Golden Gate National Recreation Area
Park Description
Golden Gate National Recreation Area (GGNRA), a unit of the National Park Service, was
established by an Act of Congress on October 27, 1972. The 80,000-acre park encompasses a
great diversity of cultural and natural resources in and around the Bay Area of San Francisco,
California. It includes Muir Woods National Monument and Fort Point National Historic Site.
The park holds almost five million three-dimensional and documentary artifacts dating from the
time before European contact to the present. They are preserved and maintained for the public
by the Division of Cultural Resources and Museum Management, which includes the Park
Archives and Records Center (PARC).
Park Archives and Records Center
Historical Note
GGNRA and the sites within it have been collecting records since their inception. The PARC
was established in 1994 to receive records and archival collections from the Army and the
Presidio Army Museum after the closure of the Presidio of San Francisco as an Army base. The
collections continue to grow through the donation of materials by private individuals, transfer of
inactive park records by staff, and acquisition of relevant documentary materials.
Scope of Collections
The archival collections in the custody of GGNRA document the history and activity of the
various sites and groups associated with the park, described in the park‟s Scope of Collection
Statement (1997). Collections date from the early 1860‟s and the most recent items are usually
about five years old.
The PARC contains U.S. Army and National Park Service facility records for the Presidio of San
Francisco, forts and coast defense sites in the area, and various GGNRA sites. Subjects and sites
documented include the United States Army (Bear Flag Revolt, Civil War, Spanish-American
War, Mexican War, World War I, Army Air Service, Coast Artillery, Army medical facilities
and issues, World War II, Army support during natural disasters, Viet Nam War, and Operation
Desert Storm); Alcatraz Island (Army fortress, Army Disciplinary Barracks, U.S. Penitentiary,
and Indian Occupation); the natural resources conservation movement resulting in the
establishment of Muir Woods National Monument; agriculture in the Marin Headlands; Point
Reyes Peninsula and Bolinas Lagoon areas; U.S. Lifesaving/Coast Guard Services; San
Francisco Earthquake and Fire of 1906; Panama Pacific International Exposition of 1915; natural
resources and environmental issues; and preservation of open space in the Bay Area. Also
included in the PARC are many of the GGNRA administrative records that document the
development and expansion of this park.

Visiting the PARC for Research
The PARC is located in an historic brick building, formerly a cavalry stable, on the Presidio of
San Francisco. Collections and archives support services are available for walk-in research
during open hours or by appointment. Please contact the PARC (see below) for the current
schedule.
Copy Services
Black and white photocopy services for standard and oversize materials are available on-site.
Color photocopying, photographic duplication, and duplication of other media are available by
special arrangement. Researchers are charged for all duplicates on a cost-recovery basis.
Rights and Publications
Copies are provided under the Fair Use provisions of the Copyright Law (Title 17, U.S.C.).
Researchers must complete a Permission to Publish Contract with the Park Archivist for any
other intended use of these materials (such as publication or exhibit). Researchers should consult
with staff regarding their needs for commercial or public use of materials.
Legal Status of Holdings
Many holdings of the PARC were acquired/transferred prior to the establishment an of archives
program, and have little documentation on their provenance (or source). All materials received
after 1994 have been accessioned and documented. If provenance cannot be determined, the
PARC assumes that it owns the property rights, but does not own the copyright. Staff will
provide assistance, but it is the responsibility of the researcher to acquire permission from the
copyright holder to cite, quote, or reproduce collection materials.
Collections developed by or for government organizations or operations are in the public domain
and may be used, cited, and quoted without restriction, provided they are properly credited to the
PARC. The archives contain no national security classified materials.
Donations to the Collections
The PARC welcomes donations of a variety of historic materials that meet the criteria in the
Scope of Collections Statement and do not duplicate existing holdings. Collections are
maintained for research use in perpetuity; there is no guarantee that items will be exhibited. If
you own materials that may be relevant to the themes of GGNRA and would like to deposit them
in the PARC, please consult with an archivist.

This document contains information on the contents and significance of an archival collection. It
includes descriptive information, repository information, collection history, and biographical or
historical information on creators of the collection, and a container or folder list of everything in
the collection. After reviewing the finding aid, please discuss your specific needs with the
archivist who will locate and retrieve the relevant materials.
How to Use the Collections

Description
This collection is shaped around the work of the ad-hoc committee People for a Golden
Gate National Recreation Area (PFGGNRA) from 1970 to 1994. The organization‟s
original goal was to establish the GGNRA, and it continued to oversee the expansion of
the park and the implementation of the enabling legislation. These papers were amassed
by Amy Meyer, founding member and co-chairman of the committee. They
“were collected with the idea of being able to show comprehensively the birth of
the organization, the development of the movement to create a park, the
establishment of a national park, the early years of the park‟s coming in to being
as the mandate of Congress so implemented, several subsequent enlargements of
the park and the progression of the acquisition, protection and development of the

The 1970 to 1984 papers concern the development of the park and subsequent activities
and land acquisitions, while the papers from 1985-1994 focus on controversial campaigns
in which the organization participated.
This collection is an excellent source of information about the creation of the park, the
history of PFGGNRA, and an example of the American environmental movement of the
late 20th
century.

