Anyone who has ever taken a business course knows that an organizational chart determines the structure of leadership and distribution of tasks,
as well as the communication lines within the organization; and the two statements of fact that will be repeated over and over again are that the
more complex and convoluted the organizational structure is;
� The slower that entity can respond to not only day to day tasks, but any emergent issue too
� The more expensive the day to day and emergent operations of the entity are
Below are the accumulation of several months of research into the organizational structure of our federal government. I attempted to get the most
current available, however the structures kept changing during my research period. So, not only are some names associated to positions out dated,
some of the finer details to the organizational structures are too. Which is just another reflection on why our government is so slow and expensive
when it comes to getting anything done, and why half the time the ‘left hand doesn’t know what the right hand’ is doing!
Let’s take this from the top. Above all else, the humans and their respective branches, departments and agencies are ALL UNDER THE
CONSTITUTION.

Our Founding Fathers did this to ensure a solid ‘check and balance’ between the various Constitutional Branches of our government to reduce the
chance of corruption and tyranny.

Ok so now we have the top level organizational structure, now let’s go and breakdown this top level and watch the deterioration of the
efficiency (cost) and effectiveness (speed and accuracy) of our government.
Immediately following our Federal structure comes the structures of: State, Local and Tribal governments.
I am going to save the Executive Branch for last as it is the most complex of the three branches of our government.
Federal Judicial Branch
The Judicial Branch is made up of the Supreme Court, Lower Courts, Special Courts, and court support organizations.

The Supreme Court consists of the Chief Justice of the United States and such number of Associate Justices as may be fixed by Congress. The number of Associate Justices is currently fixed at eight (28 U. S. C. §1). Power to nominate the Justices is vested in the President of the United States, and appointments are made with the advice and consent of the Senate. Article III, §1, of the Constitution further provides that "[t]he Judges, both of the supreme and inferior Courts, shall hold their Offices during good Behaviour, and shall, at stated Times, receive for their Services, a Compensation, which shall not be diminished during their Continuance in Office." They include the Counselor to the Chief Justice, the Clerk, the Librarian, the Marshal, the Reporter of Decisions, the Court Counsel, the Curator, the Director of Information Technology, and the Public Information Officer. The Counselor is appointed by the Chief Justice. The Clerk, Reporter of Decisions, Librarian, and Marshal are appointed by the Court. All other Court Officers are appointed by the Chief Justice in consultation with the Court.
Constitutional Origin. Article III, §1, of the Constitution provides that "[t]he judicial Power of the United States, shall be vested in one supreme Court, and in such inferior Courts as the Congress may from time to time ordain and establish." The Supreme Court of the United States was created in accordance with this provision and by authority of the Judiciary Act of September 24, 1789 (1 Stat. 73). It was organized on February 2, 1790.
Jurisdiction. According to the Constitution (Art. III, §2): "The judicial Power shall extend to all Cases, in Law and Equity, arising under this Constitution, the Laws of the United States, and Treaties made, or which shall be made, under their Authority;-to all Cases affecting Ambassadors, other public Ministers and Consuls;-to all Cases of admiralty and maritime Jurisdiction;-to Controversies to which the United States shall be a Party;-to Controversies between two or more States;—between a State and Citizens of another State;-between Citizens of different States;—between Citizens of the same State claiming Lands under Grants of different States, and between a State, or the Citizens thereof, and foreign States, Citizens or Subjects.
"In all Cases affecting Ambassadors, other public ministers and Consuls, and those in which a State shall be Party, the supreme Court shall have original Jurisdiction. In all the other Cases before mentioned, the supreme Court shall have appellate jurisdiction, both as to Law and Fact, with such Exceptions, and under such Regulations as the Congress shall make."
Appellate jurisdiction has been conferred upon the Supreme Court by various statutes, under the authority given Congress by the Constitution. The basic statute effective at this time in conferring and controlling jurisdiction of the Supreme Court may be found in 28 U. S. C. §1251 et seq., and various special statutes. Rulemaking Power. Congress has from time to time conferred upon the Supreme Court power to prescribe rules of procedure to be followed by the lower courts of the United States. See 28 U. S. C. §2071 et seq.

