Tawi-Tawi Promotes Simple Hygiene Program for Children

Tawi-Tawi, the country’s southernmost island province located 1,300 kilometers away from Manila, joins more than 30 provinces nationwide that are actively implementing the Essential Health Care Program (EHCP), the flagship school health program of the Department of Education (DepEd). August 29, 2012 marked a new milestone of the province when stakeholders of the internationally recognized school health program

officially witnessed the historic EHCP launch and MOA signing by the Department of Education-Autonomous Region in Muslim Mindanao (DepEd-ARMM), the Provincial Government headed by Governor Sadikul Sahali, and Fit for School, a Philippine non-government organization that assists DepEd in EHCP implementation.

School children of Tawi-Tawi will now be taught

to practice healthy habits to ensure better attendance in school and improve their academic performance. This very simple but cost effective program is being supported by the Australian Agency for International Development (AusAID) and its German partner, Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ).

The launch and signing was held at the Conference Hall of the DepEd Tawi-Tawi Division. EHCP scale up is a component of AusAID’s long-term education assistance to the Autonomous Region in Muslim Mindanao (ARMM). EHCP consists of three interventions: daily handwashing with soap, daily tooth brushing with fluoride toothpaste and bi-annual deworming activity. In Tawi-Tawi, the program was initially implemented in five model schools, which will benefit 3,000

children during the school year 2012-2013. Subsequently, the program will be implemented in all public primary schools in Tawi-Tawi to be supported by local government units. The identified five model schools are Datu Halun Laboratory Elementary School, Tubig Tanah Elementary School, Sea Orchids Elementary School, Datu Halun Laboratory Elementary School in Bongao and Batu-Batu Central School and Panglima Jalman in Panglima Sugala.

President Benigno S. Aquino III and the National Economic and Development Authority (NEDA) board approved on Tuesday the construction of the Bicol International Airport project and the

New Bohol (Panglao) Airport Development project.

The P4.7 billion Bicol International project in Daraga, Albay will replace the existing Legazpi Airport, Secretary

The initial plan was to expand the Legazpi Airport but Carandang said there’s a mountain blocking airplanes during approach so planners considered finding a new location.

The Department of Transportation and Communication made a study and found the it is cheaper to move to Daraga than to level the mountain that could cost the government around P3 billion.

“The other thing is because the airport facility is good property it can be sold and it can defray some of the cost of the transfer,” he noted.

The P8-billion New Bohol (Panglao) Airport Development Project, on the other hand, once constructed is expected to spur development as more businesses grow and more tourists come to the Visayas region.

Aside from building new airports, the NEDA board also approved the Light Rail Transit Line 2 East Extension project and the purchase of 52 new cars for the Metro Rail Transit (MRT).

Under the P9.7 billion LRT Line 2 East Extension project, a 4.19-kilometer extension will be built from the existing Santolan Station to the Masinag Junction.

Two additional stations will be constructed at Emerald Drive in Cainta, and in the Masinag Junction in Antipolo City. (as)

Secretary Ramon Carandang of the Presidential Communications Development and Strategic Planning Office said the projects approved include the Master Plan for the Flood Management System, Mindanao road improvement project, bridge projects, and

the strengthening of Angat Dam and the dike project of the Metropolitan Waterworks and Sewerage System (MWSS).

the country’s remote areas as well as address its energy needs.

during the recent devastation of the habagat when the President went around Luzon to meet the flood victims, Carandang said.

“The master plan has been approved by the NEDA Board with an initial allocation of P5 billion for the initial projects. The master plan is going to take a number of years to complete. It will be completed in 2035. So it’s a multi-year, multi-agency program headed by DPWH and we have approved the first five billion pesos to get this project started. So that will happen immediately,” he said in a press briefing in Malacanang on Tuesday.

Meanwhile, the bridge projects, proposed by the Department of Public Works and Highways (DPWH), were intended to rehabilitate bridges in calamity-stricken areas. The government also gave the nod to accelerate the timetable to complete those projects, Carandang continued.

The NEDA board has also approved a change in the scope and the increase in cost and components for the Mindanao road improvement project, he noted.

“There are a number of roads in Mindanao, national roads, which need to be improved in different provinces particularly in ARMM. Because of changes there have been some changes in scope and cost,” Carandang said.

