India's veto doesn't meancollapse of global trade talks

JUST SPORTINDIA SHOULD BE HAPPY WITH THE

GLASGOW(COMMONWEALTH GAMES) RETURNSBY VETURI SRIVATSA

If you take away 2010 New Delhi, the benchmark for India at theCommonwealth Games has been2002 Manchester when theycrossed the 50-medal mark forthe first time by ending up with69 medals, 30 of them gold. Before the Indians lef t forGlasgow, the expectations werepegged at somewhere betweenManchester ta l ly and 2006Melbourne where they touchedexactly 50. So, 64 should be takenas a reasonably happy figure, considering the turmoil the IndianOlympic Association (IOA) hasgone through over the last fouryears. To be fair to the national spor tsfederations, they have been go-ing through their routine with thegovernment lending more than ahelping hand. They make all theplans for training, competitionand international exposure. Theyscout around the world to get thebest of coaches.Unfor tunately, no one seems totake seriously the 101 medalsand the second position Indiaachieved at home in 2010. Therefrain is: "What's so big doing itin your backyard." That's unchari-table. See how Scotland per-formed at home to finish four thbehind England, for whom alsoGlasgow is home, behind Austra-lia and Canada and a rung aboveIndia.India could have easily added afew more medals if only archeryand tennis had not been droppedfrom the Games and also somesure medals from wrestling andshooting events.Archery and tennis accounted for

12 medals in New Delhi . Inshooting 18 events have beendropped, including pairs event, that meant 14 medals which In-dia won in 2010 are gone straight-away.In Greco-Roman wrestling, Indiahad won eight medals. The shoot-ers were not the same confidentlot they were in Delhi, though theystill logged in 17 medals, 13 lessthan what they achieved at home.Yet, Sushil Kumar and YogeshwarDutt made sure that Indian wres-tling continues to be on the up-swing and, in all, five gold andsix silver and two bronze weresurely impressive. Vinesh Phogatand Babita Kumari brought in apair of gold from the women'ssection. The last day for India at Glasgowwas a replication of what hap-pened in 2010. If Saina Nehwalwon the women's singles bad-minton gold, her Hyderabad-mateParupalli Kashyap pulled off themen's singles final. It was a greatachievement for him as he won asingles gold for India 32 yearsafter the great Syed Modi won itin 1982 in Brisbane. If only P.V. Sindhu had not chokedin her semi-finals Saturday, Indiacould have added another medaljust as R.M.V. Gurusaidatt whoafter beating top seed Chong WeiFeng in the quarter-finals lost hissemis against Malaysian DerekWong over three games.Like Kashyap, discus throwerVikas Gowda was another greatathlete brought into focus whenhe won an athletics Gold after 56years when Milkha Singh won the440 yards at Cardiff in 1958. It isa different matter that the "FlyingSikh" narrowly missed winning

bronze at the 1960 Rome Olym-pics.There was also a flush of medalsfrom weightlifting. The lifters won12 medals that included threegold, four silver and five bronze. If India lost the hockey final toAustralia four years ago by a con-fidence-shattering 0-8 swamp, this time they reduced the mar-gin to half, 0-4, but still could notscore a goal. In the group gamethey at least struck twice.Abhinav Bindra has shown that heis not for nothing among theworld's best by winning his 10mair rifle gold, his first at the qua-drennial event. He had his ups anddowns after the Beijing Olympicgold, but he showed his mettle. The boxers per formed remark-ably well to make four finals butnone could land gold and that wasa big disappointment, particularlythe loss of Vijender Singh whocame back to international com-petitions working hard.Spare a thought for all those offi-cials who perform a full-time jobin conducting age-group nationalchampionships, spot talent andhelp them come up. They neverget the credi t , they are only