The Building. The Supreme Court is open to the public from 9 a.m. to 4:30 p.m., Monday through Friday. It is closed Saturdays, Sundays, and the federal legal holidays listed in 5 U. S. C. §6103. Unless the Court or the Chief Justice orders otherwise, the Clerk’s Office is open from 9 a.m. to 5 p.m., Monday through Friday, except on those holidays. The Library is open to members of the Bar of the Court, attorneys for the various federal departments and agencies, and Members of Congress.
The Term. The Term of the Court begins, by law, on the first Monday in October and lasts until the first Monday in October of the next year. Approximately 10,000 petitions are filed with the Court in the course of a Term. In addition, some 1,200 applications of various kinds are filed each year that can be acted upon by a single Justice. Federal Legislative Branch

The legislative branch is the law making branch of government made up of the Senate, the House of Representatives, and agencies that support Congress.
United States Congress
The Senate and the House along with all of their other offices, agencies, advisories, committees, councils, boards and panels make up the United
States Congress or Legislative Branch.
Article I of the Constitution states "all legislative powers herein granted shall be vested in a Congress of the United States, which shall
consist of a Senate and a House of Representatives." The House and Senate are equal partners in the legislative process—legislation cannot
be enacted without the consent of both chambers. However, the Constitution grants each chamber some unique powers. The Senate ratifies
treaties and approves presidential appointments while the House initiates revenue-raising bills. The House initiates impeachment cases, while the
Senate decides impeachment cases. A two-thirds vote of the Senate is required before an impeached person can be forcibly removed from office.
In 1868, this committee of representatives prosecuted president Andrew Johnson in his impeachment trial, but the Senate did not convict him.
The term Congress can also refer to a particular meeting of the legislature. A Congress covers two years; the current one, the 113th Congress,
began on January 3, 2013, and would end on January 3, 2015. The Congress starts and ends on each third day of January by every two years of
the odd number. Members of the Senate are referred to as senators; members of the House of Representatives are referred to as representatives,
congressmen, or congresswomen.
Congress is constantly changing, constantly in flux. In recent times, the American south and west have gained House seats according to
demographic changes recorded by the census and includes more minorities and women although both groups are still underrepresented, according
to one view. While power balances among the different parts of government continue to change, the internal structure of Congress is important to

understand along with its interactions with so-called intermediary institutions such as political parties, civic associations, interest groups, and the
mass media.
The Congress of the United States serves two distinct purposes that overlap: local representation to the federal government of a congressional
district by representatives and a state's at-large representation to the federal government by senators.
Most incumbents seek re-election, and their historical likelihood of winning subsequent elections exceeds 90 percent.
The United States Congress is the bicameral legislature of the federal government of the United States consisting of two houses: the House of
Representatives and the Senate.
Congress meets in the Capitol in Washington, D.C. Both representatives and senators are chosen through direct election. Members are affiliated to
the Republican Party or to the Democratic Party, and only rarely to a third-party or as independents. Congress has 535 voting members: 435
Representatives and 100 Senators.
The members of the House of Representatives serve two-year terms representing the people of a district. Congressional districts are apportioned to
states by population using the United States Census results, provided that each state has at least one congressperson. Each state regardless of
population has exactly two senators; at present there are 100 senators representing the 50 states. Each senator serves a six-year term, with terms
staggered, so every two years approximately one-third of the Senate is up for election. Each staggered group of one-third of the senators are called
'classes'. No state of the United States has two senators from the same class.
Senate Leadership
The positions of party floor leader are NOT included in the Constitution but developed gradually in the 20th century. Which to me means
that these ‘positions’ are nothing but “toot my horn, inflate my ego and expel hot air” positions that should be eliminated immediately. (In my book
political parties are nothing but glorified specialized special interest groups that should be divorced from the government and treated as just what they are. No references to political
party should be in ANY government documents outside of stating that ‘So-in-so expressed the views of such-in-such political party’. After all these government officials are
supposed to be representing ALL the people of their state/district and NOT their political party.)
Because ‘floor leaders’ are not part of the Constitution, the two major political parties could NOT get these ‘positions’ formally designated until the
beginning of the 20th century - 1920 (Democrats) and 1925 (Republicans).
The floor leaders and whips of each party are elected by a majority vote of all the senators of their party assembled in a conference or, as it
sometimes is called, a caucus. The practice has been to choose the leader for a two-year term at the beginning of each Congress. The majority and
minority leaders are the elected spokespersons on the Senate floor for their respective political parties.

