Dear Friends,
The Orleans Parish School Board’s Charter School Office is excited to present its inaugural Annual
Report. This report provides an overview of the work of the OPSB Charter Office, the historical and
current performance of OPSB charter schools, school‐specific information, and a summary of the
2013‐14 Annual Reviews of each school.
OPSB’s 14 charter schools now educate more than 10,000 students‐ 75% of the district’s total
enrollment. Among OPSB’s charter schools are 3 of the top 20 public schools in the state, and a
diverse array of open‐enrollment schools that provide program offerings to meet the educational
needs of every student. These programs include language‐immersion, Montessori, STEM, and arts‐
based education, to name a few.
Charter schools represent a fundamental rethinking of the relationship between schools, the district,
and families. In exchange for significant operational autonomy, charter schools accept a higher
standard for performance and swifter consequences for failing to meet the bar. The Orleans Parish
School Board, through its Charter School Office, is committed to upholding these standards and
ensuring that all of New Orleans’ students and families have equitable access to multiple high‐quality
school options.

OPSB Charter Schools Overview
Enrollment As of October 1, 2014, 14 OPSB-authorized Type 1 and 3 charter schools are collectively educating 10,008 students, an increase of 5.7% from last year, and 15% over the last 3 years. OPSB charter schools are responsible for 2/3rds of the Orleans Parish School Board’s growth (550 students). Over 50% of students in OPSB charter schools receive free or reduced-priced lunch, and 6% are SER disabled.
Academic Performance Charter schools authorized by the Orleans Parish School Board continue to be among the highest-performing schools in both the city and state. All of the schools earning a letter grade of A in the city of New Orleans – 6, including two non-selective admissions schools – were OPSB authorized charters. Ben Franklin High School, Lusher, and Lake Forest Elementary were 3 of the top 20 public schools in the state of Louisiana by 2014 School Performance Score (SPS). Additionally:
Ben Franklin High School earned the highest SPS score in the state (140.1) 6 OPSB charter schools (50%) received an A; 11 (out of 12) received an A or B Average SPS score for all OPSB charter schools: 110.4 (A letter grade) Audubon, Harte, and Moton named Top Gains Schools Einstein maintained a B letter grade while conducting a full-school takeover of a failing school Lake Forest Academy was recognized by the U.S. Dept. of Education as a National Blue Ribbon School

Two New School Options: Bricolage Academy (K) and Homer A Plessy Community School (PK – 1st) opened their doors for the first time. Both schools will grow to serve grades PK-8.
OPSB’s First Charter Network: InspireNola Charter Schools was approved to operated two existing district charters, Alice Harte ES and Edna Karr HS.
RFA Process: In September of 2013, the Charter Office completed its first application cycle under revisions to state law; one new charter school was approved, and deferred opening until 2016. The Charter Office completed a second application cycle in July 2014 with two additional applicants approved: Cypress Academy and Foundation Preparatory Academy, both expected to open for the 2015-16 school year,
CEA: Heralding a new era of cooperation on behalf of New Orleans’ students, the OPSB Charter Office led the district’s implementation of the Cooperative Endeavor Agreement with the Recovery School District (RSD), which addresses critical citywide educational needs around facilities, coordinated planning, and additional settings and supports for New Orleans’ highest-need students.
District Policy Changes: An overhaul was made, based on state and national best practices, to the district’s policies (A128& 129) on charter school renewals and extension, including automatic replication for high-performing schools and a default closure provision for failing schools.
Performance Framework: The culmination of a yearlong collaborative development process engaging charter school leaders and a broad cross-section of community stakeholders, the OPSB Charter Scho ol Performance Framework provides a clear and uniform standard of excellence for all Orleans Parish charter schools.
Strategic Priorities: Based on a robust analysis of the citywide public education landscape, citywide strategic priorities were established to meet the identified future needs of the city. National & Statewide Office Achievements: The Deputy Superintendent was invited to and attended the Cooper-Hewitt/Smithsonian Design
Awards at the White House. The Deputy Superintendent was also selected to participate in the Authorizer-Lender Working
Group with National Association of Charter Schools (NACSA). The Deputy Superintendent presented at the 2014 NACSA Conference (October 2014) on the
work of the office. A staff member was a participant in the NACSA Leaders program. The office managed two successful federal grant applications totaling $4+ Million (School Climate
Transformation and Innovative Approaches to Literacy grants).
