Also, CHR chairperson Loretta Ann ‘Etta’ Rosales, the keynote speaker of today’s celebration recalled how the “EDSA Uprising” started

during the presidency of the late Ferdinand Marcos, wherein Filipinos specially women marched and prayed the rosary to stop the dictatorship of Marcos. Rosales further highlighted the role of women during Marcos’ dictatorship. “Women played an important role

in those times where they organized themselves, went out the streets to fight for democracy,” stressed Rosales. Meanwhile, the women and children with disability presented their dance and vocal talents as intermission numbers during the

opening program. “The Persons with Disability is streamlined in the different activities of this year’s celebration. Unity and freedom to participate in the activities of the government and society without discrimination is the real significance of what we are marching for today,” said Rosales.

Malacañang assured the public on Monday that national government agencies remain on top of the situation amid

the reported risks facing women and children four months after surviving the wrath of super typhoon “Yolanda” (Haiyan).

and Development (DSWD) continue to have men on the ground to address the remaining concerns of typhoon victims.

Government on top of the situation amid risks on ‘Yolanda’ survivors

Across the NationNations Children’s Fund (UNICEF) released a report saying that while there is a growing sense of recovery in Yolanda-hit areas, there is a host of immediate risk that looms largely on children, ranging from epidemic outbreaks, disruption and loss of access to learning, and greater exposure to violence and exploitation.

“We are always concerned about situations where it will give rise to any epidemic, and therefore, DOH has been on the ground working to prevent such, and has been installing or implementing procedures to make sure that such an event does not happen,” Lacierda said.

With respect to education, Lacierda said it continues to be provided by DepEd to students, although there are some areas where schools have to be rebuilt first, which the agency has already been working on.

“I spoke to Secretary Armin Luistro

last Saturday---I think Saturday evening---and we spoke about the construction of schools. Ongoing ang construction of schools doon sa Yolanda,” Lacierda said.

The Palace official said it would also make sure that the DSWD looks after children who have lost their parents from the tragedy so they would not fall under threats of exploitation, violence, and abuse.

“Of course, we are concerned about kung wala na ‘yung mga magulang; and, therefore, DSWD would have to take care of those orphaned children, kung meron. But right now, kung may mga magulang naman sila, again we continue to provide relief efforts to our people,” Lacierda said.

Over 14 million people were affected by super typhoon Yolanda when it hit central Philippines in November 8, 2013; 5.9 million of whom are children, according to the data gathered by the UNICEF. PND

President Aquino celebrates Jollibee twin store milestones

President Benigno S. Aquino III joined Jollibee Foods Corporation (JFC) in celebration of two important milestones

in its store expansion in a ceremony held at the Heroes Hall of Malacanang Palace on Tuesday.

During the ceremony, the President congratulated JFC, headed by business magnate Mr. Tony Tan Caktiong, for the fastfood chain’s 800th store, which opened in Malay Balay, Bukidnon in October last year; and its 100th international store located in Jubail, Saudi Arabia.

“Tunay pong pambihira ang nakakamit na tagumpay ng Jollibee Foods Corporation sa mga nagdaang taon—mula sa 100 tindahan noong 1991, umabot na ito sa mahigit siyam na raan ngayong 2014 sa Pilipinas at sa ibang sulok ng mundo,” President Aquino said.

He said he is thrilled to celebrate the opening of Jollibee’s 1,000th store in the country and quipped that he is expecting it next year.

The event was highlighted by Mr. Tan Caktiong’s presentation to the President a scale model of Jollibee Malaybalay Highway Drive-Thru store, which features Jollibee’s latest modern tropical design concept. Jollibee officials also presented a global store network map showing Jollibee’s brand presence worldwide including Vietnam, United States, Brunei, Saudi Arabia, Qatar, Kuwait, Singapore and Hong Kong.

Tan Caktiong said that his company was honored to celebrate their milestone with President Aquino. He noted that JFC “fully supports” the President’s key programs aimed at further strengthening the economy and creating job opportunities for Filipinos.

Aside from JFC’s contribution to the country’s economy, the President also thanked the famous fastfood chain for providing jobs to its at least 180,000 employees and its other social responsibility initiatives through the Jollibee Group Foundation (JGF).

