    To the President and Members of Borough Council:Gentlemen:In present ing to your consideration this f irst message, Iam reminded of the fact that a majority of your number are,like myself, new recruit s in the bus iness of direc ting the affairs of our Borough. All of you, however, whether newmembers or those who have given long and faithful service inthe management of affairs, are no doubt, as I believe I am,anima ted wit h a single desire, namely, to give such a businesslike and efficient administration of our duties that th e interests of our citizens may be intelligently promoted, so thatresidents of Narberth may point with sat isfact ion to the resul ts achieved on their behalf through our joint labors.To this end I now call to your attention certain matterswhich I feel may profitably engage your consideration.1s t. The Borough S t r ~ t s . I t is almost needless to saythat in these days of widely extended increase in ,travel , thecondition of the s treets of a town proclaim the characteristicsof its citizens a s th e clothes of a man i n d i c ~ t e something ofthe kind of man beneath the apparel . Therefore , I bel ievethat in the construction and maintenance of our streets thethought of permanence and durabil ity should be uppermost inyour t hought s. I under stand that a lack of funds for newconstruction will make it necessary for your Honorable Bodyto practice some economies in building new roads, especiallyin view of tl).e fact that costs of construction during theperiod of t he War a re likely to remain unreasonably high. Itherefore feel that your attention should be large ly concentrated upon the most intelligent method and practice of maintaining streets a lready in good condition, and in repairingcertain other streets that may show urgent need of it.Finances in Conn'ection With Borough Str eets. In viewof the fact that the cos t of borrowed money is l ikely to remain at a hi gh figure for some time to come, it is unlikelythat your Honorable Body will be inclined to adv ise a bondissue for the promotion of new work wit hi n the Borough.This suggests the inquiry whether Borough Council shouldnot consider the wisdom of constructing sewers, and improving streets by assessing the cost, or a just proportion thereof, against abutt ing properties, rather than pay the costthe reof out of current revenues, which I understand has beenlargely employed in the past. It seems to me that if currentrevenues are required to assume the burden of the cost ofnew work, it is almost impossible to expect the taxable revenues to provide the funds necessary fo r the proper maintenance and repair of s treets and other public property.Collection of Ashes and Garbage. I am informed thatsuitable arrangements have already been effected fo r the collection of garbage during the present year. While I have nodefinite thought in mind as to best method to be employed inthe collection of ashes f rom the homes of our citizens, Iwould suggest that the members of your Honorable Bodygive earnest thought in the effort to secure the method thatwill best conserve the taxpayers' money as well as give comfort and convenience to the dwellers within our borders.New Station, Post Office and Tunnel at Essex Avenue. Iunderstand that the retiring Council has a lready made substantial progress in the efforts to co-operate with the Pennsylvania Railroad for the construction of a new s ta ti on , a newbuilding in which the Post Office may be suitably housed, andthe extension of Essex Avenue under the Railroad tracks atHaverford Avenue. All of these proposed improvements arematters of prime importance, and I have no doubt that yourHonorable Body will advance al l efforts to bring their completion to a happy realization.The Civic Association . The Narberth Civic Association,composed of public-spirited men and women, has done a greatdeal to improve the beauty and add to the general attractiveness of our Borough. Narbrook Park, improved at a cost ofmore than $50,000, without the expenditure thus fa r of publicmoneys, has turned an undesirable section of our town into oneof great beauty, commanding the favorable comment of o urneighbors in adjoining towns, to say nothing of the muchneeded increase in taxable values.I believe it would be a const ruct ive s tep fo r Council toestablish a close working arrangement with t hose who ar epromoting the Civic Association, to the end that an interchange of ideas may work out items of advantage and profitin the affairs of our Borough.Fire Protection. The preservation of our homes andproperty from fire rests upon the shoulders of ou r volunteerfire department. That organizat ion should receive at thehands of your ~ o n o r a b l e Body every possible encouragement.I would u rge that, consistent with your financial ability, youshould, in a pecuniary way, assist the Fire Company in assubstantial a manner as possible. This suggests the thoughtthat it may be possible at some early day to devise a methodwhereby the cost of protection from fire may be borne equallyby al l taxpayers. This i s as it should be. With membershipin the Fire Company on a voluntary basis, it inevitably followsthat those who ar e public spirited and willing are required toassume burdens that ar e shirked by those not so inclined.In conclusion may I say that your Honorable Body will,at all t imes, find me ready and eager to confer with you uponquestions that may be confronted from time to time. In population and influence our town is rapidly pushing forward. Letus see to it that our management of affairs gives evidence of aprogressive spirit in keeping with our gr ow th in otherdirections.
