COURSE HISTORY

In 1929 the late Mr. Malcolm Maclean who had been farming an area of land at Paraparaumu decided to subdivide part of his land that fronted on Paraparaumu Beach. He interested Mr. S. George Nathan in the project and the latter then formed a small syndicate, which included Mr. Stronach Paterson and Mr. D.O. Whyte, to purchase the land as a speculation.

Some 200 acres of Beach Front was subdivided into seaside sections and the balance of 120 acres formed into an 18 hole golf course as an added attraction to buyers.

After all the sections had been sold Messrs. Paterson and Whyte decided to form a Club to take over the Golf Course from the syndicate and ensure the retention of the Golf Course which had become so much of a part of the life of the rapidly growing seaside resort. They succeeded in interesting sufficient golfing enthusiasts and the club was duly formed and incorporated.

It was decided to redesign the course entirely and to lay out a modern first class championship course which would be fit to stage the most important golfing events. The club was fortunate in securing the services of Mr. Alex Russell of Melbourne, an ex Open Champion of Australia, who had already designed some of Melbourne’s most famous courses, to design the layout. Mr Russell said as soon as he saw the country that it could provide one of the best courses in the world. Having approved the plans, and under the supervision of Mr Whyte, the course was constructed by Head Greenkeeper Jack Hunt and his staff and ready for opening in 1949. Twelve Months later when he returned to inspect the work which had been done, Mr Russell expressed his complete satisfaction with the result.

In the years that proceeded, Paraparaumu Beach was to be famed as one of the finest links in the Southern Hemisphere and went on to host many of the countries leading golf tournaments including 12 New Zealand Opens. It has ranked as high as 71 by esteemed US magazine, Golf Digest’s world rankings of golf courses and has unquestionably become as its founders had hoped, a real asset to the game in New Zealand.

The bar facilities and hours of opening may be varied by inclement weather and/or lack of demand, at the discretion of the Bar Manager.

SALE OF LIQUOR The club operates under licence and is bound by the appropriate laws. Members and visitors under the age of 18 years or who are intoxicated, will not be served liquor.

CATERER The club contracts the services of a professional caterer, Chrysalis Catering, to provide a range of quality counter food for members and visitors on most days of the week and particularly when regular events are scheduled. Normal hours are 10.00am - 5.00pm however these hours, the catering facilities and range of service available on any day may be varied by inclement weather and/or demand. Players may also place orders in advance for their convenience when playing. The caterers are also available for functions both on and off premises.

CLUB NOTICES All notices including results, draws, upcoming events and matters of general interest will be posted on the clubs website, or in the Golf Shop, in the Mens and Womens Locker Rooms and from time to time on the TV Sets located in the lounge and bar areas.

CLUB WEB SITEMembers are encouraged to visit the clubs website to make their Tee Bookings and to locate a wide range of material pertaining to the club, its history, constitution, policies and other useful information as the Management Committee see fit to publish from time to time.

STORAGE FACILITIES Limited storage is available for clubs, trundlers and carts and may be arranged through the office. Stored at members own risk.

CAR PARKS The main car park is situated in front of the 9th green with access from Kapiti Road. Limited parking is available adjacent to the green shed in the old greens complex and is generally restricted to those members storing carts in this area.Cars are parked on club property at members and visitors risk. Nominated vehicles only can park by the tent and clubrooms.

PLAYING INFORMATION

ETIQUETTEThere are certain points of etiquette when playing golf. These are just some of them. SAFETYPrior to playing a stroke or making a practice swing, the player should ensure that no one is standing close by or in a position to be hit by the club, the ball, or any stones, pebbles, twigs or the like which may be moved by the stroke or swing.

CONSIDERATION FOR OTHER PLAYERSThe player who has the honour should be allowed to play before his opponent or fellow-competitor tees his ball. No one should move, talk to, stand close to, or directly behind the ball or the hole when a player is addressing the ball or making a stroke. No player should play until the players in front are out of range.