He specifically mentioned the Busog, Lusog, Talino School Feeding Program, which helps address the issue of hunger and malnutrition among students by providing daily lunch meals in an 8-month feeding cycle. Since 2007, the program has already served more than 100,000 Grade 1 and Grade 2 students in 1,100 public elementary

schools nationwide.The President also lauded JGF’s Farmer

Entrepreneurship Program, which helps empower small-scale farmers to become more productive and profitable by giving them the opportunity to be direct suppliers of Jollibee. JGF has assisted more than 800-small scale farmers in Nueva Ecija, Pangasinan, Quezon, Ilocos Sur, Agusan del Sur, Davao Oriental and Bukidnon since 2008.

The Department of Agriculture (DA) has extended its hands to help Jollibee in this program by providing training, technical assistance and agriculture equipment, added the President. Last year, the DA allocated P8.15 million for the program which aims to maximize production and profits for small-scale farmers.

President Aquino likewise underscored JGF’s initiatives during Typhoon Yolanda where the foundation provided 68,000 congee meals and 12,000 hot meals and at least 16,000 relief packs to some 160,000 individuals in the affected communities.

“Nagbubunga na po ang isinusulong nating agenda ng reporma’t kaunlaran. Kaya naman kasabay ng magagandang balita sa lumalago nating ekonomiya, sinisikap din nating hindi lumayo sa sikmura ang natatamasang pag-unlad ng bansa, sa pagpapalawak ng ating mga serbisyong panlipunan,” he said. PND

LPA continues to bring light to moderate rains over Mindanao

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) on Tuesday said that light to moderate rains

will continue in some parts of Mindanao because of the presence of a low pressure area (LPA) inside the Philippine area of responsibility (PAR).

In an interview, PAGASA weather forecaster Aldczar Aurelio said that as of 4:00 a.m. the LPA was spotted some 530 km east of General Santos City (5.7ºN, 130.0ºE).

Aurelio said the LPA has slim chance to intensify into a tropical depression and expected to dissipate in the next 48 hours due to cold winds of the northeast monsoon.

In case the LPA intensifies into a tropical depression, he said it will be named “Caloy,” the third cyclone to affect the country this year.

Aurelio said although the LPA has a slim chance of intensifying into a tropical cyclone, its extended clouds is projected to bring cloudy skies with light to moderate rains over the regions of Caraga and Davao.

He added the rest of Mindanao will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.

Meanwhile, Aurelio said most parts of the country will continue to enjoy relatively good weather.

He said that except for the northern section of Luzon, the rest of the country including Metro Manila will remain to have sunny to partly cloudy skies with possible occurrence of isolated light rains.

Aurelio explained that the northeast monsoon will be theweather system that will bring isolated showers in Visayas and the rest of Luzon including Metro Manila.

On the other hand, he said the regions of Cordillera and Cagayan Valley and the provinces of Aurora and Quezon will have cloudy skies with light rains.

In its advisory, PAGASA said that moderate to strong winds from the northeast will prevail over Luzon, Visayas and Eastern Mindanao and the coastal waters along these areas will be moderate to rough.

Elsewhere, winds will be light to moderate coming from the northeast with slight to moderate seas.

The state weather bureau also issued gale warning as strong to gale-force winds associated with the northeast monsoon, will affect the seaboards of Northern Luzon and the eastern seaboard of Central and Southern Luzon, of Visayas and of Mindanao.

“Fishing boats and other small sea crafts are advised not to venture out into the sea while larger sea vessels are alerted against big waves,” it warned.

DENR stops transport of logs in Agusan River By Eric Gallego

BUTUAN CITY, Agusan del Norte - The Department of Environment and Natural Resources (DENR) has stopped the transport of all types of logs through the Agusan River and its tributaries effective last February 10,2014.

This means that the DENR would no longer issue a transport permit for all types of logs that would use the Agusan river and its tributaries as waterways to move the forest products to the various wood processing plants along river banks in Butuan City and some parts in Agusan Del Sur.

DENR Undersecretary for operations Demetrio L. Ignacio, Jr. has issued the “restriction of log movements order” by authority of Secretary Ramon JP Paje through a memorandum sent to all DENR Regional Executive Directors in the region.

The order was immediately relayed to all provincial and city environment officials, said DENR regional executive director Nonito M. Tamayo during a conference at the DENR Regional Training Center in Barangay Ambago, Butuan City this week.

Usec Ignacio cited wanton disregard of regulations imposed under Executive 23 by some people as reasons for the issuance of the restriction order by the DENR.

