CertificationPursuant to New Jersey Statutes Title 18A:6-40, the term “qualifying academiccertificate” shall be applicable to any certificate issued by the Commissioner ofEducation certifying that the person to whom the certificate is issued has had thepreliminary academic education required by the rules of the supreme court or by anylaw of the state. The District’s Office of Licensing and Credentials is available to assistwith questions and provide tracking assistance with respect all applications and staterequired documents for certification. Policy 4112.2
Code of Conduct and DressThe District believes that employees serve as role models for the children of its schoolsand help shape the students’ attitude and values concerning neatness, pride,cleanliness and acceptable behaviors. Therefore, all employees are expected toobserve standards of professional dress and behavior at all times. Refer to PlainfieldBoard of Education approved Policy 4119.22 .
District Acceptable Cell Phone UsageAll requests for cell phones to be issued by the Plainfield Public School District aresubject to review and approval by designated administrative staff. Assigned equipmentis to be used for work-related purposes only. It is not authorized for personal use. It isthe responsibility of the assignee to maintain the phone and accessories issued tohim/her in good working order. Phone must be kept charged at all times and remain onduring and outside of working hours as required by each administrator. Liability fordamage to or loss of the assigned phone and accessories (e.g., headsets, chargers,etc.) and for billing overages beyond the district approved service plan is the soleresponsibility of the assignee. A headset for hands-free operation must be used whilestaff members operate a vehicle when performing work-related duties inside andoutside of the district. Phones must be returned with all assigned accessories. Anyviolations and/or may result in the suspension/termination of assigned phones.

District Acceptable Internet UseThe Internet is a worldwide network of computers that contains millions of pages ofinformation. Users are cautioned that many of these pages include offensive, sexuallyexplicit, and inappropriate material. Even innocuous search requests may lead to sites
with highly offensive content. Additionally, having an e-mail address on the internet maylead to receipt of unsolicited e-mail containing offensive content. Users accessing theinternet do so at their own risk and the District is not responsible for material viewed ordownloaded by users from the Internet. To minimize these risks, use of the Internet atPlainfield Public School District is to be used for legitimate District business purposes.Users are provided access to the computer network to assist them in the performanceof their jobs. Additionally, all Users have a responsibility to use District resources andthe Internet in a professional, lawful and ethical manner. Abuse of the computernetwork or the Internet, may result in disciplinary action, including possible termination,and civil and/or criminal liability. Policy 2142.10/6142.10
Employee Assistance ProgramThe Plainfield Board of Education recognizes that there are times when employees and /or their families can benefit from consultation with professionals in the mental healthfield. Employees of the district may seek assistance with various services throughHuman Resources, following official hiring. The Employee Assistance Program (EAP)provides assessment, referral, and short-term counseling services. Employees maycontact the UMDNJ, University Behavioral HealthCare staff that will assist in making anappointment. Evening hours are also available. To make an appointment or to speakwith a counselor, call one of the offices between 9:00 a.m. and 5:00 p.m., Mondaythrough Friday.

Employee EvaluationsA non-tenured teacher shall be evaluated at least three (3) times a year and a tenuredteacher shall be evaluated at least once (1) a year in accordance with N.J.A.C. 6:3 etseq., as is or may be amended. A secretary shall be evaluated at least once a year.Custodial employees shall be evaluated at least once a year. The evaluation shall bededuced to writing within ten (10) work days from being completed, and a copy providedto the employee. The employee shall be free to append comments within ten (10) work
days after it is reduced to writing and the employee receives a copy thereof. All newnon-certificated employees shall be evaluated at least three (3) times during the firstyear of employment by the appropriate supervisor or his/her administrative designee.After the first year, no employee shall be evaluated less than once a year by theappropriate supervisor/administrative designee. In all cases, the evaluator may discussthe employee's performance with others (e.g., teachers, head custodians, coordinators,and other administrators) in order to complete the evaluation. All evaluations shall bededuced to writing and a copy provided to the employee within ten (10) working days