PACE OF PLAYAll players have a responsibility to maintain an acceptable pace of play to ensure the enjoyment of the game by all.In general the pace of play is determined by the speed of the groups playing ahead therefore all players should always play without delay and not fall behind the group immediately in front of them.

If a player believes his ball may be lost outside a water hazard

or out of bounds, to save time, he should play a provisional ball. Players searching for a ball should signal the players behind them to pass as soon as it becomes apparent that the ball will not easily be found. They should not search for five minutes before doing so. They should not continue play until the players following them have passed and are out of range. If a match fails to keep its place on the course and loses more than one clear hole on the players in front, it should invite the match following to pass.In stableford competitions players should pick up once they cannot score any points on a given hole.

PRIORITY ON THE COURSE In the absence of special rules, two-ball matches should have precedence over and be entitled to pass any three or four ball match, which should invite them through. A single player has no standing and should give way to a match of any kind. Any match playing a whole round is entitled to pass a match playing a shorter round.

CARE OF THE COURSEHoles in bunkersBefore leaving a bunker, a player should carefully fill up and smooth over all holes and footprints.Repair divots, ball-marks and damage by spikesA player should ensure that any divot made and any damage to the putting green made by a ball is carefully repaired. On completion of each hole any damage to the putting green caused by golf shoe spikes should be repaired.

Damage to greens – flagsticks, bags, etc.Players should ensure that, when putting down bags or the flagstick, no damage is done to the putting green and that neither they nor their caddies damage the hole by standing close to it, in handling the flagstick or in removing the ball from the hole. The flagstick should be properly replaced in the hole before the players leave the putting green. Players should not damage the putting green by leaning on their putters, particularly when removing the ball from the hole.

MOTORISED CARTS - Conditions of Use The Club has a preference for all golfers to walk when playing the course with the use of motorised carts being a privilege, not a right:

1. All users must have a current driver’s license2. All owners of Carts must hold appropriate insurance.3. Using Motorised Carts (“Carts”) in competitive play is

not encouraged and prior approval is required from the respective committees for those members who feel they have special grounds for dispensation, such as age, health and/or injuries. Such dispensation will not be unreasonably withheld.

4. Only Carts authorised by the General Manager and approved for purpose can be used on the course.

5. Golf Carts must be electric and must not have seating capacity for more than two people. (Existing use rights apply but are deemed to expire upon termination of a membership).

6. Motorbikes or Scooters are not permitted.As motorised carts cause damage to the course, any person

using a motorised cart will be subject to the following conditions of use:

7. Carts must be kept to all pathways and parking areas where provided.

8. Carts are not to be driven within 10 metres of the greens and tees.

9. Carts are not to be driven in the long rough.

Individuals seen infringing any of the conditions above are likely to have their privileges to using a cart withdrawn. All Cart users need to take particular care with driving on the slopes as these are the areas most susceptible to course damage and injury in the wetter and very dry months.The Golf Services Manager will be responsible for the allocation of Carts and the monitoring of their use. All members are within their rights to monitor the use of carts and to bring to the attention of the user and/or club officials any obvious and/or repeated abuse of privilege.

PRACTICE Damage through practice swingsIn taking practice swings, players should avoid causing damage to the course, particularly the tees, by removing divots.Practice Areas Practice putting green between the clubhouse and the 18th green. Chipping green between car park and 9th green. Nets behind chipping green, and practice fairway adjacent to the 18th fairway. Practice on the course is permitted using no more than

two balls and playing successive holes, provided that no interference with regular play occurs.

DAMAGE TO PROPERTY Any damage to club or neighbouring property must be reported to the office immediately.STARTINGOnline start sheets are used 7 days per week and are posted for entries 1 week in advance - www.paraparaumubeachgolfclub.co.nz. Failure to meet player’s tee time will result in relegation to the end of the field.

HANDICAP SYSTEMThe club uses the NZGA Slope System.Club Handicapper: Dennis CoppsHandicap indexes are posted in the Golf Shop and must be converted to a course handicap appropriate to the tees being used on the day.Men: Handicap queries should be made Monday, Tuesday, Thursday between 9.30 a.m. and 12.00 noon to the Club Women: Tuesday and Saturdays after golf.