DENR 13 regional executive director Nonito M. Tamayo said it

was also cited in the memorandum that “rafting and towing of logs in the Agusan river have contributed to the inundation and the scouring of the river banks further exacerbated during heavy rains.”

He said “ this has significantly contributed in the river siltation.” The other reason was the observation of the danger pose by rafted logs in barangays downstream when the river is heavily flooded.”

Tamayo also asked the provincial and city environment officials to conduct an immediate inventory of all on-going transport of logs while moving to their respective destinations through the river and tributaries.

“After reaching their destinations, there shall be no more logs to be allowed to travel on the waterways, including tributaries of the Agusan river,” he added.

He said that environment officials and other DENR field officials who would issue a transport permit in violation of the order would face sanction. (PNA)

Mandatory appointment of Tourism Officers in LGUs sought By Aimee B. Sienes-Sajor

AGUSAN DEL NORTE -- A new House Bill No. 3734 is being filed in congress providing for mandatory appointment of tourism officers in provinces and cities and optional appointment in municipalities.

Congressman Erlpe John M. Amante of the second district of Agusan del Norte, author of the said bill, pushed for its approval in the House of Representatives.

With this proposal, Sections 443 (b) and 454 (a) of the Local Government Code of 1991 will be amended to include the mandatory appointment of tourism officers in provinces and cities and optional appointment in municipalities.

In support of the State’s policy of developing responsible and sustainable tourism that ensures full enjoyment of benefits by host communities, Cong. Amante said that professional and qualified tourism officers must be appointed in every local government units (LGU) to enhance their competence and capacity to plan, manage and oversee local tourism development.

Republic Act 9593, otherwise known as The Tourism Act of 2009, lays the creation of a permanent item for a tourism officer in every province, city and municipality. However, this is only mandated to areas described loosely as having a significant tourism industry, as provided in Section 125 of the said act.

Cong. Amante emphasized that his bill shall set a clear directive on the appointment of tourism officers in LGUs, at least at the provincial and city levels, with the confidence that tourism must certainly exist in these jurisdictions, may it be hosting attractions, sports/medical/wellness facilities, and venues for meetings, incentives, conventions and events/exhibits or by being key tourist centers.

This is in adherence to the State’s policy of providing for a local government position that will be

responsible for and accountable to the development of the tourism industry whereby it is harnessed as an engine

of sustainable socio-economic growth and cultural affirmation to generate investment and appointment.

AgNor Gov praises DAR for intensified CARP effortsBUTUAN CITY -- Provincial Governor of Agusan del Norte, Ma. Angelica Rosedell M. Amante-Matba lauded the Department of Agrarian Reform (DAR) in Agusan del Norte, for its serious implementation of the Comprehensive Agrarian Reform Program (CARP) in her province especially at providing Certificate of Land Ownership Awards (CLOAs) to farmer-beneficiaries.

This was disclosed during the distribution of Certificate of Land Ownership Awards (CLOAs) to 152 farmer-beneficiaries covering 203 hectares of agricultural lands held at Brgy. Consorcia, Las Nieves this province last February 27, 2014.

Governor Matba said that the DAR provincial agrarian reform office is one of the top performers in Land Acquisition and Distribution (LAD) as they consistently breached its annual distribution target above 100 percent since the Provincial Agrarian Reform Program Officer II (PARPO) Andre B. Atega hold the office in 2004.

“DAR in this province under the leadership of PARPO Andre B. Atega has intensified efforts to complete its job in land distribution, in fact,

in 2013, DAR’s performance ended with 226 percent,” Governor Matba added.

On the other hand, around 6,696 hectares of private and public agricultural lands still to be distributed to farmer-beneficiaries under CARP extension with reforms (CARPer) in this province. About 30 percent of these landholdings may be dropped from coverage as retention areas and non-CARPable lands.

PARPO Atega primary concerns is to distribute the remaining distributable lands within 2014. In fact, Atega has increased this year’s target to reach more than four-thousand hectares. This year’s big target is first time in the history of DAR Agusan del Norte.