Aside from the Angat Dam and the dike project by the MWSS, the NEDA board also

approved the Power Sector Assets and Liabilities Management Corporation’s request for financing of the Agus hydroelectric power plant, the Palace official said.

Only two projects were deferred during Tuesday’s board meeting, Carandang continued. These include the Cavite-Laguna expressway project and the acquisition of patrol boats for the Philippine Coast Guard.

The board and the President wanted to clarify some technical issues before approving the said projects, he noted.

The project for the Coast guard involves the acquisition of 10-40 meter patrol vessels to be deployed to the West Philippine Sea, Carandang added. (as)

Mindanao traders to join HongKong, Canada fairs

Mindanao-based exporters, through the Mindanao Trade Expo (MTE), will showcase their products in Hong Kong and Canada

next year.MTE Foundation, Inc. (MTEFI)

chairperson Benjamin Kalalo, Jr. said a number of interventions will be done to prepare the local exporters for these two big events which will be held not later than the first semester of next year.

“MTE will do many activities in preparation for the fair among which is product development,” he said.

Kalalo said he will be screening the profiles of the MTEFI members to identify who could be part of the fairs.

“The local exporters will have an opportunity to personally sell their products abroad and we expect they will gain bigger profits against the

logistics costs,” Kalalo enthused.“We’ll go to where the buyers are

so we could get importers,” he said adding that “we’ll do our best to give them the most financial assistance we could extend.”

“For every 1 dollar FOB (freight on board), they could sell at USD4.5 dollars. They will also have the opportunity to get orders,” he said.

The MTEFI staged the 17th MTE at Abreeza Mall, Davao City last month which gathered 66 producers of gifts, toys and housewares, furniture and furnishings, home textile, fashion accessories, fine jewellery pieces and processed food items.

ARMM Officer-In-Charge Governor Mujiv S. Hataman. “For his exemplary service through exceptional trait of sheer hard work, the present administration hereby recognizes his contribution in the field of public and civil service,” reads the certificate of appreciation in Filipino that Hataman and top officials of the Executive and Legislative Branches of ARMM government handed over to the 70-year old Esmail. Hataman said he wanted all ARMM employees and officials to emulate the honesty and hard work that Esmail and 21 other utility person-awardees have exuded in the name of public service. Esmail, noted to be consistent to work as utility person, sweeping a huge part of the 20-hectare capitol ground, was once caught in a photo sweeping the grounds amid heavy rain by Myrna Jo Henry, a senior employee of the ARMM’s Bureau of Public Information, who posted it on her face book. This FB photo spread fast among residents and ranking officials, including Hataman himself who met his immediate staff in the thought of awarding the old man. Still physically strong at his age, Esmail who only speaks Maguindanaon couldn’t say anything but “salamat” and “sukran” (Arabic for “thanks”). Esmail said he keeps his family’s hand-to-mouth existence by working with a “job-order” appointment which entitles him to up to P 9,000.00 monthly earning, depending on the

“compassion” of leaders at the helm of the regional government. He said he could not retire even at his age, lest he suffer frequent body aching, and that he would have nothing to reap in terms of retirement benefits, just the same. Normally, housing or government insurance policy contributions are not deducted from government or private workers on “job-contract” appointments, said administrative officer Jane Pelaez. From his meager earning, starting with P 15.00 daily wage, Esmail had sent to school his now adult and married children—and is still helping bear school expenses for his grandchildren and great grandchildren. He was profoundly thankful, saying in Maguindanaon that the P 50,000.00 cash reward was a big help to his family. Assembly persons joined Hataman in paying tribute to the region’s 22 lowly workers, who were given awards for their dedication. Most of the awardees have been working for the past 20 or 30 years from the tenure of ARMM’s forerunner—the Office of the Regional Commission and Lupong Tagapagpaganap ng Pook in the 1970s. Hataman said his administration will continue the awarding system to cover other departments, offices, bureaus and commissions under the regional government. He appealed to workers, officials and visitors of the regional capitol to observe cleanliness and to help keep the ground clean by refraining from littering around.

The campaign by the Philippine Rice Research Institute launched at A.S. Bernardo Memorial National High School in Brgy. Baras, Tacurong City aims to mobilize the youth sector to assist their parents by providing needed information using ICT-based modes such as the Pinoy Rice Knowledge Bank (PRKB) and the PhilRice Text Center (PTC).