HOLE IN ONEAll Full playing and 9 Hole Members pay a Hole in One insurance levy. This entitles the member to an allowance of $200 for a bar account that day and an engraved trophy to celebrate the event. The office should be notified at the conclusion of the round or as soon as possible.In all cases a hole in one must be during a legitimate round, a signed

scorecard completed and at least 13 holes played (7 holes for 9 Hole members). Should a member have a Hole in One at another NZ Affiliated Golf Club, an invoice from that club should be arranged between management for their bar account. Under no circumstances should this exceed $150.

LEAVE OF ABSENCEA Leave of Absence may be granted if the member has suffered an injury that will preclude them from playing golf for a period in excess of 6 months (Medical Certificate required). A member granted leave of absence is entitled to a pro rata credit of the balance between any base subscription paid for any absence period in the current paid up subscription year and a non playing subscription for the same period. The credit is to a maximum of six months and will remain on the member’s account pending their return. The period is not retrospective and is taken from the time that the club is informed of the injury.A Leave of Absence will not be given for personal or financial reasons nor considered in retrospect.

DRESSA tidy standard of dress is required on the course and in the clubhouse. Our expectation is that players wear clothing designed for the playing of golf which typically excludes work jeans, tee shirts, rugby/football shirts and clothing displaying large images. Shoes with socks are the preferred footwear in the lounge however clean footwear used on the course may be worn in the clubhouse. The wearing of sandals in the

lounge is permissible during the summer months only. Hats should not be worn inside the club house at any time. If you are not dressed correctly you may not be permitted to play golf on the course or use the lounge facilities.

GREEN FEES Casual golfers, affiliated members and international visitors may pay green fees to play on the course subject to course availability and other conditions that may be set by the Management Committee from time to time.Green fee players must book their tee time and pay their fees at the Golf Shop prior to playing on the course.All Green Fee players must retain their receipt whilst playing and be able to produce it upon request to validate they have paid their fees for the round they are playing.

SCORE CARDS Score cards are available at the Golf shop. In accordance with the Rules of Golf our expectation is that all players exchange cards at the commencement of each round, scores are to be recorded on the card hole by hole during the round and each player’s score kept by at least two players (The Player and the Marker).All required information on the card should be completed legibly. A score card should be submitted after every round comprising at least 12 completed holes.Both the Player and the Marker must sign each completed card prior to the card being submitted for entry.The clubs preference is that players enter their own scores using the Score Card Kiosk in the lounge immediately upon

completing their round, particularly in competition play. Alternatively cards may be returned to the Golf Shop for later processing.

All cards are randomly audited by the club handicapper who has the right to dispute and/or discard doubtful cards.

LOCAL RULES1. Ground Under Repair – may be defined by blue stakes

and/or white lines and marked “GUR”. Play from GUR is prohibited and a compulsory drop must be taken off all areas defined as GUR. Wheel ruts are also to be regarded as GUR. Rule 25-1b applies.

2. Distance Measuring Devices – A player may obtain distance information by using a device that measures distance only. If, during a stipulated round, a player uses a distance-measuring device that is designed to guage or measure other conditions that might affect his play (e.g. gradient, windspeed, temperature etc) the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional function is actually used.

3. Embedded Balls – you may lift and drop an embedded ball “through the green” – that allows relief anywhere on the course except in hazards and bunkers. Relief is within one club length, no nearer the hole.

4. Immovable obstructions – all parts of the course watering systems, all formed paths, roadways, drainage covers and sump lids, noticeboards, staked trees, and stakes defining hazards are deemed to be immovable

obstructions, Relief “through the green” is one club length. Rule 24-2 applies.

5. Dropping Zones:a. Located adjacent to the flagpole on west side of

clubhouse for balls finishing behind the storage building known as “The Tent” near the right side of the 10th fairway.

b. Located to the east side of “The Tent”, across the roadway & near the practice putting green, for balls landing on practice putting green and adjacent paths & driveways.

