He announced launch of "glass top coaches'' between Katra-Jammu and "specially designed coaches'' between Banihal-Baramulla to pro- mote tourism in Jammu and Kashmir. In a series of tweets after meeting Railways Minister Piyush Goyal in the Union capi- tal this afternoon, Chief Minister Mehbooba Mufti announced that Goyal has assured completion of Katra-Banihal railway track by 2020, which was the only miss- ing link between Jammu- Srinagar-Baramulla railway line and would link Kashmir valley with rest of the country by train. "Met Railways Minister Piyush Goyal to discuss various issues regarding railway projects in Jammu and Kashmir. He assured completion of Katra- Banihal railway track by 2020,'' Mehbooba tweeted after meet- ing Goyal, who had taken charge of the Railways Ministry last month from Suresh Prabhu. Goyal's assurance for com- pletion of Katra-Banihal rail link, which is one of the tough- est rail line in the world, was significant as there had been reports that tough terrain in Pir Panchal mountains, where a number of bridges and tunnels had to be constructed for the railway line, might lead to delay in the project. On Mehbooba's demand for extension of rail line up to Kupwara in Kashmir and Rajouri-Poonch in Jammu, the Railways Minister agreed in principle to the demand and informed the Chief Minister that preliminary survey on the two projects has already been completed. The project is now being examined for funding in the Central Government. The Railways Minister issued on spot instructions to the Ministry officials for a review of work on Katra-Banihal section to ensure that 2020 deadline set by him for completion of the project is met with and there was no further delay as the project has already jumped several deadlines, leading to massive cost escalation. The rail link, apart from helping the people of Kashmir to take rail route across the country and help tourists from various States to reach directly to Srinagar and Baramulla, was also of great strategic impor- tance as the Valley remained cut off due to landslides on the National Highway during Monsoon and snowfall season. The then Atal Bihari Vajpayee Government had in 2002 declared Jammu-Srinagar rail link as national project and fixed August 15, 2007 as dead- line for its completion. However, since then several deadlines were set for comple- tion of the project but all of them were missed. Fifty-three kilometers Jammu-Udhampur, 25 kilome- ters Udhampur-Katra and 119 kilometers Banihal-Baramulla links of Jammu-Srinagar- Baramulla line have already been completed and were func- tional. Katra-Banihal is the only missing link between Jammu- Baramulla. Goyal announced that Railways would run cold store containers from Jammu to other parts of the country to ferry hor- ticulture produce from the State. For the purpose, the Secretary, Horticulture would pursue the matter with the Railway authori- ties. Mehbooba sought running of more trains from Jammu to Mumbai, Kolkata and Ahmedabad to get more tourists to the State. Goyal informed the Chief Minister that the Railways have started a weekly train- Humsafar-from Kolkata to Jammu in view of the tourist rush from the area. Rlys set 2020 deadline for linking Kashmir with train Fayaz Bukhari SRINAGAR, Oct 17: The house of People's Democratic Party (PDP) worker Mohammad Ramzan, who was killed last night by mili- tants, was set ablaze by a mob today in Shopian district of South Kashmir. Around 200 youth from Trenz village of Shopian district after completing last rites of Showkat Falahi, a Hizb militant, killed last night in a scuffle after militants killed Ramzan, marched to Homun village of Nagbal in Shopian and set the house of the PDP worker on fire. The youth first sprinkled petrol on the house of the slain PDP worker and then set it on fire. The house and two cow sheds were gutted in the blaze and police immediately reached the spot. The family of Ramzan had fled away in the morning after completing his last rites. However, two members of the family who had stayed back took shelter in the village before Police took them along after the mob fled. Police have registered a case and are investigating it. Three militants, including Falahi, fired upon Ramzan at his home in Homun village of Nagbal last night around 8 pm. Falahi was killed in a scuffle and family fears for their lives and fled the village in the morning. And the General Officer Commanding (GOC) Victor House of slain PDP worker set ablaze Taking decisive action against militants: GOC Adil Lateef SRINAGAR, Oct 17: The Kashmir University's presti- gious Media Education Research Centre (MERC) department has been plagued due to poor infrastructure, lack of latest facilities, modern equipments and placements since for last several years. Speaking to Excelsior, the students who are currently enrolled at MERC listed series of problems that they are facing in the department and most of which have been left unad- dressed. From the technological point of view, the MERC is still relying on old models of shoot- ing equipments that include video cameras. The students alleged that the department denies them some of the avail- able new up-to-date equipments at the time of requirement. The MERC students said that the departmental studio also lacks lighting system. "The lighting system is not installed in the studio and the lights are gathering dust in the storeroom," they said, adding that at the time of NAAC inspections, the MERC authorities install them to earn good rankings and then again uninstall. "This clearly shows that the equipment is for earn- ing rankings and not for teaching students," they said. The students and insiders said that the computer lab is also in poor state and most of the computers are defunct and some of them were also stolen. The Air Conditioners (ACs) which have been installed in the MERC classrooms are also lying defunct for the want of repair while the projectors are also not well equipped. According to stu- dents of the MERC, the depart- ment until few years back used to hold writing workshops for its students and professionals from national and international media houses used to train the journal- ism students but that has also been stopped now. The MERC has also stopped sending students to the media tours even as the students say that they having been depositing money for the same from past two years. "We have been depositing the amount for media tours but no such tour was organized last year neither this year," said the students currently pursuing masters in journalism from the MERC. The major problem that MERC pass outs face is lack of placement through the department. Students Govind Sharma JAMMU, Oct 17: Over 70,000 corneal blind people and a large number of donors in Jammu region are feeling helpless and desperate due to inordinate delay in establish- ment of much needed Eye Bank in Government Medical College and Hospital, Jammu. Sources said that the only Eye bank operating in the State was closed by the Government in the year 1994 and thereafter no serious attention was paid towards making this facility available in