This SPM 20th Anniversary magazine showcases the key milestone achievements and highlights of the Society of Project Managers events and

people from different times and perspectives. We try to relive the memories of past events, like the Annual Seminar/Conference, Technical Talk, Annual Dinner, and capture the reflections and wisdom of eminent persons from the industry, our past Society’s Presidents and Honorary Fellows, as we look forward to the future of the built environment industry with promise and hope. The journey of the Society through the years traces the transformation of its logo, the evolution of our newsletter publication, our working committees and the series of training courses to the current development of the accreditation of project managers scheme.

Since the formation of SPM in 1995 with only 55 members in its early days, the society continued to attract new members as it gained recognition over the years. Membership current stands at about 400, with representation from the architectural, civil and structural engineering, mechanical and electrical engineering, and quantity surveying fraternity, and developers and builders, among others.

SPM has been part of the Construction Industry Joint Committee (CIJC) since the latter’s formation. It represents the interest of project managers and participate in CIJC’s collective effort in engaging with the Building and Construction Authority (BCA) and other statutory on matters concerning productivity, safety and environment sustainability as well as professional and business practices of the construction disciplines, developers and builders.

Besides being well connected to the local built environment sector, SPM has stretched its wings internationally as well, through its active involvement with the Global Alliance to Project Performance Standards (GAPPS), Construction Project Management Committee (CPMC) of China Construction Industry Association and Asia Pacific Federation of Project Management (apfpm). This international network enables SPM to learn, develop and share modern, innovative and effective practices.

As we reminisce and celebrate our past achievements with our members and partners, we hope to build on our 20 years of experience to reach for greater heights for Project Management and for our members.

Twenty years ago, SPM was established. Since August 1995, we have come a long way from then. SPM has helped to elevate the profile of

Project Managers through its active participation and contributions to the construction industry as being a member association of the Construction Industry Joint Committee (CIJC). We are one of the founding members of the Singapore Green Building Council (SGBC) officially launched in October 2009.

The Society has been and will be actively conducting talks and professional courses for members. Local and international speakers provided us with a broad spectrum of topics of interest to our practitioners. We have expanded these lunch time talks to include evening talks as well so that our members have more options to fit these talks into their schedule. The evening talks at UniSIM are to reach out not only to members but also to students so as to promote our profession. I hope all of you had been able to attend the lunch time talks that we organized in the past years.

We also run joint seminars with BCA Academy focusing on different aspects of our construction industry, e.g., productivity and green technology. Together with these, we also organize tours of newly completed infrastructure that show case the latest in construction. Last year we went to the Sports Hub.

We are also hold book launches to promote our local writers to our construction industry. These had been very well attended.

We have successfully conducted ten runs of the course on Project Management for Professionals of the Building & Construction Industry with BCA Academy as part of our educational and knowledge enhancement focus.

Internationally, we signed an agreement in August 2002 on cooperation union of International construction project management with five other institutions, namely, Construction Project Management Committee (CPMC) of the China Construction Industry Association, International

Project Management Association (IPMA), The Chartered Institute of Building (CIOB), The Chartered Institute of Building (Hong Kong) and The Construction Management Association of Korea (CMAK). We are still actively involved in this. For the past few years, we sent a delegation annually to the China International Construction Project Management Summit organized by CPMC.

Since January 2003, we are a member of the Asia Pacific Federation of Project Management (apfpm). We attended the regular formal meetings of apfpm. We participated in the inaugural Asia Pacific conference in Beijing in November 2014.

On 10 April 2015, we signed an MOU with the HKIPM. This allows our members reciprocal benefits with HKIPM. Our members can attend their events and functions at similar costs as their own members.

We are also the founding member of the Global Alliance for Project Performance Standards (GAPPS) which was launched on 25 February 2003. Over the years we had been actively involved in promoting its activities including hosting the GAPPS workshops in Singapore in 2006 and 2012. We are also on the GAPPS board.

For this coming year, we are going to focus strongly on accreditation of project managers. SPM will develop a PM accreditation scheme. So, lookout for the launch.

SPM will continue to improve our international liaison and connection with global project management institutes and forums. Locally, we will work closely with CIJC to voice out and be represented for construction industry matters from the PM perspectives with regards to safety and health, productivity and sustainability through BIM and Green Mark initiatives.

We will continue to contribute to project management and raise the level of recognition accorded to SPM.