picked for wrong reasons like thecorruption charges against thesame officials who have alsoworked over the years to bringIndian spor t to where it is.Before someone pipes up to saythe Indian spor t has done welldespite officials, there are offi-cials and officials. There havebeen men who worked 24X7 go-ing through the paper work im-peccably and made sure India hada say at international forums, par-ticularly at the continental level. The officials include some ofthose charge-sheeted for theiralleged misdeeds in the run-upto the New Delhi Games. Don'tforget, there was nothing wrongwith the conduct of the Gamesand the performances of athletes. Itwas an exceptional showing. The contribution of some of the officialscannot be discounted even if the gov-ernment had opened up its purse stringsfor the training of the athletes. India's demand for concessions on food subsidy as a quid quo pro toa pact to simplify procedures on global commerce may have blockedthe first major step forward in the 19-year history of the World TradeOrganisation (WTO). But that does not mean the global trade talkshave collapsed.India, per se, was not opposed to the pact on what is called tradefacilitation when the diplomats from the 160 member countries of theWTO met in Geneva last month and set July 31 as an informal dead-line to sign on the dotted line.It was then to be ratified at the 10th Ministerial conference next year. But India wanted to take no chances and assumed the role of a toughnegotiator, having been shor t-changed in the past. In the decade be-fore the WTO was formed on Jan 1, 1995, New Delhi's views, alongwith those of the developing world, were simply ignored. At the core of India's demand is food security for its 1.2 billion people, the bulk of whom live on the doles given by the government in theform of subsidised grain. This is guarantee under Indian statute, hav-ing enacted the National Food Security Act, 2013.Officially, this programme is set to cost the exchequer Rs.1,31,086crore ($21 billion) annually and there was no way Indian interlocutorsin Geneva could have conceded to a pact that could potentially goagainst a domestic law, as also the larger issue of food security.Related to it were two more aspects - the subsidy to farmers to buyplant nutrients and the periodic announcement of a minimum suppor tprice by the government, based on which the state agencies payfarmers higher-than-market price under its public procurement and

distribution programmes. The draft multilateral pact proposed a freeze on the extent to whichgovernments can buy farm produce at a non-market driven rate. The9th Ministerial Meeting at Bali in December 2013 called for a perma-nent solution on this issue by 11th such conference, due in 2017.It was also agreed that till 2017, no country can move the disputesettlement body of the WTO against another member if its govern-ment was found to be breaching the level of subsidy freeze that waspermitted - this was officially termed as the peace clause.True, the above issues were not par t of the trade facilitation pact. Alsotrue that for the agreement on stockpiling of food, the previous WTOMinisterial Meeting in Bali had set a December 2017 deadline. So onecan argue that India had time till then. But India's concern has been: What if no permanent solution is foundby 2017? In such an event, the peace clause will expire and membercountries would be free to drag India to the WTO - and the outcomewould not have been in New Delhi's favour.India has also maintained all along that the Doha round of trade nego-tiations had called for a single under taking - that is conclude all is-sues together. But in Bali, diplomats felt people at large must seesome movement forward and low-hanging fruits should be tapped. These were to form a par t of the early harvest programme.Accordingly, it was agreed that the trade facilitation pact, on whichthere is agreement among member countries, should be ratified sepa-rately. Apar t from ease of commerce, it is potentially seen as adding$1 trillion to global trade and create 21 million jobs. But New Delhi was wary given the way trade pacts were finalised inthe past.US pressure on India, accordingly, also did not work. Two emissarieswere sent to New Delhi: Commerce Secretary Commerce PennyPritzker with this specific mandate and Secretary of State John Kerryfor supplementing her effor ts.But Prime Minister Narendra Modi, echoing what his Commerce Min-ister Nirmala Sitharaman and Finance Minister Arun Jaitley had al-ready said before, made it clear India will not compromise its people'sfood security and livelihood. At the same time, it is also not as though all is lost and if the July 31