6. Fairway Sprinklers – any ball that strikes a sprinkler extension upright or head projecting above ground level, on your own fairway, must be replayed without penalty from the position it was last played.

7. No Placing – (Rule 13 applies) Play the lie, unless temporary exemption has been activated and notified due to abnormal course conditions.

a. Out Of Bounds – (Rule 27-1 applies)b. Is defined be all boundary fences, or white stakes

or white lines where fences do not exist.c. Member’s car park areas, the clubhouse & deck are

OOB.d. Internal OOB between 9Th & 18th fairways applies to

the 9th hole only. Internal OOB on right side of 18th fairway.

MEMBERS CODE OF BEHAVIOUR

All members must meet the following requirements in regard to their conduct during any activity held or sanctioned by the Club and in any role or position they may hold within the Club.1. Respect the rights, dignity and worth of others.2. Be fair, considerate and honest in all dealings with others3. Be professional in, and accept responsibility for, your

actions.4. Show due respect for your elected representatives and

realise that they administer the Club for the benefit of all the members. Do not harass other members to further your own point of view.

5. Take any complaints directly to the Management Committee or Administration staff.

6. Be aware of, and maintain an uncompromising adhesion to the Club’s standards, rules, procedures and policies.

7. Operate within the rules of golf including national and international guidelines which govern the Club, and member associations.

8. Do not use your involvement with the Club to promote your own beliefs, behaviours or practices where these are inconsistent with those of the Club.

COMPETING IN CLUB COMPETITIONS,TROPHY AND

CHAMPIONSHIP EVENTS

General1. The club organises and runs regular competitions for

members throughout the season including speciality competitions, major Trophy events as well as “Shoot Outs” and annual Club Championships.

2. All club competitions are fully described on the club website (work-in-progress) and in a form that may be downloaded by all members

3. No member shall be eligible to participate in any of these organised competitions should their full subscription or instalment thereof due, not be paid.

4. All finals of the Club Championships (Men, Women and Juniors) and the Mens major Trophy Matches will be played on the same day (Club Finals Day, Sunday 8 November 2015), unless there is a clash.

5. Where there is a clash the Match Committee will determine the deferred Play Date for the match with the

lower priority (Club Championship finals have priority over Trophy Match finals)

Match Committee6. Unless otherwise stated in general communication to

competitors the Match Committee for any event will be designated members of either the Womens or Mens Committee as appropriate.

7. The Match Committee is the sole organising authority for each event and any matters, disputes or rulings arising thereof.

Play-By and Play-On Dates8. All Trophy and Club Championship matches must be

played on or by their respective play-on or play-by dates set by the Match Committee, unless there are exceptional circumstances.

9. Where an event is scheduled with a play-by date Players can mutually agree a date for that match to be played either before or on the play-by date and the spirit of good sportsmanship should always be extended when possible.

10. Deferments of Match play-by or play-on dates are to be avoided; however any requests for match date deferments should be made to the Match Committee in writing, with justification and copied to all parties, at least 7 days prior to the scheduled date.

11. Deferment without the prior approval of the Match Committee will most likely result in disqualification.

12. Deferment will only be granted by the Match Committee for exceptional personal circumstances or if the player has a conflict owing to representing the club at

District, Provincial or National level. If a player receives dispensation it is then his responsibility to notify the other parties involved as soon as possible.

Defaulting a Match13. Any player defaulting a match should contact their

opponent and the Golf Shop and ensure the result is posted on the draw sheet.

14. For the purpose of deciding other defaulted matches, the player or side present and prepared to play at the time arranged or allocated by the Match Committee may, in the absence of the opposing player or side, be declared the winner by default.

Play Offs and Resolving Ties15. Matches all square after 18 holes shall be continued from

the 1st hole16. Where count backs are required to decide a winner;

unless otherwise agreed by the Match Committee a tie break will be determined by the count back result of the last nine holes played, then the last six holes, then the last 3 holes, then the last 2 holes then the last hole until the tie is broken. Failing that the winner will be drawn by lot.

