1. ORGANIZATION

The University of Agriculture, Faisalabad came into existence through up-gradation of the former Punjab Agricultural College and Research Institute, Lyallpur, in 1961-62, and was given the mandate to accelerate infusion of science and technology in the process of modernizing national farming system and related activities in order to enhance productivity and bring more prosperity to an aspirant nation. This it does by integrating the functions of teaching, research and extension.

The Governor of the Punjab heads the University as its Chancellor. He or his nominee presides over the convocation of the University and the meetings of the Senate. The Minister/Advisor for Agriculture, Government of the Punjab, is its Pro-Chancellor. The Vice Chancellor is the principal executive and academic office of the University. He chairs the meetings of the Syndicate, Academic Council, Selection Board, Advanced Studies and Research Board and Finance and Planning Committee. The Registrar is the custodian of the common seal and the academic records of the University, maintains the register of registered graduates and conducts election of members to the various authorities. The Treasurer prepares and presents the annual and revised budget estimates to the concerned authorities, manages the property, finances and investments of the University. The Controller of Examinations is responsible for all matters connected with the conduct of examinations and declaration of results.

The Dean is the Chairman of the Board of Faculty and the Chairman/Director/Principal is the head of Teaching Department/Division/College, respectively. There are six faculties, a Division of Education and Extension, one constituent college, one sub-campus and a number of institutions affiliated with the University.

It considers annual and revised budget estimates and advises the Senate thereon, frames regulations, etc.

As the highest body of the University, the Senate considers draft statutes proposed by the Syndicate, passes resolutions on the annual report, annual statement of accounts and the annual and revised budget estimates

They have attained specialization in a wide variety of pure and applied disciplines which have eminently shaped the University as an ideal place for scholars with the purpose to serve the agricultural community. To keep up the pace of the hour, the University continuously reviews the possibility of promoting competent and qualified teachers to next cadres. During the year under report, 33 postgraduates were given fresh appointment as Assistant Professor/Lecturers and 84 teachers were appointed to higher positions.

Training Abroad

The University staff is provided proper facilities and incentives to improve their academic skills and qualifications. Training facilities are constantly solicited from various national and international funding agencies and made available to the University staff to help them to improve their concepts and qualifications.

At present 88 teachers are working for their postgraduate degrees/Post-doctorate training in various foreign countries under the HEC and other agencies scholarship programs. Eighty four 84 other teachers attended long and short-term courses in various disciplines in different countries. Four hundred and five 405 teachers participated in seminars/symposia /conferences etc., held within the country. Fifty six (56) teachers won awards for meritorious services in teaching and research during the reported year.

Academic CoursesDegree Programs

With a view to ensuring production of trained manpower and to meet a wide variety of needs of the scientists, experts and extension workers in rapidly growing agriculture sector, allied trades and industries, the University offers well integrated programs of teaching and research in all agriculture and its allied disciplines at the main Campus as well its sub-campuses at Dera Ghazi Khan and Toba Tek Singh. These sub campuses were established for helping to improve the rural economy of the backward regions by producing well educated and skilled manpower in the field of agriculture and to provide instructions at their door-steps.

In order to provide well trained nursery (from rural areas) for admission to various undergraduate programs of agriculture and its allied disciplines, an opportunity of education and learning to the rural masses who could contribute towards agriculture and rural economic development, a new two years' post-matric 'Pre-Agriculture Certificate' program was started from the academic session, 2009-2010. This twist of transformation will not only presage a bright future for young generation but also prepare themselves imbued with true spirit of serving the nation with thoughtful novel approaches and innovative technical knowledge, ultimately trigger the growth of agriculture sector in the country. The first batch of students will complete their studies at the end of current academic session, 2010-

st2011. The successful students will seek admission to 1 degree courses against their reserved seats on inter se merit.

The Intermediate (Pre-Agriculture) and undergraduate degree programs offered by the University and its sub-campuses with duration and entrance qualification is given in below table. In the light of instructions of the Pakistan Engineering Council, entry test is also conducted for admission to BSc Agri. Engineering:-

The Sub-Campus of Depalpur is being closed from Spring Semester, 2010-2011 due to non-availability of land for campus building and in-viability of the project by HEC. Accordingly, the students will be shifted to the main Campus and the Faculty members either at D.G. Khan or at Faisalabad till the availability of suitable infrastructure.

Future Vision

Under the existing world level scenario, market demands are changing rapidly. Therefore, keeping in view the future thrust and to introduce inter-disciplinary programs, BSc (Hons.) Microbiology in the common scheme of studies of BSc (Hons.) Agri. Sciences and some new major subjects like Marketing & Agribusiness, Environmental Sciences, Seed Science & Technology and Weed Science under the umbrella of BSc (Hons.) Agriculture was introduced. As a further step towards introduction of new degree programs, common admissions will be made for the degrees of B.Sc. Agricultural Engineering/Food Engineering. The first four semesters shall run on a common curriculum as per relevant 'Scheme of Studies'. On completion of foundation courses in first four semesters, the student(s) will exercise their choice to opt for

thB.Sc. Agri. Engineering or Food Engineering which will be allotted to them in 5 semester on the basis of their CGPA thobtained at the end of 4 semester, in order of merit-cum-choice. Some new degree programs are also being prepared

for launching from the forthcoming sessions.

In order to diversifying the base of knowledge for the students and making selection of courses flexible, a number of 'elective' courses bearing credit requirement, have been included in the 'Scheme of Studies' of different degree programs after due approval of the statutory bodies. Through this exercise the students would be able to know the techniques of new disciplines and a new horizon in the knowledge.