from being completed. The employee shall be free to append comments to theevaluation and must do so within ten (10) working days from the receipt of theevaluation. All evaluation reports shall be in a format established by the Board ofEducation which shall include strengths, weaknesses and specific suggestions forimprovement. Policy 4116
Employee TardinessThe District expects every employee to contribute towards learning outcomes and to theoverall operational effectiveness. All employees are expected to come to work on time.Employees who are excessively tardy may be subject to disciplinary action, includingbut not limited to the withholding of increment and/or termination.
Fire and Emergency DrillsPursuant to New Jersey Statutes Title 18A:41-1, every principal of a school of two ormore rooms or of one room, when located above the first story of a building shall haveat least two fire drills each month within the school hours of operation and shall require
all teachers of the school whether occupying a building of one or more stories, to keepall doors and exits of their respective rooms and buildings unlocked during the schoolhours. Where schools have been provided with fire escapes, they shall be used by apart or all of the pupils performing every fire drill.
Grievance ProceduresPursuant to the current contract PEA or PASA, the grievance procedures are defined asan appeal by an employee or the Association of the interpretations, application, orviolation of the policies, agreements and administrative decisions affecting them. Thereare four steps involved with the grievance procedure, which should be taken in a timelymanner. Policies 4118.3/4218.3

Leave of AbsencesAll employees requesting any type of leave of absence must be approved by thePlainfield Board of Education. Leave of Absence Forms can be obtained from theDistricts’ website or a hard copy is available in the Office of Administrative Services.Policy 4150/4250
Media IssuesThe Board encourages public presentation of programs, policies and progress of theschools through press, radio and television. Building principals shall clear proposedpresentations with the Chief School Administrator. The Building principals shall ensurethat the parents/guardians of pupils who participate in such presentations are informed.Policy 1110

NepotismIn order to avoid both the reality and the appearance of conflict of interest inemployment, the Board will not appoint a relative of a Board member or of the ChiefSchool Administrator to any employment position in this district. The Board also directsthat no relative of a Board member or Chief School administrator shall be placed in
nomination for any vacant position. The Chief School Administrator shall notrecommend to the Board any relative of a Board member or of the chief Schooladministrator. Nor shall any person be considered for employment in any position inwhich he/she would come under the direct or indirect supervision of any relative. Policy 4112.8/4212.8
Parental Contact LogParents are essential to the success of their child’s learning and the parent contact logis designed to facilitate the communication made with parents. The contact log willenable the District to maintain the pertinent data as it relates to parental concerns andensure that there is documented follow up and resolution. The form requires the date,
parent contact information, name of the student(s), the school involved, the concern orissue, the action taken, follow-up required, and resolution.
Permission to Leave EarlyThe District expects every employee to contribute towards learning outcomes and theoverall operational effectiveness. Employees must obtain approved from the buildingPrincipal or Department Head with regards to leaving their respective work site early.The building principal or Department Head must notify Administrative Services if andwhen they have granted an employee permission to leave early.
Personnel FilesPersonnel files are intended to reflect the activity that occurs during the course of theyear for each employee. Copies of all documentation such as doctors’ notes,commendations/letters of reprimand, course completion certifications, etc. should beforwarded to the Human Resources Office for placement in employee files.Policy 4112.6/4212.6
ProtocolsThe Superintendent’s Office must be notified of any events and/or activities that willinvite and/or potentially involve Board Members and/or elected officials. Additionally, acopy of the letter of invitation and “draft” of the program should be forwarded to theSuperintendent’s Office prior to the event through the school principal. The protocol isas follows:

Protocols (Internal to the District)The Superintendent’s Office should be notified of any events and/or activities that willinvite and potentially involve Board Members and/or elected officials. Additionally, acopy of the letter of invitation and “draft” of the program should be forwarded to the

