INTRODUCTION:

Introduction:Public Private Partnership (PPP), which is a cooperative relationship between public and private sector,

is being seen as a solution for the problem of infrastructure bottlenecks. Any country committed to improve the level

and quality of economic and social infrastructure services is contemplating to have PPP in every sector of the economy.

Each of the partners in this relationship brings, what the other lacks. The private sector brings technical and managerial

expertise and also the enormous capital that is required. On the other hand, a private developer may find it difficult

to arrange for land, water, roads, ports and obtain all the clearances required, which, the government as the largest

land owner may find it easy to do. It is strongly believed that the PPP approach is best suited for the infrastructure

sector. Considering the paucity of public funds more so in developing countries, it is imperative that private participation

be invited in the process of strengthening infrastructure. India has emerged as one of the leading PPP markets in the

world as a consequence of several policy initiatives taken by the central and state governments. The growth in PPPs

has led to framing of national PPP policy which seeks to facilitate this expansion in the use of PPP approach. There

are over 750 PPP projects in India. International experiences also abound. Be it the developed countries, or the

emerging economies, all have PPP in their planning horizon. Although PPP brings with it the advantages of synergy

of public and private sector, there are issues and challenges that need to be addressed if PPP is to become a successful

model. There is always the challenge of balancing the interests of profit motive of private sector and the public sector

interest for public service. Financing of PPP is another critical issue. Financing of PPP projects has become very

important in India, with lending agencies such as, India Infrastructure Finance Company Ltd (IIFCL), IDFC, Power

Finance Corporation (PFC) playing a vital role in India. The international lending agencies like World Bank are also

playing a equally significant role. There is also a scope for every country to draw lessons from each other. The two

day conference jointly hosted by Institute of Public Enterprise (IPE) and International Center for Promotion of Enterprises

(ICPE), intends to create a platform to discuss the finer points and intricacies of PPPs, by sharing the intellectual

inputs, though the brainstorming sessions, spread over two days. A mention of this conference was also made in the

‘8th Session of the Joint Committee on Trade and Economic Cooperation between India and Republic of Slovenia’

Objectives of the Conference:

1. To examine the present status of PPP and the achievements.

2. To examine the Issues and Challenges related to PPP.

3. To share the experiences of countries from all over the world, regarding PPPs and to draw lessons from each other

of best practices.

4. To suggest measures for successful implementation of PPP

Who Should attend?

Academicians, Practicing Managers, Industry, Researchers, from India and abroad having interest in PPP related

matters would be a part of the conference.

Papers would be called for presentation both from India and abroad.

Conference date: 23rd and 24th January, 2014.

Even if abstracts are not submitted, the full paper can be submitted by the due date of submission. However, it is in the

interests of paper contributors that they give abstracts before they submit the full papers, so that evaluation becomes

easy.

Submission guidelines:

All submissions must be in MS word from in about 1500-3000 words, typed in Times New Roman 12 font size. Each

paper should indicate title page that should contain title of the paper, name(s), affiliation(s), complete mailing address,

telephone and fax number and e-mail ID. Only those papers which adhere to the guidelines will be considered for

review. All papers are to be submitted by electronic mail to: [email protected] OR [email protected]

ICPE – International Center for Promotion of Enterprises

ICPE is an intergovernmental and international organisation, headquartered in Ljubljana, Slovenia. It was

established in 1974 with the support of the United Nations as a research, training and consulting organisation in

the field of public sector enterprises. Today, ICPE is a centre for education, training and dissemination of best

practices among its 18 member states from four continents with a focus on public-private partnerships and

internationalisation of national economies. Through its activities, training programmes, events and development

projects, ICPE places specific attention to the issues of energy efficiency and sustainable development, which

were identified as priority areas in many of the Center’s member states.

Two international conferences on PPPs in energy efficiency and sustainable environment were organised by

ICPE and partner organisations, one in Ljubljana in October 2012, followed by a larger-scale event in Abeokuta,

Nigeria, in April 2013. The third conference on PPPs and energy efficiency is being organised in cooperation

with partners from Russia in November 2013. ICPE also actively participated at UNIDO’s Vienna Energy Forum

2013 in May, while in November this year, ICPE is co-organising with UNIDO a training course on Sustainable

Energy Solutions. In cooperation with the Government of Slovenia and UNIDO financial mechanism for

development, ICPE also prepared a development project on “Low-Cost Solar Industrial Heat in Kosovo and

Macedonia”.