Staff from PhilRice Central Experiment Station and Midsayap Branch conducted project orientation, rice appreciation exercises, lectures on e-extension modalities, and basic information and communication technologies training on August 28-30, 2012.

“We believe that the farmer’s children can be tapped as facilitators of knowledge sharing.

We aim to mobilize young individuals to search information, online and offline, for their farmer parents,” said Jaime Manalo, team leader and author of the campaign.

The team also hopes to facilitate the youth’s appreciation on agriculture, attracting them to take agriculture courses in the future.

The PhilRice Team developed three key messages for the infomediaries: You can Surf for your parents; You can Text for your parents; and You can Read for your parents.

Students can visit the Pinoy Rice Knowledge Bank (www.pinoyrkb.com) to access information on seed selection, land preparation, crop establishment, and fertilizer, water, pest, and harvest management.

can also text their parents’ queries on rice farming to the PhilRice Text Center (0920-911-1398).

They can also inquire about varietal characteristics and seed availability in different PhilRice branches. PhilRice m a g a z i n e s , technology bulletins, diagnostic kits, and other reading materials were also turned over to the school library to serve as students’ references.

The campaign started in the province of Aurora in June 2012. Campaign sites were selected based on the strength of local government support, agricultural services, and the active participation of the school administration.

KORONADAL CITY, South Cotabato -- Amyon Irrigators’ Association based in Tulunan, North Cotabato have received more than P300,000 fund that its members could use to boost their rice production.

This, according to information from the Department of Agriculture (DA)-12, is line with the pilot implementation of Sikat Saka program recently launched by the DA in partnership with

the LandBank of the Philippines (LBP).

Sikat Saka, DA 12 Regional Executive Director Amalia Jayag- Datukan explained, is an agricultural credit assistance program

intended to help increase production of rice farmers.

It is being implemented also in accordance with the DA’s Food Staples Sufficiency Program

(FSSP). Access to credit is provided through irrigator’s associations.

Information on the program provided by DA-Regional Agriculture and Fisheries Information Division (RAFID) indicated that a farmer can avail of loan of P42,000 per hectare for hybrid rice production and P37,000 per hectare for inbred rice production.

Besides Amyon Irrigators’ Association, four more IAs are scheduled for release of their credit assistance, pending submission of final documents. They will receive a total of P2,776,850

assistance.These IAs and

the amount of credit assistance that shall be released for their members are: Milaris Division A (BIMADU) IA, Inc. in Bialong, M’lang (P 218, 300); Buayan-Langkong IA Inc. in Buayan, Mlang (P 1, 300, 550); Rangaban IA, Inc. in Rangaban, Midsayap (P 481, 000); Libungan B - 1B IA, Inc. in Bulucaon, Libungan (P777, 000).

Six more IAs have already passed evaluation and are now preparing requirements for their members’ credit assistance.

More than P6 million are expected

to be released in the first month of implementation of the project.

N a t i o n a l Food Authority, National Irrigation A d m i n i s t r a t i o n , Agricultural Training Institute at Philippine Crop Insurance Corporation assist DA and LBP in the implementation of the Sikat Saka program.

In Region 12, Sikat Saka is initially implemented in North Cotabato as pilot area. The program is also being piloted in the provinces of Nueva Ecija, Iloilo and Isabela.

Farmers in North Cotabato who are interested to avail of such credit assistance may coordinate with their irrigators’ association, nearest LBP branch, as well as offices of NIA or NFA.

They may also ask information from ATI-12 office in San Vicente, Tampakan or DA 12 office in Koronadal City or call telephone numbers (083) 520-0629 or (083) 520-0460.

Davao City has about 16 parks and six landmarks as green spaces, among the major public parks and greeneries include the People’s Park, Magsaysay Park, Rizal Park, Osmena Park, Quezon Park, Millenium Park, Clifford Park, Centennial Park, The Buhangin Flyover Greenery and the Dacudao Avenue Greenbelt. The Shrine Hills with its commanding view of the city and the Davao Gulf has encouraged the influx of real estate developments in the wooded hillside located in the city’s southern suburbs and named after the Shrine of the Holy Infant Jesus of Prague built in the area during the 1960s. Several cause-oriented groups have lobbied the city government for the preservation and conservation of the shrine hills area by reclassifying the area as a green space or a nature reserve.