PTO/Parental InvolvementShowing an interest in a child's education, setting high expectations for achievementand letting them know that there is belief in his or her abilities set a positive context forgrowth and achievement. Research reveals many benefits when parents are involvedin their child's education, including/ higher grades and test scores, better attitudes and
behavior; better school attendance, more homework completed, decreased placementin special education, increased likelihood of graduating from high school; and aincreased likelihood of enrolling in postsecondary education. Plainfield Public schoolsencourages and supports parental involvement.
Reporting AbsencesAll employees are required to record their absence(s) from work through the SubFindersystem every time an absence occurs. It is also the responsibility of employees torecord their absence within the allotted time, in most cases that would be no later than7:00 a.m. If it is too late to record an absence, employees must contact their buildingadministrator/attendance designee with the type of absence they will be using.
Employees who do not use the SubFinder system or continuously use the attendancedesignee to record absences will be charged each time they do not use the system torecord their absence. Policy 4151/4251
Reporting IncidentsAll incidents with regards to safety must be reported to the Superintendent’s Officeimmediately. A subsequent School Security Incident Report (SSIR) form must also becompleted. The SSIR is designed to enhance accountability and uniformity of reportingthroughout the State of New Jersey as it relates to school safety incidents. The SSIRform will be comprised of three pages which shall be forwarded via district e-mailed toMrs. Michele Gill, Confidential Secretary for Administrative Services. The SSIR report
must be completed within 1-2 business days from the time of the incident.
School Security and SafetyThe District strives to provide a safe, secure, professional, and clean environment forstudents, staff, and members of the community. Security staff is available to supportand assist during the school day and during evening programs. Any request for the useof additional security officers other than those assigned to a building must bepreapproved through the Office of Administrative Services prior to the event.

School UniformsThe Plainfield Public School District believes that student school uniforms have apositive effect on the educational climate. The implementation of a district-wide school
uniform program will create a positive learning environment, increase safety by havingall students easily identified, eliminate distractions from offensive material or styles wornby students, reduce peer pressure, increase learning and promote a sense of unity,pride and self esteem. Policy 5132.1
Expanded Search and DetectionA pupil’s person and possessions may be searched by a school official provided that theofficial has reasonable grounds to suspect that the search will turn up evidence that thepupil has violated or is violating either the law or the rules of the school. Policy 5145.12 The procedure is as follows:
•
Each secondary school shall have a designated number of searches to beconducted during each week.
• Each secondary school shall ensure minimum classes are randomly selected.
• A pre-determined number of student lockers shall be systematically searchedeach week.
• School administrator/designee shall randomly through a scientific methoddetermine which classrooms within the facility shall be searched.
• A team of security officers accompanied with at least one administrator will usehand-held metal detection wands to ensure student compliance.
• Any identified contraband shall be confiscated and disposed of as perDistrict/school policy.
• On-site School Resource Officer (SRO) shall be “available” to assist ifsummoned by the school administrator.
• Immediately following the random search, the school administrator will completethe Expanded Security and Detection Reporting Form., keeping the original onfile at the school and forwarding a copy to Administrative Services; attn. Asst.Superintendent
Smoking ProhibitionTo promote the health and safety of all students and staff and to promote thecleanliness of school grounds, the Board prohibits all smoking our use of tobaccoproducts in all school facilities, vehicles and on all school grounds at all times.

Staff BehaviorExpectation of staff is to conduct themselves as appropriate role models for pupils.When an employee, either within the schools or outside normal duties, createsconditions under which the proper operation of the schools is affected, the Board uponrecommendation of the Chief School Administrator and in accordance with statute shalldetermine whether such acts or lack of actions constitute conduct unbecoming a school

Transfer RequestsPursuant to the current contract Article XXVIII C.1., any employee desiring a voluntarytransfer shall make an application in writing. District employees requesting to betransferred must complete the Transfer Request Form which can be obtained from the
district website. Requests for the following school year should be submitted to HumanResources and Support Services prior to May 30 of each year. Transfer requests aretypically not granted during the school year unless there is an emergency situation. TruancyStudent Parent Attendance Management (SPAM) is a district-wide attendance andtruancy initiative designed to track and monitor school attendance and identify truantstudents. It is geared to help parents to be accountable for attendance, truancy,skipping and tardiness (age appropriate). SPAM will work closely with schools, parentsand students to assure and encourage students to school regularly. Clubs/Organization FundraisingFund-raising provides an opportunity to increase the amount of monies available for