Party Whips (Assistant Floor Leaders)
Both parties in the Senate elect whips. The term "whip" comes from a fox-hunting expression -- "whipper-in" -- referring to the member of the
hunting team responsible for keeping the dogs from straying from the team during a chase. The development of party whips coincided with the
evolution of party leaders in the Senate.
Democrat James Hamilton Lewis of Illinois became the first party whip in 1913, and the Republicans established their own whip position two years
later. These assistant leaders are mainly responsible for counting heads and rounding up party members for votes and quorum calls, and they
occasionally stand in for the majority or minority leaders in their absence.

Senate Caucuses
These are informal congressional groups and organizations of Members with shared interests in specific issues or philosophies have been part of
the American policymaking process since colonial times. Typically, these groups organize without official recognition by the chamber and are not
funded through the appropriation process. In the Senate there is one officially recognized caucus -- the Senate Caucus on International Narcotics
Control established by law in 1985.

According to the Senate web site; "Due to the high volume and complexity of its work, the Senate divides its tasks among 20 committees, 68
subcommittees, and 4 joint committees. Although the Senate committee system is similar to that of the House of Representatives, it has its own
guidelines, within which each committee adopts its own rules. This creates considerable variation among the panels."

Senators themselves are grouped into ‘classes’. Article I, section 3 of the Constitution requires the Senate to be divided into three classes for
purposes of elections. Senators are elected to six-year terms, and every two years the members of one class—approximately one-third of the
senators—face election or reelection. Terms for senators in Class I expire in 2019, Class II in 2015, and Class III in 2017.

The Legislative House
House Representatives are elected to a two-year term, each representative are supposed to serve the people of a specific
congressional district by introducing bills and serving on committees, among other duties.
A House Representative is also referred to as a congressman or congresswoman, each representative is elected to a two-year term
serving the people of a specific congressional district. Among other duties, representatives introduce bills and resolutions, offer
amendments and serve on committees. The number of representatives with full voting rights is 435, a number set by Public Law 62-5
on August 8, 1911, and in effect since 1913. The number of representatives per state is proportionate to population.
Article 1, Section 2 of the Constitution provides for both the minimum and maximum sizes for the House of Representatives. Currently, there are five
delegates representing the District of Columbia, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana
Islands. A resident commissioner represents Puerto Rico. The delegates and resident commissioner possess the same powers as other members
of the House, except that they may not vote when the House is meeting as the House of Representatives.
To be elected, a representative must be at least 25 years old, a United States citizen for at least seven years and an inhabitant of the state he or
she represents.
House Leadership
House Leadership is elected by their peers and originally certain representatives hold positions that combine institutional and administrative roles.
Over time two political parties gained control of the legislative branch so that in the House certain representatives now hold positions that are solely
partisan roles. Again since there is NO Constitutional reference to these roles and all the elected and appointed positions to the three branches of
government are supposed to be representative “of the people, by the people, for the people” anything that is solely political or partisan should be
eliminated immediately.
The House Leadership roles closely ‘mimics’ the Senate Leadership, however is much more political party oriented rather than representative of the
people oriented.
The majority party members and the minority party members meet separately to select their leaders. Third parties rarely have had enough members
to elect their own leadership, and independents will generally join one of the larger party organizations to receive committee assignments.
A party caucus or conference is the name given to a meeting of or organization of all party members in the House. During these meetings, party
members discuss matters of concern.

