DCA Myanmar has plan to implement RNAV 1 SID / STAR terminal procedures and RNP APCH with Baro-VNAV approach procedures to both of runway of two international airports in November 2015 (VYYY/VYMD)
Under JICA CNS/ATM Capacity Improvement Project, DCA Myanmar will introduce RNP1 SID / STAR terminal procedures and RNP APCH with Baro-VNAV approach procedures for 5 airports in Myanmar during this FY

Communication Capability
7 VHF RCAG Stations being provided for air/ground communication. HF will be used in some VHF gaps coverage and CPDLC also available for ADS/CPDLC equipage aircraft which are operating in oceanic remote airspace.
Navigation
Conventional ground-based navigation aids, such as the VOR, ILS and DME, are used to provide navigational guidance to aircraft. NDB is also available to serve for approach procedure in all airports.Surveillance
For surveillance, THREE MSSR radars are main surveillance system used in Yangon FIR. 2 ADS-B Stations have been installed for fulfill Surveillance gap of Bay of Bengal.3 ADS-B Ground stations will be installed as backup for existing MSSR Radars in 2015. DCA Myanmar also plans to install another TWO MSSR radars and one PSR Radar for more safe and efficient airspace subject to traffic growth in both international and Domestic. 13
Transition Strategies to PBN ProceduresTransition Strategies to PBN Procedures
During transition to PBN, sufficient ground infrastructure for conventional navigation systems will be available.
After implementation of new Navigation Specification, operators will be given reasonable prior notification to allow them to equip appropriately to attain required navigation performance
In long term, examination of phasing out of NDB and other ground infrastructure in Yangon FIR will be considered.
Decommissioning of existing ground infrastructure will be done with caution to ensure that safety is not compromised.
Consultation with other stakeholders and safety assessment will be conducted through National PBN Project Team.

SAFETY ASSESSMENT SAFETY ASSESSMENT

In undertaking a safety assessment for the implementation of PBN, Myanmar will:
1.Establish and maintain a database of PBN approvals for Myanmar registered aircraft;
2.Pre-implementation - conduct safety assessments for PBN implementation in terminal, approach and en-route airspace;
3.Post-implementation - conduct review, if necessary, after implementation of PBN procedures.

DCA Myanmar will undertake safety Assessment for PBN Terminals and Approach procedures of Yangon and Mandalay International Airports with technical support of ICAO RSO.
After completion of PBN Terminal and Approach Procedures for Fifteen (15) Airports as mentioned timeline 2015-2018, Safety Assessment will be undertaken by DCA and Japan JICA.DCA, MYANMAR 20

For En-route Airspace, DCA Myanmar will introduce implementation of RNAV5/RNP4 and establish new routes structure especially parallel routes of existing RNAV and ATS routes that in line with PBN en-route harmonization in APAC BOB Airspace.

Update action plan for effective timeline implementation of PBN has been adopted as per guideline with ICAO RSO/APAC FPP.

DCA Myanmar planning to construct a new Air Traffic Management Center (ATMC) located near ATC Building of Yangon International Airport.
In new ATMC, a new Air Traffic Control Centre will accommodate with a new advanced air traffic management (ATM) system.
Sustainability, environmental friendliness and center of excellence in aviation training are main design themes of new ATM building.
With advanced ATM system, enhanced airspace management, efficient flight procedures and a competent and robust workforce, we shall be able to meet foreseeable future demands of rapidly growing aviation industry.
