Overview• We have set out detail on the household types, ethnicity and age of those households that could become first home buyers. This follows on from our advice on 3 July, which discussed: the housing continuum and interventions that have been considered for private renters

the barriers to homeownership that first home buyers face our KiwiBuild data on buyer demand, and the differences between stated preferences and behaviour of buyers

trends regarding numbers of first‐home buyers and affordability of new and existing homes across New Zealand.

Data sources – more information on first home buyers• We have used three data sources:

Modelling based on census data about renting households who could afford to buy a lower priced new build Census data on homeowners Characteristics of HomeStart grant users

• People who receive a HomeStart grant must have an income under $130,000 (two or more buyers) or $85,000 (sole buyers); be buying a home under the price cap (ranges from $400,000 to $650,000) and have contributed to KiwiSaver for at least three years.

• Around 40‐50% of first home buyers access the HomeStart grant, although this varies regionally (a lower share in Auckland and higher share in regional areas).

• The KiwiBuild register’s data has only limited information on the location, ethnicity, age and type of households. The questionnaire has supported our demand analysis for individual deals rather than informing developing a picture of buyers (.i.e preferred locations, property types, bedrooms and questions around readiness to buy). Questions were also  kept as short and simple as possible to avoid:

the risk of interested buyers dropping out  perception that particular types of household might being prioritised.