Chaplin of the House: Article I, Section 2 of the Constitution states: "The House of Representatives shall chuse their Speaker and other Officers."
The election of the Rev. William Linn as Chaplain of the House on May 1, 1789, continued the tradition established by the Continental Congresses
of each day's proceedings opening with a prayer by a chaplain. The early chaplains alternated duties with their Senate counterparts on a weekly
basis. The two conducted Sunday services for the Washington community in the House Chamber every other week.

Since the election of Rev. Linn in 1789, the House has been served by chaplains of various religious denominations, including Baptist (7), Christian
(1), Congregationalist (2), Disciples of Christ (1), Episcopalian (4), Lutheran (1), Methodist (16), Presbyterian (15), Roman Catholic (1), Unitarian
(2), and Universalist (1).
In addition to opening proceedings with prayer, the Chaplain provides pastoral counseling to the House community, coordinates the scheduling of
guest chaplains, and arranges memorial services for the House and its staff. In the past, Chaplains have performed marriage and funeral
ceremonies for House members.

Clerk of the House
Along with the other House officers, the Clerk is elected every two years when the House organizes for a new Congress. The majority and minority
caucuses nominate candidates for the House officer positions after the election of the Speaker. The full House adopts a resolution to elect the
officers, who will begin serving the House Membership after they have taken the oath of office.
On April 1, 1789, the House of Representatives convened with its first quorum. Its initial order of business was the election of the Speaker,
Frederick Augustus Conrad Muhlenberg, a Representative from Pennsylvania. The next order of business was the election of the Clerk, John
Beckley, Esquire, a citizen of Virginia.
The first five Clerks of the House also served as Librarian of Congress, which became a separate position in 1815. South Trimble, a former
Representative from Kentucky, who served as Clerk from 1911 to 1919 and again from 1931 to 1946, is the longest-tenured Clerk in House history.
As stated in Rule II of the House Rules, the Clerk is required to:

• Prepare the roll of Members-elect
• Call the Members-elect to order at the commencement of each Congress; call the roll of Members-elect, and pending the election of the Speaker, preserve
order and decorum; and decide all questions of order
• At the beginning of every session, prepare and distribute a list of reports required to be made to Congress
• Note all questions of order and decisions thereon, and print these as an appendix to the Journal of each session of the House
• Prepare and print the House Journal after each session of Congress, and distribute the Journal to Members and to the executive and legislature of each
state
• Attest and affix the seal of the House to all writs, warrants, subpoenas, and formal documents issued by the House
• Certify the passage by the House of all bills and joint resolutions
• Receive messages from the President of the United States and the U.S. Senate when the House is not in session
• Prepare and deliver messages to the Senate and otherwise as requested by the House
• In the official House Library, retain a permanent set of the books and documents generated by the House
• Manage the office and supervise the staff of any deceased, resigned, or expelled Member until a successor is elected
In addition, the Clerk:
• Acts as custodian of all noncurrent records of the House, pursuant to Rule VII in the House Rules.
• Is responsible, under the supervision and direction of the U.S. House of Representatives Fine Arts Board, for the administration, maintenance, and display
of the works of fine art and other similar property of the Congress for display or for other use in the House wing of the Capitol, the House Office Buildings,
or any other location under House control (P.L. 100-696).
• In addition, pursuant to the rules of the United States Preservation Commission, the Clerk may be asked to provide staff support and assistance to the
Commission.

