Draft amendments to the Constitution necessitated by the adoption ofthe system of biennial sessions of the General Conference (document29 EX/5) .

Having examined document 29 EX/5, the Executive Boardapproved the submission to Member States of the draft amendmentscon ta ined i n CL/631.

Recommendation regarding the standards according to which thefinancial contributions of Associate Members should be assessed(document 29 EX/6)

On the report of the Finance Commission (document 29 EX/50),the Executive Board decided to recommend to the General Conferencethat the contributions of Associate Members should be assessed at aflat percentage rate, which could be either 60% of the minimum assess-ment on full members, as fixed from time to time by the Conference,or 60% of 0.04% (the present minimum assessment). These contributionsshould be accounted for as miscellaneous income.

PREPARATION OF THE DRAFT PROGRAMME FOR 1953-1954, TOBE PRESENTED BY THE EXECUTIVE BOARD TO THE GENERAL CONFERENCE AT ITS SEVENTH SESSION AND CONSIDERATION OF

Having examined document 29 EX/3 and Corrigenda. theExecutive Board requested the Director-General to present to itat the Thirtieth Session revised texts of the introduction and of passageswhich the Board decided to modify, together with budget estimatesrevised in the light of the Board's decisions and containing proposalsfor further categories of priorities within the approved draft, programmeand the corresponding budget estimates.

Education

Resolution 1 . 2331 - to defer to 1954 the regional conference in theMiddle East on the application of the principle of free and compulsoryschooling; and to defer to the Thirtieth Session a decision on theStates to be invited to participate in the conference,

Natural Sciences

Resolution 2.12 - not to hold the meeting of a committee of expertsto prepare a code of methods for the compiling of multilingualtechnical dictionaries, the work to be done instead by the Secretariat;and to authorize Unesco to collaborate with the United Nations Economic:Commission for Europe in the preparation of a multilingual glossary ofmachine tools , by contributing the services of the Secretariat and travelexpenses.

Cultural Activities

Resolution 2 . 4 1 - to authorize the transfer of work on this resolutionto the Copyright Division of the Cultural Activities Department andthe obligation of $600 for remuneration of experts .

Resolution 6 . 15 - to confirm the approval previously given bycorrespondence for the convocation of a committee of televisionexperts from ten countries to advise on proposals regarding televisionto be included in the draft programme for 1953-1954, at a cost of$8,000,

Resolutions 6 . 24 and 6 . 241 - to authorize the postponement to theend of 1953 of the meeting of governmental experts which was tohave been held in 1952, in order to allow the views of Member Statesto be sought on the proposed international instrument before themeeting is held.

7.2 Education

7.2.1 Education for the World Community: report of the Working Party ofthe Executive Board (document 29 EX/8) and observations of theDirector-General on the report .

The Executive Board approved the report of the Working Party,requested the Director-General to revise the relevant proposals inthe draft programme for 1953 -1954 with regard both to the proposedCommission (see 29 EX/SR 12) and to the contribution to be madeby all parts of Unesco's programme to the solution of this problem(see 29 EX/SR 26), and authorized him to solicit, on the Board'sbehalf) the collaboration of suitable persons in the Commission,

The Board further requested its Bureau to prepare for theThirtieth Session a draft recommendation to Member States regardingthe importance of this problem and the desirability of including intheir delegations to the Seventh Session of the General Conferencepersons who might serve on the Commission.

7.2.2 Fundamental Education Special Project

7.2.2.1 Report on activities concerning the establishment of a World Networkof Fundamental Education Centres (document 29 EX/9)

The Executive Board, having been informed that the Govern-ment of Egypt had approved the two draft agreements between theGovernment and Unesco, _approved the agreements as contained in29 EX/40 Annex with the amendments of the supplementary agreementaccep t ed by the Egyp t i an Government and Contained in document29 EX/40 Corrigendum .

The Board further expressed its gratitude to the EgyptianGovernment for its generous co-operation in concluding theseagreements.