The Society of Project Managers (SPM) is well recognised in Singapore

by the built environment sector for its active promotion and development of Project Managers in Singapore and abroad. Since its establishment in 1995, the SPM has been a dynamic and relentless driving force advancing the development of the project management profession. Not only

is the SPM a founding member of the Singapore Green Building Council (SGBC) since 2008, the SPM is also a founding member of the Global Alliance to Project Performance Standards (GAPPS). Through its active participation and contribution as a member association of the Construction Industry Joint Committee (CIJC), SPM has helped to elevate the profile of Project Managers.

Project Managers play a strategic role in steering the rest of the construction value chain towards greater productivity and the realisation of our 2020 vision for the built environment sector – a technologically advanced and

highly integrated sector led by progressive firms, and supported by a skilled and competent workforce. Beyond meeting the many project objectives of the client, Project Managers need to constantly seek out solutions to innovate and realign the way projects are carried out to boost productivity and contribute to the transformation of the built environment.

Indeed, a proficient Project Manager is an invaluable asset to the built environment sector. To spur the growing pool of Project Managers in Singapore to enhance their level of professional practice and service quality, the SPM organises annually the Outstanding Project Manager Awards. In addition, to continuously upgrade the knowledge of Project Managers, the SPM also conducts annual talks and seminars to their members, and collaborates with the Building and Construction Authority (BCA) Academy and UniSIM on project management courses.

SPM will be leading the way to have an accreditation scheme to assess and certify qualified practitioners in Project Management so as to propel higher productivity in project delivery and contribute to the overall productivity in the industry.

I applaud the SPM’s all-out and multi-faceted efforts to lift the standards and professionalism of the project management profession. The project management profession would only progress in leaps and bounds and achieve high repute globally if the entire project management profession worked together. To this end, I encourage all Project Managers to continue to work with SPM to bring the standards and project management profession and the built environment sector to new heights.

My heartiest congratulations to the Society on its 20th Anniversary and for the splendid work you have done and your admirable achievements over the years. I wish you greater success in professionalising project management in the years to come.

The built environment sector has played a vital role in the transformation of our modern city-state over the years. Raising construction productivity to achieve economic growth will continue to be a key focal point for us. Under the second

Construction Productivity Roadmap, BCA will be pushing for the adopting of Design for Manufacturing and Assembly (DfMA). It will be pertinent for members of SPM to support the productivity initiatives by upgrading knowledge and expertise in managing projects that adopt DfMA.

In attracting Singaporeans to the built environment sector, the Society has also been a valuable member of the Built Environment Industry Rebranding Committee (BEIRC). Together with other members of the Construction Industry Joint Committee (CIJC), we formulated the 5-year Built Environment Rebranding Roadmap to engage and attract Singaporeans to join sector. SPM has been supportive of the implementation process.

Last year, SPM signed a Memorandum of Understanding (MOU) at the BCA Awards Night, affirming its commitment towards transforming the built environment sector into a workplace of choice. SPM also supported the implementation of the voluntary pledge signing initiative, “Pledge for a Better Built Environment Workplace” for built environment developers, architecture and engineering consultancies and builders to commit to adopting good human resource practices.

Indeed, we will need the continued support of SPM to transform the built environment sector – to achieve a quantum leap in productivity and to attract young entrants. BCA will continue to count on SPM as one of the key partners to collaborate on the productivity drive to achieve greater productivity gains within the next few years.

On behalf of BCA, I would like to thank SPM for its continuous support for BCA’s initiatives and valuable partnerships. As SPM celebrates its 20th anniversary in advancing the profession of project managers this year, BCA certainly look forward to future collaborations in the years to come. Happy anniversary and congratulations!

Project management in the building and construction industry is a momentous task: it involves the careful planning, organising and

controlling of many forms of resources to complete a building that is safe, healthy and productive for work and play. It is a discipline that is not readily apparent to the public eye, yet remains a crucial and integral part of the construction value chain.

As a Founding Member of the Singapore Green Building Council (SGBC), the Society of Project Managers (SPM) has been a vital cornerstone of the local green building movement, contributing its technical expertise and experience to further the green building cause. By maintaining a close working relationship with SPM, we are able to obtain a more grounded sense of the industry’s pulse, and from there develop more targeted activities that better address industry needs.

The SPM is also doing a good job at building project management capability for the industry. Through the regularly-held Project Management for Professionals in the Building and Construction Industry courses, industry professionals are better prepared to take on the role of project managers, especially with the expanded plethora of resources involved due to the increasing onus on building green.