Army incredulous over grenade attack motiveby Rudolph Alama

DAVAO CITY- “Just because the person is drunk, doesn’t mean you had to throw a grenade at him.” an incredulous Colonel Lysander Suerte of the Army’s 1003rd Bri-gade said of the recent motives behind the grenade attack in Ba-rangay Fatima in Davao City’s Paquibato district last Saturday evening (Sept. 1) which left 47 civilians injured. Suerte was reacting to reports of a text message sent by suspected New People’s Army members to several mediamen that the motive of the attack was the presence of drunken and unruly soldiers at an army Peace and Development Team detachment in Barangay Fatima. The grenades were originally lobbed at the detachment but bounced off from the outpost’s protective netting unto to a covered court filled with people who were watching a circus performance as part of the village fiesta. Lt. Colonel Inocencio Pasaporte, battalion commander of the 69th Infantry Battalion denied the charges that the soldiers were drunk and were already unruly, this was verified by several witnesses

from barangay Fatima which included Roberto Punay, a barangay Kagawad. “I was there in the detachment along with the barangay tanods which was overlooking the court, there were no drunk soldiers.” Punay said. “What if they saw you drinking, would it be a right reason to throw a grenade at you.” Suerte asked members of the media during a press conference held yesterday (Sept. 4) at the Philippine Information Agency regional office in Davao City. Suerte also brushed off insinuations that the presence of the army detachment in a populated village as the reason for the incident. saying that the Peace and Development Outreach Program entails soldiers of Peace and Development Teams to mingle with the barangay to learn about their situations and needs that could be addressed by the government. “It is the throwing of the grenade which caused the destruction, not the presence of the detachment.” Suerte added.

BUTUAN CITY -- Philippine National Police (PNP)-Caraga Regional Director PCSupt Carmelo Valmoria reported its accomplishments from January to July 2012, during the Regional Peace and Order Council (RPOC) third regular meeting held at the Dotties Place Hotel, this city. On criminality, statistics show that the crime volume from January to July 2012 is 2,305 and it showed a decrease of 898 cases or 28.04

percent as compared with 3,203 crime volume of the same period last year. For the period covered, theft had the highest incidence with 480 cases

From the anti-criminality measures which PNP-Caraga has implemented, the most recent of which is the establishment of police boxes, particularly in Butuan City and Surigao City which proved to be effective in deterring crimes. Also, the police conducted checkpoints/chokepoints; intensified police visibility; used the SOCO Team; intelligence highway monitoring; deployed motorcycle cops; one police per barangay; deployed admin personnel and mobilized barangay peacekeeping action teams (BPATs). PNP-Caraga had already

achieved a 100 percent training and filling-up of police investigators while the e-blotters had been installed in Butuan City Police Office, Agusan del Norte and Surigao del Norte Provincial Police Office (PPOs). “Just lately, CCTV cameras had also been installed in Butuan City, and more to come,” Valmoria said. Police Regional Office-

13 (PRO-13) had also implemented Barangay Peace Keeping Operations (BPKO): out of 1,310 barangays in Caraga region, 796 barangays had already organized BPATs with a total of 738 BPAT trainings conducted. On the Security of Tourist and Tourist Destinations, PRO-13 had established 55 Tourist Assistance Centers with 128 Tourist Police deployed and 90 Tourist Assistance Desk (TADs) with 175 assigned personnel. tourism industry of Caraga region. A total of 390 wanted persons were also arrested for the period covering January to July 2012. Likewise, a total of 57 most wanted persons were arrested during the same period. On its campaign against illegal logging from January to August 2012, PRO-13, in coordination with the Department of Environment and Natural Resources (DENR) Caraga, Anti-Illegal Logging Task Force (AILTF), Presidential Anti-Organized Crime Task Force (PAOCTF), Philippine Army and the local government units confiscated/seized a total of 1,643,724 board feet of assorted dipterocarp logs/lumbers. PNP-Caraga was also actively engaged in tree planting in relation to CPNP’s legacy project “Pulis Makakalikasan: 10 Milyong Puno Pamana sa Kinabukasan.” Since PRO-13 started in February of this year, it has already planted 187,787 or 61.23 percent of quota for one year. On anti-illegal drugs operations, from January to July 2012 PNP-Caraga arrested 98 persons and confiscated a total of P1,156,850 worth of illegal drugs.