Eligibility for Mens Club Championships Senior: Open to all full playing male members. Masters: Open to all full playing male members over the age of 50. Intermediate: Open to male players on Blue Tee handicaps 8-12

Junior: Open to male players on Blue Tee Handicaps 13-18, Junior ‘B’: Open to male players on Blue Tee Handicaps 19-36, Under 19: Open to all players under 19 years of age at end of February Apart from the Senior Division, who shall play off the Black Tees, all other divisions shall play off the Blue Tees

Qualifying for Mens Club ChampionshipsSenior, Intermediate, Junior, Junior B, Masters and Under 19 divisions shall all qualify over 18 holes of Stroke Play competition.The best 16 gross scores in each division shall qualify for the respective Club Championship draw. Those eliminated from the first round shall be eligible for the Plate Competition.

Finals of Club ChampionshipsSenior and Intermediate finals are played over 36 holes.All other finals are played over 18 holes.The Winners of the Senior, Intermediate and Junior Championships are eligible to represent the club in the annual Wellington Golf Champion of Champions competition.

WEDNESDAY MENS COMPETITION

The Wednesday Mens competition was formalised as a Group within the Club during the 1960’s, after being in existence casually for a few years before then. Over the years a number of competitions have been developed and added to the program. These have now become part of the Group’s folklore.

Bookings should be made on-line, normally with a two tee start between 11.00 and 12.30.

The last Wednesday of each month has a later tee-off as a Shot Gun start and is set aside for team events. Usually these will be preceded at 10.30 with a coffee and scone. On two of these days Lady members are invited to join in.

During the year there are three match play competitions: Pairs, Age Group and an Open.

In addition there are other special events such as: a Par 3 day, a Putting Competition, Monthly Stableford and a year long Eclectic.

ANNUAL SHOOT OUTS

The club runs Shoot Out Competitions for both men and Women each year and in 2015 both finals of these events will be held on the same day

Mens Shoot OutThe format for the Mens Shootout will change from 2015 as follows:19 qualifiers will contest the Mens Shoot Out Final to be played at the end of each year.Qualifying rounds will comprise the 10 net medal rounds played over the year; with the players best 5 net scores accumulated being used to determine who qualifies.Players wishing to enter the Shoot Out competition will pay $5.00 to enter each qualifying round. All entry fees will be accumulated throughout the year and used to fund the pay-out pool for the three finalists.The Finals of the Shoot Out will be played over 9 holes with the 2 highest scoring players being eliminated after each hole (or by a playoff in the event of a tie). The winner will be the surviving player after the completion of 9 holes.

Womens Shoot Out19 Qualifiers will contest the Womens Shootout final to be played on Sunday 29th November.Qualifying rounds will be played on LGU days with entrants choosing prior to Round 1 whether their Tuesday or Saturday nett scores will count. The players two best nett combined

scores will determine the qualifiers.The entry fee is $10.00 which covers all rounds.The finals of the Shootout will be played over 18 holes with one player being eliminated on each hole. The winner will receive the Jackson Molineux Trophy.

In the event of a late withdrawal less than 72 hours prior to play - the players participating will walk the first hole.

9 HOLE GOLF

The Golf Club offers a 9 Hole Membership category for those who wish to participate in the shorter version of the game. Regular nine hole playing groups are provided for on Wednesday mornings from 8.30am and after the main fields on Saturday and Sunday. These are an excellent way to participate and mix with other Nine Hole Members. Please note that some restrictions and conditions do apply to the Nine Hole category in terms of course access and event eligibility.

SOUTH AFRICAN STABLEFORD Played by multiplying your and your partners stablefords together, e.g. you score three, your partner scores two, combined scores = six. You score four, your partner scores 0 combined score = 0.

JUNIOR GOLF ACADEMY

The Junior Golf Academy promotes and develops the enjoyment of the game for young players.The Academy provides for both Boys and Girls under the age of 19 at the 1st of February, and includes coaching programs and events for Beginners (new to the game), Developers (Handicaps 15 and above) and Elite (handicaps under 15) golfers.All Junior Academy Coaching is overseen by PGA Teaching Professional Kevin Smith.Coaching is provided to beginners in the summer months by volunteer coaches and for others is available all year round by PGA Teaching Professional Kevin Smith. Our Elite Junior players compete in the Wellington District Pennants competition as well as the Watt Cup for Junior Boys (PBGC is the current title holder).

