Robert Faigin, Chief Legal Advisor, San Diego County Sheriff’s DepartmentToday more than ever, law enforcement is under the public microscope. Agencies and law enforcement officers have to avoid even the mere appearance of impropriety. Through a discussion of scenarios and agency policies that are implicated by officer misconduct, this session will provide guidance to attendees so they can ensure that their agency promotes an ethical culture.

Homelessness and mental health issues are difficult and complex matters facing communities and our profession. An agency’s success in addressing these issues lies in being a part of the larger system that seeks to bring it to an end by being compassionate and collaborative in the response. In this session, Sergeant Galliano will discuss Sacramento Police Department’s efforts to be part of the solution through the agency’s IMPACT team; a team of officers trained to respond to those experiencing a mental health crisis.

With a January enforcement date, the Marijuana Adult Use Act is upon us. This session will explore the changes to the California Health and Safety Code and potential strategies for law enforcement investigations of marijuana-related crimes. The Medical Marijuana Regulation and Safety Act (MMRSA) that paves the

way for commercial, for profit, medical marijuana activities will also be discussed along with current legal issues facing investigators, and what to expect with further implementation of both these laws.

BREAKOUT #4The Morality of Lethal Engagement

Melvin Allick II, Lieutenant, Texas Highway Patrol

For an officer to carry weapons and not be mentally and morally prepared can be catastrophic when encountering deadly situations. This session will discuss Texas Highway Patrol’s SHIELD program that assists law enforcement officers and team members to effectively deal with challenges both on and off duty by delivering culturally relevant performance optimization training, examination of norms and processes impacting officers and their leaders while encouraging integration of departmental resources.

The Night the Rules Changed

On July 7, 2016, a sniper opened fire on police during a downtown Dallas protest. Twelve officers were shot; 5 fatally. After a prolonged standoff, Dallas Police made the unprecedented decision to send in a bomb-rigged robot. This session will feature a debrief of the incident and an in-depth discussion of fire and emergency medical services’ role and response, explosive ordnance disposal operations, and lessons learned.

Orlando Pulse Nightclub Shooting Debrief

On June 12, 2016, a gunman opened fire late at night in the Pulse Nightclub, senselessly taking 49 lives and injuring 53 others in the deadliest mass shooting in U.S. History. In this compelling lecture, Lt. Smith describes the tactical response to this event and lessons learned.

Expo-Only Registration