deadline has been missed, it is curtains for the trade facilitation pact.Even before the diplomats left WTO headquar ters disappointed, moveswere afoot to meet again in September."I invite you all to use this time to think carefully about what the nextsteps might be... reflect long and hard on the ramifications of thissetback... We should take the time to reflect, come back in Septem-ber," WTO Director General Rober to Azevêdo said.During last month's talks, there was also this threat of isolating India. But this was mere posturing, going by what diplomats said privately.Going forward, August will be crucial for behind-the-scenes parleys. But India's basic stand is unlikely to alter.Arvind Padmanabhan is executive editor of IANS. Onatrio - A Statistics Canada report shows that the Industrial Product PriceIndex (IPPI) edged down 0.1% in June, mainly because of lower prices formotorized and recreational vehicles. The Raw Materials Price Index (RMPI)rose 1.1%, largely as a result of higher prices for crude energy products.Industrial Product Price Index, monthly changeThe IPPI posted a third consecutive monthly decline in June (-0.1%), afterdecreasing 0.5% in May. Of the 21 major commodity groups, 4 were up, 11were down and 6 were unchanged. The decrease in the IPPI was mainly dueto lower prices for motorized and recreational vehicles (-0.3%). Lower pricesfor passenger cars and light trucks (-0.4%) were largely responsible for thedecline in this commodity group. The decrease in the prices of motorized andrecreational vehicles was closely linked to the appreciation of the Canadiandollar relative to the US dollar. Fruit, vegetables, feed and other food products(-0.4%) also put downward pressure on the IPPI, mostly because of lowerprices for animal feed (-2.1%), which declined for the first time since Novem-ber 2013. Primary non-ferrous metal products (-0.3%) was down for a thirdconsecutive month, mainly as a result of lower prices for unwrought pre-cious metals and precious metal alloys, specifically unwrought gold andgold alloys (-2.3%). The decline was moderated by higher prices for unwroughtaluminum and aluminum alloys (+3.4%). Conversely, the decrease in theIPPI was moderated largely by higher prices for meat, fish and dairy products(+0.8%). Meat products, specifically fresh and frozen pork (+2.0%), weremainly responsible for the advance in this commodity group. Some Cana-dian producers who export their products report their prices in US dollars.Consequently, the 0.6% increase in the value of the Canadian dollar relative tothe US dollar may have had the effect of lowering the IPPI. Without the mea-

surable effect of the exchange rate, the IPPI would have been unchangedinstead of decreasing 0.1%.Industrial Product Price Index, 12-month changeThe IPPI rose 3.0% during the 12-month period ending in June, following a3.4% gain in May. Compared with June 2013, the advance of the IPPI wasmainly attributable to energy and petroleum products (+5.9%), specificallymotor gasoline (+6.2%), light fuel oils (+10.5%) and diesel fuel (+7.2%).The IPPI excluding energy and petroleum products increased 2.5% on a year-over-year basis. Prices for meat, fish and dairy products were up 7.7% fromJune 2013, primarily as a result of higher prices for meat products, specifi-cally fresh and frozen pork (+26.5%). Motorized and recreational vehicles(+3.5%) also contributed to the year-over-year increase of the IPPI, becauseof higher prices for passenger cars and light trucks (+3.4%), motor vehicleengines and motor vehicle parts (+2.9%) and aircraft (+6.8%). On a year-over-year basis, prices for motorized and recreational vehicles have been onan upward trend since July 2013.To a lesser extent, chemicals and chemical products (+3.3%) and primaryferrous metal products (+7.8%) also contributed to the year-over-year ad-vance of the IPPI. Compared with June 2013, the increase in chemicals andchemical products was largely due to higher prices for plastic resins (+10.3%)as well as dyes and pigments, and petrochemicals (+3.5%).On a year-over-year basis, primary ferrous metal products was pushedupward mainly by higher prices for basic and semi-finished iron and steelproducts (+8.0%), specifically iron and steel basic shapes (+12.0%).