On behalf of my colleagues at SGBC, I would like to congratulate the SPM on their 20th Anniversary in advancing the development of project management in Singapore. I am confident that SPM will continue to improve standards of project management in the industry and contribute to a greener built environment.

Inaugurated in 1995, the Society of Project Managers is going strong in its 20th year.

Together with its members, SPM has made significant contributions to Singapore’s built environment. Irrespective of types of developments, by promoting and developing sound managerial, technical and commercial practices relating to the project management, and enhancing the quality of professional functions undertaken by its members.

Both ACES, and SPM must stay engaged in participating and exchanging ideals in professional

project management, global trends, and excellence cost and project management controls pivotal to the built environment.

On behalf of SISV, I wish to congratulate SPM for the successful launch of its magazine to commemorate its 20th anniversary. The

magazine serves as a very useful platform for all stakeholders of the built-environment industry to stay connected which ultimately strengthens the long-standing ties among the industry players. It is also a tool for the exchange of industry information and expertise to promote continual professional growth in the construction industry. From the business standpoint, this publication certainly is a wonderful enhancement to members’ businesses and marketing plans.

The built-environment industry today, having evolved over the years, has come a long way and the accomplishments made are feats we should be proud of. Singapore today is on the world map for

its high construction standards. Formation & Growth of SPMIn 1995, founding President, Mr Chow Kok Fong, together with his close friends and contemporaries

in the construction industry, namely, who consisted of a group of prominent industry leaders, formed the Society of Project Managers (SPM). The objective then was to create a platform for like-minded

professionals to come together to share experiences, as well as to enhance the professional image of project managers. The society had a humble beginning and was housed under Mr Chow’s Office. It later expanded to include a secretariat service in 2001. To increase its reach, the society formed its own website in 2001, with an upgrade done in 2013.

The Society also recognizes the importance of international linkages amongst the project management fraternity. It started its first MOU with apfpm in 2003. To-date, it has signed a total of 5 MOUs.

The Society continued to grow from strength to strength and in 2011, was able to adopt the Children Cancer Society as part of its corporate social responsibility. To date, SPM has contributed about $300,0000 to better the lives of cancer patients and their families.

We seldom talk about project management outside events in the construction industry. Yet one of the startling truths is that project

success tends to be the exception rather than the rule.

In 2014, PwC published the results of a study of 33 projects undertaken by listed companies in the United States. The study found that in terms of delivery within the time, cost and quality targets set at the start of the project – i.e. before design commences – only 3 projects succeeded. Two years earlier, Engineering News Record released the results of a larger study by the U.S. Construction Industry Institute (CII) on some 975 light and heavy industrial projects. The CII found that only 5.4% of these projects succeeded in terms of time, cost and quality targets.

What is the comparable record in Singapore? No study has yet been done. However, these studies in the U.S. confirm something that experienced project managers – those who have actually managed a project – understood for a long time. It is hard to deliver a project on time, within budget and fit for the purpose for which it was planned. The few of us who gathered to form this Society in 1995 did not at that time have surveys to attest to our sense of the state of project delivery capability in Singapore. Nevertheless,

we witnessed many project situations where the skill is not directed at better engineering or design but at justifying why targets slipped. If you want spectacular examples, look no further than Brazil 2014 and the Berlin Airport.

In forming the Society, we saw the challenge in these terms. The skill and science of project management deserve to be taken seriously. We cannot expect the expertise to simply grow on a person through experience. We need to specify the minimum expertise required of project managers and use this to prepare future generations of project managers. The delivery of this agenda will be a long and arduous task. It remains the core of our mission.

I am delighted to participate in the celebrations to mark the 20th anniversary of SPM and

would like to extend my heartiest congratulations to all of its members. As a founding member and the second president of SPM, I have witnessed firsthand the evolution of the society, from its infancy to its establishment as an organization of outstanding repute in the construction industry, and am proud of it.

In the second half of the 90s, huge investments were being made in infrastructure projects in many Asian countries. One of the initial aims of SPM was to find ways in

which its project managers could tap into these opportunities for rendering project management services beyond Singapore’s shorelines. Within 4-5 years of its inception, SPM had initiated networking with counterpart organizations in countries including Australia, China, and India, thus facilitating access for its project managers to participate in both World Bank as well as private sector infrastructure projects in these countries. SPM is now an internationally-recognized professional organization, and its members enjoy high regard all over the world.

I urge our project managers to continue to uphold their professional standards by actively engaging in lifelong education and upgrading of skills and knowledge, in order to keep abreast of the latest professional practices. This is to ensure that they will continue to be relevant and credible in the industry with respect to their skills, quality of service, and professional integrity in managing projects.

