    High traffic Muni lines spend about20% of theiroperating time boarding at bus stops.

    It will take a minimum of24 months before any of

    these recommendations can be addressed because ofthe required California Environmental Quality Act(CEQA).

    If we increase Munis average speed from 8 mph to

    10 mph we could save the agency $40 million everyyear.