The Club competes in both The Women and Mens Interclub competitions organised by Wellington Golf (www.wgi.co.nz/interclub)

MENS INTERCLUBThe men currently compete in both the top 36 hole (Otaki/Duncan Cup) and 18 hole (Schroder Cup) divisions and are the current Schroder Cup Champions.The Men also compete in Divisions 2, 4 and 7 of the 2015 18 Hole Wellington Golf Interclub Competition.

MENS MID WEEK INTERCLUBThe club has a team competing in the John Durry Salver which is a new mid-week competition competed annually between Paraparaumu Beach, Royal Wellington, Miramar and Boulcotts Farm Heritage Golf Clubs over 12 weeks (6 prior to Christmas and 6 after Christmas). This competition is aimed at the retired golfer who still wishes to play competitive golf. Players 55 or over and on a handicap between 5 and 15 are eligble for inclusion in this 8 man team.

WOMENS INTERCLUBThe women compete in both the premier division (Lansdowne) over 36 holes and the 18 hole weekend Interclub organised by WGI.They have two teams in the midweek Pennants completion plus a nine hole team which won their division last year.

The club runs twilight golf for 12 weeks each year during the period of Daylight Saving.Currently played on Thursday nights, 6 weeks prior to and 6 weeks after Christmas, Twilight golf is for both men and women, members and non-members and is played in a Pairs Ambrose format commencing at 5:30pm using a Shot Gun start. This is friendly, affordable fun-competitive golf followed by a meal and refreshments in the club house as the players enjoy the summer sun slowly setting over the course.

KAPITI VETERANS GOLF

The Kapiti Veterans Golf Programme (“Kapiti Vets”) is available to any golfers 50 years or older who are members of affiliated clubs in the Wellington and Horowhenua districts.

Matches are generally scheduled on a fortnightly basis and are played on Mondays unless there is a scheduling conflict at any of the host clubs.

Starting times are 10am at Paraparaumu Beach, Waikanae and Kapiti with registration at 9:30am. A later starting time of 11:00am is applicable at Otaki and Levin.

There is no annual subscription to play Kapiti Veterans Golf although players are requested to pay moderate green fees at each course when registering on the day which includes a small amount used for competition prizes at each event.

A Christmas Function is held at the host club Otaki on the last scheduled playing date of the calendar year.

GOLDEN COAST VETERAN GOLFERS

The Golden Coast Veterans Association was founded 54 years ago to provide its members with the opportunity for social interaction with other golfers from different golf clubs and access to different courses from as far away as Marton in the north and Paraparaumu Beach in the south one of the founding members was from PBGC.

The Association is open to all golfers over the age of 55 years.

The annual membership fee is $10 and the fixture list has 20 games on 10 different courses in any one year.

At each event the draw is made so that you play with golfers all from different clubs.

FOURSOMES Two players play as partners and use one ball. The partners strike off alternately from the tee and thereafter strike the ball alternately during the play at each hole. Scoring is done as for a stroke round and the total is subject to a deduction of half the partners’ aggregate handicaps. If either player incurs a penalty stroke it does not alter the rotation of play. In a foursome stroke play competition which consists of more than one stipulated round the order of play may be changed between rounds unless the Committee has laid down as a condition of play that the original order of play must be preserved throughout the competition.

AMBROSE COMPETITION This stroke event, usually played by a group of four, but can be any number. Each player plays a tee shot at each hole. The captain then selects the best drive which is then played by its owner. The other members retrieve their balls and in turn drop within one club length of the selected position and play their second shots. This procedure of selecting the best position continues until a ball is holed. When on the green, balls are placed on the selected spot.This event can be played as a gross event, which each group having a spread of handicaps, or as a handicap event where a fraction of the aggregate handicaps is used. For groups of four, one-eighth is popular as the team handicap.
