• The original goal was to have this process completed in November.

• The superintendent would like to have a final recommendation by January 2018 so that preparations can be made to begin implementation in the 2018-19 school year.

• Three additional committee meetings are anticipated to develop options and recommendations.

2016-17 Davis Demographics Student Population Forecast This is the enrollment projection report that was delivered last year. It

is very detailed and provides projected enrollment by school and smaller geographic areas.

Administrative Report on School Closure The report provides the capacity for each facility as well as some

baseline recommendations that were developed internally. This is a good document which will help you become acclimated to the types of scenarios we will be analyzing.

Where are we?• We have a projected $5.7M budget deficit. • We have 11,158 elementary school seats

We have 8,492 elementary students and the projections show a continued decline. 2,666 excess seats. We are at 76% utilization districtwide

• We have 7,751 middle school seats We have 3,693 middle school students and the projections show a continued decline. 3,693 excess seats. (1,768 at Woodrow Wilson) We are at 48% utilization districtwide

What we are going to hear:• If we close schools our enrollment is going to decline further. We are losing enrollment to other education options (charter, private,

etc.) closing schools is just going to make it worse.• Its going to hurt our communities and home values• Students are going to have to travel further to school• Don’t close my school, close their school.

How do we move forward?• The purpose of this process is to reduce excess facilities relieving the strain on

the operating budget, this will ultimately put more dollars into the classroom.

• This process is not about singling any single area in the community out.

• If we want to improve the reputation of the District against other entities we are competing with, the limited dollars we have will go further if they are spread between fewer schools.

• We can think outside of the box, consider changes across grade configurations (e.g. K-8s) Consider total enrollment and the associated resources. What does a middle

school program look like in a small K-8 at for the middle grades.

• Cost benefits of varying property disposition/use options

• Transition strategies• Aesthetics of facility• Environmental factors• Historical and/or monumental

significance• Effect on neighborhoods• Number of students affected by school

closure• School performance• School size – the size of a school

(small/large) affects class size and the creation of grade combination classes

• Low student populations – there are drawbacks from having only 1 or 2 classes at a grade level, which can happen at a very small school (could require grouping students with disparate needs together, could be lack of choice of teachers, could be difficulty in separating students such as siblings or behavior conflicts)

• Transportation (SPED & Gen ED) –current level of services and costs of proposed changes

• Open enrollment – what are the numbers and/or percentages of students at their home school versus not at their home school

• Current school boundaries and any issues with overlaps (i.e. Linda Vista and San Rafael)

• School feeder patterns• Number of schools required based on

enrollment (compare to other School Districts)

• Analyze last round of closures, anticipated savings, and real savings (e.eg. How many students left the district for private/charter schools? What is the staff time necessary to monitor charter schools and legal costs associated with them?)

• Charter schools waiting for space• Small school options

• Consider impact of open enrollment• Consider a hybrid solution• Consider the need size for the schools• Consider total enrollment for the

district• Socio economic integration• Neighborhood enrollments – proximity

to schools• Neighborhood school –vs- specialty

program schools• Where are neighborhood schools
