PGR policy: Open Access

Open Access Research and Research Data Management Policy for PGR Students

• All PGR students: 1st October 2013

• Peer reviewed research papers and conference proceedings should be made available on open access as soon as publisher restrictions will allow.

• For students registered from 2008 theses must be deposited in Open Research Exeter (ORE) Exeter’s institutional repository. Be aware of copyright issues.

• Compliance with funder policy on open access.

N.B. Also need to be compliant with HEFCE policy on open access.

PGR policy: research data management

• Encourage good practice in research data management.

• Compliance with funder policy on data management and data sharing.

• Selected research data should be published on open access when

legally, commercially and ethically appropriate.

• All PGR students: 1st October 2013

Supervisor role• “The lead PGR Supervisor and the PGR student should discuss and review research data management annually”

Annual data review with checklistData sign off checklist at point of submission

• “Responsibility for ongoing, day-to-day management of their research data lies with PGR students. Where the PGR is part of a project, data management policy will be set and monitored by the Principal Investigator (PI) and the PGR will be expected to comply with project guidelines. The lead PGR Supervisor is responsible for advising the PGR student on good practice in research data management.”

• “All PGR students should ensure that research papers published whilst affiliated with the University are made available on open access as soon as possible.”• “Lead Exeter authors of published research are responsible for ensuring

compliance…on open access to research papers.”

Context: drivers for changeAll UK universities have to respond to new funder requirements for open access to research:

• RCUK policy on Open Access applies to RCUK-funded peer-reviewed published research papers and peer-reviewed conference papers in published proceedings; not monographs, book chapters or editions.

• Must include a statement on how underlying research materials such as data, samples or models, can be accessed.

• Five year transition period from 1 April 2013.

• Other major funders already have policies in place: Horizon 2020, Wellcome, ERC.

• HEFCE Open Access Policy for the next REF.

Green and Gold Open Access (papers)

Two routes of open access of equal scholarly value:

Green open access

• Typically, the final copy of the peer-reviewed publication (post-print/accepted version) is made available free of charge through deposit in a repository. E.g., Exeter’s ORE

Gold open access

• The publisher provides immediate and unrestricted online access to the final published version, usually involving payment of a fee (Article Processing Charge) - average £1.5k.

Implementation at Exeter

• Academic freedom over where, what and when to publish is paramount.

• Aligned with Russell Group position.

• Green OA as the cultural norm – free and open to all equally – via self-deposit of papers on ORE.

• Depositing Guide for PGRs.

• Fixed ring-fenced funds for Gold OA via RCUK block grant – first come first served with no internal peer review via PI; quarterly monitoring & release.

• Wellcome funds open to all Wellcome-funded researchers and PGRs.

Embargo Periods

• RCUK: 6 months (STEM) or 12 months (HASS). If no Gold option is available then the maximum allowable embargo periods are doubled.

• Other funders operate different policies, e.g., Wellcome: six months.

• More on publishers’ policies at SHERPA/RoMEO and SHERPA/FACT.

• HEFCE: 12 months (STEM) or 24 months (HASS)