Health BenefitsHealth insurance is available to all contractual employees and becomes effective thedate of hire for PASA members and 30 days after the date of hire for PEA members.“Open enrollment” is held twice annually in May and December to allow employees tochange health carriers/plans.
Payroll & Direct DepositPaychecks are issued on a semi-monthly basis on the 15th and the last day of themonth. Employees are strongly encouraged to enroll in direct deposit to their financialinstitution for the receipt of their paychecks. Ten month employees have the option ofenrolling in a twelve month pay plan in order to receive income during the summermonths.
Purchasing ProceduresThe Board of Education encourages the administration to seek advantages in savingsthrough joint agreements for the purchase of work, materials or supplies with thegoverning body(ies) of other contracting units within this county or adjoining counties orby other cooperative pricing arrangements. Student Attendance Reporting RequirementsRegistration, transfers, attendance and discipline data must be entered in Genesis on adaily basis by each school. Student Transportation For Field TripsAny school or department which is requesting district provided transportation for fieldtrips must submit the “Field Trip Request Form” to the Transportation Department forapproval prior to submission to the Assistant Superintendent’s office. This is required to
verify availability of District transportation.
Title ISupplemental Educational Tutoring Services will be offered to eligible students ingrades K to 8, providing that they attend a Title I school in need of improvement. To beeligible for this program, students must receive free or reduced lunch. Parents will beinformed of this program by letter in late August/early September. Use of Grant FundsStaff members are encouraged to submit competitive grant applications to support

Use of School FacilitiesThe district’s facilities belong to the community, which are to be used for the primarypurpose of offering a full educational program for its children. Certification-Mentoring ProgramThe Office of Early Childhood Mentoring Program for Novice Teachers consists of fivecomponents:

Data AnalysisThe Plainfield Public School’s assessment program supports all student populations suchas General Education students, Bilingual students and Special Education students.Although most of the Bilingual and Special Education students participate in the regular

The New Jersey State Department of Education mandates theestablishment and administration of statewide assessments in grades 3 through 8 and 11.
The district also has its own assessment in the other grade levels. The Office ofAssessment, Data Analysis, and School Improvement also provides specific support toschools such as data analysis, interpretation, and application/use and student discipline.
Electives-Fine Arts & Practical ArtsThe Arts teachers in Plainfield Public Schools are required to align their lessons with theNew Jersey Core Curriculum Content Standards: aesthetics, creation and performance,elements and composition, critique, and cultural history. Since literacy, mathematical andscience learning is critical to all academic development, the Arts teachers work on fiveinterdisciplinary units that incorporate literacy, mathematical and science learningthroughout the year.

