Goal Team 1: Support and advance NCAR and our university consortium by advocating for the atmospheric sciences. (Co-leads: Scott Rayder, Joanie Kleypas)

Objectives

1. Increase participation in the legislative process to influence policy and grow resources for the atmospheric and earth system sciences.

2. Increase collaboration with stakeholders in atmospheric and earth system sciences to stimulate an environment conducive to advancing atmospheric science initiatives and fostering atmospheric science research.

3. Monitor and disseminate public policy and regulatory information for opportunities/threats to the advancement of atmospheric and earth system sciences.


Objectives

4. Support atmospheric and earth system science at NCAR/UCAR/Universities through promotion of NCAR, the university consortium, and our collaborators‘ work.

5. Foster an environment that increases the size and diversity of the talent pool in the atmospheric & earth system sciences through activities that increase education and training of the next generation.


Goal Team 2: Enable and support NCAR in fulfilling its scientific mission. (Co-leads: Vanda Grubišić, Bill Brune [Penn State])

Objectives

1. Business process a. Be an agile and responsive management organization providing seamless

and transparent business support that adapts as NCAR evolves. b. Gain efficiencies as demonstrated by ongoing evaluation metrics. c. Provide transparent and timely communication to NCAR staff about

drivers, changes, and improvements.

2. Partnerships a. Serve as a community nexus for establishing partnerships with NCAR,

university partners and/or private sector. b. Establish a culture of broad engagement, looking for the best set of

partners to deliver on specific projects. c. Position UCAR as an enabler of expanded visitor and exchange programs

between NCAR and the university community; make opportunities at NCAR and beyond widely known and easily accessible.

3. Educating and informing a. Be a vehicle for making the science of NCAR and its partners highly visible to

the public and to experts locally, nationally, and internationally. b. Be a trusted source of information on the science, innovation, and technology

transfer programs conducted by NCAR and its partners. c. Partner with educators at all levels to improve public and student STEM

literacy, particularly in atmospheric and related sciences, and to actively build diversity and an inclusive workforce.

d. Accomplish this objective through pedagogically sound programs, internships, and tools that engage learners and the public.

4. Facilities and infrastructure a. Establish a culture of broad engagement, looking for the best set of

partners to deliver on specific projects. b. Position UCAR as an enabler of expanded visitor and exchange programs

between NCAR and the university community; make opportunities at NCAR and beyond widely known and easily accessible.

5. Funding and resources a. Efficiently manage and administer NCAR to minimize overhead costs;

advocate for strong funding of the atmospheric sciences by demonstrating and quantifying the impacts of atmospheric research and technology development on society; create, promote and foster a cooperative and collaborative relationship between NCAR and the university community; seek out expanded funding opportunities from Federal agencies, state and local governments, and the private sector.


Goal Team 3: Provide best-practice fiscal and operational management tools and processes. (Co-leads: Katy Schmoll, Michael Thompson)

Objectives

1. Develop standardized evaluation methods in order to ensure efficient processes are used throughout UCAR, NCAR, & UCP.

2. Improve communications between UCAR/NCAR/UCP management and employees to foster an environment that enables employee engagement.

3. Ensure that any major cross-cutting project or major new hire will have a clearly articulated SMART purpose, with measurable goal outcomes and identified follow-through plan.

4. Implement a structured plan to modernize UCAR business systems in order to increase efficiency and optimize resources.

5. As a learning organization, support and encourage innovation from all staff in order to remain relevant and sustainable.

6. Infuse more broadly across UCAR a spirit of customer service in order to improve the work that we do and the environment in which we do it.

Objectives

1. Promote collaboration with and within the university community to engage and train a diverse national and global workforce.

2. Provide leadership and collaborate with the university community to develop, implement, and test sustainable and scalable educational programs that optimize emerging technologies and are based on contemporary pedagogies.

3. Apply current educational theory and technology to structure, manage, and distribute education and training for higher education, civilian leaders, and STEM employers in collaboration with subject matter experts within the UCAR community.

4. Ensure that UCAR education programs, resources, and services are continually evaluated and improved according to research-based best practices in STEM education.

5. Develop and implement a comprehensive content marketing and communication plan that builds on our existing technological infrastructure and use of emerging technologies to reach new audiences and disseminate resources.


Goal Team 5: Build connections across and beyond our university community to foster successful and innovative partnerships. (Co-leads: Emily CoBabe-Ammann, Liz Ritchie [University of Arizona])

Objectives

1. Provide capacity and services informed by and responsive to partner needs.

2. Grow a community-driven environment that encourages cross-entity synergy and positions UCAR as the collaborative center for the climate-weather enterprise.

3. Lead the community in understanding the evolving needs of all UCAR stakeholders and translate those needs into effective and emergent partnership efforts (i.e., diversifying our portfolio).

4. Become an incubator for innovative partnership models that leverage emerging science and technology.

Objectives

1. Ownership: An organization of involved employees accountable for creating and sustaining a diverse and inclusive culture so that we can reach our full individual and collective potential.

2. Leadership: An organization with leaders and managers dedicated to recruiting and empowering a diverse staff and fostering an inclusive work environment and high-performance workforce.

3. Education: An organization that educates employees and community members about behaviors, attitudes, policies, direction, and structures that impact our ability to work, communicate, and interact effectively cross- culturally.