House Sergeant at Arms
The House Sergeant at Arms is an elected officer of the House of Representatives, the history extends back to the First Congress, the Sergeant at
Arms is the chamber’s principal law enforcement official, charged with maintaining security on the floor and for the House side of the Capitol
complex. The modern Sergeant at Arms serves on the Capitol Police Board and the Capitol Guide Board along with the Senate Sergeant at Arms
and the Architect of the Capitol. A total of 36 individuals have served as the House Sergeant at Arms since 1789.
Mandated under the current House Rule II, the Sergeant at Arms also enforces protocol and ensures decorum during floor proceedings. The Mace,
which symbolizes the authority of the House, is maintained by the Office of the Sergeant at Arms. On occasion, the Sergeant at Arms has presented
the Mace to restore order on the floor. The Sergeant at Arms also is empowered to compel absent Members onto the House floor to conduct
business. Over time, the office’s duties have encompassed administrative functions: arranging Capitol funerals, managing parking facilities, and
issuing identification to Members and staff.
Basically this house officer is responsible for maintaining order in the House side of the United States Capitol complex. The Sergeant at Arms
reviews and implements all issues relating to the safety and security of Members of Congress and the Capitol complex. The Sergeant at Arms also
coordinates extensively with the U.S. Capitol Police and various intelligence agencies to assess threats against Members of Congress and the
Capitol complex. Duties include overseeing the House floor and galleries, the House Appointments Desk, the House garages and parking lots, as
well as administering all staff identification badges.

Historian of the House
The Historian of the United States House of Representatives is an official appointed by the United States House of Representatives to study and
document its past.
The post was first created in 1983 and its first holder was University of Maryland, College Park historian Raymond W. Smock.
The post was vacant for the next decade until House Speaker Dennis Hastert, appointed Robert V. Remini. Prior to his appointment as Historian of
the House, Remini was commissioned by Librarian of Congress James H. Billington to write the first comprehensive narrative history of the House
of Representatives for the general reader, as provided by the House Awareness and Preservation Act of 1999 (P.L. 106-99).

The Office of Inspector General conducts audits of the financial and administrative operations of the House of Representatives. The current
Inspector General of the House is Theresa Grafenstine.
Beyond this I was not able to gather any other information as when I went to the web site it states "Our apologies but we are in the process of
making exciting enhancements to the website for the Inspector General of the U.S. House of Representatives". When I went to the library the
position is only referred to but not expanded upon, in any of the references available to be there. Of course I have to wonder since our government
is broke right now and this position is supposed to be the “financial and administrative” leader of the US House of Representatives.
House Office of Congressional Ethics
The House voted to create the OCE on March 11, 2008 and obviously not described in our Constitution. The Speaker and Minority Leader jointly
appointed the eight-member Board on July 24, 2008. Following its appointment, the Board conducted a search for and hired a staff director and
chief counsel in November 2008.
The Office of Congressional Ethics (OCE) is an independent, non-partisan entity charged with reviewing allegations of misconduct against
Members, officers, and staff of the United States House of Representatives and, when appropriate, referring matters to the House Committee on
Ethics. In all but one set of circumstances, the report and findings of the OCE Board must be publicly released.
Governed by an eight-person Board of Directors, Members of the OCE Board are private citizens and cannot serve as members of Congress or
work for the federal government.
The OCE was reauthorized in the 111th Congress on January 5, 2009. On February 23, 2009, the Board adopted the current version of its rules for
investigations and code of conduct and began reviewing allegations of misconduct.
The OCE was reauthorized in the 112th Congress on January 5, 2011.