A meeting of the Faisalabad Research Forum was held to devise a strategy to utilize and share the research work of research institutions and universities. Accordingly, a four-year degree with the nomenclature of BSc (Hons.) Human Nutrition and Dietetics is also being offered by the National Institute of Food Science & Technology of the University of Agriculture, Faisalabad, in collaboration with the Faculty of Punjab Medical College, Faisalabad.

Admission to Evening College ProgramIn order to increase the annual intake as well as financial resources, the candidates who can otherwise bear extra expenses, a self-supporting scheme (evening) “Evening College” Programs were introduced at under- and post-graduate levels on self financing basis from the academic session, 1996-1997. A reasonable number of students are admitted to various degree courses under the said program. A sum of Rs.0.2 million as entry fee for admission to BSc (Hons.) Agri. Sciences, BSc (Hons.) Agriculture (D.G. Khan Campus), BSc (Hons.) Home Economics, Rs.0.3 million for BSc Agri. Engineering and Rs.0.35 million for Doctor of Veterinary Medicine, is fixed to be charged from the candidates once at the time of admission in addition to normal dues at undergraduate level, to meet the extra expenses. However, in deserving cases, the entry fee is split over the whole duration of the program and is recovered along with each semester

dues. This program will, however, be introduced at T.T. Singh Sub-Campus after the availability of necessary infrastructure.

Student Enrolment and Output

Enrolment The agriculture is the back-bone of our economy and the agriculture is based on rural areas. In order to provide training to rural masses, 75% representation is given to the candidates hailing from rural areas. Besides other efforts for increasing the intake, 10% extra seats are allocated at undergraduate level in each session in the Faculties where sufficient facilities are available. The enrolment figure at undergraduate level during the academic session, 2010-2011 is reflected a Table given below and faculty-wise enrolment of postgraduate students in another table.

In order to promote higher education and encourage foreign nationals to seek admission in the universities of Pakistan, a policy was introduced by the Higher Education Commission in consultation with the concerned ministries and other vetting agencies which is also being followed at the University. According to the said policy, the candidates who are desirous to seek admission on self finance basis may apply directly to the University after having relevant information from the University website along with copies of educational documents in English version. After provisional confirmation of their admission, the visa and other clearance formalities are managed on completing various steps laid down in the procedure. Presently, 67 students from various countries like Afghanistan, Somalia, Indian Occupied Kashmir and Canada are on the rolls of the University at under- and post-graduate levels. Of these overseas students, the largest group of 55 students belongs to Afghanistan, five from Somalia and one each from IOC and Canada. Some of them are studying under the scholarship program of UNHCR and IDB.

With a view to upholding the national harmony and gesture of goodwill, students of other provinces of the country including FATA, Azad Government of State Jammu & Kashmir and Gilgit Baltistan are also admitted. In line with the directives of the Chief Minister Punjab passed during his visit to Quetta in July, 2008 and to join hands for uplifting the under-developed province,

additional seats at under and post-graduate levels were earmarked for the nominees keeping in view the needs of the Balochistan Province. Besides, these normal seats, extra seats were also allocated at under-and-postgraduate levels for the nominees of Balochistan and FATA on a proposal received from HEC under the project titled “Provision of Higher Education opportunities for students of Balochistan and FATA(President's Directive) which was approved by the Executive Committee of National Economic Council(ECNEC). However, no nomination is received under this program from HEC due to unavoidable circumstances. The seats for Balochistan were however, doubled in the light of orders of the worthy Chancellor/Governor Punjab on regular basis till the establishment of similar facilities/institutions within the said province.

Similarly, on another directive and proposal of the FATA Secretariat, Peshawar, the seats for FATA nominees were also doubled in D.V.M. and the seats in other fields of studies were provided to cater the needs of the areas. But, response of the candidates from Azad Kashmir remained poor due to procedural problem at Nomination Board, Azad Kashmir. Presently, a total number of 126 students of other provinces/areas other than Punjab are on the rolls of the University. After completing their degree programs, these students do contribute to the economy as well as development of their respective province/areas.

STUDENT FINANCIAL AID OFFICE (SFAO)

Professional and Higher studies in Pakistan during the recent years have become very expensive. In view of the increasing expenses day by day, it is becoming very difficult for the resource poor section of the society to educate their children. About 75% intake of University of Agriculture Faisalabad (UAF) belongs to rural areas and less privileged families. Under the circumstance, financial sponsorship of deserving and merited students may help create soothing impact on the community particularly the rural masses and bring a positive and healthy social change in the long run.

Donors have contributed positively through provision of scholarships to less privileged but academically brilliant students. Amongst the donors, USAID Merit & Need Based Scholarship Program, Punjab Educational Endowment Fund (PEEF) scholarship program, Alumnae Associations abroad and individual Alumnae figure out

prominently for this noble cause.

The Directorate of Financial Assistance & University Advancement established in 2009 by up-grading its existing SFAO has come up very well and meeting its obligations. Its performance can be gauged that an amount of Rs. 46.859/- million was distributed among 2072 students as financial assistance during 2010-11.

STUDENT FINANCIAL ASSISTANCE OFFICEThis section deals with various types of Financial Assistance available to meritorious and deserving students at UAF and is hub of activities. Details are covered as under:

Fee Concession: · Tuition fee concession (50%) to 10% students of the

class by academic heads of different faculties and institutes

· Brother/sister tuition fee concession up to 50% on application through the academic heads

· 100% fee concession to disabled persons admitted on disabled quota on application through the academic heads.

