Welcome

All Saints Park and surroundings

We have developed a Public Realm Masterplan, which will transform the outside spaces within our campus. Through our masterplan, we aim to create a vibrant, welcoming, safe and secure public realm where pedestrians and cyclists are prioritised.

The masterplan will be delivered in a number of phases, and the first phase includes plans for the improvement of All Saints Park.

Following government guidance on social distancing we will be hosting an online public consultation. We have also provided plans and images electronically to give you a flavour of what is proposed.

Have your say

We would like to hear what you think about the proposed plans before we submit a planning application in autumn 2020.

If you would like to ask a question or submit a comment about the proposals you can do so by emailing your comments to us at: [email protected]

Please let the team have your comments by 18 September 2020.

The project team will consider the feedback as they finalise the proposals; responses will be set out in the Statement of Consultation submitted with the planning application.

Once the application has been submitted, you will also be able to provide comments to Manchester City Council.

Our consultation processIn 2019, we held a series of workshops and a consultation event, to get a better picture of what staff and students would like to see in the enhanced public realm.

The consultation event was held on Thursday 24 October 2019, outside the Business School on Lower Ormond Street. We asked students and staff three questions, and used the information that was gathered to further develop the vision for the Public Realm Masterplan.

The answers we received reflected the wide diversity of students and staff that use the campus on a day-to-day basis. A series of common themes emerged and these have been considered in our proposals. A summary of the feedback is provided below.

How do you currently use outdoor space on campus?

What would you add or change?

What do you like in the proposals?

The visionFor All Saints Park and surrounding areas

The key objectives of the proposals are to:

• Create a modern campus with a refreshed public realm, which reflects our character

• Create a sense of place and enhanced experience for students, staff and visitors

• Establish a unified campus, with a common brand across existing, new and proposed facilities

• Give pedestrians and cyclists priority in our external spaces

• Control vehicle movement throughout the estate

• Ensure that the campus is safe and secure

• Maintain all facilities management and maintenance access requirements

We have listened to the key themes raised in the consultation process and have responded by:

• Providing more seating space to relax, unwind and work outdoors

• Planting new trees and wildflower areas

• Creating space for pop up stalls and outdoor performances

• Improving lighting and creating friendly, vehicle free routes for a safer campus

Proposal for All Saints park and surrounding areas

Page 4: OXFORD ROAD Welcome · 2020. 8. 20. · Presentation spaces Well-lit, safe walkways Accessible parking spaces for students that are free Water bottle filling stations Reduce anti-social

All Saints ParkWe propose to plant new trees and wildflowers, improve hard surfaces, and develop the area at the heart of the park for temporary events and activities. We want to create two new entrances into the park, to make it easier for people to access.

We plan to remove normal vehicle traffic from two roads next to the existing park (Lower Ormond Street and Cavendish Street). Doing this means that we can extend the public realm and provide more spaces for sitting, relaxing and working.

We think that the proposals will provide a more welcoming and flexible public realm in keeping with the nearby heritage buildings.

All Saints Park New seating and improved access will increase activity within the park, providing more space for rest and relaxation or working outside.

The Memorial Garden Location plan

The design proposal features a new memorial area that is more open and accessible with a new entrance. It will integrate elements from the existing memorials currently found in All Saints Park. Staff and students at the University will have their say on this design to ensure that the space reflects what they would like to see.

New seating will include types that are suitable for people with mobility challenges, including older people.

The space could be used for pop-up cafes or events in the warmer months.

The outline of the former All Saints Church will continue to be shown through the landscaping.

All Saints Park movementWe plan to give pedestrians and cyclists priority as they move around the campus. To help us do this Lower Ormond Street and Cavendish Street will only allow access for servicing vehicles. The church congregation will also be able to have vehicular access to the space to attend services.

Our proposals aim to have a positive impact on the experience and safety of students, staff and visitors by reducing the dominance of vehicles.

The plans will also encourage the use of more sustainable transport options, and promote health, wellbeing, and social interaction.

External spaces will be better used and benefit from more activity, helping to reduce the potential for anti-social behaviour.
