education campaign targets were not met having conducted only one class with 44 students for the NSTP classes. But we also exceeded in our promotion events like symposium, film showing, pep talks and others having conducted seven interpersonal communication against our target of only two with 172 attendees against the target of 150,” Basan said.

BUTUAN CITY -- In the recently held City Peace and Order Council (CPOC) Meeting, chaired by Mayor Ferdinand M. Amante Jr, the Philippine Drug Enforcement Agency (PDEA) Caraga headed by OIC-Regional Director Joel Plaza bared its accomplishments from January to February of this year.

The conduct of the monthly CPOC meeting is in line with president Aquino’s Philippine Development Plan on Good Governance. Representing Dir. Plaza, Deputy Dir. Cristy Silvan bared that Shabu is still the main drug of choice of illegal drug users and Marijuana is second. Silvan also said that their office has conducted 49 successful operations wherein 80 persons were arrested. She further

revealed that there were two convictions against violators of Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002). Also, Silvan stressed that as way of intensifying its campaign to the public against the use of illegal drugs, PDEA-Caraga has conducted 55 lectures in the different barangays of the city, 51 conferences, 22 TV appearances, 29 radio guestings,

and among others. It was also learned that PDEA has been conducting urban farming, bloodletting activity, feeding program in partnership with other stakeholders. With this, PDEA-Caraga expressed that they will continue to hunt illegal drug users and protect others especially the children. PDEA also hopes for the full cooperation of the general public.

The requirement of filing the SALN is pursuant to Section 8 of Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) under Section 7 of RA 3019 (Anti Graft and Corrupt Practces Act). The said laws require all public officers and

employees to declare and submit annual true detailed and sworn statement of thheir assets, liabilities and networth, including disclosure of business interests, financial connections, relatives in the government service, and amount of income taxes paid for the preceding calendar year.

Tomasito Pareja, executive assistant to the Governor, reminded said civil servants on Monday’s flag ceremony program about the mandatory requirement. Pareja indicated that it is better to file SALN before the set deadline of the Civil Service Commission (CSC) on March 30.

Thirty nine (39) towns in the region have been lined-up by the Land Management Services (LMS) of the DENR for its cadastral survey program for this year to be financed by the World Bank. During the official opening of bids, only 15 bidders/contractors submitted their technical and financial proposals as required for the bidding process, covering only 20 of the 39 municipalities slated for cadastral survey program for this year. The RBAC is composed of the following: Moises Butic, chairman Bids and Awards Committee; Gil Ona, vice chairman; Benjamin Rubia, chief Administrative Division, Edgardo Montojo, chief Planning and Management Division; Luisito Lledo, chief Finance Division; Atty. Ruben Dongallo, chief, Legal Division and Philidor Lluisoma as members with Regional Executive Director Arleigh Adorable as the over-all

chairman. The activity was also attended by the Technical Working Group (TWG) headed by its chairman Engr. Ramon Ascaraga, Jr.; Engr. Rubi Guldam; Engr. Celso Espinosa and Julius Vela as members. DIPOLOG CITY - As the country celebrates the month of March as fire prevention month, the Bureau of Fire Protection (BFP) has scheduled a series of lectures and forums to be conducted in the different schools and establishments in the city.

City Fire Marshall CI Janice Atana Espero told the press that the BFP would be holding symposiums on fire safety as well as fire drill in schools and establishments. To mark the start of the fire prevention month, a motorcade was held on March 1 along the major thoroughfares in the city which was followed by friendly exhibition games

DENR partners with civil society groups for seed supply of indigenous tree speciesZAMBOANGA CITY - Geared at saving the country’s indigenous trees, The Department of Environment and Natural Resources (DENR) under its National Greening Program (NGP) , partnered with two conservation groups to ascertain the supply of tree seedlings of prized tree species, said Mr. Roservirico Tan , Information Division Chief, DENR 9, in a press statement. The partnership is demonstrated in a 5-year contract of continuous seedling supply of said groups to DENR, Tan informed. “DENR Secretary Ramon J. P. Paje signed last week a Memorandum of Agreement with the Foundation for the Philippine Environment (FPE) and the Philippine Tropical Forest Conservation Foundation, Inc (PTFCF) which effectively opened the door of some 200 civil society organizations (CSOs) under FPE’s and PTFCF’s projects the opportunity to take part in the NGP in terms of producing planting materials using native tree species,” the active info division chief said. Tan shared, “the said contract gives specific attention to the production of quality forest and fruit tree seedlings that are endemic to a specific NGP planting site.” “Among the contributions to be gained by the partnership include ensured community livelihood, reduced impacts from climate change, increased promotion of

biodiversity conservation and sustainable development within the locality,” Tan explained in the same press statement Tan recalled “Last year the NGP raised and planted some 69.3 million tree seedlings in more than 118,000 hectares. Of the total planted seedlings, five million consisted of indigenous species like acacia, mayapis, molave, tindalo, toog, and teak.” For 2012, the NGP targets to raise some 114 million seedlings to be planted over 200,000 hectares. Tan revealed 14 million of the 114 million seedlings are native tree species. “The DENR is also tapping state universities and colleges (SUCs) nationwide to augment its nurseries across the country producing indigenous tree seedlings.