Immigration Canada changes Dependant age from 21 to 18Immigration Canada has made change to the definition of dependant which is effective for all immigration application filed on or after 1st August 2014. Theprevious rule was that any unmarried child of 21 or younger could qualify as a dependant under Canada's immigration rules and be automatically accepted alongwith his or her parents. Accommodations could be made, too, for full-time students older than 21 who were financially dependent on their family. But as of Aug. 1,the federal government lowered the maximum age to 18 and eliminated all exceptions. However, CIC will continue to allow a child, regardless of age, to beconsidered a 'dependent' if they rely on their parents due to a mental or physical condition.

BY ANIL GIRI

Kathmandu, (IANS) Making the first bilateral visit by an Indian prime minis-ter in 17 years, Narendra Modi Sunday pledged not to interfere in Nepal'sinternal affairs, announced a $1-billion line of credit and said New Delhi wasdetermined to forge a new relationship with the Himalayan nation. After wide-ranging talks with his Nepalese counterpart Sushil Koirala soonafter arriving here on a two-day visit, Modi won millions of hearts by speak-ing in Nepali briefly during his 50-minute address to parliament where MPsrepeatedly applauded him.The Indian leader covered a range of subjects in his parliament speech, fromreligion to politics, from diplomacy to herbal medicines, and from informa-tion technology to infrastructure."We have always believed that it is not our task to interfere in what you do butto support you in the path you decide to take," he said while addressingNepal's parliament, the first foreign leader to do so after the restoration ofdemocracy in this South Asian nation in 1990.In his speech, Modi appreciated the warm reception he was accorded afterlanding in Kathmandu earlier in the day on a two-day official visit."The respect that I have got is not for Narendra Modi or the prime minister ofIndia. It is respect for the people of India," he said."Our relations with Nepal are as old as the Himalayas and the Ganga," hesaid. In his speech, Modi made frequent references to the Hindu religion to under-score the ancient ties between the two countries."I come from Somnath's land... I started my parliamentary journey fromKashi. Today I am standing at the feet of Pashupatinath," he said referring tohis home state Gujarat, his parliamentary seat Varanasi and the famed Shivatemple in Nepal."There is a temple in Kashi where the priest is from Nepal, and the priest ofPashupatinath is from India."He said that not only people of Nepal, but also those who believe in the powerof democracy are looking at Nepal and this assembly.

blind ambition."Fur ther violence could have been avoided if Hamas had immedi-ately laid down its arms and demilitarized Gaza."Israel will now be forced to continue defending itself as long asHamas continues its rocket attacks against civilians and its cam-paign of terror through its vast tunnel network; Hamas will be solelyto blame for any fur ther loss of life."Canada mourns the loss of life in Gaza and Israel and hopes thatPalestinians and Israelis will one day soon realize true peace andsecurity."Source-news.gc.ca

Islamabad, (IANS) India is "power ful enough" to block aninitiative at the WTO, said a Pakistani daily that, how-ever, noted the move is "something of a U-turn by theneo-liberal" Indian Prime Minister Narendra Modi.An editorial in the News International Monday said thatduring US Secretary of State John Kerry's visit to India onbilateral matters "there was slightly less cooperation"."The US is displeased with India for blocking an initiativeat the World Trade Organisation to streamline customsprocedures. India has said it will only agree to themeasure if it is accompanied by a parallel agreementallowing it to stockpile and subsidise grains."The move is something of a U-turn by the neo-liberalModi, who had criticised the Congress government forimplementing a similar food security law, and he hasobviously angered the Americans," said the daily. It added: "That India is power ful enough to resist sucheffor ts should be welcomed."The daily said that Modi struck "another impor tant blowagainst the US by criticising the surveillance regime thesuperpower maintains around the world".

