Consultation

Phase one consultationPhase one of our public consultation

(13 September 2010 – 14 January2011) gave everyone an opportunityto comment on our initial plans forthe Thames Tunnel project.

During phase one consultation, weasked for your views on:

• the need for the project

• our preferred tunnel route andsites, and how they were chosen

• what the preferred sites mightlook like after construction

• how engineering, planning,environmental, community,and property issues hadbeen considered.

We started phase one consultation bypublishing our Statement of Community Consultation in theEvening Standard and sent out over170,000 letters to people in thevicinity of our preferred andshortlisted sites.

People were able to view, andcomment on, our plans by attendingone of our 25 public exhibitions, byvisiting our website, or by writing tous. During this period we alsoattended 60 meetings with

stakeholders to discuss our proposals.

More than 4,750 people attendedthe public exhibitions and 2,869people and organisations respondedto the consultation. Five petitionswere also received with a total of 11,475 signatures.

What you told usin phase one consultationThe majority of people whoresponded during phase oneconsultation supported the needfor the Thames Tunnel project. Somepeople were unclear or not

convinced that a storage andtransfer tunnel is the mostappropriate solution.

Having considered the commentsreceived, we still believe that it isessential to reduce the amount of sewage entering the River Thamesand that a tunnel is the best way toachieve this.

Of the three routes presented, Abbey

Mills (our preferred route) received themost support. As the least disruptiveand most cost-eective solution,we still consider it the mostappropriate route.

Comments were also received on ourpreferred and shortlisted sites forcontrolling the CSOs and building thetunnels. The comments varied acrossthe sites but included loss of amenity,construction eects such as noise,dust and increased trac congestion,

visual impact of permanent structuresand odour.

We have taken these into accountwhen developing our proposals,including measures that can be put inplace to minimise any potentialimpacts. In some cases, alternativesites are now proposed.

All the comments we received werecarefully considered and we have

Phase two consultation (Autumn 2011)

Interim engagement

Taking on board information from ourfurther technical work and commentsfrom phase one consultation, weidentied some possible alternativeoptions for the preferred sitesproposed at phase one consultationand alternative uses of severalpreferred sites.

We held 12 interim engagementevents between 11 March 2011and 11 October 2011 and

gathered comments on thesepossible alternatives.

Around 825 people attended theinterim engagement sessions, and320 people and organisationsresponded to the engagement,including three petitions with a total

of 4,877 signatures.

What you told us at

interim engagementComments were received about arange of issues similar to thosehighlighted at phase oneconsultation. Issues raised includedconstruction eects such as noise,dust, increased trac congestion,hours of working; and permanenteects such as odour, legacy of thenew infrastructure for the sites andsurrounding areas. A number of respondents also objected to the useof the proposed sites.

These comments have, wherepossible, informed the developmentof our plans. More details canbe found in our Interimengagement report at

www.thamestunnelconsultation.co.uk.

Next steps

We will use feedback gathered duringphase two consultation to furtherrene our plans, where possible. Wewill publicise our proposed planningconsent application in mid 2012before submitting it for approval.At that time you will have anotheropportunity to comment onthe scheme.

Comments received will beconsidered before the application is

formally submitted.
