POLICE REPORT

Last week, the Jordan Po-lice Department responded to 102 incidents – four citations, 11 warning citations and 87 calls for service.

Oct. 2 at 10:08 a.m. – An out of control student was re-ported at the Minnesota Valley Special Education Cooperative near Hope Avenue. A juvenile male was charged with disor-derly conduct and placed at the Scott County Juvenile Alterna-tive Facility until a guardian could take custody of him.

Oct. 2 at 4:47 p.m. – A fi re call was received from near the intersection of N. Rice and E. Fourth streets A smoldering fi re was discovered in the box of a trash-hauling vehicle.

Oct. 2 at 8:09 p.m. – A noise complaint was received along Lodge Drive. A young driver speeding and playing loud music was reported. An officer located the driver and advised the driver’s parents of

the incident.Oct. 2 at 8:12 p.m. – A gas

drive-off was reported at Broad-way Market for $20. An offi cer contacted the customer, who was going to return and pay.

Oct. 2 at 10:04 p.m. – Bur-glary and damage to proper-ty was reported along Maple Drive.

Oct. 3 at 5:09 p.m. – Prop-erty damage was reported along Maple Drive.

Oct. 3 at 11:33 p.m. – A complaint of noise and juve-niles drinking was received. An officer located a group of juvenile males from Jordan and charged them. A 14-year-old was arrested and booked into the Scott County jail for fl eeing a police offi cer, obstruct-ing an offi cer with force, and mi-nor consumption of alcohol. A 15-year-old was charged with minor consumption of alcohol, minor possession of alcohol and a curfew violation. A 19-year-old

was charged with fl eeing a po-lice offi cer and minor consump-tion. An 18-year-old was charged with fl eeing an offi cer.

Oct. 4 at 10:06 a.m. – A juvenile male student walked away from the Minnesota Riv-er Valley Special Education Cooperative along Hope Ave-nue. The juvenile was located and taken into custody, after offi cers learned he had caused a disturbance in Jordan High School and at the MRVSEC.

Oct. 4 at 10:40 a.m. – Van-dalism to a vehicle was reported along South Valley Drive.

Oct. 4 at 11:07 a.m. – A re-port of a Jordan resident mak-ing harassing phone calls was received. An offi cer contacted the suspect and advised all peo-ple involved in the situation.

Oct. 4 at 2:34 p.m. – The theft of Halloween decorations from an apartment entrance door and windows near Chad Circle was reported.

Explaining special plates Have you ever wondered

why there are Minnesota license plates bearing the letters WX, WY, XW, et cetera, printed with blue letters on a silver plate?

These plates, sometimes referred to as “whiskey plates,” are issued to permit-licensed drivers to operate a motor vehicle when the original license plates have been impounded by court order or through administrative action.

How does one end up with these plates? Usually, they are issued in the following situations:

after a second drug- or alcohol-related violation in 10 years;

after commercial vehicle disqualifi cation;

after driving with a alcohol content of .20 or more;

or a violator gets caught driving while his license is suspended, after the driver has

been deemed to be inimical to public safety.

An impoundment order is issued to seize the regular plates and all the plates that are registered by the violator. Any regular plates on any vehicle that the violator is currently driving will be seized and destroyed, regardless of ownership.

Can a police offi cer pull you over just for having whiskey plates on your vehicle?

State law says they can. However, the Supreme Court says they cannot.

In 2003, the Minnesota Supreme Court ruled unconstitutional Minnesota State Statute 168.0422, which authorizes law enforcement to stop motorists based solely on the presence of special series registration plates. The court held that the presence of special series plates alone does not amount to reasonable articulable suspicion to justify the stop of a motorist.
