It also approved promotion of two IAS officers of 2006 batch including Sheetal Nanda and Saugat Biswas to the Selection Grade of IAS w.e.f. 01.01.2019 including the desig- nation of former as Secretary to Government. The SAC approved promo- tion of Baseer Ahmad Khan, IAS to the Selection Grade of IAS w.e.f. 01.01.2013 and to the Super Time Scale of IAS w.e.f. 01.01.2016. It approved promotion of Javed Ahmad Khan, IAS (now retired) to the Selection Grade of IAS w.e.f 01.01.2018. It approved promotion of three IFS officers of 2000 batch including Roop Avtar, Preet Pal and K. Ramesh Kumar to the level of Super Time Scale II (CCF level) w.e.f. 01.01.2018, first two on proforma basis and the third one within the cadre. Consequent to his appoint- ment to the Time scale of the Jammu & Kashmir Administrative Service w.e.f 31.08.2000, the SAC approved promotion of Asif Hamid Khan to the Selection Grade of the service w.e.f. 12.03.2007, Special Scale w.e.f 13.10.2010 and to the Super Time Scale w.e.f 01.12.2016. It also approved appointment of 34 officers of various depart- mental feeding services to the Time Scale of the Jammu and Kashmir Administrative Service with effect from 01.01.2018. The officers are: Waseem Raja, Meenakshi Vaid, Chander Parkash, Girdhari Lal, Reyaz Ahmad Wani, Afaq Ahmad, Syed Shahnawaz (Excise & Taxation gazetted service), Pawan Kumar (Handicrafts Sanjeev Pargal JAMMU, Mar 1: A virtual war like situation erupted along the Line of Control (LoC) in Poonch sector tonight with Pak army again using artillery fires and long range mortar shells in several for- ward villages of Lower Krishna Ghati sector, killing three members of a family including a woman and her two children, one of them just nine month old and injuring four others including two civil- ians and two Army men, one of them a Major. At least seven persons including three army troops have been killed on Pakistan side in retaliatory action by the Indian troops. Pakistani troops continued shelling and firing in Balakote, Mendhar, Mankote and Nowshera sectors in Rajouri and Poonch districts during the day but opened up Lower Krishna Ghati sector tonight targeting forward villages of Jhalas, Salhutri, Bera and surroundings, hitting civilian population with long range mortar shells and artillery fires. SSP Poonch Romesh Angral, who reached the spot immediately, told the Excelsior that a mortar shell exploded inside the house of Mohammad Younis at Jhalas, about nine kilometers from Poonch in Lower Krishna Ghati sector, killing three members of his family on the spot and injuring another. One more woman was injured in Salhutri. Indian Army immediately retaliated Pakistan's shelling and firing. There were reports of seven casualties on Pakistan side including three army personnel. According to sources, the PG seats have been increased in lieu of surrender of concerned Diploma seats. While GMC Jammu got 100 percent conver- sion of Diploma seats the con- version of Diploma seats, into PG seats in GMC Srinagar is only 44.4 percent. Sources said Union Ministry of Health and Family Welfare about seven months back issued a notification giving a one-time chance to Medical Colleges to convert their PG Diploma seats into PG Degree seats. Accordingly, GMC Jammu surrendered all its 33 PG Diploma seats including 3 seats of Diploma in Obstetrics & Gynaecology (DGO) and 6 seats each of Diploma in Child Health (DCH), Diploma in Orthopaedics (D Ortho), Diploma in Radio Diagnosis (DMRD), Diploma in Anaesthesia (DA) and Diploma in Clinical Pathology (DCP). Similarly, GMC Srinagar also surrendered 18 Diploma seats including 12 of DGO and 8 of DA. Following this Union Ministry of Health and Family Welfare on February 13, 2019 de- notified these seats of GMC Jammu and GMC Srinagar. Consequent upon this, Medical Council of India after recommendations of PG Expert Group (BOG) and tak- ing into account teacher-stu- dent ratio, approved increase of 33 Diploma seats into PG seats in GMC Jammu while in GMC Srinagar, against 18 sur- rendered Diploma seats, only eight were converted into PG seats (2 of DGO and 6 of DA). The total cost of the Rehabilitation Plan which has been formulated on the lines of Kishan Ganga and Pakul Dul HEPs and as per the recommen- dations of MoEFCC, is approx- imately Rs. 100 crore. A total 725 kanal & 9 marlas of private land is required for execution of the project. 159 families will be affected, out of which 93 shall be displaced. CRPF officer among 4 cops martyred, civilian killed in clashes Excelsior Correspondent JAMMU, Mar 1:A Central Reserve Police Force (CRPF) Inspector was among four cops martyred and eight oth- ers including a Commandant of the paramilitary forces injured in the gun battle at Babagund Langate area of Handwara in the frontier Kupwara district today. A youth was killed in the clashes near the encounter site. An operation was launched last night by Army, police and CRPF in Babgund village after specific input about presence of a group of militants hiding in the village including a Lashkar-e- Toiba commander. The militants fired on the troops during the searches lead- ing to clashes in which a house suffered major damage. As the firing stopped this afternoon, the troops zeroed in towards the damaged house during which the militants fired at them indis- criminately, leading to martyr- dom of four security force per- sonnel while around seven oth- ers were injured. The martyred include CRPF Inspector of 92 bn CRPF and the policeman of SOG Handwara Naseer Ahmad. The firing stopped this evening and the security forces put the operation on hold for the night and will resume it in the morning. Sources said that there are around 3 militants hiding in the area. The encounter broke out dur- ing midnight after the joint team of Army's 22 RR, 92 Battalion CRPF and SOG launched a cor- don-and-search operation at Khanan Babagund in Langate. Clashes broke out near the encounter site between security forces and youth. In forces action, at least four youth were injured, three of them have suf- fered pellet injuries while one received injuries in his foot. A youth Waseem Ahmad Mir, 21, son of Mohammad Akbar Mir of Zaloora suffered critical bullet wounds in his abdomen and head. He later succumbed to his Mohinder Verma JAMMU, Mar 1: Incredible it may sound but it is a fact that State Government has paved the way for opening of new liquor vends in the close proximity of religious places, educational institutions and hospitals by giving ‘unusual’ relaxation in the new Excise Policy, which has been made applicable from February 26, 2019. In the Excise Policy 2018- 19, which was notified vide SRO-240 dated May 29, 2018, it was mentioned that new liquor outlets of all types shall be at a minimum distance of 300 meters from the religious places, educa- tional institutions, hospitals, public parks, nearest liquor shops/bars and in conformity with the provisions of J&K Excise Act, 1958 and J&K Liquor License and Sales Rules, 1984. It was also mentioned that the words and figures “100 meters” appeared in SRO-157 dated March 30, 2017 shall be substituted with the words and figures “300 meters” for the grant of licenses for operating liquor shops at identified un- served locations. However, under new Excise Policy 2019-20 issued vide SRO-128 dated February 25, 2019 and which will continue till March 31, 2020, ‘unusual’ relaxation has been given. The new policy states: “New liquor vends shall be at a minimum distance of 100 meters from the religious places, schools, hospitals, nearest liquor shops and in conformity with the provisions of the J&K Excise Act, 1958 and Liquor License and Sale Rules, 1984”. This has clearly established that Jammu province will be further flood- ed with liquor shops. It is pertinent to mention here that maximum number of existing liquor shops in the State are in Jammu province and Government has paved the way for opening of large number of more vends by reducing the dis- tance from 300 meters to 100 meters. This ‘unusual’ relaxation has been given on the pretext of arresting bootlegging and illicit distillation of liquor, which oth- erwise is very rare phenomenon in urban areas and confined only in rural parts of the State. For determining un-served and under-served areas, tehsil Waseem Ahmad KARNAH: The Karnah con- stituency situated along the Line of Control with Pakistan remains cut off from rest of Kashmir val- ley in winter and lacks basic amenities like irrigation, health- care, education, phone connec- tivity and electricity. Karnah is an administrative tehsil in Kupwara district. The Assembly constituency of Karnah falls under Baramulla Lok Sabha constituency. Raja Manzoor Ahmad of People's Democratic Party (PDP) defeat- ed Kafil ur Rehman of JKNC by a huge margin of 5775 votes in 2014 elections. Ahmad polled 12371 votes and Rehman polled 6596. One of the biggest issues that the constituency is facing is the frequent accidents and closure of Sadhna pass and resi- dents are demanding a tunnel to be con- structed to save the future gener- ation from accidents. The residents said that sever- al tragedies occurred on Sadhna top for last 60 years and no step was taken to avoid such tragedies. "About 11 persons including an official of the bor- der roads organization were killed in two vehicles when they were swept away by snow ava- lanches at Sadhna top last year. Similar tragedies occurred on Sadhna top earlier also but authorities are turning a blind eye towards the issue. We have been demanding a tunnel at Sadhna top so that there is round the year road connectivity," they said. The inhabitants of the con- stituency also complained that the long pending demand of granting Scheduled Tribe (ST) status has not been fulfilled to them. "We are demanding for ST status from several areas but no one pays heed to our demand. Granting ST status will help us in availing various facilities and reservation in various sectors," Mohammad Younis, a resident said. He said the Gujjar communi- ty has been given this status but Pahari people who live besides them have not been given this status. "Politicians often cam- paign with this agenda at the time of elections but no concrete steps are being taken to resolve the issue. Only the three percent reservation was given recently but the actual demand of the peo- ple was neglected," Mohammad Younis, a resident said. The residents said that the former MLA assured them on these two vital issues and also raised these issues several times in Assembly Government but nothing happened on the ground. The residents complained that the health care sector in the constituency is in pathetic condi- tion and the hospitals are facing shortage of doctors, besides, lack of basic facilities. Reserve Police Force (CRPF)Inspector was among fourcops martyred and eight oth-ers including a Commandantof the paramilitary forcesinjured in the gun battle atBabagund Langate area ofHandwara in the frontierKupwara district today. Ayouth was killed in the clashesnear the encounter site.

An operation was launchedlast night by Army, police andCRPF in Babgund village afterspecific input about presence ofa group of militants hiding in thevillage including a Lashkar-e-Toiba commander.

The militants fired on thetroops during the searches lead-ing to clashes in which a housesuffered major damage. As thefiring stopped this afternoon, thetroops zeroed in towards thedamaged house during whichthe militants fired at them indis-criminately, leading to martyr-dom of four security force per-sonnel while around seven oth-

Incredible it may sound but itis a fact that StateGovernment has paved theway for opening of new liquorvends in the close proximity ofreligious places, educationalinstitutions and hospitals bygiving ‘unusual’ relaxation inthe new Excise Policy, whichhas been made applicablefrom February 26, 2019.

In the Excise Policy 2018-19, which was notified videSRO-240 dated May 29, 2018, itwas mentioned that new liquoroutlets of all types shall be at aminimum distance of 300 metersfrom the religious places, educa-

tional institutions, hospitals,public parks, nearest liquorshops/bars and in conformitywith the provisions of J&KExcise Act, 1958 and J&KLiquor License and Sales Rules,1984.

It was also mentioned thatthe words and figures “100meters” appeared in SRO-157dated March 30, 2017 shall besubstituted with the words andfigures “300 meters” for thegrant of licenses for operatingliquor shops at identified un-served locations.

However, under new ExcisePolicy 2019-20 issued vide

SRO-128 dated February 25,2019 and which will continuetill March 31, 2020, ‘unusual’relaxation has been given.

The new policy states:“New liquor vends shall be ata minimum distance of 100meters from the religiousplaces, schools, hospitals,nearest liquor shops and inconformity with the provisionsof the J&K Excise Act, 1958and Liquor License and SaleRules, 1984”. This has clearlyestablished that Jammuprovince will be further flood-ed with liquor shops.

It is pertinent to mention

here that maximum number ofexisting liquor shops in the Stateare in Jammu province andGovernment has paved the wayfor opening of large number ofmore vends by reducing the dis-tance from 300 meters to 100meters.

This ‘unusual’ relaxation hasbeen given on the pretext ofarresting bootlegging and illicitdistillation of liquor, which oth-erwise is very rare phenomenonin urban areas and confined onlyin rural parts of the State.

The inhabitants of the con-stituency also complained thatthe long pending demand ofgranting Scheduled Tribe (ST)status has not been fulfilled tothem. "We are demanding for STstatus from several areas but noone pays heed to our demand.Granting ST status will help us inavailing various facilities andreservation in various sectors,"Mohammad Younis, a residentsaid.

He said the Gujjar communi-ty has been given this status but

Pahari people who live besidesthem have not been given thisstatus. "Politicians often cam-paign with this agenda at the timeof elections but no concrete stepsare being taken to resolve theissue. Only the three percentreservation was given recentlybut the actual demand of the peo-ple was neglected," MohammadYounis, a resident said.

The residents said that theformer MLA assured them onthese two vital issues and alsoraised these issues several timesin Assembly Government butnothing happened on the ground.

The residents complainedthat the health care sector in theconstituency is in pathetic condi-tion and the hospitals are facingshortage of doctors, besides, lackof basic facilities.