The Board approved a proposal that 20 places in the firstteam of students at the Cairo Centre and one-third of the places insubsequent teams should be reserved for Egyptians.

7.2.2.3 Communication from the Government of Israel (document 29 EX/45)

The Executive Board took note of the communication andapproved the text of a reply recalling “that the decision reached at.the Twenty-eighth Session, had been approved only after carefulconsideration and that it had been deemed wise to follow the policyinitiated in connexion with the establishment of the first FundamentalEducation Centre in Mexico, of inviting the participation of countriesof predominantly similar language and culture - a principle which wasmoreover affirmed by the General Conference at its Sixth Session" andstating that the Board was therefore unable to modify its previousdecision.

7.2.3 Communication from the International Association of Universities(document 29 EX/44)

Having considered the communication from the InternationalAssociation of Universities and the report o f F inance Commiss ion (document 29 EX/50), the Executive Board decided that subventionsto the International Association of $ 20, 000 in 1953 and $ 15 000 in 1954be included in the draft programme and budget for 1953 - 54 and requested the Director-General to submit to the Board in Nobember and proposals for a supplementary subvention in 1952 which might then appear possible.

7.2.4 Regional seminar on adult education in the Western Hemisphere(document 29 EX/48)

The Executive Board authorized the Director-General toinvite the three States which had indicated their willingness toorganize the Seminar (Dominican Republic, Ecuador, Nicaragua)to confirm their offer by.25 May, failing which the offer of Jamaicawould be accepted.

7.3 Natural Sciences

7.3.1 Regional Laboratory for the study of high energy particles(document 29 EX/10)

The Executive Board took note of the “Agreement constitutinga Council of Representatives of European States for planning aninternational laboratory and organizing other forms of co-operationin nuclear research” (29 EX/l0, Annex I), approved the “DraftAgreement between Unesco and the Council of Representatives ofStates” (Annex II) with the inclusion of the word “six” in Article III,and authorized the Director=-General to appropriate for activitiescovered by resolution 2.23 of the Programme for 1952 donationsmade by Belgium, Italy and France for studies in preparation for theestablishment of the laboratory.

The Board further recommended that when a final agreementfor the establishment of the laboratory is drawn up, it should beclearly provided that the Laboratory would be open to nationals ofall Member States of Unesco,

7.3.2 Decision concerning definitive installation of Field ScienceCo-operation Office for South-East Asia (document 29 EX/41)

Having been informed by the Director-General that suitableaccommodation had been provided for the Field Science Co-operationOffice in Djakarta, the Board decided to maintain this office inDjakarta at its present strength, while authorizing the Director-General to seek the agreement of the Government of the Philippinesto provide the salaries of the local staff in the Manila Branch Office,failing which the Branch office might be re-organized on the same basisas that at Istanbul.

7.4 Cultural Activities

7.4.1 Choice of Member State to which will be sent a technical mission onthe preservation and restoration of monuments (document 29 EX/11)

The Executive Board authorized the Director-General (a)to endeavour to reach a final agreement with the Government ofTurkey before 1 May 1952 regarding the mission provided for byresolution 4.22, and (b) in the event of no agreement being reachedby that date, to organize with all speed the despatch of a missionjointly to Syria and Lebanon,

7.4.2 Location of model national bibliographical and documentationcentre (document 29 EX/12)

The Executive Board decided that the Centre provided forby resolution 4.451 should be established in Brazil, at the FundaçaoGetulio Vargas, Rio de Janeiro.

7.4.3 Special committee of governmental experts to prepare a draftconvention for the protection, in case of armed conflict, ofmonuments , collections and other cultural property (document29 EX/13)

The Executive Board decided that, should it subsequentlybe decided to convoke the special committee of governmental expertsprovided for by resolution 4 . 241 , the following States, membersneither of Unesco nor of the United Nations, should be invited toattend:

Albania , Bulgaria, Finland, Ireland (Republic of), Lichtenstein,Libya (United Kingdom of), Nepal, Portugal, Rumania, SanMarino, Spain and the Vatican.

