At the start of this school year, all students will begin using individual computing devices such as iPads (elemen- tary) and Notebooks (middle and high school) to enhance learning across the curriculum. Our teachers are gearing up for many improvements in the delivery of instruction in all subjects, giving our students the tools they need to succeed in college and in careers. In addition to the individual devices, APS is privileged to have two Google Certified teachers on staff to share tips and strategies with other teachers and help integrate technology throughout the curriculum. Internet safety is also a priority at Allegan Public Schools. Teaching students “digital citizenship” and filtering unsafe activity through programs such as AirWatch and Light Speed will assist us meeting the needs of 21st century classrooms, while providing necessary controls to monitor safety issues. Elementary students will keep their classroom devices at school, while students at the middle and high school level will be issued a personal device to take home. Parents will be receiving specific information regarding the process and pertinent documentation and fees that will be required. New Look – New Tools – New Staff!A drive past any of our Allegan Public School buildings reveals the pride that we have in our schools, and the tremendous level of support that our community has provided. Many of our buildings have a NEW LOOK as a result of recent con-struction projects. Take a few minutes for a driving tour before school starts. I am certain you will like what you see.

All projects were completed on time and within budget thanks to TMP Architecture and the Skillman Corporation. DK Landscape has done a great job of getting our grounds and fields back in shape after the construction work. Our custodial staff is working diligently to finish their summer cleaning projects and will have our buildings ready to go!

Not only are we excited about our facilities, but also the new technology infrastructure and devices that will serve our stu-dents and staff now and into the future. All of our buildings are now wireless campuses with the capability to accommo-date classrooms full of internet users and active learners. As we communicated in the June issues of Our Schools News, and as we have outlined again in this issue, all Allegan Public School students in grades K-12 will have access to NEW TOOLS that will promote and increase student learning. The learning opportunities provided by these technology tools are incredible and endless. I encourage our parents to be active learners with their students.

Staff members have been training and working with the updated classroom technology throughout last year, and many have been working all summer in the preparation for the roll out of student devices this fall. As I said, the opportunities provided by the technology are endless. I am confident that with staff, students, and parents working together, the positive impact on our students’ learning will be impressive!

Assisting us in our ever-evolving work of educating our students will be several NEW STAFF members. As you will see in this issue, many key positions in our organization have been filled. I am thrilled with the individuals that will be joining our team this fall. Without exception, their knowledge, enthusiasm, and care for students will serve our school and community extremely well. Their efforts, combined with the outstanding staff already dedicated to our kids, will ensure our continued success in 2014-15.

Our buildings are ready, the technology is ready, and our staff is ready! READY, SET, GO TIGERS!!!!!

Students should be at their bus stop approximately 5 minutes before pick-up time.

Times listed below are APPROXIMATE. Adjustments to this schedule may be made at any time during the school year.

• IF YOUR ADDRESS IS NOT LISTED, please have your child wait at the nearest listed stop and have his/her address and phone number avail-able for the driver.

• Bus take-home routes and times may vary from the schedule below.• Bus passes will no longer be allowed. If your child needs transportation

other than to his/her own home stop on a regular basis (example: to the child’s sitter) please make arrangements with your child’s school for prior approval. Please do not contact the bus garage.

• Students are not allowed to bring the following on the bus: live animals or insects, glass containers or glass articles, balloons, toys, bats, balls, hockey sticks, skiis, skateboards, sleds, or other items that may cause injury to a student or damage a bus. It is the parents’ responsibility to transport these items to school. All carry-on items must be secured by the student in their lap or between their knees (no loose items allowed on the seat or aisle).

• For the safety of other students and the driver, please do not allow your student to have articles hanging from their book bag, backpack, or clothes which can get caught as they enter/exit the bus.

• Questions should be directed to Darrell Stoughton, Transportation Super-visor, at the Bus Garage 673-2203.

Elementary Shuttle Buses

Shuttle bus services will be provided for some elementary students, on a space-avail-able basis, using the following criteria:

1. Special needs students 2. GSRP preschool and Y-5’s students 3. Students moved to another school due to overcrowding. 4. Daycare issues and School of Choice requests.

Walkers that need to use the shuttle bus serviceshould be at their home school by 7:30 a.m.

PESTICIDE ADVISORY TO PARENTSAllegan Public Schools has adopted an Integrated Pest Management program. Inherent with this are the district’s efforts to reduce pesticide use as much as possible. While it may occasionally be necessary to apply a pesticide, these will only be used as a last resort. This program does not rely on routine pesticide applications to resolve problems. We use various techniques such as habitat alteration, sanitation, mechanical means, exclusion, etc., to prevent pests from becoming a problem.