On this note, I wish SPM and all its project managers every success, and look forward to many more good years to come.

Project management has evolved over the years from a somewhat humdrum and

unassuming task performed by in-house staff of the various public agencies to become a major factor in the implementation of construction projects. As a result of the corporatisation and privatisation of many government agencies, this task assumed a newfound prominence and had since been outsourced to project management service providers from the industry. These service providers are usually professionals who are well versed in construction know-how and project management and come from the various disciplines including architects, engineers, quantity surveyors and building specialists.

Owners now place immense emphasis in the selection and appointment of a project management consultant. Project management had hitherto been a conventional practice with the project manager assuming the role of a lead consultant. This has worked well in the past with projects that are relatively small and up to $100 m in value. However projects

have expanded in size in recent years and contract values of a few hundred millions and more are standard fare. For major integrated developments, values range from $200 m to $2 billion. Such ginormous values are inevitable given the necessity to maximise the scarcity of land in Singapore and the resultant need to build mega projects with multiple usages.

Project managers must therefore enhance their expertise and broaden their scope of service. One area that merits attention is Planning and Construction Management (PCM) and projects managers are exhorted to learn more about it. PCM covers a multitude of topics that are critical to the successful implementation of projects. It embodies project management and is therefore of great relevance to project managers. Lamentably, the industry is plagued with problems arising from inadequate attention to details, incorrect design and planning and a woeful lack of risk management consideration. This has predictably resulted in claims, delays and legal disputes.

Therefore, skills must be upgraded to enable project managers to support and value-add to the inter-design functions between clients and consultants and intra-work between the various consultants. Project managers will have no alternative but to move towards providing micro-planning and detailing advice.

We must ameliorate our skillset to remove the perception of a project management being a no-brainer profession with only a post-box function. We must upgrade and be well equipped to assimilate the ever changing landscape of project management.

Change is ever-imminent and relentless in this capricious world we live in and if we stagnate and do not transcend the vagaries of change, then inevitably “change will change us”.

Do remember that the only thing that remains unchanged is change.

We need to embrace changes and prepare for the future.

The entrance qualifications for membership of the Singapore Society of Project Managers has

been set at a higher level deliberately by the Founding Group of sponsor – members led by Founding President,

Mr. Chow Kok Fong in 1995. The inaugural Society of Project Managers was registered with 55 members in June 1995 in Singapore. These members were mainly of practicing professionals in the Building Construction Industry with more than 20 years’ experience. Their duties and responsibilities include planning, development and construction and supervision of infrastructures and development building projects. Membership grew slowly but steadily. Our membership stands at about 400 today.

Over the last twenty years our members have directed and delivered many successful mega projects to the satisfaction of their clients.

These projects include Khoo Teck Puat Hospital, Singapore Sports Hub, ION Orchard, CapitaGreen, Gardens by the Bay, ITE Central, Deep Tunnel Sewerage System and others.

We maintained close collaboration with our MOU partners to exchange knowledge and experiences to learn from each other to deliver consistently quality projects to our Clients. Our MOU partners include HKIPM, apfpm, GAPPS and CPMC.

With the impending opportunities coming from China's One Belt One Road initiative, it is timely for SPM to pursue accreditation of professional project managers in recognition of PMs so that our members can reach outward to grow our business overseas.

From its humble

beginnings, Singapore

has literally leaped from swamp to skyscrapers. As we celebrate our nation’s Jubilee year, we take pride that Singapore is one of the cleanest and greenest cities in the world, and a top global transportation hub with a renowned airport and one of the world’s busiest seaports. Its infrastructure is among the best in the world and Singaporeans have a comfortable place to live, work and relax.

Just how did our tiny country move from swamp to a modern global city? Without doubt, outstanding project management is one of the key factors that contributed significantly to our nation-building. Strong project management capabilities were instrumental for the many successful developments and improvements that took Singapore from third world to first. Besides their expertise in design and construction, our project managers were committed to meet clients’ stretched imagination and various requirements on time. Their high standards of ethics and professionalism helped to build a reputation for integrity, quality and reliability.

However, as Singapore continues to develop, the demands on the profession have also dramatically increased. With rapid urbanisation, technological advancement and population growth, today’s projects are becoming more complex, cross-disciplined and cross-functional. In the early days, for instance, we did not

have the Mass Rapid Transit (MRT) system. But we have since moved on to develop mega projects such as integrated developments that are linked to MRT stations. Such developments have residential, commercial and hospitality components under one roof. So we are not talking about just developing a standalone condominium, office tower or hotel. Project managers will thus increasingly need to be empowered with multidisciplinary skills to handle the complex large-scale projects to come.

