The $10.2 million in funds for the PA’s Truck Replacement Program will provide grants for a portion of the replacement costs. The objective is to replace approximately 400 trucks with model year 1994 or 1995 engines with trucks that have 2007 or newer engines. This is expected to result in emissions reductions of approximately 184 tons of fine particulate matter and 3,843 tons of nitrogen oxides over the remaining useful lives of the vehicles being replaced. One WTC’s Major ‘Feet’ T hanks to the recent addition of three new tenants, One World Trade Center has begun 2016 with more than 2 million square feet of its rentable space leased – roughly two-thirds of the space in the Western Hemisphere’s tallest skyscraper. Internationally renowned real estate developer SHVO and sharing-economy start-up Juno Lab signed pre-built leases with The Durst Organization in mid-December for approximately 12,000 and 10,000 square feet, respectively, on One WTC’s 84th floor. The PA announced last week that Progenics Pharmaceuticals, an oncology-focused biotech company, has signed a long-term lease for approximately 26,500 square feet on the 47th floor. There are now 26 tenants occupying One WTC. They represent a variety of business sectors, including media, technology, financial services, and advertising. These new tenant leases are some of the recent developments at WTC that will result in additional revenue to fund the agency’s transportation mission. On December 10 of last year, the Port Authority Board of Commissioners authorized modifications to its net lease agreement for 2 WTC to attract anchor tenants 21st Century Fox and News Corporation, and jumpstart construction of the tower, which will eventually unlock approximately $500 million to fund capital transportation projects. PAPD Celebrates 81 Promotions T he Port Authority Police on January 8 celebrated the promotions of 81 uni- formed officers at a ceremony at St. Peter’s University in Jersey City. Through these promotions, the PAPD has further enhanced its supervisory structure to continue effectively safeguarding agency airports, seaports, tunnels, bridges, and other facilities – some of the busiest transportation links and gateways in the nation. The ceremony, which was attended by hundreds of family members, friends, and colleagues, recognized the promotions of officers to key PAPD leadership positions, including Inspectors Raymond Bryan and Louis Klock to Deputy Chiefs, Captain Christopher Figaro to Inspector, and Captains Charles O’Connor and Ronald Shindel to Deputy Inspectors. The ceremony also celebrated the promotion of two officers to Detective Lieutenant, four to Detective Sergeant, 18 to Lieutenant, 42 to Sergeant, and 10 to Detective (all listed at the end of this article). Executive Director Pat Foye said, "These officers exemplify the integrity, fortitude, and bravery of the PAPD, which in 2015 alone saved over 60 people – a feat they may just humbly consider 'their duty,' but one their families and the people of this region know is nothing short of amazing. PA to Help Port Truckers Replace Rigs

A Farewell to the Executive’s Secretary

D iana Guzman-Hall, who served as Secretary tothe current and former Port Authority ExecutiveDirectors, retired on January 4.

Ms. Guzman-Hall joined the agency as a Junior Secretary.Over her 27-year career, she rose through the ranks to take on increasingly important roles providing vital administrative support to agency leadership, including Senior Administrative Secretary in Port Commerce, ExecutiveSecretary for Public & External Affairs, and finally Secretary toformer Executive Director Chris Ward and current ExecutiveDirector Pat Foye.

The Executive Offices thank Ms. Guzman-Hall for herdedicated service and congratulates her on a well-deserved retirement.

In MemoriamPort Authority Police

Officer EamonnMautone, 25, died onDecember 29 in a caraccident on the NewJersey Turnpike in EastBrunswick. OfficerMautone is survived byhis mother, Bridget; father, Edmond; andtwo brothers, Sean and Brendan.

Officer Mautone joined the PortAuthority in March 2014 as part of 113thPolice Academy Class, the largest-everclass in agency history. At the time of hisdeath, he was assigned to the World TradeCenter, which he loved protecting.

June Rivera, 62, passed away onDecember 19. Ms. Riverais survived by her husband, PATH retireeLuis Rivera.

Ms. Rivera joinedPATH in September1986. At the time of her death, she heldthe position of Assistant Trainmaster in theTransportation Division.

Scott Smith passedaway on December 29.Mr. Smith is survived byhis wife, Lauralee, and hisstepdaughter, BritneyKartasheff. He was 58.

