IFCA Background

ODF has been administering the IFCA in cooperation with other PNWCG member agencies since 2003, in an effort to coordinate and provide the most efficient and cost effective deployment of wildland fire fighting resources to the Pacific Northwest region and across the nation.

The Protection Services Contract Unit (PCSU) provides the specification development, solicitation/procurement and administration functions of the IFCA. Our staff participates in collaboration with user agencies and region 6 partners in the development of agreement concepts, language and administration direction. The PCSU also provides IFCA compliance monitoring, investigations and enforcement of agreement specifications. The PCSU is funded primarily by user agencies and provides annual billings for reimbursement of unit costs.

Our mission is to provide sustained support for IFCA resources, strengthen contractor relations, strengthen government partnerships and alignment, increase overall engagement, collaboration and communication, and employ business improvements based of effectiveness evaluation.

Agreement Awarded June 2017:

102 - Designated Dispatch Locations (DDL)

• The 3rd Extension is effective from May 01, 2020 thru April 30, 2021.

• A cost increase of 2.17% has been applied for all crews and STLs for this extension period and is reflected on the new Award Summary sheets.

• New solicitations are not eligible under the current agreement.

• ODF intends to solicit for a new IFCA in 2021. Visit our webpage regularly for information regarding the solitication.

2020-21 Extension and Amendment 6Amendment #6 is being implemented concurrently with the 2020-2021 IFCA Extension. Amendment items include:

• Updates to Term and Extension Section 5.5 regarding DDL dispatch protocols per D 1.0 and D 4.0.

• Updates to Exhibit C, Section C 4.3.2 clarifying procedures regarding government acceptance of a crew consisting of less than 20 persons.

• Updates to Exhibit D, Section D 3.4 clarifying criteria for crews to be statused as available.

• Updates to Exhibit D, Sections D 6.2.1 & D 6.2.2 clarifying crew composition requirements.

• Updates Exhibit G, Section G 2 updating Commercial General Liability insurance annual aggregate amount to $2,000,000 to align with current state and federal contract standards.

• Replaces Exhibit I Wildland Firefighter Training Resources with link to current resources.

• Replaces Exhibit U Wage Determination Revision 46 with Revision 49.

• Removes references to facsimile, faxing and fax numbers throughout the IFCA.

• Replaces all references to ROSS procedures with references to IROC procedures.

Recap & 2020 Updates

• The 3rd Extension of the 2017 IFCA is effective from 5/01/2020 – 4/30/2021. A blanket cost increase of 2.17% has been applied to all crews and STLs. Updated Award Summaries are posted on our website.

• ODF has incorporated Amendment 6 for cleanup/clarification of IFCA language. Updated copy of the IFCA with Amendment 6 is posted.

• Contractor Designated Dispatch Location compliance checks have begun and will be conducted through May/June; Record Inspections are being scheduled individually to maintain social distancing.

• 2020 Company Manifests are due July 15. All crew standards must be met according to contractor’s original proposal or official change by mutual agreement.

• The PCSU, with assistance from its agency partners, is performing systematic monitoring of DDL crew assembly and departure upon deployment to incidents. All contractors should be aware of and ready for these inspections by remaining compliant with IFCA D 1.0 and D 4.7 at all times.
