PROGRAM DESCRIPTION

A Purpose of Grant

The purpose of this grant is to assist in the establishment of an instishytution which will coordinate the resources of the Government local training institutions and the private business and industrial sectors to improve emshyployment opportunities and related public and private services to low income and limited educated women in the urban areas

B Specific Objectives

The APEC Womens Training and Advisory Service will plan administer suppurt and supervise skills training and human development training programs to assure that women possess the skills required to perform their jobs safely and efficiently and the ability to work within the organizational and supershyvisory structures of their jobs while carrying out necessary home responsishybilities Counseling and employment related services will be provided to low income women to assist them in understanding and effectively utilizing availshyable resources in the fields of health education housing employment legal rights transportation and nutrition

C Implementation Plan

Phase I of the project will consist of a series of studies surveys and other information gathering activities and analyses for use in designing specific follow-on activities Such data will include information on the inshyterest in and potential for the involvement of barrio women in industrial training employer needs and interest in participating in training programs skills and training required for available jobs existing vocational training programs including content of curriculum and need for modification andor introduction of curriculum relevant to wemens need and demand of the labor market

Upon completion of Phase I and based on the results of accumulated data and analyses APEC will design a detailed implementation plan and budget deshytailing specific activities for reaching and working with the projects participants and bene ficiaries to acconplish the objectives an outlined in paragraph It lte implementation plan will include criteria for the selection of women eligible to receive training and other services under this project

D Reporting

At quarterly intervals after the signature of the grant the Grantee will submit reports summarizing program activities progress toward the grant purpose objectives and implementation plan problems encountered steps toward their solution cnd plans for the next quarter

E OPG Budget for Grant Funds

AID agrees to provide up to $81000 for activities as ointlined in paragraph C above and as shown on the following illustrative budget The total obligated amount of $81000 cannot be exceeded Adjustments among line items up to 15 can be made by mutual agreement between AID and APEC without formal amendment

Pursuant to Part I Chapter 1 Section 103 of the Foreign Assistance Act of 1961 as amended I h-reby authorize a Grant to Action Pro-Education and Culture (APEC) the Private Voluntary Organization of not to exceed Eighty One Thousand United States Dollars (US$8100000) to help in financing certain foreign exchange and local currency costs of goods and services required for the project as described in the following paragraph

The project (hereinafter referred to as the Project) is to establish an institution which will coordinate the resources of the Government local training institutions and the private business and industrial sectors to improve employment opportunities and related public and private services to low income and limited educated women in the urban areas The APEC Womens Training and Advisory Service will plan administer support and supervise skills training and human development training programs and provide counseling and employment related services in the fields of health education housing employment legal rights transportation and nutrition Phase I of the project will consist of a series of studies surveys and analyses to provide data for the design and implementation of specific project activities

Goods and services financed by AID under the project shall have their source and origin in the Dominican Republic or in the United States except as AID may otherwise agree in writing (ocean shipping financed under the Grant shall be procured in the United States)