7.4.4 International Conference of Artists (document 29 EX/17)

The Executive Board decided that artists not appointed asdelegates by Member States or international organizations might beadmitted to the Conference, on the recommendation of the organizingcommittee , as observers . It appointed Count Jacini, Dr. Parra-Perezand Professor Carneiro as a Working Party to be consulted by theSecretariat regarding the preparation of the Rules of Procedure of theConference; these rules should in particular define very carefully thestatus of observers and the nature and limits of their participationin the Conference. The Board further decided to recommend to theGeneral Conference that it take steps to study without delay the effect

to be given to the recommendations of the Conference of Artists, forexample, by establishing a Working Party for this purpose.

Report on creation of the World Braille Council

The Executive Board took note of the report and adopted adeclaration associating Unesco with the celebration of the centenaryof the death of Louis Braille.

7.5.2 Recommendation to Member States regarding proposals for reductionof tariffs on educational materials, to be submitted to the SeventhSession of the Contracting Parties to the General Agreement on Tariffsand Trade (document 29 EX/15)

The Executive Board authorized the Director-General torecommend to Member States which are Contracting Parties to theGeneral Agreement on Tariffs and Trade that at the Seventh Session ofGATT they negotiate tariff reductions on educational, scientific andcultural materials, such negotiations concerning particularly Stateswhich have newly acceded to GATT.

7.5.3 Report on replies by Member States about the proposed revision ofthe Universal Postal Convention (document 29 EX/l6)

The Executive Board took note of the report and authorized theDirector-General to recommend to the Governments of Member Statesthat, at the Thirteenth Congress of the Universal Postal Union, theysupport (a) the proposals initiated by Unesco and submitted to theCongress by the Governments of Member States; (b) the proposal,sponsored jointly by the Belgian Government and the InternationalBureau of the Postal Union, that Unesco be allowed to send an observerto the Congress; and (c) the proposals submitted to the Congress by theGovernments of India and Switzerland .

Noting that certain Member States, because of their legislativeprocesses do not pay their contributions in the year in which theyare due;

Recommends that all Member States which have not yet done so shouldprovide in their national budgets for the regular payment of annualcontributions to Unesco in the same year as they are due.”

9.4 Proposal to establish a Unesco Postal Administration (document29 EX/34 and Addendum)

The following resolution was adopted:

“The Executive Board

Authorizes the Director-General to study the possibility of issuingUnesco postage stamps , either by the creation of a Unesco PostalAdministration or by an arrangement with the United Nations PostalAdministration;

Requests the Director-General to enter into negotiations with theFrench Government , the United Nations Organization and theUniversal Postal Union, with a view to the preparation of a planfor submission to the General Conference at its Seventh Session,

Requests the Director-General to submit a further report on thissubject to the Board at its next session. ”

9.6 Cost of living adjustment for Unesco staff (document 29 EX/36)

The Executive Board established a special committee, composedof Sir Ronald Adam, Dr. F. Bender, Dr. R. Bernal Jimenez,Dr. Luther H. Evans, Mr, Roger Seydoux and Mr. Ahmet KutsiTecer to receive further information from the Secretariat on thisquestion and to prepare recommendations .

On the report of this Committee (document 29 EX/47), theExecutive Board took the following decisions:

1. General Service Category

The Director-General is authorized, with effect from 1 January 1952:

(a) to provide a non-pensionable adjustment of 10% for staff in theGeneral Service Category engaged after 17 June 1950;

(b) to provide a non-pensionable adjustment of 7.5% for staff in theGeneral Service Category engaged on or before 17 June 1950;

(c) notwithstanding the provisions of (b), to provide a non-pensionableadjustment of 10% for any staff member in the General ServiceCategory engaged on or before 17 June 1950 who, on promotion,is placed in a step in his new grade which it is possible for astaff member engaged on or after 18 June 1950 to have attained;

(d) to increase the amount of the children’s allowance payable toeligible staff in the General Service Category from 80,000 francsto 100,000 francs a year;

(e) to increase the amount of the non-resident's allowance payableto eligible staff in the General Service Category by 10%.