Parents have the right to be informed prior to any pesticide application that might be needed at your children’s school. The district will provide advanced notifi cation at least 48 hours before any pesticide application (this notifi cation will be in the form of a post-ing at the entrance of the school and in a common area located by the school’s main offi ce). Parents are also entitled to receive this notifi cation by mail, at least three days prior to any application. If you would like this type of notifi cation, please call the Mainte-nance Department at (269) 673-2085 and tell the secretary your name, mailing address, and what school your child attends.

In an emergency (for example, bees nest), pesticides may be applied without prior notice, but you will be provided notice following any such application.

At any time, if you have questions or concerns about pesticide use at your child’s school, or if you wish to review our IPM plan or application records, please contact the Director of Operations, Mr. Bill Hammer, at 673-5431, ext. 3003.

Meetings - Band Boosters meet the 3rd Monday of each month, beginning with September 15 at 7 p.m. in the high school band room.

Meet the new Band/Choir Assistant Director:Ryan Ruble has been hired as the new band and choir assistant director. He will be replacing Colin Weber, who tendered his resignation at the end of the school year to pursue a graduate

program at Western Illinois University. Ryan is from Belding, Michigan and he attended GVSU. Both Andrea Mack and Rebecca Balkon are thrilled to have him on board! Ryan has already been working with students at band camp and is ex-cited to begin teaching at the high school and middle school!

Allegan Public Schools’Emergency Management PlansAllegan Public Schools has developed policies and procedures to ensure the safety of students during emergency situations. In the event of an emergency, all school employees’ first priority is to protect students from harm. Below is a brief outline of the some of the District’s Emergency Management plans.

SEVERE WEATHERBuilding administrators will be notified in the event of potential se-vere weather and appropriate precautions will be taken. Allegan Public Schools will remain in session during a tornado watch or warning. If a tornado warning is in effect for the immediate area at the regular school closing time, school will not be dismissed until the warning is lifted. The superintendent or his designee is authorized to dismiss school or retain students in school under such circumstances.

Extra-curricular activities may be canceled or postponed in the event of a tornado watch or warning. If the event is in progress, appropriate measures will be taken to ensure the safety of the students.

“Snow Day Cancellations” or delays due to other inclement weather will be announced on most major local television and radio stations. School officials will make every effort to have the decision to close or delay the start of school by 6:00 a.m. In order to keep the phone lines open for emergency purposes, parents and students are asked not to call the school or bus garage to find out if school is in session. Please tune in to the following stations or check the district web site:

THREATS TO BUILDINGS and/or FIRESIn the event of a bomb threat or any other threat to a school building, precautions will be taken to ensure the safety of the building occu-pants. Based on the assessment of the situation by the administrator, students may be evacuated to a nearby site, and/or the school may be cancelled. In the event of a fire, all students will be evacuated from the building, and school may be closed, depending on the situation. This evacuation will be practiced regularly throughout the school year so students are aware of the best evacuation route from any location within the building.

CHEMICAL OR GAS LEAKSNatural gas leaks occur because of damage to an outside gas line which may be near the building. Chemical leaks occur when a vehicle transporting chemicals is involved in an accident, causing a release of liquid or vapor chemicals. Generally, students will be evacuated from the building in the event of a gas or chemical leak. The building administrator will follow the instructions of emergency officials in charge of the evacuation. In some situations, it may be safer to leave students in the school with all doors and windows closed and all ventilation systems closed down.

STUDENT DISMISSALAs with any emergency situation, parents should be alert for special bulletins on local television and radio stations and have an alternate plan in place if they are working and school is closed during the day.

Parents need to be aware that they have the ultimate au-thority concerning the safety of their own children. School officials will honor parent requests to pick up their students from school, or keep their students at home, if they feel that conditions are too dangerous to be at school.

Asbestos Advisory The Allegan Public School District complies with the Asbestos Hazard Emergency Response Act (AHERA) and conducts rou-tine inspections of all remaining asbestos-containing materials in district facilities. The most recent inspection in the summer of 2011 found all asbestos materials to be in good condition and present no danger to students, staff, or visitors. If and when any changes occur, employees and parents will be promptly notified. Any district parent, guardian, or care provider who wishes to review the district’s Management Plan to find out more information regarding asbestos may do so by contacting George Zeock, supervisor of maintenance and grounds, at 673-2085 or calling Kevin Harness, Superintendent at 673-5431.

No Smoking or Tobacco on school groundsThe Allegan Public Schools has adopted a tobacco-free policy. This policy is in keeping with the state legislature’s Tobacco Free Schools Act (PA 140) of 1993. Our policy states:

--- Tobacco and tobacco look-alikes (including e-cigarettes) are banned from all public school buildings at all times. (This includes athletic and school-sponsored activities.)--- All school property, including vehicles and parking areas, is covered by this law.

This law is enforced by local police agencies. Violations will con-stitute a misdemeanor and can result in a fine up to $50.