Scholarship Program:Scholarships were awarded to needy and meritorious students. Award was based on merit, financial need, or a combination of both merit and need. University awarded 10% merit scholarships to graduate and undergraduate students on CGPA basis and 5% to PhD students in addition to need- based scholarships. A lot of 2072 students was paid Rs.46.859 million under this program during 2010-11.

Summary of Scholarships (2010-11)

Internship Program:An internship is a work-related learning experience for students who wish to develop hands on work experience in a certain occupational field. Most internships are temporary assignments, that can be shorter or longer depending upon the program requirements. These may be paid, unpaid or partially paid in the form of a stipend. Under this program 1200 students were paid Rs.12.000 million out of FDTTPC Fund during 2010-11.

Work-Study Program:It is a form of financial assistance in which students perform work in exchange for money for their education. A number of students worked on various research projects sponsored by HEC/Government Departments/ organizations. Through this program 132 students were paid Rs. 17.472 million during 2010-11.

Jobs at the CampusThe students were hired on hourly basis (four hours per day) in different departments of the University and were paid wages at the following rates:

CAREER COUNSELING CENTERThe Career Counseling Center was established as a section of the Directorate of Financial Assistance & University Advancement at the University of Agriculture Faisalabad (UAF) to produce better employees for employers using the potential of students and graduates of UAF and making use of available opportunities in public and private sectors thus contributing positively in the development of the country. The aim of establishing this center is to act as a bridge between the students and the employer for well judged careers/assignments.

Services Provided by the Center· Helping students in preparations of all competitive

exams like subject selection and providing books and guidelines for exams.

· Publishing all vacancies in the university announced by the FPSC and PPSC

· Inviting private sector employers to visit Career Counseling Center and University Campus in certain events for developing relations

· Co-ordination with employers for provision of internships, trainings and jobs to the students

· Helping employers for providing services like carrying out research if they require research services from our university

· Using well equipped I.T labs, providing students with services for resume development and online job search

· Conducting various sessions on weekly and monthly basis for overcoming various issues faced by the students and graduates like resume development, jobs search, interview techniques, communication skills and personality development, etc.

· Participating in different functions of the University for developing a better relationship with the students, faculty members and university officials in order to promote agenda of the Career Counseling Center

· Conducting various workshops, seminars and job fairs in the university with the help of the relevant university officials and departments as well as potential employers

ENDOWMENT FUND SECRETARIAT, UAF

BackgroundOn September 15, 2003 the Government of Pakistan (GOP) signed an agreement worth US $ 12.4 million on Food for Progress (FFP) program with the United States of America (USA). Under this agreement, the GOP agreed to use proceeds generated through sale of donated U.S. commodities (beef tallow) to establish a Faculty Development, Technology Transfer and Product Commercialization (FDTTPC) endowment fund to be managed at the University of Agriculture, Faisalabad. The income generated through investment of the principal amount in Government approved banks/institutions is being used for Fund's activities in line with the Pakistan's long-term research and development goals for the agriculture sector. The goals focus on food security, poverty alleviation and promoting broad-based equitable and sustainable agriculture.

ObjectivesThe Endowment Fund is an independent entity and possesses all of the powers necessary to carry out its following objectives:a) To support UAF programs for advanced training in

biotechnology, agricultural sciences research, technology transfer and product commercialization

b) Strengthening of faculty and support R&D activities of UAF

c) To support similar programs with other institutions of higher learning, private sector, not-for profit organizations, and domestic and international organizations

d) To encourage increased cooperation among

scientists conducting agriculture-related research at universities in Pakistan and the United States of America

Establishment of Endowment FundThe Syndicate in its meeting held on 11.09.2004 under Section 25(2) (i) of the University of Agriculture Faisalabad Act, 1973 approved to establish Endowment Fund at UAF. The Fund is being managed by a Board of Directors which is the governing body of this Fund and responsible for funds program, its financial and managerial policies.

An amount of Rs. 650.0 million was received during June, 2006 through the Ministry of Finance, Government of Pakistan and HEC. On the recommendations of the investment committee constituted by the BoD, the principal amount was invested at competitive rates of profit in scheduled banks, which has increased to Rs.

th743.000 million as on 30 June of the respected financial year.

On the recommendation of the BoD of EFS, the Syndicate has approved the following business rules of the Endowment Fund:

Statutory Bodies The statutory bodies of the Endowment Fund include Board of Directors (BoD) and Technical Advisory Committee (TAC) which have been approved by the Syndicate during 2006.

ACTIVITIES UNDER DIFFERENT COMPONENTS

FACULTY DEVELOPMENT

The opportunities for training in agriculture and allied

sciences are open to UAF faculty members who are

selected for the award of short training (up to 4 months)

on the basis of open competition. EFS also provides

financial support for travel grants for presenting papers

in conferences/seminars abroad, specialized short visits

abroad and organizing seminars/conferences/workshop

at UAF. The activities conducted under the component

TECHNOLOGY TRANSFER (TT) The Endowment Fund Secretariat accepts proposals for technology transfer from all public entities which demonstrate needed research and development (R & D) capabilities and financial responsibilities. The portfolio under this component consists of outreach projects, demonstration on campus, organizing Kissan Melas/Exhibitions and Horse & Cattle Show. Since 2008 the Endowment Fund Secretariat is organizing agri. Exhibitions, Festivals/gala to boost the awareness among the stakeholders for agriculture development. In 2010-2011, the department again successfully conducted the festival and with special reference to the Golden Jubilee of the University of Agriculture Faisalabad conducted the following activities:

PRODUCT COMMERCIALIZATION Commercialization is the process that converts ideas, research, or prototypes into viable products that retain the desired functionality and commercialization of new products. Commercialization also involves formulating the manufacturing, supply chain strategies and devising implementation as a complete product or partial ingredient for a product in the market, leading to the agro-based Pakistan industries. This area was lacking earlier but it needs to narrow down the gaps between academia and industry. For commercialization of cutting edge products and technologies, concept papers are invited from scientists working in the public sector agricultural organizations. EFS has already identified 13 products from UAF and completed their business briefs. EFS has also established an independent facility “Business Incubation Center” in 2009, for promotion of such activities stated above with the joint support of Competitive Support Fund (CSF) and Higher Education Commission (HEC), Islamabad.

QUALITY ENHANCEMENT CELL

To introduce and encourage the development of a quality culture in higher education, the HEC established Quality Assurance Agency (QAA) in 2004. The HEC also established Quality Enhancement Cells (QECs) in all public sector universities in a phased manner. The QEC-UAF is one of ten QECs set up during the first phase of the project. Accomplishments during the Reporting Period are as under:

Participation/Contribution in National Events1. Conducted two-day Workshop on “Role of Program

Team in SAR Writing” on November 29, 2010 and “Role of Assessment Teams in Self-Assessment” on November 30, 2010 at University of Faisalabad as Resource Person. The Rector of the University along with Deans, Controller of Examination and Registrar attended the Workshop. The HEC has sent my name as Resource Person for conducting this workshop.

2. Participated as Resource Person in one-day workshop on “Quality Assurance Mechanism in Higher Education” held at GC University, Faisalabad on January 11, 2011 and title of my presentation was “Internal Quality Assurance System in Higher Education”.

Publication of Proformae by the University PressThe QEC arranged to get published following proformae by the University Press. The number of Proformae got printed for the Winter Semester 2010-11 and Spring Semester 2011, respectively is as under: i. Student Course 80,000 + 79,000 Evaluation Questionnaireii. Teacher Evaluation Form 80,000 + 80,000iii. Research Students 500 + 1000 Progress Review Form

The Departments/Institutes were requested to download the remaining seven proformae from the QEC-UAF website.

Circulation of ProformaeThese proformae were circulated during the Winter Semester 2010-11 and Spring Semester 2011 to all the Departments/Institutes/Sub-Campuses.

Results of different ProformaeMore than 80,000 Teacher Evaluation forms and more than 80,000 Student Course Evaluation questionnaires were filled in by the students enrolled/studying different courses of 43 programs at the end of Winter Semester 2010-2011 and Spring Semester 2011. The data collected is being fed into the computer and inferences will be drawn for Spring Semester 2011. The score obtained along with students' remarks written on Teacher's Evaluation Form are being presented to the respective Chairman/Director.

Collection of Self Assessment ReportsSelf Assessment Reports (SAR) of 41 departments/ institutes, 02 sub-campuses and 01 college have been completed and submitted to the QEC Office. These SARs were presented to Institutional Performance Evaluation Standards (IPES) Review Panel during their review visit

th thfrom 16 to 18 February, 2011. The University was chosen as one of five universities for undertaking the pilot study for Institutional Performance Evaluation process. The updated SARs were also provided to National Agricultural Education Accreditation Council (NAEAC) for external evaluation, rating and accreditation of three agricultural degree programs of the University.

Feeding Data from all Filled in Proformae to QEC Database All types of proformae were got filled out by the students, faculty, alumni and employers as per given schedule during Winter Semester 2010-11. The QEC-UAF staff fed all the data into the existing database from all filled out proformae collected from all the Departments / Institutes / Sub-Campuses into the database. Then inferences were drawn from these filled in survey forms. These proformae along with the summaries of all the programs were presented to IPES Review Panel during their visit for Institutional Performance Evaluation (IPE)

Best University Teachers HEC Award for the Year 2010The QEC-UAF evaluated the candidates whose names were sent for the Best University Teachers HEC Award for the year 2010 by the respective Departments /Institutes/ Faculty, based on the criteria set by the HEC. The QEC-UAF submitted the nomination of two top scoring faculty members for this award in order of the merit to the Worthy Vice Chancellor.

Requirements for Self-Assessment Report” and “Checklist for SAR”. These downloads are very helpful for writing the SAR and checking that each criterion has been met by satisfying all the standards. List of Program Teams and Assessment Teams of 41 Departments / Institutes, one College and one Sub-Campus has also been uploaded on the site.

Participation in Workshop/Meeting organized by the HEC Participated in a two-day Workshop on the “Role of Quality Enhancement Cells and Assessment Teams in Self-Assessment Process” organized by the HEC for capacity building of QECs, held at HEC Regional Centre,

th thKarachi on 13 14 July, 2010.Participated in “Fifteenth Meeting of Quality Enhancement Cells “held on April 25-26, 2011 at HEC Regional Centre, Peshawar wherein all the QECs provided updates regarding the Self Assessment Process being undertaken in the universities. Ph.D. Written Comprehensive ExaminationThe QEC-UAF helped in conducting the PhD Written Comprehensive Examination of Spring Semester 2010 (held during September, 2010) and of Winter Semester 2010-2011 (held on 07 t0 11 April, 2011).