On campaign against illegal gambling of the same period, they had arrested 118 persons and confiscated 16 video karera machines, eight fruit game machines and other gambling paraphernalia. Likewise, on their campaign against loose firearms, they had already accounted for 123 loose firearms. “We will maintain our vigilance to keep a close watch on any development in the area of responsibility and will, at all times, be prepared to respond to any calamities that may occur in the region,” said Valmoria. With this development, PNP-Caraga hoped for the continued support of the general public and their cooperation to PNP’s campaign against criminality. Results of the 2011 Family Health Survey disclosed that 15 percent of the women aged 15 – 19 years old have begun childbearing followed by Region XI (13.8 percent) and Region XII (13.6 percent). Study further revealed that teenage mothers had increased to 11.6 percent, from 4.3 percent in 2006. The Commission on Population, in its various IEC/advocacy activities, associated teenage childbearing to higher risks to illnesses and death of both mother and baby, and it would also mean higher total fertility especially if they do not have access to family planning services. RD Camilo S. Pangan always reminded teenagers to have appropriate values and grounding when put in the crossroads of giving-in to sexual desires. Delaying sexual gratification is almost always the best option.

“Due to the lack of quality parent-child relationships, many youths turn instead to their friends, media or surf the internet as they believe these could be valuable sources of information,” Pangan said. In support of the arising problem of teenage childbearing, Popcom distributed a film entitled “Crossroads” to the Provincial/City Population Offices, as another strategy to reach the hearts and minds of teenagers as the movie illustrates some risky behaviors of the youth and portrays life choices which have great consequences on a young person’s life. Dipolog steps up drive vs Filariasis

DIPOLOG CITY - Starting this month, the City Health Office (CHO) here is going to conduct a series of Nocturnal Blood Examination (NBE) among residents, especially those living in far-flung barangays, to check on patients infected with Lymphatic Filariasis or commonly known as Elephantiasis.

CHO’s Filariasis Elimination Program Coordinator Ma. Debbie C. Erasmo told the Philippine Information Agency (PIA) that her office has recorded 116 Filariasis cases from 2003 to 2011, consisting of six females and 110 males. “All of them have been given medication and many are already cured,” she

said. Erasmo also disclosed that most Filariasis patients came from barangays Diwan, Cogon, Sangkol, San Jose, Sinaman and Gulayon. She stressed that the blood examination for Filariasis should be done during nighttime because the filarial worms are said to be active

ZAMBOANGA CITY - The city’s massive implementation of infrastructure projects remains constant and consistent. This, as Mayor Celso Lobregat unveils yet another project package yesterday, this time for barangay San Roque in the west coast. Costing a total of P16.30 million, the projects turned over included the newly constructed San Roque barangay hall undertaken by the 2M Construction firm worth P4.17 million and the construction of slope protection implemented by RC construction company at a cost of P5.188 million. Also inaugurated and turned over yesterday were 3 other projects that consist of the construction of drainage system along the NFA road leading up to the junction of Talungon, San Roque implemented by Steel-Rich Construction company and worth P2.53 million; construction of drainage system at the City Abattoir undertaken by CGR company and worth P1.96 million and the construction of multi-purpose pavement at the City Abattoir implemented also by CGR company and worth P2.46 million.Like all other barangays, San Roque has received enormous projects during the administration of Mayor Lobregat. From 2007 to include

those submitted to the Bids and Awards Committee and those for implementation in 2012, the city government has spent a total of P135.208 million for barangay San Roque. Mayor Lobregat has emphasized that his administration will continuously assist and support the barangays to ensure improve delivery of services to the people and ultimately to help improve the plight of the constituents. The Lobregat administration has an unsurpassed record of project implementation that has reached over P3 billion for the period 2009-2011 without having to borrow a single centavo from any financial institution. MALAYBALAY CITY, Bukidnon - Bukidnon residents once again panicked before dawn of September 4 after shaken by another quake at 3:44 a.m. measuring at intensity 3, 4 and 5 particularly in Malaybalay City, Valencia City, and Maramag town, respectively.