Safe and Drug Free SchoolsAllegan Public Schools recognizes and abides by the standards of the Safe and Drug Free Schools and Communities Act and the Drug Free Workplace Act. These standards prohibit the unlawful manufacture, possession, use, sale, distribution, or concealment of illegal drugs and alcohol in school programs, school vehicles, school premises, and at school sponsored activities on and off school property. Drugs include all controlled substances as defined by law, as well as “look-alike” drugs, steroids, and alcohol. These standards apply to all Allegan Public Schools’ students and staff. The use/abuse of drugs and alcohol poses serious health and safety risks to students. We urge students, parents and guardians to work hand-in-hand with the district to ensure that these important standards are upheld.

Student Educational RecordsUnder the Family Educational Rights and Privacy Act (FER-PA), student records are treated as confidential and shall be considered to be for local school use only. Records shall be disclosed only to persons with a legitimate educational interest. Parents (or students who have reached the age of 18) have the right to inspect their child’s school records, and shall be afforded the opportunity to challenge the content of said records if deemed necessary. In situations where the parents of a student are divorced or separated, each parent (custodial and/ or non-custodial) has equal rights to their student’s records unless a court order specifies otherwise.

Directory Information

Personally identifiable information about current students of the Allegan Public School District will not be released without the consent of the student’s parent, or the student (if the stu-dent is 18 years or older), unless the information is “directory information” or the law permits disclosure without consent.

“Directory information” means information contained in an educational record of a student which would not generally be considered harmful or an invasion of privacy if dis-closed. It includes, but is not limited to: name, address, telephone listing, date and place of birth, grade, participation in school activities and sports, weight and height of members of athletic teams, dates of attendance, honors and awards received, student photograph, and the most recent educa-tional institution attended.

Directory information may be disclosed without further notice or consent, unless the parent or eligible student notifies the superintendent at the Allegan Public Schools Administra-tion Building. A parent or eligible student has the right to refuse the designation of all or part of a student’s personally identifiable information as directory information, except that directory information may be disclosed to governmental, military, or other educational institutions as permitted by law. In accordance with amendments to Michigan’s Freedom of Information Act (FOIA) in August, 2002, Allegan Public Schools reserves the right to exempt from disclosure directory information requested for the purpose of surveys, marketing, or solicitation, unless it is determined that the use is consistent with the educational mission of the school district.

Directory Information in the Media

The Allegan Public Schools will publish articles, photographs, and lists regarding the accomplishments of its students peri-odically in publications including, but not limited to: the Our Schools quarterly District newsletter, monthly school building newsletters, the District web page at www.alleganpublicschools.org, various social media such as the District Facebook page, as well as providing information to news media including the Allegan County News. If a parent or eligible student does not want his/her name or photograph published in any of these media, they should contact the superintendent at (269) 673-5431.

Dangerous Weapons and Assault PoliciesStudents bringing guns or other dangerous weapons to school and students who physically assault a school employee will be expelled according to the policy of the Allegan Public Schools.

The dangerous weapons policy states that “students in possession of a dangerous weapon or firearm on school grounds or students who commit arson or rape on District grounds, in District buildings, or at District or school-sponsored events shall be expelled from school and referred to the criminal justice delinquency system and the appropriate County Department of Social Services or community health agency.”

Students in kindergarten through 5th grades will be expelled for at least 90 school days, while students in 6th through 12th grades will be expelled for at least 180 school days. Students must apply and be approved for reinstatement if they wish to re-enroll at the end of the expulsion period. This policy is in keeping with the state and federal regulations.

Annual Education ReportEach school district in Michigan is required to publish an Annual Educational Report for the previous school year. This report contains detailed data on the following:

State administered student assessment results • (MEAP and Michigan Merit Exam)Adequate Yearly Progress (AYP) results• Teacher qualification information• National test results• and more!•

You can also access this information, as well as similar information comparing all school districts throughout Michigan, by visiting the state’s website www.mischooldata.org. Please contact the adminis-tration office if you would like a hard copy of this report.

Student Handbooks

All Allegan Public School buildings publish student handbooks that pertain to each building. Students are provided with a handbook at the beginning of the school year. These handbooks provide specific information about student expectations, scheduling of classes, student discipline, and a variety of other important topics. Also, each child may receive a copy of the District’s Code of Behavior and Discipline (policy #8100) in booklet form. Athletes will receive a copy of the District’s athletic code. Please read your child’s handbook and make sure your child is familiar with its contents. If you have any questions about any of the rules or expectations, please contact your child’s school. High school and middle school handbooks are also availble to view on our district’s website.