The editorial referred to the arrest of an Indian diplomatin the US for underpaying her maid despite asser tingimmunity and the travel restrictions the US had placedon Prime Minister Narendra Modi for his role in theGujarat massacre, and said: "Kerry had quite the task athis first meeting with Modi"."None of these issues, however, mean that the burgeon-ing alliance between the US and India has met anythingother than a temporary speed bump. Modi will likelymeet President (Barack) Obama at the UN soon and thetwo countries are so inter twined on matters of tradethat any problem will remain a minor impediment," itadded. It went on to say that Kerry's statement with Modi "tooka none-too-subtle dig at Pakistan in its reference toterrorist safe havens and calls for the trial of theMumbai attack suspects to be speeded up"."This should serve as a reminder that Modi's initiativeof inviting (Prime Minister) Nawaz Sharif to his swear-ing in and the subsequent exchange of letters mayremain little more than a public relations exercise."

Why some people can cope with short sleepNew York (IANS): Most people require seven to nine hours of sleep tohave proper daytime functioning, but some people can function nor-mally on less than six hours of sleep per night owing to a gene muta-tion, says a study. The genetic variant also appears to provide greater resistance to theeffects of sleep deprivation, the researchers, who studied 100 twinpairs, noted.People with p.Tyr362His - a variant of the BHLHE41 gene - had anaverage nightly sleep duration of only five hours, which was morethan one hour shor ter than the non-carrier twin, who slept for aboutsix hours and five minutes per night. The twin with the gene mutation also had 40 percent fewer averagelapses of performance during 38 hours without sleep and requiredless recovery sleep afterward - sleeping only eight hours after the

period of extended sleep deprivation compared with his twin brother, who slept for 9.5 hours."This work provides an impor tant second gene variant associatedwith sleep deprivation and for the first time shows the role of BHLHE41in resistance to sleep deprivation in humans," said Renata Pellegrino, senior research associate at The Children's Hospital of Philadelphiain the US.The study group comprised 100 twin pairs - 59 monozygotic pairs and41 dizygotic pairs - who were recruited at the University of Pennsyl-vania. 'Paisa Yaar 'N' Panga' revolves around the story of a B.Tech studentKaran who was expelled from the college on the charge of cheeting. He later develops an anti-virus software which would ensure that thecomputers in the world did not get hacked or attacked by viruses. Thenew software reaches a city industrialist Ranveer Walia who launchesthe product as his own creation. The real inventor is totally ignored bythe college and Ranveer Walia.Karan stays in a palatial house of one of their rich relatives alongwithhis two friends Fateh and Bunty. The trio decides to expose Walia whois the husband of a rich lady Vaani who has an inherited for tune of Rs5000 crore. This money would come to Walia after the death of Vaani. The trio kidnap Vaani and demand ransom of Rs 5 Crores from Walia. The movie moves candidly as the kidnappers are unable to extractmoney from Walia inspite of Vaani taken as a hostage by the trio.Walia wants the kidnappers to kill Vaani so that he inherits Vaani'swealth.Ultimately Vaani comes to know that the trio is not the real kidnappersand it was her husband who played the dir ty game. She plays the roleof a good samaritan and helps Karan get the credit for his creation. The movie has an interesting plot but seems to have been handled byan amateur Director. The songs are above average. Acting wise, GavieChahal and Mukul Dev do full justice to their respective roles.Otherwise the cast is relatively made of the youngsters. The openingshow in Chandigarh had just 50 people as audience. The movie ismeant for the youngsters and it can be easily ignored by the Punjwoodmovies fans!