PLANNING AND DEVELOPMENT SECTION

The Directorate of Planning & Development is responsible for all matters pertaining to Planning and Development of the University. The following is the charter of duties of the Directorate:· Formulation of project proposals for funding from

national, international and other donor agencies for university projects.

· To carry out financial and economic analysis of development projects

· Appraisal of development projects from managerial, commercial, social, environmental, technical aspects, etc.

During the year under report (2010-11), the PSDP of the following projects from Higher Education Commission and Government of the Punjab was released:

The progress on all the projects remained satisfactory. The momentum of work remained good because of active participation of all tiers and continuous guidance of the learned Vice Chancellor.It may be mentioned that under HRD component, 22 scholars out of 25 in a project titled “Strengthening/Up-gradation of Educational and Research Facilities at UAF” and 14 scholars out of 26 in a project titled “Establishment of Sub-Campus of UAF at Depalpur, Okara” have proceeded to various countries for pursuing their PhD students.

PLACEMENT BUREAU

The University maintains a Placement Bureau, so as to assist its graduates for seeking employment. The bureau maintains record of the academic achievements of each graduate. It helps the graduates in finding positions

corresponding to their interest and professional training. In this regard, the Bureau keeps liaison with the Government and private agencies. It arranges interviews between the employers and the graduates on the Campus, as and when required. It advises fresh graduates on the possible avenues of employment and keeps them fully informed who are already employed about further prospects of career building in their respective fields of employment. It has succeeded to a great extent for arranging suitable employment to most of the graduates who passed various degree examinations from this University in various employing agencies of the country such as:

The Placement Bureau maintains register of registered graduates, conducts elections of graduates, Senate, and Syndicate of the University. It also coordinates with the registered graduates for jobs opportunities and future planning.

DEPARTMENT OF PUBLIC RELATIONS AND PUBLICATIONS

Department of Public Relations and Publications (PRP) has two components: (i) Information and Pictorial Publicity Section (IPPS), and (ii) University Press. The University maintains well organized public relations and publication services for projection of the institution and to highlight the achievements of the University scientists, scholars and students in press and electronic media. A number of journals, books and bulletins including University Annual Report are regularly published by the University Press. A Newsletter launched in the light of the Higher Education Commission's prescribed criteria is being published regularly. Campus News usually appears once a week to keep the staff and students informed of the University activities and other information like quotations, vacancies, PhD thesis defences, scholarships, etc. Many of these publications are in great demand among the general public and enlightened agriculturists.

The PRP department of the University is responsible for issuing handouts, pictorial publicity regarding functions and ceremonies arranged by the various departments of the University. The PRP department is supposed to provide information about the infrastructure of University disciplines, which are being taught in the University, schedule of admissions in various degree programs and other information when it is demanded. The details of the annual activities performed/covered by the PRP department for the year 2010-11 are given below:

Media CoverageThe IPPS arranged media coverage of all the special events held at the University and other events as well. All the electronic media channels and international and national press were facilitated on these events in the context of residential facilities and other relevant support. Information and Pictorial Publicity Section of the PRP department also issued handouts to both electronic and print media and attained excellent coverage. Moreover, in the year 2010-11, more than 1100 handouts along with press photographs and numerous articles were issued to national and local newspapers and got proper coverage. The IPPS invited different TV channel teams to conduct talk shows, quiz competitions and interviews of students, researchers and renowned scientists of the University.

BrochuresThe Department of PRP used to publish brochures on every significant occasion. This work was done at the University Press, while technical assistance in the form of designing, photography and information was provided by the Information and Pictorial Publicity Section.

Campus NewsThe IPPS usually publishes “Campus News” at campus level to highlight the important news of various departments and activities taking place at the campus such as situations vacant, PhD results, PhD thesis/synopsis defence, tender notices, auctions, upcoming events and other University advertisements. It is also a source of information for the teaching community as well as the students for their areas of interest. During the year 2010-11, the University Press published Campus News in an attractive outlook. It is being published regularly once or twice a week depending upon the availability of appropriate matter.

NewsletterThe regular publication of the University Newsletter is a significant feature of the PRP. This Newsletter is being sent to all the universities of national repute as well as to

the ministries, federal and provincial secretariats, all departments relating to agriculture and livestock sectors and to the electronic and print media offices. It is being published/printed at the University Press. The purpose of the University Newsletter is to highlight the activities of students, researchers and different departments of the University.

Annual ReportThe Department of PRP compiles and publishes Annual Report every year. From the year 2006, the Annual Report is being published in line with the directives and guidelines of the worthy Chancellor/Governor of the Punjab. All the faculties, directorates and departments provide their annual report to the PRP department. As per pervious practice, the Vice Chancellor used to constitute a committee for collecting, editing, composing, designing and printing for publishing the Annual Report.

Audio-Visual Lab EquipmentTo meet the emerging challenges of ever-new technology and to make an effective use of the media, an audio-visual lab. has been setup at the PRP department for preparing video documentaries regarding various activities taking place at the Campus in the field of research, academic, curricular, co-curricular activities and other ongoing research projects funded by the Higher Education Commission and other government and non-government funding agencies.

Under-and-Postgraduate ProspectusesThe department has the mandate to publish the under-and post-graduate prospectuses every year. For the last so many years, the management gave a new and pleasant look to the prospectuses which inspires the students and readers.