With finite resources, project managers are also challenged to achieve the same, if not, higher quality with less. This means they need to continuously explore and adopt innovative approaches to enhance productivity. Is there a better, faster and sustainable way of doing things? City Developments Limited’s (CDL) projects team, for example, is pioneering an advanced construction method called Prefinished Prefabricated Volumetric Construction (PPVC) for our new The Brownstone Executive Condominium. This is the first time in Asia that PPVC is used for a large-scale residential project and likely the world’s largest application. Some 5,000 building modules will be prefabricated in a controlled factory environment and then assembled onsite. This will increase productivity by over 40%, saving 55,000 man days. Moreover, through the process, we are also helping to build capabilities in the use of game changing technologies.

As climate change worsens and calls for more sustainable practices

intensify, project managers have to more proactively minimise the carbon footprint throughout the entire supply chain. In fact, the Singapore government has pledged to lower our nation’s carbon emissions by 16% below business-as-usual levels by 2020. A good project manager of the future will be one who is creative and bold enough to push the boundaries to strike a balance between business and the environment. In CDL, our projects teams are committed to reduce our carbon intensity emissions by 22% in 2020 from baseline year 2007, and to achieve a 25% reduction by 2030.

With Singapore’s vision to be a clean, green, sustainable and smart nation, emphasis on sustainability will only increase. To excel, project managers must embrace greater environmental stewardship in every aspect of their work, especially in the management of the supply chain. From CDL’s experience, it is possible to do well financially and to do good for the environment. In view of increased environmental regulations that lie ahead, the earlier project managers embrace this eco-mindset the better.

Moving forward, I am confident that the Society of Project Managers will build upon the strong foundation laid by the pioneers and continue to help members remain plugged-in to the latest developments and best practices. This will enable the profession to keep tab on the cutting edge of project management to build Singapore’s next phase of growth.

Looking back, the SPM, like project management itself as a specialist skill in Singapore, has come a long way from humble beginnings. SPM has been a dynamic driving force actively promoting and advancing the development of the project management profession here and abroad, and elevating the profile

of project managers (PMs). Today’s built environment in Singapore is a great attestation of good project management, amongst other things. Completed projects, in all their grandeur and usefulness, belie the good work of planning, coordination and execution that is part and parcel of the PM’s remit. So, in congratulating the SPM, we are also celebrating the labour and contributions of project managers.

With the increasing size and complexity of projects, regulations and user demands, the role of the PM is even more crucial. The PM’s perspective is a multi-dimensional, multi-disciplinary one, a juggler’s view, sometimes. Not just anyone knowledgeable about the construction industry can be an effective PM – the skill comes through years of managing one project after another, making one mistake after another but learning all the time, and learning to break silos, manage people, and their expectations, more than schedules, costs and constraints.

As SPM looks ahead, what should it focus on? Several suggestions: firstly, education and training to ensure a continued supply of proficient PMs in the future. This can be done through formal applied programmes at our education institutions and continuing professional education during work, in close collaboration with companies. We must challenge the professionals to re-produce themselves through helping out in the training. SPM can champion this effort for PMs.

Secondly, SPM could work towards professional accreditation of PMs – this can bring about quality lift and raise the stature of the PM. The industry can also benefit from the continuing professional development that should be required of registered practitioners.

Thirdly, get more to understand the critical role of the PM, not just in the construction industry but in other areas. I have proposed that every tertiary student should get taught about project management, get some ‘PM thinking’, so to speak – every project big or small can be better coordinated and executed.

I hope that the SPM will relentlessly make the effort to lift the standards and professionalism of PMs, enjoy the support of many more professionals and organisations, and make a greater impact on Singapore’s future development.

I wish SPM continued success. To the next 20 years!

SPM Overseas ConferencesSPM is honoured to have been invited by the China Construction Industry Association to participate in the International Construction Project Management Summit since year 2002. A yearly event attended by leaders, officials, key industry players and academics alike, SPM had the opportunity to interact and exchange key pointers. SPM was also represented in the judging panel for the International Outstanding Project Manager Award during the events. An MOU was also signed between SPM and the Construction Project Management Committee of the China Construction Industry Association in 2002 to advance the field of Project Management in the two countries.

