    It is an investment in human capitalthat ensures that children belongingtopoorhouseholds,particularlythoseaged0-18,growuphealthyandstayinschool.

    Itutilizestheconditionalcashtransferschemewhereinbeneficiariesreceivecashgrantsbasedontheircompliancetotheirco-responsibilities.

    Household beneficiaries must complywith the conditionalities on health andeducation to receive their cash grants.Theseinclude:

    For Education:

    Children 6-18 years old shall enrollin primary/secondary schools (orequivalent Alternative Learning System/AlternativeDeliveryMethod)andhaveatleast85%schoolattendance

    Children 3-5 years old shall attenddaycare/preschoolprogramwithatleast85%schoolattendance

    SELECTION CRITERIA AND COVERAGE AND ENTITLEMENT

    HOW ARE THE BENEFICIARIES SELECTED?

    For Health:

    Children0-5yearsold shall get regularpreventive health check-ups, growthmonitoringandvaccines

    Pregnant women shall get pre-natalcare andmust be attended by skilled/professionalhealthworkerduringchildbirth. Mothers who have given birthshall get post-natal care in accordancewiththestandardDOHprotocol

    Children 6-14 years old must receive de-wormingpillstwiceayear

    For Family Development Session:

    Parents/guardians shall attend themonthlyFDS.

    Tobeeligible,ahousehold: Must be identified as poor based

    on the database of the Listahanan(formerly known as the NationalHousehold Targeting System forPovertyReduction);

    Musthavechildrenaged0-18orhavea pregnant member at the time oftheenumeration,and;

    Must be willing and able tocomply with the conditionalitiesof the program as part of their co-responsibilities.

    Eligible households will have to attend the Community Assembly(ComAss) where registration for the program will take place. Thehouseholdswillberequiredtosubmitdocumentaryrequirementssuchasmarriagecertificateandbirthcertificatesofthechild/ren.

    WHAT ARE THE TYPES OF GRANTS THAT BENEFICIARIES GET?

    Ahouseholdisentitledtoreceivethefollowinggrantprovidedthattheycomplywiththeconditionalitiesoftheprogram:

    HouseholdsreceivetheirgrantseverytwomonthsthroughtheirLandBankcashcardsorthroughotherconduitsauthorizedbytheLandbank such asGlobeRemit, Rural Banks, First ConsolidatedBank,andCooperativeFinancialInstitutions.

    WHAT IS THE PANTAWID PAMILYA HIGH SCHOOL EXPANSION?

    Pantawid Pamilya expands the age coverage of eligible childrenbeneficiariesfrom0-14to0-18yearsold.

    This will ensure that school-aged children will be given financialassistanceuntiltheyreach18yearsoldorfinishhighschool,whichevercomesfirst.

    WHAT WILL HAPPEN TO HOUSEHOLDS WHO GOT DELISTED DUE TO INELIGIBILITY OF THE AGE REQUIREMENT?

    Householdswhowerepreviouslydeactivatedintheprogramduetonothavingchildrenaged0-14(previouspolicy)willbevalidatedforpossiblereinstatementiftheystillhavechildrenaged0-18inthehouseholdandhavenotfinishedhighschool.

    HOW MANY CHILDREN ARE COVERED IN THE EXPANSION?

    The program maintains its policy of coveringamaximumof three (3) childrenbeneficiariesper household. In cases where the limit isnot maximized by the household before theimplementationof thehigh school expansion,thehouseholdmayselectduringthevalidationadditional child beneficiaries from theremaining children in the roster. Children thatwere previously monitored for educationconditionality and were aged out (those whoturned15yearsold)cannowbereinstated intheprogram.

    HOW LONG WILL THE CHILDREN BE COVERED BY THE PROGRAM?

    Childrenbeneficiariesarecovereduntilthey exceed the age 18 or finish highschool,whichevercomesfirst.

    Thosewhowillturn19yearsoldwithinthe school year (June 2) will still bemonitoreduntil theendof theschoolyear.

    Accordingly, the household will exitfromtheprogramwhenallthechildrenbeneficiariesgraduatefromhighschoolorreachthemaximumageofeligibility.

    WHEN A CHILD BENEFICIARY GRADUATES FROM HIGH SCHOOL, CAN THE HOUSEHOLD ENROLL THEIR OTHER CHILDREN?

    Undertheexistingpolicy,whenanyofthechildrenbeneficiarieswithinthehouseholdgraduatesfromhighschoolorreaches18,replacementisNOTallowed.

    However, replacement of monitored child may be allowed in thefollowingcircumstances:

    1. Childacquiredfullscholarship2. Diagnosedtobedifferently-abledandwasfoundtobeunable

    tobenefitfromanyformofeducation3. Deathofthechild

    Thehousehold can selecta replacement from theexistinghouseholdrosterandmustsubmitsupportingdocumentsasbasisforreplacementofthechildrenbeneficiaryformonitoringineducationconditionalities.

    ARE THERE ANY ADDITIONAL CONDITIONALITIES?

    In addition to the existing conditionalities, high school students arerequiredtoobtainapassingGeneralWeightedAverage(GWA)prescribedbytheDepEd.