Kisht-e-NauThe Department of PRP has been facilitating the Directorate of Students' Affairs (DSA) for the printing of the University Student's Magazine “Kisht-e-Nau” for the last many years. The department of the PRP used to extend technical assistance to the Editorial Board as well as the DSA office. In this regard, a photographer from the PRP department has been deputed for the purpose. Furthermore, the PRP department has successfully printed the last issue of Kisht-e-Nau at the university press by utilizing the indigenous resources.

Other periodicalsThe department is continuously striving hard to cope

with the enhanced work as a major slice of assignments of every significant event which is used to be pooled at press. Thus, the department has to work day and night to meet the challenges posed by the limited time factor. The University Press remains busy in compiling, page making, designing, and printing of various scientific journals and other assignments.

CONTROLLER OF EXAMINATIONS

The Office of the Controller of Examinations plays a significant role in public image building of the University. The students demand timely declaration of result, issuing of documents like detailed marks certificate, provisional certificate, etc. and an early evaluation of theses. Final result notification process right from receipt of GS-10/ UG-1 forms to receipt of award lists is computerized. The process, which used to take months, now takes days and is almost error free. The documents are provided immediately after a student applied for the same. A software has also been provided to the faculty members to prepare all award lists. The teachers only feed the figures of different parts of the examination. The software calculates itself the total marks and indicates grading. Now, the Controller of Examinations Office is in process of online submission of results by the teachers/examiners.

Affiliated CollegesIn 1999, the university granted affiliation to a number of private colleges offering BCom and BS (CS) degrees which was not in line with the objectives of the University. The University de-affiliated all private colleges in 2008. However, the University was obliged to offer opportunity to the students already enrolled to complete the degrees. So the University conducted the examination of the students from the affiliated colleges. There are five Government Agricultural Training Institutes affiliated with the University for Diploma in Agricultural Science (DAS) and Livestock Assistant Diploma (LAD). The University conducted examination of the students of these affiliated institutes.

Economics MeasuresA PhD thesis is evaluated by two experts from the advanced countries. Very high cost used to bear private postal for mailing theses to foreign experts through a private postal service. A contract was signed with Pakistan Postal Service to post the theses to the examiners. This saved more than Rs.0.5 million of the University in a year. This mail service has been found equally efficient compared to the private mail service.

ConvocationthThe 18 convocation of the university was held on March

29, 2010. The Governor Punjab/Chancellor of the University awarded degrees and medals to the meritorious scholars of the year, 2006.

PhD Comprehensive ExaminationComprehensive Examination for PhD students is held twice a year at the end of each regular semester. During the year 2010-11, 183 PhD students appeared in the comprehensive examination. To introduce transparency the examination is held in the video conference room. The Vice Chancellor and the Controller of Examination may view the examination by CCTV camera installed in their offices. The proceeding of the examination is also recorded.

Checking Theses against PlagiarismAll the work submitted by a student for a degree is accepted for assessment on the understanding that it is the student's own effort. There is a tendency of copying from published/unpublished articles for their theses and home assignments among students. The Higher Education Commission started providing service to the University for checking plagiarism of PhD theses from 2008. During the current year, the HEC provided facility to check plagiarism at the university level. Accounts of the faculty members as instructors were created and passwords issued to check plagiarism. The Controller of Examinations having an administrator account can monitor the plagiarism checking activity by the faculty members. The checking of plagiarism is expanded to thesis of MSc (Hons.)/MS and MPhil as well as synopses of MSc/MSc (Hons.)/MS and MPhil degrees. The objective of this exercise is to eliminate cut and paste culture among the students.

PhD thesis EvaluationThe evaluation of PhD theses has been speeded up. During the year 2010-11, 92 PhD theses were evaluated by the external examiners and declared successful for the award of PhD degree.

GRE testThe candidates seeking admission to MSc (Hons.)/ MPhil/MS studies, according to the HEC guidelines, need to qualify GRE (General). Similarly, for the admission to PhD studies, the candidates must qualify the International GRE (Subject) conducted by ETS, USA. The subject for whom the test is not conducted by ETS, the University may conduct the test. The Controller Office conducted GRE (General) for admission to MSc

(Hons.)/MPhil/MS as well as GRE (Subject) for admission to PhD programs twice in a year.

Screening Test for short listing of candidates for the posts of LecturerA written test for the posts of Lecturer in 17 different subjects was conducted on May 29, 2011. In total, 1025 candidates appeared in the test.

STUDENTS AFFAIRS UNITThe University has established Students Affairs Department headed by the Principal Officer (SA). It comprises Director Students Affairs, Hall Warden, Senior Tutor and Foreign Students Advisor. The major objective of this wing is to maintain law and order on the campus and provide conducive environment to the students for the smooth continuation of their academic and extra-curricular activities. The other activities of the above-mentioned components are as under:

DIRECTORATE OF STUDENTS AFFAIRS (DSA)

The Directorate of Students Affairs is a strategically important academic support, which works to enhance the experience of students at all stages of their stay in the University through provision of a range of professional services. The Office of the Students Affairs establishes a liaison between the University administration and the students. It facilitates the students in addressing their problems pertaining to academics, co-curricular activities, sports, library, examination, transportation, health, fees, career planning and discipline. This Unit also ensures peaceful co-existence among the students with their diverse ethnic, cultural and religious backgrounds. This Unit is also responsible to ensure the image of the University, portrayed in good light locally, national and internationally.

