1. INTRODUCTION:
This is the Mid-term external monitoring report of social safeguards and
implementation of resettlement plans of the sub-projects of Tranche-II. As required by
ADB's safeguard policy on Involuntary Resettlement, this monitoring report has been
prepared by the Building Standards Pvt. Ltd, the monitoring firm of the project, for the
National Transmission and Dispatch Company (NTDC), the project executing agency
(EA). The report covers the status of payment of compensation to the affectees of
subprojects of Tranche II of ADB funded Multi-tranche Financing Facility (MFF) of NTDC
investment program.
The following paragraphs provide brief background of the subprojects of Tranche 2
which have impacts of land acquisition and resettlement, and results of external
monitoring of the implementation of resettlement plans including any gaps or
weaknesses in implementation and recommendations given to ensure full
implementation of resettlement plans to overcome all such gaps and weaknesses.
1.1 Project Background
The Government of Pakistan (GOP) received funding from ADB for implementing the
Power Transmission Enhancement Investment Program (the Program) which is to be
executed through a "Multi-tranche Financial Facility (MFF)" subdivided into 4 tranches
and with the Ministry of Water and Power and the National Transmission and Dispatch
Company (NTDC) as the Executing Agency (EA) and the Implementing Agency (IA)
respectively. Each tranche constituted a project but included multiple subprojects
having varying scope of work as construction of new substations, extension and
augmentation/up-gradation of existing sub stations and installation of transmission
lines. This monitoring report covers the entire Tranche 2 (10 subprojects). More details
are given below.

As explained above, Tranche 2 comprise of 10 subprojects with scope of work varying
from extension and augmentation of existing substations/grid stations and construction
of new grid stations and installation of transmission lines. As shown in the below table,
4 subprojects fall in category C and did not require any resettlement monitoring work.
However the remaining 6 projects fall in category B and required implementation and
monitoring of resettlement plans. The status of their implementation is as under:

As above table indicates, there were only 6 subprojects in Tranche 2 which needed
payment of compensation and which had temporary impacts related with crops and
removal of trees. The overall status of implementation of resettlement plans of these 6
subprojects has been explained below:

The table shows that:
• A total of 405 out of 2938 APs (13.7%) are still unpaid.
• Of the total unpaid 8.16% are from New Rohri-Ghambat TL, 0.91% from New
Rohri- Shikarpurand 4.7% are from 500KV D.G.Khan IN/OUT T/L.
• The work for the above mentioned 3 Sub-projects was scheduled to be
completed by (New Rohri-Ghambat 27-06-2012, New Rohri- Shikarpur -27-06-
2012and 500KV D.G.Khan IN/OUT T/L by Dec. 2013.
• However the payments for the remaining towers of New Rohri-Ghambat and
New Rohri- Shikarpur will be completed by end of Sep. 2013, while on 500KV
D.G.Khan IN/OUT T/L the payments will be completed by the end of December
2013.

• 220kv Okara G/S & T/L, 220kv T.T.Singh and 132 kv Jarwar-Sadiqabad
Subprojects have been completed and all APs have been paid and
compensations are all cleared and compensation payment reports have been
submitted to ADB on 28-10-2010 and on 31-01-2013 respectively.
3. SUBPROJECT: 220KV OKARA G/S & T/L
The 220kv Okara G/S &TL subproject includes the construction of a 220KV Grid Station
and transmission line (TL) that will pass through parts of different villages. TL required
33 towers to be erected.
3.1 Land Acquisition and other Impacts
The external monitors reviewed the resettlement plan and visited the project site in
May 2013. The project impacts included Crops and Trees. In total these impacts had
affected 59 people which included 29 APs affected by towers, 20 by crops and 10 by
trees. Payment status is given below:

3.3 Findings of External Monitoring: Gaps or Weaknesses and Recommendations
The sub-project has been completed and all compensations are cleared. There is no outstanding
issue.
4. SUBPROJECT: 220KV TOBA TEK SINGH G/S & T/L
The 220kv Toba Tek Singh G/S & T/L subproject includes the construction of a 220kV G/S
and transmission line (TL) that will pass through parts of different villages. TL required
12 towers to be erected.

4.3 Findings of External Monitoring: Gaps or Weaknesses and Recommendations
The sub-project has been completed and all compensations are cleared. There is no
outstanding issue.
S. SUBPROJECT: NEW 500KV D.G KHAN GRID STATION WITH TRANSMISSION LINE
The New 500 KV D.G Khan Grid Station with Transmission Line subproject includes the
construction of a 500 kV G/S and transmission line (IL) that will pass through parts of
different villages. TL required 82 towers to be erected.
5.1 Land Acquisition and Other Impacts
The external monitors reviewed the resettlement plan and visited the project site in
May 2013. The project impacts included Crops and Trees. In total these impacts had
affected 138 people which included 75 APs affected by towers, 39 by crops and 24 by
trees. . Payment status is given below:

The sub-project is under implementation. The compensation payments for foundation
work have been made in April-May 2013 to all affetees. There is a need to accelerate
the process of compensation assessment and payments for stringing work should be
complete by end of July, 2013.
6. SUBPROJECT: NEW 220KV ROHRI GRID STATION AND LINE BAY EXTENSION AT
220KV SHIKARPUR G/STATION WITH ASSOCIATED MINES
The subproject includes the construction of a New 220KV Rohri Grid Station and Line
Bay Extension at 220 KV Shikarpur G/station with associated T/Lines that will pass
through parts of different villages. TL required 878 towers to be erected.
6.1 Land Acquisition and other Impacts:
The external monitors reviewed the resettlement plan and visited the project site in
May 2013. The project impacts included Crops and Trees. In total these impacts had
affected 1279 people which included 768 APs affected by towers, 6 by land, 331 by
crops and 174 by trees. . Payment status is given below:

The sub-project is under implementation. The assessment of compensation payments
for stringing work is in process. There is a need to accelerate the process of
compensation assessment and payments for stringing work should be complete by end
of July, 2013.
7. SUBPROJECTS: 132KV NEW ROHRI-GHAMBAT T/L:
The subproject includes the construction of a 132 kV transmission line (TL) that will pass
through parts of different villages. TL required 380 towers to be erected.
7.1 Land Acquisition and other Impacts
The external monitors reviewed the resettlement plan and visited the project site in
May 2013. The project impacts included Crops and Trees. In total these impacts had
affected 1264 people which included 297 APs affected by towers, 975 by crops and 977
by trees. Payment status is given below:

7.3 Findings of External Monitoring: Gaps or Weaknesses and Recommendations
The sub-project is under implementation. The assessment of compensation payments
for stringing work is in process. There is a need to accelerate the process of
compensation assessment and payments for errection work should be complete by
end of July, 2013.
8. SUBPROJECT: JARWAR — SADIQABAD 132KV TL
The subproject includes the construction of a 132 kV transmission line (TL) that will pass
through parts of different villages. TL required 297 towers to be erected.

The external monitors reviewed the resettlement plan and visited the project site in
May 2013. The project impacts included Crops and Trees. In total these impacts had
affected 180 people which included 116 APs affected by towers, 34 by crops and 30 by
trees. Payment status is given below:

8.3 Finding of External Monitoring: Gaps or Weakness and Recommendations
The sub-project has been completed and all compensations are cleared. There is no
outstanding issue.
Land Acquisition:The land was acquired by land acquisition collector by Copy of the
instruction memo is attached as Appendix 4.
Action Recommendation:Transmission Line: Payment to APs. During fresh
consultations and interviews with APs in May 2013, the external monitors found that
total 3 out of 6 sub-projects (220kv Okara. 220kv Toba Tek Singh and 132kv Jarwar-

Sadiqabad) have been completed and compensation payments are all cleared. The
remaining 3 sub-projects (500kv D.G.Khan, 220KV New Rohri-Shikarpur and 132KV
Rohri-Ghambat are under implementation and payment process is still going on.
Actions Taken: The issue regarding delay in the payments process was raised with ESIC-
PMU during the consultations. The ES1C consulted with the concerned APs and the PIU.
PIU (XEN SUKKUR) informed that the demand for compensation payments for the sub-
projects i) 200kv New Rohri-Shikarpur and ii) 132KV Rohri-Ghambat has been submitted
to Chief Engineer EHV-II office in April 2013 for release of payments. The approval
process will take almost 6 months and probably the payments will be made to affectees
by the end of Oct. 2013. The sub-project of 500kv D.G.Khan IN/OUT as the process of
towers errection and APs identification is ongoing. The compensation payments for
foundation work have been complete and PIU NTDC agreed that the second installment
of compensation payment for tower erection will be paid to APs by the end of August,
2013.
9. CONCLUSIONS
The external monitoring indicates that SRP implementation for 3 subprojects including
220kv Okara, T.T.Singh and 132kv Jarwar-Sadiqabad are 100% complete and there are
no outstanding payments and hence no further need for external monitoring. The
project completion reports for Jarwar-Sadiqabad was submitted to ADB on 28-10-2010
and for Okara and T.T.Singh the reports were also submitted to ADB on 31-1-2013.
The subproject 200kv New Rohri-Shikarpur and 132KV Rohri-Ghambat all APs have been
identified and assessment has been made and submitted for approval. 500KV D.G.Khan
compensation payments for foundation work have been paid to all affectees. Now the
towers are being erected and APs are being identified. The expected time of completion
for this project is June, 2014.

10. RECOMMENDATIONS
It is recommend that for the subprojects of New Rohri-Shikarpur and 132KV Rohri-
Ghambat as the Transmission lines of these sub-projects has already been completed
and the payments for stringing work were not paid to the remaining APs so far. 240 out
of 1264 APs of Rohri-Shikarpur and 27 out of 1279 APs have not been paid so far. It was
recommended that the process for remaining payment should be accelerated and
completed by the end of August, 2013.