The first quake, measured at intensity 3, occurred in said areas on August 31. Marcial Labininay, Northern Mindanao director of the Philippine Institute of Volcanology and Seismology (Phivolcs), however, said the tremor is part of the seismic swarms or aftershocks. “Actually, a series of 121 quakes ranging from intensity 2 to 5 rocked the area. But only three of these were felt on the following days: September 3, intensity 2 at 6:48 p.m; September 3- intensity 3 at 9:21 p.m; and September 4 with intensity 5,” Labininay said. Phivolcs reported the latest tremor with intensity 5 that occurred at 3:44 a.m. of September 4 has a magnitude of 5.6. Its epicenter is 15 kilometers west of Maramag, Bukidnon.

TAGOLOAN, Misamis Oriental - Energy-firm STEAG State Power Inc. (SPI) and ABS-CBN Foundation have provided elementary schools with educational television (ETV) packages, with Gracia and Maribojoc Elementary Schools in Tagoloan being the latest recipients.

SPI manager Ghaye Alegrio and Tagoloan Mayor Paulino Emano led the simple turn-over rites for these packages in the area. Designed to enhance classroom teaching and learning process, the ETV program has so far gained marked improvements in the public education performance. Studies show a differential performance of as much as 23 percent between those exposed to the ETV science series and those who were not part of the program. Grades 2 and 3 pupils exposed to the ETV science episodes absorbed

twice as much of the concepts than those who were given regular, non-augmented instruction. Interestingly, understanding the concepts in Filipino appeared to facilitate the transfer of learning to English. In Villanueva and Tagoloan districts where the program has been running since 2005, students’ performance, as measured by the National Achievement Test results, also improved. In Villanueva for instance, NAT rating increased from 55.51 percent to 77.19 percent in 2011.

Alejandro Larosa, executive director of Valencia City Disaster Risk Reduction and Management Council (CDRRMC) reported that based on the rapid damage assessment and needs analysis conducted before 12 noon of September 4, the quake left one person injured and a total of 143 houses destroyed. The CDRRMC of Valencia, through the City Social Welfare and Development Office, are now distributing relief goods to affected

families. Labininay explained that though the quake is centered in Maramag, the neighboring city of Valencia was worst hit due to its soft and humid soil texture having vast ricefields and fishponds. “Intensity” is determined on the strength of shaking produced by the earthquake at a certain location. Intensity 1 is considered low, while Intensity 7 is high in scale that could damage poorly built structures,” he said.

Occidental said the search aims to strengthen the National Drug Education Program through the BKD movement established in schools. It also aims to develop skills and understanding among students, faculty and school administrators in initiating active responses, i n c r e a s i n g c o m m u n i t y awareness and participation in drug-free school environment. Likewise, the search aims to maintain a fully drug-free environment in the home, school, workplace and community and support and sustain the services in the BKD-adopted concepts, among educators, professionals, families, work forces, peer groups and other sectors, Dela Peňa said. Meanwhile, it aims to identify the best practices of the different BKD chapters which will serve as models for other schools to implement. The deadline for the regional level entries was set on September 21 while for the national level on September 28, Dela Peňa said. Institutionalization of the “Brigada Kontra Druga” Program was approved and adopted by DDB and became its flagship program, in consistent with Section 77, Art. IX of Republic Act No. 9165, otherwise known as the

Comprehensive Dangerous Drug Act of 2002. The Board of Judges will be composed of representatives from DepEd, Commission on Higher Education, Department of Interior and

Local Government, National Youth Commission and other concerned agencies from the government and private sectors. Criteria for judging are the following: Functionality of the action program on drug abuse prevention to include the objectives, activities and time table and monitoring and evaluation scheme, 20 percent; Coverage and scope of implementation, to include school-

wide or community implementation, 20 percent; Nature and extent of Drug-Abuse Prevention Activities/Projects initiated/implemented and organized to include its information, education, intervention and alternatives, like sports, athletics, cultural, arts and crafts, etc., 40 percent and Extent of involvement of students, teachers, school administrators, socio-civic/religious organizations, government offices/non-government organizations. Announcement of national winners will be done during the Drug-Abuse Prevention and Control Week in the 2nd Week of November, Dela Peňa also said.