The Directorate is headed by a Director Students Affairs assisted by two Associate and three Deputy Directors. The different responsibilities of the Office include:

a. The Directorate publishes students' magazine, “Kisht-e-Nau” on yearly basis. This magazine not only depicts the literary excellence and educational academic milieu at campus but also predicts the depth of love that our students do have for languages and culture.

b. A well-equipped computerized I.D. Card Unit has been established in the Directorate to issue computerized I.D. cards to students, teachers and supporting staff of the University. During the year

2010-11 the Directorate issued 7500 computerized I.D. cards to the students and 800 to the University Employees (teachers and administrative and supporting staff).

c. The Directorate manages Student Teacher Centre Hall meant for student functions i.e. welcome and farewell parties, class activities and tutorial group functions, etc. A number of seminars, workshops and training programs were also arranged in the said hall during the year 2010-11 besides small functions of teaching departments and administrative sections.

Besides the above activities, the Directorate manages the following components:

a. Well-renovated Cafeteria consisting of two big halls (male/female) providing quality food items at cheaper rates to the students and staff

b. Pick and drop facility to non-boarders students of the University and study/recreational tours in general, for all the students of the University

c. Managing a Shopping Centre consisting of binding, Photostat, fruit shops, canteens, general stores, bakery, barber, souvenirs, garments, shops and a PCO (Public Call Office) to facilitate the students on marginal rates

The Directorate of Students Affairs also manages following facilities for the students:

a. Arrange, fresh drinking water facility for students and staff over the Campus.

b. Installs “Information Desks” at the time of first admission near the National Bank and Habib Bank, branches of the University to facilitate the new comers seeking admission to undergraduate/ postgraduate classes in the University.

c. Information Centre of Federal Public Service Commission has been established under the supervision of the Director Students Affairs. The Centre provides information regarding CSS exams and other departmental vacancies. During the year 2010-11 about 14 advertisements appeared in newspapers which were displayed on Notice Boards, 200 CSS forms and 800 forms for other jobs were distributed amongst the intending candidates.

d. The Directorate staff participated actively in arranging the student's functions, seminars, workshops in connection with Golden Jubilee

Celebrations 2011 arranged by different Faculties/ Institutes/Departments of the University.

e. A full cooperation was extended to finalize the Higher Education Commission driven scholarship program for postgraduate, students.

f. On the decision of the Deans Committee at its meeting held on 04-08-2010 and by the approval of the worthy Vice Chancellor, the Directorate of Students Affairs arranged 16-day Flood Relief Camp near the University main gate with the cooperation of the University teachers and students. The Directorate was able to collect donations amounting to Rs.39,50,068/- which were deposited in the Bank A/C No. 8141-6/NBP (Donations and Relief Funds) maintained by the University for the purpose. Later on, the said amount was used to purchase the food items, clothes, medicines for the flood victims.

In addition to the above-mentioned achievements, the Director Students Affairs has been assigned with the following additional duties.

a. Performed the duties as Focal Person of National Internship Program launched by the Government of Pakistan. All interns placed in the University are being looked after by the Director Students Affairs administratively. The Directorate collects attendance/progress reports of the interns and pass on to the District Officer (HRM), Faisalabad. Timely payment of honorarium to all interns is ensured.

b. The Director Students Affairs is honorary secretary of Discipline Committee, an Appellate Body of Students Discipline, which is a statutory body. A number of student appeals were disposed off after hearing during the year 2010-11.

AUDIT AND INSPECTION REPORTS

The audit and inspection of the University accounts was started by the Director General Audit (Civil) Punjab, Lahore in

1994-95. Since that time, thirteen (13) audits and inspections have been conducted. As a result, a number of Ordinary,

Advance, Proposed Draft Paras and Draft Paras were issued by the Audit. During the period nineteen (19) Special

Departmental Accounts Committee and seven (7) Departmental Accounts Committee meetings have been arranged to

discuss and finalize these audit paras. Moreover, seventeen (17) Public Accounts Committee meetings were also held

during this period to discuss and finalize Draft Paras. The University of Agriculture, Faisalabad made strenuous efforts to

get the Audit Paras settled at various forums as mentioned above. The current status of Audit Paras settled and

DIRECTORATE OF FARMS

Prior to constitution of Directorate of Farms, the University farms were controlled separately by the Superintendent PARS, Land Utilization Office and different departments under Faculties of Agriculture, Animal Husbandry and Agricultural Engineering and Technology. The respective offices were used to manage farm labor, farm machinery and inputs by themselves. It was difficult to arrange and maintain all the requirements of farm machinery department-wise. In some cases, the machinery etc. was lying out of order or unused. It was not possible to manage resources properly in some of the departments, whereas in other departments these resources were surplus. Thus, there was a dire need to pool machinery, labour and inputs for better management of land and judicious use of farm machinery and other resources. Considering all these issues, the Directorate of Farms came into being in the year 2007. Since then the resources have been pooled. Now it is possible to attend to any farm operation problems/issues relating to farm machinery and farm labour in an efficient manner.

University of Agricultural FarmsThere are seven agricultural farms located at Campus (212/RB), PARS (221/RB), Ochkera (217/RB), Proka I (218/RB), Proka II (218/RB), G.M. Abad/Chuhar Majra (124/JB) and Sidhupura/Rajawala (123/JB). According to the revenue record, a total of 2470 acres of land is owned by the University of which 184 acres of cultivable land were lying un-commanded at

the creation of Directorate of Farms. By pooling all farm resources, it is possible to bring this area under cultivation. This area is lying un-commanded for the past 46 years. During 2009-10 and 2010-11, 80 acres uncultivated area from Proka-I and Proka-II was brought under cultivation. It is expected that about another 25 acres of such land will be brought under cultivation during the current year.