Mr. Smith joined thePort Authority in April1986. At the time of his death, he heldthe position of Maintenance GroupSupervisor at the Lincoln Tunnel.

PAPD Salutes Fallen NYPD Detective,U.S. Veteran

O n December 23, Port AuthorityPolice joined New York CityPolice at the south pool of the

National September 11 Memorial tohonor a fallen brother and hero, NYPDDetective Joseph Lemm, who waskilled on December 21 in Afghanistanby a suicide bomber while serving histhird tour with the Air National Guard.

Detective Lemm, 41, was a 15-yearNYPD veteran and technical sergeant inthe Air National Guard. As a rookieNYPD officer, he had taken part in therecovery efforts after the 9/11 terroristattacks. He would join the Air NationalGuard in 2008.

Some Leftover Holiday Cheer

T he holidays have technically passed. But likethat last tin of cookies, the ongoing uploadsof New Year photos to social media, and

those delightful luxury car commercials, leftoverholiday cheer continues to provide joy andwarmth, needed more than ever with the winterweather’s fashionably late arrival. To add to the leftover cheer, PA News would like to share a fewstories about Port Authority holiday happenings

you may have missed. Newark Liberty

International Airport offered a variety of entertainment lastmonth. Westfield, EWR’s concession management group,dispatched their festively clad “Merry Makers” to surprisetravelers with random acts of kindness. EWR hosteddance performances by the Newark School of the Arts,Hillside Elementary School in Montclair, and ColumbiaHigh School inMaplewood. The airport also facilitated UnitedAirlines’ annual FantasyFlight event, which

took children and adolescents coping or recovering from serious illnesses or injuries on atrip to the North Pole – a one-hour plane ridethat returned to EWR, where they then metSanta Claus and some of his elves.

PATH invited Mr. Claus to spread holiday cheer at the Journal Square TransportationCenter as well. He and Mrs. Claus, (photo above) who strongly resemble PATH’sMark Merriman and Jessica Mills (back), set up shop with some helpers, Mr.Merriman’s daughter Brianna (right) and Robert Dato’s daughter Caroline, to entertain children of all ages. This included PA Police Lieutenant Kelly Hennessy(seated) and Officers Michael Connolly (left) and Anthony Giordano (right).

The NET-PARAConnection

T he Board Room last month was the forum for a multigenerational meeting of

the minds, as the Network forEmerging Talent (NET) convened for a Q-and-A session with members of thePort Authority Retirees Association.

NET organized the session as partof Executive Director Pat Foye andthe PARA Executive Board’s efforts toenhance collaboration between theagency and its retiree community – an effort that aligns with NET’s primarydirective to foster connectionsbetween up-and-coming staff and PA veterans.

NET President Robert Donahuemoderated the session. RepresentingPARA was President Dave Gallagher,Vice President Rae Ann Hoffman,and fellow retirees Ken Philmus,Steve Borrelli, Mike Morrow, andHerb Ouida.

Nearly 20 NET members gatheredtogether to listen to the retirees sharetheir unique but equally exciting careerstories. NET also solicited their candidperspectives on the agency’s cultureand history, and advice on how tomake the most of one’s time serving“Mother PONYA.”

The panelists encouraged NETmembers to find mentors in theagency that can provide them withguidance and motivation, to gainexperience in both the line and staffdepartments, and, most importantly,to not be afraid to seek out new anddifferent opportunities.

Shomrim Society Lights Menorah,Honors Fallen Members

T he candles atop the Port Authority ShomrimSociety’s menorah

glowed with special purposeduring this year’s lighting ceremony on December 8, as the group sought to celebrate Chanukah while illuminating the memory of two fallen members.

During the annual ceremony,which took place at 7 WorldTrade Center, Jared Greensteinand Yaakov Faitelewicz each litcandles for their fathers, retiredPA Police Sergeant AaronGreenstein and retiredEngineering Supervisor Morris Faitelewicz, both of whom passed away in 2015.

The candles stand tall on a prototype of a new menorah, which will replace theone that was lost on 9/11. The new one will be made of a piece of steel from theoriginal WTC.

Executive Director Pat Foye and New Jersey State Senator Linda R. Greenstein(D-14), the late Mr. Greenstein's sister-in-law, served as guest speakers for the event.