Grade ReportingThe gradebook for each teacher will be updated eight (8) times a year: (4) interims & (4)marking period. These dates are listed on the District Calendar. Teachers andadministrators have 5 school days following the end of the grading period in which to post
and review all student grades for the respective grading period. Grades are not finalizeduntil the end of the marking period.
Gradebooks/GenesisGradebooks are an essential and legal document/tool for maintaining student records. Agrade represents the student’s total academic achievement within a given course over aspecified period of time. At least 10 artifacts or products of learning are required eachmarking period in order to analyze and determine the student’s progress. At least 5 artifactsare required by the mid-marking report period. A full year course requires a mid-term andfinal exam. A semester course requires a final exam. Hard copies of grade books should beavailable for review upon request. Grades must also be submitted at the close of the school
year. Accurate and timely grading of student assignments is imperative with theimplementation of the Genesis Parent Portal. This Parent Portal allows parents theopportunity to see their child’s demographic information, attendance, discipline, report card,and grade book.
Home InstructionTo provide uninterrupted education for students unable to attend their regular classesbecause of illness, disability or administrative action, the Board of Education shall providehome from school instruction when proper application has been made and, approved,subject to the restrictions. Policy 6173 .
HomeworkHomework shall be considered a necessary part of the learning process and a legitimatedemand on the non-class time of students. A home assignment should be an extension ofclearly defined school activities. In this regard, the students total daily homework load mustbe considered when deciding upon the length of an assignment.Policy 6154
Language ArtsTo build a strong foundation in both reading and writing, a balanced literacy program isessential. It should be aligned with the New Jersey Core Curriculum Content Standards,State Testing, and the District’s Strategic Goals. Instruction should consist of writing andreading daily to ensure that students progress toward achieving standards in their work.Moreover, it should be interactive, student-centered, and focused on critical thinking skills.Reading, Writing, Oral Literacy, and Collaborative Learning strategies are fully embeddedinto the lessons that are being taught in the classrooms. Lesson PlansLessons plans are not only a contractual obligation, but represent an essential and soundeducational practice for all teachers. Weekly lesson plans should be completed using thedistrict approved format and should reflect objectives, essential questions, activities,homework, and assessment. Additionally, lesson plans should be readily available for
review upon request. The lesson plan template is available on the district website. PreKteachers’ lesson plans are completed using the small group lesson plan template and theHigh/Scope daily plan template.
Teachers are encouraged to work collaboratively to design interdisciplinary units thatintegrate content from different curricular areas into thematic lessons. In addition, teachersare encouraged to work with other teachers within their discipline to design lessons thatmay be taught to all students in a given grade and subject. MathematicsMathematics education, aligned to national and state standards, prepare students for arapidly changing global society. Engaging and meaningful instruction promotes highexpectations. NJCCCSThe New Jersey Core Curriculum Content Standards (NJCCCS) describe what studentsshould know and be able to do in nine academic areas: visual and performing arts,comprehensive health and physical education, language arts literacy, mathematics,science, social studies, world languages, technological literacy, and career education andconsumer, family, and life skills. Parental Reporting of Student ProgressThe Plainfield Board of education believes that the cooperation of school and home is vitalto the growth and education of the whole child. It recognizes its responsibility to keepparents/guardians informed of pupil welfare and progress in school.

PreschoolHigh/Scope is the comprehensive, evidence based preschool curriculum implemented inPlainfield Public School’s preschool classrooms. In the High/Scope educational approach,children are active learners, supported and challenged by adults. The content ofpreschoolers’ learning is guided by 58 key experiences in language and literacy,
mathematics and science, social-emotional development, physical development, and thearts that provide the framework for meeting the New Jersey Preschool Teaching andLearning Standards. The High/Scope curriculum integrates all aspects of young children’sdevelopment throughout the daily routine, using research-based strategies to enhancegrowth in academic, social-emotional, and creative areas. The preschool program isdesigned to stimulate, assist, support, and sustain emergent skills that children need toultimately be successful in meeting the NJ Core Curriculum Content Standards.
Preschool/KindergartenThe heart of the High/Scope daily routine is the plan-do-review sequence, in which childrenmake choices about what they will do, carry out their ideas, and reflect on their activities
with teachers and other students. By participating in the plan-do-review sequence, childrengain confidence as thinkers, problem-solvers, and decision makers. They learn how to actwith intention and reflect on the consequences of their actions.