Release of Illegally Occupied Land

Sixty five (65) acres of the University land at Ochkera (217/RB) and sixty two (62) acres at Proka I (218/RB) have been illegally occupied since long. Efforts are continuously being made for the release of the land from illegal occupants. The Revenue Department has demarcated the encroached land at Proka I. After cultivating un-commanded land around Proka I Village, it will be easy to get it released and put it under cultivation. The Ochkera case will be taken up, thereafter.

Salient Achievements of the Directorate of Farms

The staff of the Directorate of Farms works round the clock. The layout of the farms especially at the main Campus, Ochkera and Proka is being developed. Since it is a new setup, it will require some time to bring it into a final shape. Moreover, agriculture is a slow process and the results appear with time. Following are some significant achievements of the Directorate of Farms:

· Wheat production at farms was 582.33 tons during the year under report

· Income contribution of the Directorate of Farms to University of Agriculture, Faisalabad was Rs. 33.12 million

· Provision of graded wheat seed to the farmers invited at Kissan Mela

· Legal action against encroachments of land at Campus, G.M. Abad, Proka-I, Proka-II, Rajawala and Ochkera was taken

· Cultivation of 163 acres uncommanded land at Proka-I and Proka-II

· Shift from general cropping to sugarcane cultivation at Ochkera farm for increasing the University income

· Switching from manual to mechanical cutting of fodder for Livestock

· Establishment of model orchard at PARS with drip irrigation system

· Installation and demonstration of drip irrigation system at PARS

· New machinery like reaper, chopper, thresher, tractor MF-375, trolleys and many implements have been purchased through projects and added in the Agri. machinery system of the Directorate

· New date palm plantation and fruit nursery were established at PARS

· Layout of the Campus, Ochkera and Proka farms was changed and a separate research area is being developed at the Campus

· Six research projects funded by the Endowment Fund Secretariat UAF, are in progress at the Proka Farm-II to convert it into Technology Park

· Turbine at LES (Proka II) has been installed, which will help cultivate un-commanded area (about 84 acres) and meeting water requirements of crops and animals

· About 40 acres of land were laser-leveled for the students/teachers research trials at the Proka Farm II

· The research activities of a large number of post-graduate and doctoral students of various departments are being looked after properly

· Cropping schemes at the University farms are being changed. To facilitate transportation of farm produce, new farm roads are being constructed

· Despite severe shortage of water coupled with unusual seasonal changes/stresses, the situation was taken care of without substantial losses which were otherwise knocking at the doors of farms

· A large number of farmers contacted the Directorate of Farms for practical solutions of their agriculture related problems and were guided accordingly

· The integrated approach of Fisheries, Poultry, Livestock and Crops has been started at the University Farm Proka-II

Animals sold/auctioned/issued for breeding:Animals worth Rs. 2.03 million were sold during the year 2010-2011 including buffalo male calves, which were sold on breeding rates.

Milk ProductionThe total milk produced from cows and buffaloes during the year 2010-11 was 102,768 liters at the LM Farm. Out of this, 36,521 liters were of buffalo milk and 66,247 liters of cow milk. The total worth of milk was Rs. 3.85 million.

Calf Project:The Directorate of Farms completed a Sahiwal Calf Project with the collaboration of Australian Agriculture Sector Linkage program (ASLP) Dairy Project of Charles Sturt University, Wagga Wagga, Australia, Livestock and Dairy Development Board of Pakistan and Livestock Production Research Institute, Bahadurnagar, Okara. The objective of the project was to demonstrate the effects of milk versus milk replacer on growth performance of Sahiwal cow calves given berseem hay (Egyptian clover; CP= 21% TDN= 63%) or concentrate (CP=22%, TDN= 72%) during weaning period. It was concluded that the milk in combination with concentrate feeding gave better growth rate and weaning weight, resulting in better efficiency and healthier calves.

Cattle Crossbreeding Farm· The Livestock strength of cattle crossbreeding farms at the end of year 2010 was 77.· The strain of 'Bhori' (brown) buffaloes was purchased in January-February and maintained at the farm for

exploring its potential.· The total milk produced from cows and buffaloes during the year 2010-11 was 76,209 liters. Out of these

70,885- liters were from cows and 5,324-liters from buffaloes. The total worth of milk produced from cattle crossbreeding farm was Rs. 2.69 million.

· The Cattle Cross-breeding Farm provided facilities for post-graduate and faculty research. It was also used for practical demonstration of farm management to the students of different classes.

· The Farm also issued breeding stock to various livestock breeds.

Following new facilities have been added to the Livestock Farms due to an Endowment Fund project of technology transfer through on farm demonstration:

· Different housing facilities at the Livestock Farms were repaired and modified for the demonstration of certain innovating techniques.

· For the hygienic milking production, regular teat dipping practices at post-milking were adopted.

Farm mechanization: Following agricultural machinery required for the sustainable dairy farming was procured:1. Manure removal unit comprising Front end loader, hydraulic trolley and front blade scraper 2. Forage harvester tractor mounted and a forage trolley toe in3. Five bucket machine milking vacuum line has been installedAs a result of farm mechanization an efficient system for the fodder cutting, chopping and transportation in addition to waste handling and disposal for clean environment has been executed for demonstration and technology transfer to the inquisitive farmers.

Conclusions: The fertility and milk production was improved in addition to herd health due to the technologies and innovations adopted in the project.