ALLEGAN PUBLIC SCHOOLS

Statement of Nondiscrimination:No person shall, on the basis of race, color, national origin, religion, sex, age, height, weight, marital status, political belief, disability or handicap, be excluded from participation in, be denied the benefi ts of, or be subject to discrimination while involved in any education program or activity or through employment with Allegan Public Schools.The superintendent of schools shall coordinate compliance efforts and investigate all complaints of alleged discrimination,including but not limited to: violations of Title IX (gender equity), Title VI (race, color, or national origin discrimination),Title II (disability), Section 504 (handicap), the Age Discrimina-tion Act, and the Elliot-Larsen Act (religion, height, weight, ormarital status). The superintendent can be reached at theAdministration Offi ce, 550 Fifth Street, Allegan, MI 49010 (616) 673-5431. The following procedures shall be implemented for any complaint or grievance related to civil rights:

Grievance Procedure:

Students shall fi le their grievance with the building principal.Employees shall fi le their grievance with the immediate super-visor. 1. The principal or the supervisor shall announce his decision

within two work days in the case of an employee.

2. Within fi ve school days or work days, as appropriate, the principal’s decision or supervisor’s decision may be appealed to the superintendent. The superintendent shall af-fi rm or modify the decision within three days from hearing the appeal.

3. The superintendent’s decision may be appealed to the Board of Education within fi ve school days or work days of such decision.

4. The Board of Education shall schedule a hearing within ten days after receiving the appeal and shall notify the student or employee that said hearing shall be conducted under the fol-lowing rules and procedures:

A. Written notice shall be given of the date, time, and place of the hearing;

B. The student or employee may be represented by an at-torney or other advisor of their choosing;

C. Witnesses may be presented at the hearing and may be questioned by the board and its representatives and by the student or employee and his representatives;

D. The hearing is not a court proceeding and court rules of evidence shall not be enforced at said hearing;

E. There may be present at the hearing the principal or the supervisor, the Board of Education’s attorney, and such resource persons as the president of the Board deems essential to the proper adjudication of the case;

F. The Board of Education shall render a written opinion of its determination within fi ve days from the date of the hearing. Such written opinion shall be forwarded to all parties concerned.

Section 504 protects children from discriminationSection 504 is an Act that prohibits discrimination against persons with a handicap in any program receiving Federal fi nancial assistance, such as public schools. The Act defi nes a person with a handicap as anyone who:

1. has a mental or physical impairment which substantially limits one or more major life activities (major life activities include activities such as caring for one’s self, performing manual tasks, walking, seeing, hearing, speaking, breathing, learning, and working);2. has a record of such an impairment; or3. is regarded as having such an impairment.

In order to fulfi ll its obligation under Section 504, the Allegan Public School District recognizes a responsibility to avoid discrimination in poli-cies and practices regarding its personnel and students. No discrimination against any person with a handicap will knowingly be permitted in any of the programs and practices in the school system. The School District has specifi c responsibilities under the Act, which includes the responsibility to identify, evaluate, and if the child is determined to be eligible under Section 504, to afford access to appropriate educational services. If the parent or guardian disagrees with the determination made by the profes-sional staff of the School District, he/she has a right to a hearing with an impartial hearing offi cer.

ATTENTION – STUDENTS WITH LIMITED ENGLISH PROFICIENCY:The Allegan Public School District is required to identify students with limited English profi ciency. Special assistance will be provided for students with needs in this area. In some instances, an interpreter will be provided to assist the student with communication. Participating schools, child care centers, adult day care centers, and family day care home sponsors accept applications for free or reduced price meals throughout the year. A household may qualify for free or reduced price meals due to a temporary loss of income, such as a period of unemployment. If a doctor determines that a child or adult has a disability, and the disability prevents the participant from eating the regular school or center meal, the school or center makes any substitution prescribed by a doctor at no charge. The doctor’s statement, including pre-scribed diet or substitution, must be submitted to the food service department of the school or child or adult care facility. Free and Reduced Price Lunch and BreakfastThe Michigan Department of Education has announced the household income guidelines established by the United States Department of Agriculture for free and reduced price meals and free milk through the National School Lunch, School Breakfast, Special Milk, and Child and Adult Care Food Programs. The income guidelines are effective from July 1, 2013, through June 30, 2014. Families should contact their school, school district, child care center, or family day care home sponsor to find out whether it partici-pates in these programs. All students at Allegan Public Schools will receive a parent letter and an application for free/reduced lunch. Schools, child care centers, adult day care centers, and family day care home sponsors will provide a form for applying for free or reduced price meals. Only one application is required per household. Most participating centers and all participating family child care homes provide meals to all enrolled participants without any separate charge. Adults, children, or foster children who are recipients of various programs such as Michigan’s Family Independence Program, Food Assistance Program, Medicaid, or Food Distribution Program on Indian Reservations, or who are enrolled in Head Start, an At-Risk afterschool center, or an emergency shelter automatically qualify for free meals. Households with incomes less than or equal to the following guidelines qualify for free or reduced price meals or free milk.