    Highschoolstudentsmustalsobepromotedtothenextgradelevelinthesucceedingschoolyear.

    PROGRAM COMPONENTS AND OTHER PROGRAM FEATURES

    WHAT ARE THE MAJOR COMPONENTS OF THE PROGRAM?

    Pantawid Pamilya established three major systems to organize itsimplementation systematically, address issues, and effectively ensurethattheprogramobjectivesaremet.ThesesystemsaretheCompliance Verification System (CVS), Beneficiary Update System (BUS) and the Grievance Redress System (GRS).

    a. CVS is a verification tool used to report compliance of thebeneficiariestotheconditionalities

    b. BUS records and updates the status or condition of thebeneficiaries.Captures, validates, recordsand reports changesinthedataofthebeneficiary.

    c. ThePaymentSystemprocessesthepaymentofgrantsbasedontheresultsofcomplianceverification.Itmonitorsandensurestheconductofpayment to thehouseholdbeneficiariesof theprogram.

    d. GRS captures and resolves complaints and queries about theprogram, its implementation on the beneficiaries.     WHAT ARE THE OTHER FEATURES OF THE PROGRAM?

    Pantawid Pamilya is also implementing the Modified ConditionalCash Transfer (MCCT). It is designed to reach out to HomelessStreetFamilies(HSF)whoaredefinitelypoor,morevulnerableanddisadvantagedthatarenotcoveredbytheregularCCT.

    ItaimstoenabletheHSFtoovercomebarriersthatpreventthemfrom enjoying the governments social protection support andinvestmentsintheirchildrenshumandevelopment.

    The MCCT HSF beneficiaries are expected to be transitioned toregularPantawidPamilyaafteroneyear.

    MCCTalsocaterstoIndigenousPeople(IP) byproviding indigenous culturalcommunities in GeographicallyIsolated and Disadvantaged Areas(GIDAs) with equal opportunities toaccess the services and benefits oftheProgram.

    Thebeneficiariesarealsothepriorityrecipientsofthefollowing:

    FreePhilippineHealthInsurance(PhilHealth) AssistancefromtheSustainableLivelihoodProgram(SLP)ofDSWD.

    SLP is a community-based capacity building program that seeksto improve the socio-economic status of program participants.It is implemented through the Community-Driven EnterpriseDevelopment (CDED) approach, which equips the programparticipantstoactivelycontributetoproductionandlabormarketsby making use of available resources and accessible markets.Beneficiariesareengagedinsocialpreparationandcapacitybuildingworkshops.Afterwhich,theyaregiventheoptiontotakeeitheraMicro-enterpriseDevelopmenttrackoranEmploymentFacilitationtrack.

    a. Under the employment facilitation track, beneficiaries areprovided guaranteed employment by various public andprivatepartnerssuchastheTrabahongLansanganProgramofDepartmentofPublicWorkandHighways(DPWH)

    b. Themicro-enterprise developmenttrackprovidescapitalseedfund tobeneficiariesor link themwithfinancial institutionswhocanhelpthemestablishtheirownsmall-tomedium-scalebusinesses

    WHAT IS THE STUDENT GRANTS-IN-AID PROGRAM FOR POVERTY ALLEVIATION (SGPPA)?

    SGP-PAisaprogramofthenationalgovernmentinstituted by the Commission on HigherEducation(CHED)inpartnershipwithDSWD,theDepartment of Labor and Employment (DOLE),and State Universities and Colleges. It provideshigher education to poor households that willgive them opportunities for high value-addedoccupationsthatwilleventuallyhelpbeneficiarieshaveanimprovedqualityoflife.

    Beneficiaries of the program arerequired to take up courses that areamong those identified based on thenational development plans manpowerdemands for annual year 2014-2015.These include courses related withInformationTechnology(IT),Agriculture,Teacher Education, Math and Science,EngineeringandHealthSciences.

    SGP-PAapplicantsmustbeabeneficiaryofPantawidPamilyaand

    notmorethan30years.Theymustsubmitthenecessarydocumentsandmeetthecriteriasetbytheprogramtoavailthegrant.

    A student-beneficiary is entitled to receive a maximum of sixty-

    thousandpesos(60,000.00)grantperschoolyeartopayfortuitionandotherschoolfees,textbooks,boardandlodging,clothing,healthandothereducationalexpensesandsupportservicetocompletethedegreeprogram.

    KAYA KO ANG PAGBABAGO CAMPAIGN

    Kaya Ko ang Pagbabagoisaninformationandempowermentcampaignthat aims to communicate the stories of change (pagbabago) in thelivesofthebeneficiariesoftheprogramsandservicesofDSWD.ItalsoaimstopopularizetheexpansionofagecoverageofPantawidPamilyangPilipinoProgram.

    Itempowersbeneficiariestohaveanimprovedwell-beingthroughtheconvergenceoftheprogramsandservicesofDSWDandencourageskeystakeholders to support the government in bringing positive changesandsignificantdevelopmentstothelivesofthepoorandthevulnerable.