the State. They asserted that huge pop- ulation of blind people and those suffering from serious eye injuries have no medical facility in the State and they are being compelled to go outside the State at huge expenses. “Though Right to Public Health and Medical Care has been held to be one of the facets of the Constitution of India yet this right is being denied to blind population of the State”, sources said, adding, in 2012 a PIL was filed in J&K High Court seeking opening of Eye Bank in the State following which process was started to establish two Eye Banks in the State, one at GMC Jammu and another at SMHS Hospital, Srinagar. They said while Eye Bank was made operational in SMHS Hospital Srinagar in July this year and doctors there have started doing cornea transplants but the Eye Bank at GMC Jammu is still to be made operational due to non-serious approach adopted by the concerned authorities even after directions from State High Court in this regard. “The non-availability of the Eye Bank facility in Jammu has been denying even the prospec- tive donors of the opportunity to donate their eyes and blind peo- ple to see the world and live a happy life”, sources said, adding the nearest Eye Bank facility available for Jammuites is either PGI Chandigarh or SMHS Srinagar. However, these facili- ties cannot be availed as accord- ing to the standards of eye bank- ing, cornea/eye should be removed as soon as possible after death and within six hours of the demise of the donor. Principal, GMC Jammu, Dr Sunanda Raina, did not respond to the repeated phone calls. However, Head, Department of Ophthalmology, GMC Jammu, Dr Dinesh Gupta, when contacted, said that pre- fab structure of Eye Bank like operation theatre, pre/post operative ward, changing rooms and doctors’ rooms has been constructed at 2nd floor in GMC Jammu and all other civil works like flooring, false ceiling, electrification and installation of ACs have been completed. “Moreover, an ambulance (Force Traveller 3350mm ABS BS IV) meant for Eye Bank amounting to Rs 11 lakh has already been provided by Director, Health Services Jammu through State Health Transport Organization (SHTO) Nagrota under National Highways Accidental Relief Services Scheme (NHARSS)”, he said, adding, besides this, all Resentment brewing among donors, blind people as Govt delays opening of Eye Bank Excelsior Correspondent SRINAGAR, Oct 17: The High Court today castigated Board of Professional Entrance Examination (BOPEE) for not following the Reservation Rules for admis- sion of candidates in MDS course for this year. "…the BOPEE was and is under a legal duty to abide by the law in the shape of Reservation Rules and to make admissions to the course in question strictly in accordance with the distribution of seats prescribed in Rule 15 thereof; and it could not and cannot, act contrary thereto in any circum- stance or under any garb what- soever", Division Bench of Chief Justice Badar Durrez Ahmad and Justice Ali Mohammad Magrey while allowing the appeal of one Dr Neeru Pangotra seeking admis- sion for MDS course under reservation category. Court termed the exercise of Board as unfortunate whereby it has thrown the Reservation Rules to winds and deprived the appellant-Pangotra of her accrued right to be admitted to the course in question. "Ordinarily, when an author- ity acts contrary to a law, we say that it has acted in violation of such law. But in the peculiar facts and circumstances of this case, ex-facie and as discernable from a reading of the order so passed by the BOPEE, one is led to the conclusion that the BOPEE, in effect and in essence, has either assumed to itself the power to amend Rule 15 of the Reservation Rules", DB said. Court said the decision of the BOPEE not to fill in the seat allocated and reserved for a candidate who has five years' rural service at his credit, amounts to tantamount to make amendment in the Rule in question and such an action, court said, cannot be sustained in law, being without any legal authority, jurisdic- tion and justification. "Not only that, the uncon- scionable action taken by the BOPEE has the effect and trap- pings of it having shown the temerity of knowingly, deliber- ately and expressly disobeying the unambiguous and clear direction contained in the Court order passed on May 24", read HC castigates BOPEE for violating Reservation Rules Mohinder Verma JAMMU, Oct 17: The work on Jammu and Srinagar Smart Cities’ Projects is unlikely to begin during the current year as neither the Union Government has so far released first installment of Rs 200 crore each nor the Board of Directors (BoDs) of Jammu Smart City Limited and Srinagar Smart City Limited have prioritized the activities to be considered under Phase- I. The development of capital cities of Jammu and Kashmir under Smart City Mission was sanctioned by the Union Ministry of Urban Development vide Communication No.K- 15016/157/2015-SC-1 dated June 28, 2017. The State Government vide Order No.1081-GAD dated August 21, 2017 constituted Special Purpose Vehicles (SPVs) as Companies Limited by shares named as Jammu Smart City Limited and Srinagar Smart City Limited under the Companies Act, 2013 with authorized share capital of Rs 10 lakh, equity share of Rs 10 each and paid up capital of Rs 10 lakh for both the companies for implementation of smart city development projects. Thereafter, the Board of Directors of both the companies met under the chairmanship of Commissioner/Secretary to Government, Housing and Urban Development Department and both the BoDs decided to make a request to the Government of India for release of first installment of Rs 200 crore each for Jammu Smart City Limited and Srinagar Smart City Limited, official sources told EXCELSIOR. In the meeting, it was also decided that Chief Executive Officers (CEOs) of Jammu Smart City Limited and Srinagar Smart City Limited will immediately prioritize the works to be taken up under the first installment of Rs 200 crore for which formal request letter was also submitted to the Union Ministry of Urban Development. However, funds from the Government of India have yet not been received. “We are awaiting first installment from the Government of India”, offi- cial sources said, adding both the companies have opened accounts for directly getting the funds from the Union Ministry of Urban Development. Even the Chief Executive Officers (CEOs) of Jammu Smart City Limited and Srinagar Smart City Limited have yet not prioritized the works which would be taken up under the Phase-I, sources disclosed, adding “the delay in this regard is notwithstanding the fact that in the Board of Directors meeting the CEOs were explicitly told to identify those works for Phase-I which can be completed within shortest possible time. work on Jammu and SrinagarSmart Cities’ Projects isunlikely to begin during thecurrent year as neither theUnion Government has so farreleased first installment of Rs200 crore each nor the Boardof Directors (BoDs) of JammuSmart City Limited andSrinagar Smart City Limitedhave prioritized the activitiesto be considered under Phase-I.

The development of capitalcities of Jammu and Kashmirunder Smart City Mission wassanctioned by the UnionMinistry of Urban Developmentvide Communication No.K-15016/157/2015-SC-1 datedJune 28, 2017.

The State Government vide

Order No.1081-GAD datedAugust 21, 2017 constitutedSpecial Purpose Vehicles(SPVs) as Companies Limitedby shares named as JammuSmart City Limited and SrinagarSmart City Limited under theCompanies Act, 2013 withauthorized share capital of Rs 10lakh, equity share of Rs 10 eachand paid up capital of Rs 10 lakhfor both the companies forimplementation of smart citydevelopment projects.

Thereafter, the Board ofDirectors of both the companiesmet under the chairmanship ofCommissioner/Secretary toGovernment, Housing andUrban DevelopmentDepartment and both the BoDsdecided to make a request to theGovernment of India for releaseof first installment of Rs 200crore each for Jammu SmartCity Limited and Srinagar SmartCity Limited, official sourcestold EXCELSIOR.

In the meeting, it was alsodecided that Chief ExecutiveOfficers (CEOs) of JammuSmart City Limited andSrinagar Smart City Limitedwill immediately prioritize theworks to be taken up under

the first installment of Rs 200crore for which formal requestletter was also submitted tothe Union Ministry of UrbanDevelopment.

However, funds from theGovernment of India have yetnot been received. “We areawaiting first installment fromthe Government of India”, offi-cial sources said, adding boththe companies have openedaccounts for directly getting thefunds from the Union Ministryof Urban Development.

Even the Chief ExecutiveOfficers (CEOs) of JammuSmart City Limited andSrinagar Smart City Limitedhave yet not prioritized theworks which would be takenup under the Phase-I, sourcesdisclosed, adding “the delay inthis regard is notwithstandingthe fact that in the Board ofDirectors meeting the CEOswere explicitly told to identifythose works for Phase-I whichcan be completed withinshortest possible time.
