EU OiRA tool – Leather and Tanning
It was developed as part of the Joint Work Programme of the EU Social
Partners and as a contribution of COTANCE and industriALL to the First
“Healthy Workplace Campaign of EU-OSHA;
Its development was supported by the EU Commission through the
financial instruments for the Sectoral Social Dialogue –
VP/2011/001/0201;
Since then

• Number of RA carried out: 1993
• The tool has been adapted in Spain and Portugal

COTANCE is again Official Campaign Partner In the current Healthy Workplace Campaign “Healthy Workplaces for all ages”;
The Social Partners agreed in 2016 the revision of the OiRA tool and applied again for financial support from the European Commission (DG EMPL) –VP/2016/001/0009.

Added value of developing such a tool for the
sector
An updated instrument for assessing the management of
risks in tannery workplaces;
This new SD project will also provide intelligence on
heath & safety in tanneries in European leather supply
chains through a specific survey developed by the
University of Northampton (ICLT);
If European leather supply chains appreciate the value of
the Leather/Tanning OiRA tool as an instrument for
measuring performance of health & safety in tanneries,
then it could become a powerful tool for improving
tannery workplace conditions at international level.

Added value of developing such a tool for the
sector
This is an innovative way to approach due diligence regarding health and
safety in tanneries of global supply chains.
The Leather/Tanning OiRA tool could become a kind of standard for
assessing the health & safety conditions of tanneries for entering global
supply chains. It could ultimately lead to more decency in the work
developed in many tanneries that supply the EU market.

Expected Results
Improved understanding in the leather value chains supplying the EU market on the need for healthy workplaces in tanneries;
Assessed potential for the OiRA instrument developed by the Social Partners as a tool in supply chain communications for evaluating the performance of tannery workers’ safety management;
Enhanced profile of the Social Partners and role of their Sectoral Social Dialogue;
Greater awareness among opinion shapers and decision makers in the leather value chain on the importance paid by European tanneries on health & safety in tanneries.