2. Professional and Director Categories

The Director-General is authorized, subject to consultation with theUnited Nations, to grant , with effect from 1 January 1952, to staff ineach grade and step of the professional and director categories anadjustment equal to that granted to United Nations Staff in the samegrade and step,

3. Staff of the Unesco New York Office

The Director-General is authorized with effect from 1 January 1952to pay to the staff of the Unesco New York Office an adjustmentequivalent to that paid to United Nations staff in New York.

The Board further decided to propose to the General Conference thatit amend resolution 4.41 adopted at the Sixth Session, replacing theword “differential” by "adjustment”.

10.1 Liquidation of the Institute (document 29 EX/38 and Addendum)

The following resolution was adopted:

Having regard to the Director-General's report on the liquidation ofthe International Institute of Intellectual Co-operation (document29 EX/38),

Having regard to the resolution adopted by the United Nations GeneralAssembly on 4 February 1952,

And having regard to Article V of the Agreement between the UnitedNations and Unesco.

Authorizes the Director-General:

- to accept responsibility. at the request of the General Assemblyof the United Nations, for the final liquidation of the property of theInternational Institute of Intellectual Co-operation, ownership inwhich was transferred to the United Nations Organization by virtueof a resolution of the General Assembly of the United Nations of17 April 1946;

- to include among the assets in the liquidation of the InternationalInstitute of Intellectual Co-operation all the property which theUnited Nations Organization authorized Unesco to use under itsGeneral Assembly resolution 71 (I);

- to entrust the task of carrying out the operation of liquidation asdefined above to a senior official of the French administration:chosen in agreement with the French Government;

- to accept the transfer to Unesco, after completion of the operationof liquidation,> of ownership in any remaining assets of theInternational Institute of Intellectual Co-operation. ”

10.2 Donation from the Rockefeller Foundation (document 29 EX/39)

The following resolution was adopted:

“The Executive Board

Expresses its thanks to the Rockefeller Foundation for its generousoffer to transfer to Unesco its rights in the funds at present blockedin the account of the International Institute of Intellectual Co-operation,

Authorizes the Director-General to accept the transfer of these rightsfrom the Rockefeller Foundation to Unesco;

Approves the use of the funds resulting from this transfer for thefollowing purposes:

1. A maximum sum of $6, 000 to the International Studies Conference,the International Political Science Association and the InternationalSociological Association;

2. The balance to the project for the establishment of a world-widenetwork of fundamental education centres . ”

Considering that the Chairman of the Board and the Director-General receive communications from private persons orassociations alleging violations by States: members or non-members of Unesco, of certain human rights and, in particular,of educational and cultural rights;

Notes that) having regard to the present provisions of theConstitution and regulations of the Organization, no cognizancecan be taken of these communications and authorizes the Chairmanof the Board and the Director-General to inform their authors,

II, The Executive Board

Noting that, having regard to the present provisions of theConstitution and regulations of the Organization, no cognizance canbe taken of communications from private persons or associationsalleging violations by States, members or non-members ofUnesco, of certain human rights and, in particular, of educationaland cultural rights;

Instructs the Director-General to present to the Board at its next.session a study of this subject regarding in particular the practiceof the United Nations and Specialized Agencies and the measures

The following resolution was adopted:

“The Executive Board,

Having been informed by the Director-General of several communica-tions inviting Unesco to be represented at various congresses andmeetings;

Decides to study on the widest basis the problem raised by thesecommunications with a view to drawing up regulations definingUnesco's policy in this respect;

Authorizes the Director-General, until such regulations shall haveentered into force, to arrange for Unesco to be represented atconferences convoked by the United Nations Organization and theSpecialized Agencies) National Commissions and internationalorganizations having a formal agreement or consultative arrange-ments with Unesco;

Requests the Director-General to submit to the Board all otherinvitations not falling in these categories. ”