Task Force briefs barangays on implemen-tation of CdeO’s traffic code by CdeOSP

Atty. Egay Uy, consultant of the Hapsay Dalan Task Force, said one of the provisions of the traffic code is the Anti Jay Walking law, which is being implemented at Divisoria as a pilot area. This will also be implemented in major streets such as JR Borja, Hayes Sts. and in all markets. Violators of the anti jay walking will be penalized with P500 or community service equivalent to 8 hours. The task force appealed to barangay officials to help educate their respective constituents on other provisions of the traffic code under Ordinance No. 10551-2007. Punong barangays expressed

support for the implementation of ordinances, however, requested that they be provided with legal assistance when they are challenged and questioned by violators with regards to their authority to implement the said law. In another development, Punong Barangay Christian Rustico Achas of Puerto requested assistance to address the traffic congestion in his barangay, as well as full cooperation of the Puerto Market City Economic Enterprise Development (CEED) personnel in the implementation of barangay ordinances that affect the operation of the market.

OZAMIZ CITY, Misamis Occidental - The Department of Education, Division of Ozamiz City, has set the annual physical examination (APE) of all its teaching and non-teaching personnel, fromMarch 10 until July 4, this year.

This is for those who chose the Mayor Hilario A. Ramiro, Sr., Regional Teaching and Training Hospital (MHARS-RTTH) in the city, as their Philhealth Primary Care Benefit (PCB) 1 Package provider, Dr. Rebonfmil R. Baguio, Schools Division Superintendent, said. He said the MHARS-RTTH staff

will only entertain 20 persons in the morning and another 20 in the afternoon, and advised the personnel to bring their Member Data Record (MDR) to facilitate the processing. He also advised them to bring all their listed dependents when they go to MHARS-RTTH for the PCB 1 health profiling with the APE on their

assigned schedule. Completion of Form 86 shall be a compulsory requirement of the annual clearance of all teaching and non-teaching personnel which should be signed by the government physician conducting the individual health examination. He said arrangements are being

made with MHARS-RTTH so that their Form 86 will be accomplished together with their health profiling. Laboratory examinations required for DepEd employees are Chest X-ray and urinalysis and results should be ready ahead of the scheduled date of the APE, Baguio said.

ILIGAN CITY - International Women’s Day (IWD) is a time to reflect on progress made, to call for change and to celebrate acts of courage and determination by ordinary women who have played an extraordinary role in the history of their countries and communities. Addressing to the women, young and aged, during the IWD celebration on March 8 at the city plaza, Mayor Celso G. Regencia of Iligan expressed his congratulations to all women for another year of attaining the goals of equality among girls and women in general. It happened because the world recognizes fully the role of women and their children in numerous facets of development. This year’s international theme “Women, Inspiring Chane” and the Philippines national theme, “Juana, Ang Tatag Mo Ay Tatag Nating Lahat sa Pagbangon at Pagsulong.” Regencia said, both themes reiterated change and development. It is a must for all of us. It is essential for the City of

Iligan. “Change is necessary for us to grow and develop,” the Mayor said. We must evolve so we can cope with the challenges of time. He added, “Women of this city have a significant role to play in this administration, to be my able partners in effecting change in government, transforming the bureaucracy and reforming the institution that takes care of our future.” He said, he only needs men and women in the bureaucracy and all departments to implement and realize the agenda he commits to the people of Iligan. While it is indeed true, that if we have to put an end to the cycle of poverty, we need to educate first the girls, the ladies and the women for they will become mothers and eventually became our first teachers, Regencia said. Women education should not be confined only to numeracy and literacy. Reading and counting should not be enough, women this recent days should be aware of their rights, privileges and the laws protecting them and other instruments where their rights emanates, the mayor said. Regencia also noted that women should go extra miles in empowering

themselves. Resist exploitation and further discrimination from the doings and actions. He advised women to choose leaders that recognize contributions in all aspects of development and above all leaders that respect the rights of women. Finally, “I challenge every woman to be the heroine of your very own life and not the victim anymore, do not allow yourself to be taken for granted, rather assert, rise and stand up for your right. Further, let women be at the forefront of every successful men, be the precursors and catalysts of success,” Mayor Regencia said.