ANDERSON ADMITS HE ABUSED,THREATENED JADEJA

As the players neared the steps leading to the dressing rooms of TrentBridge, Anderson pushed Jadeja from behind while calling out, “Youf***ing c**t, get inside your dressing room or I will come to yourdressing room and break your teeth”.The England fast bowler’s shocking language has come to light fol-lowing revelations from the judicial hearing held to probe the alterca-tion between James Anderson and Ravindra Jadeja during the firstTest at Trent Bridge. It is learnt that in the six-hour hearing on Friday, Anderson was askedif he abused Jadeja, to which the player admitted he had. The nextquestion to Anderson was: “Was it in the spirit of the game?” Ander-son admitted: “No”.The bowler also didn’t contest the charge that he called Jadeja a“f***ing pr**k” and a “f***ing c**t”. Anderson was charged with alevel 3 violation based on India’s contention that this was an act ofaggression and not in self defence. In their statements, India captain MS Dhoni and other witnesses al-leged that Anderson kept abusing Jadeja all the way from the wicketto the dressing room when the teams walked off for lunch on thesecond day. Anderson had star ted abusing Jadeja profusely after thebatsman played and missed a few deliveries. In fact, at the star t ofthe final over before lunch, the umpire had warned Anderson: “Notone more word, now”.It was when Anderson threatened to break Jadeja’s teeth that Dhonistepped in and dared him to do so. The skipper admitted to this duringcross-examination.But England players, who appeared as witnesses, defended Ander-son and in the absence of any video evidence, it became one side’swords against another and both players were let off.The judicial commissioner’s written verdict is expected in a day. Itremains to be seen whether the England player will be reprimandedfor abusing a rival player.India can’t appeal against this decision as rules say that only the ICCchief executive can challenge the verdict pronounced by the judicialcommissioner, Gordon Lewis.

The India players, however, are stunned that despite admitting toabusing and pushing, Anderson got away without a ban. It has left theteam demoralised.TOUGH TO DIGESTSo sure were they of Anderson getting disciplined, it will be difficultfor them to stomach the fact that their arch rival in the third Test willbe opening the England attack at Old Trafford. Knowing Anderson, they are sure he will not miss a chance to mock at them.Ever since India laid the charge, Anderson has been relatively sub-dued. Known to let off a tirade at every oppor tunity, the fast bowleroften was restrained, even when he was bowling to Jadeja. But the ICC verdict will be a shot in the arm of the bowler, and withtheir confidence high after the huge victory at Rose Bowl, the last twoTests and the rest of the series could be an entirely different ballgame.

'NEED TO STOP JAYAWARDENE' - MISBAHMisbah-ul-Haq has said that Pakistan will need to keep acheck on Mahela Jayawardene's scoring in the upcomingtwo-match Test series in Sri Lanka. The series will beJayawardene's swansong from Tests."If we are to win the series in Sri Lanka, we have to ensurethat their top batsmen, par ticularly Jayawardene, are notallowed to get many runs," Misbah said on his depar turefrom Karachi. "I have a lot of respect for what he hasachieved but we are going to Sri Lanka to win the two-Testseries and we know how impor tant it is for us to not allowtheir senior players to score."Pakistan last won a Test series in Sri Lanka in 2006. Thatwas also the last time they won a Test in Sri Lanka. Theyhave toured the country twice since then. In those twounsuccessful tours, Jayawardene managed 267 runs from 12innings at an average of 26.70. However, the Pakistanbowlers were made to toil by Kumar Sangakkara, whoamassed 821 runs at an average of 102.62 in the six Tests."It is going to be a tough series because Sri Lanka have beenplaying lot of Test and other cricket. But we have preparedhard and I have confidence in our bowlers," Misbah said.Saeed Ajmal was the second-highest wicket-taker over thosetwo tours with 29 wickets, only one behind Rangana Herath, and will have the onus of leading the bowling group on thespin-friendly pitches in Galle and Colombo."Our spinners have traditionally done well in Sri Lanka butwe are banking on our pace bowlers as well," Misbah said.Pakistan have not won a Test series under Misbah's leader-ship since beating England 3-0 in 2012 in the UAE, and hewill be nearly 41 when the 2015 World Cup arrives, but the

captain said he wasn't thinking too far ahead. "I just want tofocus on the match at the moment because that is impor tant.No one knows what will happen after one day so why thinkabout the World Cup," he said. "I take it one match at a timeand carry on from there. And I am under no pressure becauseof the captaincy debate."