House Parliamentarian
A Parliamentarian has been appointed by the Speaker in every Congress since 1927 and is not specified in the Constitution. In the 95th Congress
the House formally established an Office of the Parliamentarian to be managed by a nonpartisan Parliamentarian appointed by the Speaker (2
U.S.C. 287). The compilation and distribution of the precedents of the House are authorized by law (2 U.S.C. 28 et seq.). Consultation with the
Office is confidential (if requested).
The Office of the Parliamentarian provides the House with nonpartisan guidance on parliamentary rules and procedures based solely on the basis
of fitness to perform the duties of the position. This appointed position manages, supervises, and administers its Office of the Parliamentarian,
which is responsible for advising presiding officers, Members, and staff on procedural questions under the U.S. Constitution, rule, and precedent, as
well as for preparing, compiling, and publishing the precedents of the House.
The parliamentary law of the House of Representatives emanates from the Constitution, specifically article I, section 5. These rules include not only
the standing rules adopted from Congress to Congress but also Jefferson's Manual. They also include rules enacted as law and special rules
adopted from time to time. On this foundation rests a body of precedent established by decisions of presiding officers on actual parliamentary
questions or by long custom and tradition.
The Parliamentarian, or an assistant parliamentarian, usually sits or stands to the right of the Speaker or Speaker pro tempore (or the Chair of the
Committee of the Whole House on the State of the Union, when the House has resolved into that forum) and advises that presiding officer how to
respond to such things as parliamentary inquiries, points of order, and the ordinary workings of the procedures of the House.
Parliamentary procedure in the House is governed by a commitment to stand by precedent, known as the principle of stare decisis. This principle
ensures that the House conducts business in a consistent and reliable way. The lawyers and clerks in the Office of the Parliamentarian compile the
parliamentary precedents that guide the House on questions of legislative procedure.
To ensure the record of precedents stays current, every two years the Parliamentarian publishes the House Rules and Manual, a one volume digest
that covers two centuries worth of parliamentary practice in the House. The Parliamentarian also publishes the brochure How Our Laws Are Made;
the multi-volume Precedents; and a condensed compilation of parliamentary precedent, House Practice.
The Principle of Stare Decisis
The overarching role of the Office of the Parliamentarian is to strive for consistency in parliamentary analysis by attempting to apply pertinent precedent to each
procedural question. In resolving questions of order, the Speaker and other presiding officers of the House adhere to the jurisprudential principle of stare decisis—
a commitment to stand by earlier decisions. This fidelity to precedent promotes analytic consistency and procedural predictability and thereby fosters legitimacy in
parliamentary practice. The commitment of the House to stand by its procedural decisions requires rigor concerning what constitutes precedent. In the
parliamentary context, the term does not refer to a mere instance in which something occurred or was suffered; rather, it refers to a decision or order actually
disposing of a question of order.

Compilation of Precedents
The compilation of the parliamentary precedents of the House is as important as any other function of the Office of the Parliamentarian. For each procedural
decision made on the floor of the House, the Parliamentarian extracts the proceedings from the daily Congressional Record and writes a parliamentary syllabus.
These “headnotes” must be precise, stating the real substance of the decision and its legal rationale in suitably narrow terms. To ensure a current digest of these
matters, the Parliamentarian biennially publishes a House Rules and Manual. For the longer term, the Parliamentarian compiles the most salient precedents for
formal, scholarly publication. These precedents presently fill 28 volumes comprising thousands of decisions over the 224 years of parliamentary practice in the
House. To bridge the span between a digest of decisions and formally published precedents, the Parliamentarian also publishes House Practice, a condensed
compilation of procedures of current application. The Parliamentarian also prepares the brochure entitled How Our Laws Are Made for public distribution.

Architect of the Capitol
The Architect of the Capitol (AOC) is responsible to the United States Congress for the maintenance, operation, development and preservation of
16.5 million square feet of buildings and more than 450 acres of land throughout Capitol Hill. This includes the House and Senate office buildings,
the U.S. Capitol, Capitol Visitor Center, the Library of Congress buildings, the Supreme Court buildings, the U.S. Botanic Garden, the Capitol Power
Plant, and other facilities. The AOC also provides professional expertise with regard to the preservation of architectural and artistic elements
entrusted to its care, and provides recommendations concerning design, construction and maintenance of the facilities and grounds.

The Executive Branch consists of the President, Vice President, 90% of the Departments and Agencies and the bulk of the appointed ‘officers’ and is responsible for the ‘declaration’ or creation of the various advisories, boards, councils, committees, commissions and panels that our government can conger up. Of all of these entities – very, very few are specified in the Constitution.
The Executive Office of the President (EOP) was created in 1939 by President Franklin D. Roosevelt. The EOP has responsibility for tasks ranging from communicating the President’s message to the American people to promoting our trade interests abroad.

Glory be, I don’t know about you but it sure seems to me that it is a miracle that our government can get anything