Gov’t-NPA clash results in several casualties

DIGOS CITY, Davao del Sur– A series of encounter between gov-ernment forces and New People’s Army (NPA) in Matanao, Davao del Sur resulted to the killing of seven soldiers, three Police Officers and two NPA rebels. Nine others were wounded

from the g o ve r n m e n t side (two PNP and seven Army soldiers) while nine NPA rebels were captured. The Matanao Municipal Police Station (MPS) was attacked by about 50 NPA members of Front 72 under Felix Armodia, alias Jing, Secretary

of F72 this Monday at 4:30am. The Communist Terrorists clad in army camouflage uniforms utilized one jeepney, 1 forward and one elf truck. The PNP personnel were able to open fire pre-empting

the entry of the attacking NPA. Two PNP personnel courageously risked their lives in defending the station while three others were wounded. The NPA suffered heavier casualties as evidenced by the bloodstains in their attack positions. Meanwhile, in a separate incident, another group of NPA under Armodia attacked the Donganpekong Detachment in Barangay Donganpekong, Matanao this Monday 5 a.m., but failed again to achieve a decisive result. Pursuit operations conducted by the 39th Infantry Battalion resulted to the apprehension of nine suspected NPA rebels in Sitio Tagaytay, Barangay Savoy of same town. Said NPA members were turned over to Matanao Municipal Police Station for investigation. Minutes after the apprehension, an encounter ensued in the same sitio involving the pursuing troops and the NPA that resulted to two NPA rebels killed. At about 9:00 am, reinforcing troops of 39th IB under 2Lt

Lodivico Alejo were landmined at Sitio Lahak, Barangay Asbang, Matanao resulting to seven Army personnel killed and wounding of 7 others. “We condemn to the highest degree the attack against the Matanao MPS and the landmining of the government troops as the NPA’s way of celebrating their years of deceitful existence. Despite our prayer for peace and our unified call to ban the use of landmines by the NPA, the NPA continuously and deliberately violates the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) as they continue to use these illegal explosives and landmines against our troops and civilians,” said Colonel Marcos Norman Flores Jr., commander of the 1002nd Infantry Brigade. “We call on all peace-loving Filipinos to condemn the barbaric and brutal acts of the NPA. Let us unite to preserve our democracy against the merciless ideology of the New People’s Army,” added Colonel Flores. (1002nd Brigade Public Affairs Office)

DAVAO DEL NORTE, CITY OF TAGUM--- More projects are com-ing way to the city of Tagum, Ag-riculture Sec. Proceso Alcala said during the 16th founding anniver-sary of Tagum City last March 7. Gracing the founding anni-versary program held last Satur-day, Alcala assured of President Aquino’s attention on the agricul-ture development in the country including that in Tagum City. During his speech, Alcala re-vealed that DA will soon turn-over a P2.5 million brand new tractor to Tagum City government on top of what his agency has giv-en since the start of President Aquino’s administration. He also announced that DA will also be granting P3 million funding for farm-to-market road in Brgy. Liboganon. DIPOLOG CITY – The provincial government of Zamboanga del Norte through the Office of the Provincial Agriculturist (OPA) headed by Celsa Gayapa distributed farm animals to five barangays of Sibuco town recently.

The recipient-barangays were Lintangan, Pasilnahot, Jatian, Puliran and Culabuan. Joel M. Ventura, barangay chairman of Lintangan, expressed his gratitude to the provincial government after receiving six goats, two bags of corn seeds and different kinds of vegetable seeds. “This agricultural assistance from the provincial agriculture will be a big help to the livelihood of 7,300 residents of this barangay,” Chairman Ventura said. Livelihood promotion is one of the advocacies of Governor Roberto Uy spelled out in his nine-point

agenda in order to help the poor especially the farmers raise their income. Each recipient-farmer has to take care of the animals (goats, cows or carabaos) loaned to him and have them multiply so that the offspring can be also loaned out to another farmer-beneficiary in the neighborhood. The other programs pursued under Governor Uy’s 9-point agenda include peace and order, infrastructure, good local governance, fishery, livestock, health, nutrition, social welfare and development and realistic environmental protection.

DepED-9 to hold 2014 Regional Festival of Talents By Franklin P. Gumapon

PAGADIAN CITY – Winners from the eight schools divisions in region 9 will converge in Molave, Zamboanga del Sur tomorrow to compete in the 2014 Regional Festival of Talents spearheaded by the Department of Education (DepED)-9. Dr. Visminda Valde, education supervisor of DepED-9, said this activity will be attended by elementary and secondary students who won first place in the festival of talents division level. The festival will feature broadcasting and script writing, collaborative publishing, and movie trailer. Valde also disclosed that the

secondary students would be joining the three events while the elementary pupils would be participating in the radio broadcasting and script writing only. Student-participants to this festival come from the schools divisions of Dapitan City, Dipolog City, Isabela City, Zamboanga City, Zamboanga del Norte, Zamboanga del Sur and Zamboanga Sibugay.