In 2011, SPM presented a project paper at the Hong Kong Institute of Project Management Conference. SPM participated in a number of conferences of the International Project Management Association.

SPM’s involvement in GAPPS started right from the beginning of the alliance, back in 2002. In fact, SPM is a founding member of Global Performance Based Standards for Project Management Personnel, the original name for GAPPS. Under the leadership of the then President, Khor Poh Hwa, SPM supported the initiatives of GAPPS. We felt that through the participation in GAPPS, SPM could be exposed to the network of international Project Management practitioners and organisations, providing us good opportunities to tap into the current Project Management practice and knowledge and keeping tab

on developments of Project Management.

Subsequent presidents of SPM continued to give their support to GAPPS. We participated in many of the GAPPS working sessions since the first working session held in Lille, France. Several council members represented SPM at GAPPS working sessions, namely Khor Poh Hwa, Chang Meng Teng, Lye Kuan Loy, Ting Seng Kiong, Bernard Ho, Yip Kim Seng, Ruby Lai, Yuen Mun Wye. SPM hosted two working sessions in Singapore – in 2006 and 2012.

SPM representatives participated in the development of standards, namely the Project Manager Standards, Program Manager Standard, Project Sponsor Standard and

Project Controls Standard. The latter is still in developmental stage. We contributed in the area of comparison mapping of GAPPS standards with other existing established international standards. Yip Kim Seng was on the Endorsement Panel. We have representatives on the GAPPS Board. Bernard Ho was a board director from 2008 to 2012; and currently, Yip Kim Seng is a board director since 2012 and serving his second term.

The experience and knowledge gained from GAPPS is being used in our training development and the development of the accreditation of Project Managers scheme.

The work and functions of SPM are organized and performed by Working Committees. Each Working Committee is headed by a Council member and comprises SPM members. Through working committees, members are involved to contribute ideas and initiatives to the Council for deliberation before implementation. Members are encouraged to participate in these committees to contribute to the Society and the project management fraternity.

SPM has 8 Working Committees and a special committee. Below are the key functions of each Working Committee.

• Promote the need for theaccreditation of PMs.

• Establish an accreditationand certification system for professional Project Managers and Project Management practice in Construction Industry.

• Assess and evaluatemembership applications based on SPM’s Practical Work Experience (known as PEX Score) related to Project Management.

• Process and evaluateapplications and recommendations for Fellow membership.

SPM SeminarsIn collaboration with BCA, the Society of Project Managers has celebrated the gathering of notable project managers and distinguished professionals from government, private, and international groups to speak about their triumphs, challenges, and words of wisdom at the BCA SPM Annual Seminar Series. Taking place every two years, a whole day is reserved for open discourse to the Public.

From “Managing Complexity in Projects” in 2010, to “Project and Program Management in the Space of Complexity and Uncertainty,” in 2012 to “Productivity in Project Delivery” in 2014, a selection of prominent topics and iconic buildings have been analysed and presented in case study format.

The “Complexity in Projects” programme of 2010 included Khoo Teck Puat Hospital , Pinnacle@Duxton, Ion Orchard and the Kallang-Paya Lebar Expressway. Each of these large scale initiatives dealt with complexity worthy of note: the staggering list of disciplines needed for a hospital linking with multiple stakeholder groups; the fabrication, delivery, storage, and installation of a pre-cast façade under a compressed timeline for the Singapore’s tallest

residential tower, the daunting challenge of installing Singapore’s largest shopping centre on top of Orchard MRT during full operation, and building a 3-km canal for an expressway without flooding neighbours.

2012’s BCA SPM Seminar focussed on the large scale massive shifts in culture, economics, and projects showing many leading firms extending their reach to provide expertise in new territories. A result of the 2008 world financial crisis was the shift of global economic growth away from the US and Japan to other Asian countries. This shift of focus created ripples in the distribution of human and intellectual capital, especially in construction expertise.

“Productivity in Project Delivery” from 2014 focused on how management strategy has changed upstream productivity. Technological advances have made improvement in the downstream, or construction phase, yet upstream, or design management is seldom highlighted. Topics include discussion of holistic project development, raising the bar of quality and standards, and avoiding disputes. A visit to the Sports Hub was also conducted as part of the Seminar.

outline of the course in late 2007. It took more than a year to come up with the course outline that would cater to the current construction market and to select and confirm the trainers who are leaders from both the academia as well as within our construction industry.

Thus this course covers not only topics on Time, Cost and Quality, but also others like:
