Defence Minister Manohar Parrikar also asserted in Lok Sabha that security has been stepped up on the borders since in the wake of Pathankot Airbase attack of January. He said till now it has not found through which route the attackers of Pathankot Airbase came but insisted that six terror- ists were involved in the attack, amid contention by the NIA that the investigators had found only four bodies. Parrikar as also Home Minister Rajnath Singh were responding to a debate during which the Government came in for a scathing attack over han- dling of the Pathankot attack, with the opposition dubbing as a "critical mistake" the decision to handover the operation to NSG. The opposition also ques- tioned as to what Prime Minister Narendra Modi's Lahore stopover had achieved, noting that the terror strike had hap- pened just a few days after that. In his reply, Singh said India wants good relations with all neighbours but not at the cost of self-respect. "We want good relations with all our neighbours. We want good relations with Pakistan too, but not at the cost of this country's pride, dignity and self-respect," the Home Minister said. Parrikar noted that there are certain organisations across the border in Pakistan which are making statements and they "should be taught lessons". "We are in the process defi- nitely to ensure that our enemies cannot go scot-free," Parrikar said, adding "the compromise made earlier was probably one of the reasons as to why we are suffering today." In a veiled attack on the pre- vious UPA Government, the Defence Minister said, "I have seen many instances. I do not want to quote more instances. I can quote many instances when military intelligence has been sacrificed at the altar of political goals." Talking about Pathankot attack, Parrikar said it was "an accumulation of asymmetric war. These are small attacks of weak forces on a stronger force. When the weak forces know themselves that they are not going to succeed in defeating the stronger force... They try to cre- ate disturbances and demoralise strong force." He then added, "I can assure that the gaps have been filled and we have already security audit of all defence establish- ments." With regard to the criti- cism over handling of the Pathankot attack, Parrikar said "Army acted properly" and standard operating proce- dures were followed. "You cannot have a running com- mentary about such opera- tions on television channels. This puts security forces in danger," he added. Want good ties with Pak but not at cost of dignity: HM NEW DELHI, Mar 16: State-run BSNL will launch wi-fi facility at Mata Vaishno Devi Shrine tomor- row, its 1,000th hotspot in the country. Telecom Minister Ravi Shankar Prasad will launch the facility from Delhi. BSNL had planned to set up 2,500 wi-fi hotspots in 250 loca- tions at a cost of Rs 500 crore in the current fiscal. A couple of days back, the customs department had cleared another 750 hotspots which will be set up in the next few days, according to a BSNL official. The official said the telecom company will set up as many hotspots as possible in the next 15 days to meet the target. As part of the Digital India programme, the Government is working towards enabling all cities, with a population of over one million, tourist centres and religious places with wi-fi hotspots. BSNL usually provides free wi-fi services for 30 minutes and after the free usage limit is exhausted, the user has to buy subscription plans which are available in various denomina- tions. (PTI) BSNL to launch wi-fi at Vaishno Devi today NEW DELHI, Mar 16: The Delhi High Court today reserved its judgement on a plea challenging the Constitutional validity of Article 370 of the Constitution that gives special status to Jammu and Kashmir. “File your written submis- sions. We will consider it and will pass an order,” a bench of Chief Justice G Rohini and Justice Jayant Nath said. During the brief hearing, the counsel appearing for State of Jammu and Kashmir told the bench that a similar issue was raised before the Supreme Court but it had refused to intervene in it. The counsel claimed that the PIL was “nothing but a political- ly motivated petition”. Countering the submissions, the lawyer appearing for peti- tioner Kumari Vijayalakshmi Jha argued that the issue raised by him before the High Court was different from the matter which was put before the apex court. “In none of these cases (referred to by the counsel for Jammu and Kashmir) such issues were raised,” the lawyer said. The bench, after hearing the arguments, asked both the par- ties to file their written submis- sions within a week. In the plea, the petitioner has contended that Article 370 was a temporary provision that had lapsed with dissolu- tion of the State’s Constituent Assembly in 1957. It said the question before the court for its consideration was whether the temporary pro- vision lapsed automatically with the dissolution of the Constituent Assembly of Jammu and Kashmir on January 26, 1957. The petition has said that “continuance of temporary pro- vision of Article 370, even after dissolution of Constituent Assembly of J&K, continuance of J&K Constitution which has never got the assent/ approval of President of India/ Parliament/ Government of India, regarding the matter like citizenship, which is in exclusive jurisdiction of Parliament, amounts fraud on the basic structure of our Constitution, ... (as it is) against the sovereignty, integrity, unity of the nation, sovereignty of Parliament etc.”. HC reserves order on Art 370 Sanjeev Pargal JAMMU, Mar 16: Fresh incursions by People’s Liberation Army (PLA) of China in Leh especially recent incident near Pangong lake, presence of Chinese troops in PoK and hotline connections at DGMO and Northern Command level were among the major issues that Defence Minister Manohar Parrikar was likely to take up with his Chinese counterpart Chang Wanquan when he travels to Beijing on his maiden three days visit from April 18. Official sources told the Excelsior that the boundary agreement between India and China, which eluded the two neighbours even after several years, would be one of the core issues during discussions between the two Defence Ministers apart from giving boost to friendly ties the two countries now enjoy especially after open- ing up of one more Border Meeting Point (BMP) in Eastern Ladakh last year and first ever joint military exercises conduct- ed by them in Leh on February 6. Sources said though there had been no major incursions by the Chinese troops in Ladakh during past couple of years, few incidents have been reported including the latest on March 8 when the PLA troops had intruded about couple of kilo- meters inside the Indian territo- ry along Pangong lake but returned within a day after the matter was resolved by the Commanders of two sides at the local level. Sources said India wants an end to such kind of incur- sions though both sides admit that it was not possible to com- pletely end these kind of inci- dents as the two neighbours share 4087 kilometers Line of Actual Control (LAC) between them, spread over five States, which hasn’t been demarcated. “The demarcation of the boundary is a long pending issue between India and China,’’ they added. These timings shall remain operative upto 31. Accordingly, all the Heads of Departments/ Officers/ Institutes are directed to ensure strict adherence to new official timings. Sushma-Aziz meet today POKHARA (NEPAL), Mar 16: External Affairs Minister Sushma Swaraj, who arrived here to participate in the SAARC Ministerial meeting, is scheduled to meet Sartaj Aziz, Adviser to Pakistan Prime Minister Nawaz Sharief, tomorrow. Ms Swaraj on her arrival at this town, 200 km northwest of Kathmandu, was welcomed by Nepal's Deputy Prime Minister Kamal Thapa. India and Pakistani diplomats are in consultation for preparing the ground for meeting between Ms Swaraj and Mr Aziz. Mr Aziz while talking to reporters here expressed the hope that the meeting would be productive. He will also hand over an invi- tation from the Pakistan Prime Minister for the 19th SAARC 17 killed in Peshawar bus blast PESHAWAR, Mar 16: At least 17 Pakistani Government employees were today killed and over 30 others injured when a powerful bomb ripped through a bus ferrying them to work in this restive city, an attack Taliban said was to avenge death sentences confirmed against 13 militants a day ago. The blast occurred this morning as a bomb placed inside the bus exploded when the vehicle packed with Government employ- ees reached Peshawar from Mardan. The bomb exploded when the private bus was on Sunehri Masjid Road as it was taking Civil sec- retariat employees for duty. At least 17 people, including three women, were killed in the blast targeting the bus carrying Government officials, according to senior police officials. About 50 people were on board the bus at the time of the explo- sion, SSP operations Peshawar Abbas Majeed Marwat said. Over 30 people were injured in the blast. Petrol, diesel prices go up NEW DELHI, Mar 16: Petrol price was hiked today by Rs 3.07 a litre, reversing its 3- month declining trend, while diesel rates went up by Rs 1.90 per litre. Petrol in Delhi will cost Rs 59.68 per litre from mid-night tonight as against Rs 56.61 currently, said Indian Oil Corporation, the nation’s biggest fuel retailer. Similarly, a litre of diesel will cost Rs 48.33 compared with Rs 46.43 a litre at present. While the hike in petrol price turns the clock back on the declining trend since January, this is the third straight fortnightly increase in diesel rates. Petrol price was last cut by Rs 3.02 from March 1 and today’s hike has wiped off all of that. Diesel price on that day was hiked by Rs 1.47. The three hikes in diesel rates since February 16 is total Rs 3.65 per litre. DGP contacts R’sthan, WB police Excelsior Correspondent JAMMU, Mar 16: Taking cognizance of the reports of alleged harassment of some Kashmiri students studying outside the State, Director General of Police (DGP), K Rajendra Kumar has contacted his counterparts of Rajasthan and West Bengal and enquired about the incidents of alleged harassment of students from Jammu and Kashmir. Rajendra urged them to ensure safety of the students from J&K studying in these States. He was assured that the police would take all possible measures to ensure that students from J&K are not sub- jected to harassment. They told the DGP that the incidents reported have been prop- erly investigated and the students were found to have no major problem in these institutions. Kangris back in market after snowfall and rains in South Kashmir on Wednesday. -Excelsior/Younis Khaliq (Contd on page 6 Col 3) Security stepped up on borders: DM (Contd on page 6 Col 5) (Contd on page 6 Col 6) Fayaz Bukhari SRINAGAR, Mar 16: Over 1600 Engineers including some Chief Engineers are working on adhoc arrange- ments in various departments especially Roads and Building (R&B), Irrigation and Flood Control and Public Health Engineering Departments as Government is violating its Service rules and Supreme Court guidelines. There are over 1600 Assistant Engineers, Assistant Executive Engineers, Executive Engineers, Superintending Engineers and even Chief Engineers in different depart- ments who are working on adhoc basis for several years and some even for a decade. In order to deal with the service issues of the State cadre employees, the Government in 2011 formed (Govt order no. 515-GAD of 2011 dated 27-04- 2011) Human Resource Management (HRM) in the departments of Public Works, PHE, Irrigation and Flood Control, Power Development Department, Health and Medical Education Department and Rural Development Department. The purpose of the formation of the HRM in these depart- ments was to finalise the senior- ity lists of Engineers at all levels and conduct the DPCs to regu- larize the adhoc promotions. The HRM was also supposed to deal with APRs, Departmental inquires and Vigilance cases. But the HRM has not helped so far in tackling adhocism in most of these departments. An AEE told Excelsior that the HRM is only interested in transfers as it has issued 6000 transfer orders in past three years in R&B Department only. He said that few years ago an officer was shifted from HRM in R&B Department for non-performance but even after that nothing has changed for good. According to the Government of Jammu and Kashmir Service rules and direc- tions of Supreme Court, in one of the landmark judgments in a case, “Suraj Prakash versus State of Jammu and Kashmir”, the adhocs are to be regularized after six months. An AEE told Excelsior that they were employed through Recruitment Board in 1988 as Junior Engineers but are techni- cally still JEs. “After serving as JEs for 12 years, we were put as Incharge AEs for six years. In 2006, we were elevated as incharge AEEs but technically we are still JEs after serving the department for 28 years”, he said. The worst hit by adhocism are the departments of R&B and PHE, Irrigation and Flood Control, Urban Environmental Engineering Department (UEED) and Power Development Mohinder Verma JAMMU, Mar 16: The much-needed new State Industrial Policy will attract investment of Rs 20,000 crore in the industrial sector over a period of 10 years-Rs 2000 crore per annum and create over 15,000 direct and indirect employment opportunities annually for the unemployed/educated youth. Moreover, all the existing industrial estates will be trans- ferred to the SICOP and SIDCO so as to ensure that District Industries Centers (DICs) lay exclusive focus on hand-holding the new entre- preneurs. In the policy, thrust has also been laid on creation of land bank of 20,000 kanals across Jammu and Kashmir, retrieval of unutilized land in the existing industrial estates, creation of Rs 15 crore Corpus Fund for the sick industrial units besides cre- ation of industrial parks to achieve sustainable, equitable, environment friendly and bal- ance industrial growth. According to the policy, which was recently approved by the State Administrative Council headed by Governor N N Vohra and the copy of which is avail- able with EXCELSIOR, the major thrust has been laid on attracting investment of Rs 20,000 in the industrial sector over a period of 10 years up to 2026 by focusing on all the three regions of the State, encouraging utilization of locally available raw materials and mineral resources, promoting growth of thrust industries and encourag- ing hi-tech and knowledge based industries including Electronics and Information Technology etc. With this, 15,000 direct and indirect employment opportunities will get generat- ed annually for the unem- ployed/educated youth, which means by 2026, a total of 1.5 lakh employment opportuni- ties would be made available to the J&K youth and would go a long way in addressing the problem of unemploy- ment. Since availability of ade- quate land is a pre-requisite for setting up of industry, the policy envisages creating land bank of about 20,000 kanals across the State with emphasis on locations outside the urban areas. For this purpose, available State land suitable for industry will be transferred to the Industries and Commerce Department, which will draw up an action plan for creation of the land bank of 20,000 kanals including State Unutilized land to be retrieved; Rs 15 cr Corpus Fund for sick unit s New Industrial Policy to attract Rs 20,000 cr worth investment in 10 yrs *Existing industrial estates to be transferred to SICOP, SIDCO (Contd on page 6 Col 1) Adhocism mars career of Engineers JEs in R&B, PHE yet to be promoted after 28 yrs (Contd on page 6 Col 1) 405 incidents of firing along J&K border NEW DELHI, Mar 16: As many as 405 incidents of cross border firing have taken place along the Indo-Pak border in Jammu and Kashmir in 2015 killing 16 civilians. Minister of State for Home Haribhai Chaudhary said in Rajya Sabha that 253 incidents of cross border firing have taken place along the International Border and 152 incidents along the Line of Control. Altogether 16 civilians were killed, 71 others were injured and 72 houses were damaged due to border shelling along the border last year. As many as 7,110 people (up to November 2015) were temporarily affected due to ceasefire violation in Jammu and Kashmir, he said replying to a written question. “Diplomatically, India has repeatedly emphasised, includ- ing at the highest level, the need for Pakistan to uphold the sanc- tity of the Line of Control and abide by the ceasefire commit- ment of 2003 along the International Border and LoC,” he said. NEW DELHI, Mar 16:

According to divisional adminis-tration, Kashmir, working hours inall Government offices inKashmir valley, except education-al institutions, shall be from 10 amto 4 pm with effect from April 1.

These timings shall remainoperative upto 31. Accordingly,all the Heads of Departments/Officers/ Institutes are directedto ensure strict adherence tonew official timings.

Sushma-Aziz meet todayPOKHARA (NEPAL), Mar 16:

External Affairs Minister Sushma Swaraj, who arrived here toparticipate in the SAARC Ministerial meeting, is scheduled tomeet Sartaj Aziz, Adviser to Pakistan Prime Minister NawazSharief, tomorrow.

Ms Swaraj on her arrival at this town, 200 km northwest ofKathmandu, was welcomed by Nepal's Deputy Prime MinisterKamal Thapa. India and Pakistani diplomats are in consultation forpreparing the ground for meeting between Ms Swaraj and Mr Aziz.

Mr Aziz while talking to reporters here expressed the hope thatthe meeting would be productive. He will also hand over an invi-tation from the Pakistan Prime Minister for the 19th SAARC

17 killed in Peshawar bus blastPESHAWAR, Mar 16:

At least 17 Pakistani Government employees were today killedand over 30 others injured when a powerful bomb ripped througha bus ferrying them to work in this restive city, an attack Talibansaid was to avenge death sentences confirmed against 13 militantsa day ago.

The blast occurred this morning as a bomb placed inside thebus exploded when the vehicle packed with Government employ-ees reached Peshawar from Mardan. The bomb exploded when theprivate bus was on Sunehri Masjid Road as it was taking Civil sec-retariat employees for duty.

At least 17 people, including three women, were killed in theblast targeting the bus carrying Government officials, according tosenior police officials.

About 50 people were on board the bus at the time of the explo-sion, SSP operations Peshawar Abbas Majeed Marwat said. Over30 people were injured in the blast.

Petrol, diesel prices go upNEW DELHI, Mar 16:

Petrol price was hiked today by Rs 3.07 a litre, reversing its 3-month declining trend, while diesel rates went up by Rs 1.90 perlitre.

Petrol in Delhi will cost Rs 59.68 per litre from mid-nighttonight as against Rs 56.61 currently, said Indian Oil Corporation,the nation’s biggest fuel retailer.

Similarly, a litre of diesel will cost Rs 48.33 compared with Rs46.43 a litre at present.

While the hike in petrol price turns the clock back on thedeclining trend since January, this is the third straight fortnightlyincrease in diesel rates.

Petrol price was last cut by Rs 3.02 from March 1 and today’shike has wiped off all of that. Diesel price on that day was hikedby Rs 1.47.

The three hikes in diesel rates since February 16 is total Rs 3.65per litre.

DGP contacts R’sthan, WB policeExcelsior Correspondent

JAMMU, Mar 16: Taking cognizance of the reports of allegedharassment of some Kashmiri students studying outside the State,Director General of Police (DGP), K Rajendra Kumar has contactedhis counterparts of Rajasthan and West Bengal and enquired about theincidents of alleged harassment of students from Jammu and Kashmir.

Rajendra urged them to ensure safety of the students from J&Kstudying in these States. He was assured that the police would takeall possible measures to ensure that students from J&K are not sub-jected to harassment.

They told the DGP that the incidents reported have been prop-erly investigated and the students were found to have no majorproblem in these institutions.

1600 Engineers includingsome Chief Engineers areworking on adhoc arrange-ments in various departmentsespecially Roads and Building(R&B), Irrigation and FloodControl and Public HealthEngineering Departments asGovernment is violating itsService rules and SupremeCourt guidelines.

There are over 1600Assistant Engineers, AssistantExecutive Engineers, ExecutiveEngineers, SuperintendingEngineers and even ChiefEngineers in different depart-ments who are working on

adhoc basis for several years andsome even for a decade.

In order to deal with theservice issues of the State cadreemployees, the Government in2011 formed (Govt order no.515-GAD of 2011 dated 27-04-2011) Human ResourceManagement (HRM) in thedepartments of Public Works,PHE, Irrigation and FloodControl, Power DevelopmentDepartment, Health and MedicalEducation Department andRural Development Department.

The purpose of the formationof the HRM in these depart-ments was to finalise the senior-ity lists of Engineers at all levelsand conduct the DPCs to regu-larize the adhoc promotions. TheHRM was also supposed to deal

with APRs, Departmentalinquires and Vigilance cases.But the HRM has not helped sofar in tackling adhocism in mostof these departments.

An AEE told Excelsior thatthe HRM is only interested intransfers as it has issued 6000transfer orders in past threeyears in R&B Departmentonly. He said that few yearsago an officer was shifted fromHRM in R&B Department fornon-performance but evenafter that nothing has changedfor good.

According to theGovernment of Jammu andKashmir Service rules and direc-tions of Supreme Court, in oneof the landmark judgments in acase, “Suraj Prakash versus

State of Jammu and Kashmir”,the adhocs are to be regularizedafter six months.

An AEE told Excelsior thatthey were employed throughRecruitment Board in 1988 asJunior Engineers but are techni-cally still JEs. “After serving asJEs for 12 years, we were put asIncharge AEs for six years. In2006, we were elevated asincharge AEEs but technicallywe are still JEs after serving thedepartment for 28 years”, hesaid.

much-needed new StateIndustrial Policy will attractinvestment of Rs 20,000 crorein the industrial sector over aperiod of 10 years-Rs 2000crore per annum and createover 15,000 direct and indirectemployment opportunitiesannually for theunemployed/educated youth.Moreover, all the existingindustrial estates will be trans-ferred to the SICOP andSIDCO so as to ensure thatDistrict Industries Centers(DICs) lay exclusive focus onhand-holding the new entre-

preneurs.In the policy, thrust has also

been laid on creation of landbank of 20,000 kanals acrossJammu and Kashmir, retrieval ofunutilized land in the existingindustrial estates, creation of Rs15 crore Corpus Fund for thesick industrial units besides cre-ation of industrial parks toachieve sustainable, equitable,environment friendly and bal-ance industrial growth.

According to the policy,which was recently approved bythe State Administrative Councilheaded by Governor N N Vohraand the copy of which is avail-able with EXCELSIOR, themajor thrust has been laid on

attracting investment of Rs20,000 in the industrial sectorover a period of 10 years up to2026 by focusing on all the threeregions of the State, encouragingutilization of locally availableraw materials and mineralresources, promoting growth ofthrust industries and encourag-ing hi-tech and knowledge basedindustries including Electronicsand Information Technology etc.

With this, 15,000 directand indirect employmentopportunities will get generat-ed annually for the unem-ployed/educated youth, whichmeans by 2026, a total of 1.5lakh employment opportuni-ties would be made available

to the J&K youth and wouldgo a long way in addressingthe problem of unemploy-ment.

Since availability of ade-quate land is a pre-requisite forsetting up of industry, the policyenvisages creating land bank ofabout 20,000 kanals across theState with emphasis on locationsoutside the urban areas. For thispurpose, available State landsuitable for industry will betransferred to the Industries andCommerce Department, whichwill draw up an action plan forcreation of the land bank of20,000 kanals including State

As many as 405 incidents ofcross border firing have takenplace along the Indo-Pak borderin Jammu and Kashmir in 2015killing 16 civilians.

Minister of State for HomeHaribhai Chaudhary said inRajya Sabha that 253 incidentsof cross border firing have takenplace along the InternationalBorder and 152 incidents alongthe Line of Control.

Altogether 16 civilians werekilled, 71 others were injuredand 72 houses were damageddue to border shelling along theborder last year.

As many as 7,110 people (up toNovember 2015) were temporarilyaffected due to ceasefire violationin Jammu and Kashmir, he saidreplying to a written question.

“Diplomatically, India hasrepeatedly emphasised, includ-ing at the highest level, the needfor Pakistan to uphold the sanc-tity of the Line of Control andabide by the ceasefire commit-ment of 2003 along theInternational Border and LoC,”he said. (PTI)