Pupil Progression ServicesPupil Progression Services Department is designed to monitor all students within thePlainfield Public School district as they progress through the educational system fromgrades K-12. The mission of this office is to ensure that students are meeting allcomprehensive and developmental academic standards that are required to achievepromotion, graduation, or a vocational education. Students who are deemed to be indanger of not progressing will receive intensive counseling and intervention. Support andguidance will also be provided to support students post secondary preparation andaspirations.
Science
Science education in today's classroom environment requires that educators possess aspecific set of skills and knowledge that combine a deep understanding of sciencecontent, pedagogy, and familiarity with standards and research on student learning. Allstudents will be provided the opportunity to learn and enjoy science on a daily basis. Theultimate goal is to ensure that all students develop a deep understanding of the importantinterconnected knowledge and skills of science identified in the standards and how theycan draw upon these knowledge and skills when needed. The curriculum should beinquiry-based, problem-based learning, and driven by performance based assessments.
Social StudiesThe objective of Social Studies is to provide students with a greater understanding of their
community, country, and the world through the implementation of student centered,inquiry-based lessons correlating with the New Jersey State Standards. The use ofcurrent events and world happenings provide a forum for educators to bring the outsideworld into their classroom each day. The study of U.S. History, Geography, and WorldCultures allow students to develop a better understanding of multiculturalism and diversityin our community and throughout the world. Educators will use the NJCCS and districtassessment expectations to ensure that students reach their highest learning potential.
Special EducationThe Special Education population represents around 13% of the total student populationin PPS totaling approximately 910 students. Students are placed in the least restrictive
environment that will meet their educational needs. From In-Class Support to Inclusion,the goal of the Special Education Department is to provide an excellent and appropriateeducation to all children so that they can achieve their greatest potential. Student Intervention and Family Support Services (SIFSS)The SIFSS Department plays an essential role in the District’s ability to effectivelyimplement the State mandated Intervention and Referral Services (I&RS) Program andother related support services for students (pursuant to N.J. C.A 6A:16-7 et seq). State
mandates that the District develop and implement a coordinated system of interventionand referral services designed to assist students whose academic performance isnegatively impacted by social, emotional, behavior and health issues. SIFSS personnelprovide intervention and referral services for a large percentage of the student population.SIFSS departmental support services are also critical in the development of programs,events and activities to address a variety of global school-based issues and concerns.
SIFSS addresses the special needs and challenges of children that may present barriersto academic achievement and healthy youth development. The department accomplishesthis through a holistic approach to service delivery, program development andimplementation by incorporating district, local, state, and federal resources. This support
includes locating community resources, developing additional recourses where noneexists and providing staff training to help our educators understand the social service.
School Based Youth Services Program (SBYSP)SBYSP is funded by the New Jersey State Department of Children and Families,Division of Prevention and Community Partnerships Office of School Linked Servicesand the Plainfield Board of Education. SBYSP is designed to enrich and enhance thelives of youth in the Plainfield Public Schools at the secondary level. Located atMaxson, Hubbard, and Plainfield High School, the program is designed to help increasethe likelihood of students completing their education by providing a variety of supportservices which could help many students negotiate their adolescent years. Each sitehas a recreation program where students can go after school to participate in a safe,non-threatening environment.
Student DressThe New Jersey State Board of Education regulation concerning dress regulationstandards for students, states “attire which causes the disruption of the educationalprocess or which constitutes a health or safety hazard or concern is not permitted.” TheDress and Grooming policy of Plainfield Public Schools support apparel choices that areneat, clean and modest. Student apparel should reflect responsibility and self-respectand an atmosphere that is conducive to learning, not destructive or disruptive. Thispolicy is aimed at avoiding suggestive, biased, offensive and harassing messagesavoids communicating or advertising illegal substance and activity, and should notinterfere with identification of a student. Parents/guardians are expected to cooperate inhelping the school district attain its objectives and foster pride and good taste inappearance by exercising positive guidance and authority. Student Folders and PortfoliosBefore the end of each marking period, teachers and students collaboratively reviewstudent folders/portfolios. This enables students to consider how their work in thecontent area has improved during the last marking period, set new goals for the next
marking period, and identify interests they would like to pursue. During the review,teachers and students consider the pre-established criteria for evaluating the portfolioand discuss the extent to which the portfolio has met these criteria.
Student SuspensionPositive approaches to acceptable behavior are usually more effective, but it maysometimes be necessary to penalize pupils for violations of school regulations to ensurethe good order of the school and to teach pupils the consequences of disruptivebehavior. Pupils who indulge in disruptive behavior may be suspended or expelled.

Summer SchoolPlainfield Public Schools may provide available remedial and enrichment opportunitiesto students in grade 12 required for graduation and/or for students in grade 8 requiredfor promotion. Additionally, extended learning opportunities will be provided to targetedelementary and middle schools and students in grades K-7. These opportunities will beprovided to students in the required courses of Literacy, Mathematics, Social Studies,and/or Science. Direct teacher instruction and/or technology-based interventions willcomprise the delivery model for these areas. Additionally, English Language Learnersand Special Education students in selected grades will be provided an opportunity toextend their learning as reflected in the appropriate curriculum for ELL students or IEPfor SPED students.