Provenance
This collection was originally broken in to two parts; papers from 1970 to 1984 and
papers from 1985 to 1994. The 1970-1984 section was originally deposited in the
archives of the California Historical Society in 1992. However, when the GGNRA Park
Archives was established in 1994, it was deemed a more suitable location for the papers
to reside. Amy Meyer donated the 1985-1994 papers directly to the National Park
Service and the earlier section of the papers was given to the Park on loan by the
California Historical Society. In 2005 this loan was changed into a gift. Later that year,
the two sections of papers were combined, creating one collection.

Agency History
The history of People for a Golden Gate National Recreation Area is tied up with the history of
the Golden Gate National Recreation Area. Below is a timeline of some of the important events
in the history of the park and the organization.
Timeline
1971 January - PFGGNRA founded from a protest group formed by Amy Meyer in response to
the proposed National Archives at East Fort Miley.
June 16 - Rep. Phillip Burton introduced expansive proposal for national recreation area
in the Bay Area. Plan included Park Service veto power over future Presidio
developments by the US Army.
August 9 - House Committee on Interior and Insular Affairs, Subcommittee on National
Parks and Recreation held hearings in San Francisco on H.R. 9498 and related bills.
1972 May 11-12 - House Committee on Interior and Insular Affairs, Subcommittee on
National Parks and Recreation held hearings in Washington, D.C. on H.R. 9498 and
related bills.

July 28 - House Committee on Interior and Insular Affairs, Subcommittee on National
Parks and Recreation passed bill authored by Rep. Phillip Burton to establish a 20,000-
acre Golden Gate National Urban Recreation Area.
October 11 - House approved bill establishing the 34,000-acre Golden Gate National
Recreation Area.
October 27 - President Nixon signed “An Act to Establish the Golden Gate National
Recreation Area,” (Public Law 92-589), which established the GGNRA. Bill allocated
$61,610,000 for land acquisition and $58,000,000 for development. On the same day,
William Whalen was given responsibility for administering GGNRA, Point Reyes
National Seashore, Muir Woods National Monument, and Fort Point National Historic
Site.
National Park Service acquires Alcatraz Island and Fort Mason.
December - Gulf Oil Corporation sold Marincello property to The Nature Conservancy.
Marin Citizens formed the Marin Headlands Association, designed to persuade the state
to purchase all surplus lands along the south rim for safekeeping. It is this land that
would be combined with Alcatraz and San Francisco Headlands to form initial basis for
park.
1974 December 26 - President Ford signed Public Law 93-544, which added 750 acres of
contiguous private lands in Marin County to GGNRA.
1975 May - PFGGNRA and NPS unveiled plans for expanding GGNRA south into San Mateo
County.
June 10 - City of San Francisco officially turned over 91.5 acres of city parklands to
GGNRA, involving lands around Fort Miley, Lands End, and portions of Lincoln Park
excluding the golf course.
1976 May - The Fort Mason Foundation was created and given responsibility for guiding and
shaping the development of abandoned warehouses and piers into a cultural center.
1977 GGNRA acquired Cliff House for $3.79 million.
September 16 - San Francisco Maritime State Historical Park added to GGNRA.
October 1 - Point Reyes National Seashore separated from GGNRA.
1978 San Francisco Maritime Museum added to GGNRA.
November 10 - Public Law 96-625 expands park by adding nearly 3,000 acres in Marin
County under the “National Parks and Recreation Act of 1978.”
1980 March 5 - Public Law 96-199 added lands in Marin County to GGNRA by extending
park boundaries eight miles north to include Samuel P. Taylor State Park and Gallagher,
Ottinger and Giacomini ranches.
September 8 - Public Law 96-344 added 1,096 acres to GGNRA in Marin County.
December 28 - Public Law 96-199 expanded GGNRA into San Mateo County and along
the coast to Half Moon Bay (2,000) acres by including 23,000 acres of Sweeney Ridge.

1982 U.S. Air Force released all by 2.5 acres of its 106.4 acre site atop Mount Tamalpais in
Marin County to the NPS.
Golden Gate National Park Association established.
1983 Congressman Phil Burton dies.
1985 San Francisco Port of Embarkation designated a National Historic Landmark.
Balclutha and Eureka designated National Historic Landmarks.
1988 June 27 - Public Law 100-348 created the San Francisco Maritime National Historical
Park (SAFR) and transferred the museum and historic ships from GOGA to the new park.
December 29 - Presidio of San Francisco on the list of military bases recommended for
realignment or closure under “Base Realignment and Closure Act,” Public Law 100-526.
1989 Bay Area Ridge Trail is dedicated.
April - Congress approved “Base Realignment and Closure Act,” with Presidio closure
no later than September 1995.
1992 June 9 - Public Law 102-29 added Phleger Estate to GGNRA.
1993 March - Army relinquished management of Presidio Forest, Lobos Creek Valley, and
Coastal Bluffs to NPS.
September - NPS assumed complete control of Crissy Field.
1994 September 30 - U.S. Army transferred all remaining parts of the Presidio to the NPS.

Series Description This collection was originally broken in to two parts, the first dated from 1970-1984, the second
1985-1994. They have been merged together according to topic. Many subjects can be found in
multiple locations. Most of the folders have cross-reference sheets to other locations in the
collection where similar information can be found. Amy Meyer‟s “Descriptive Guide to the
Collection of People for a Golden Gate National Recreation Area,” written in 1993 when she
donated the 1970-1984 papers to the California Historical Society, is a good additional source of
information about the collection. It can be found in Box 1, Folder 1.

Description: This series concerns the issues that have emerged during the creation of the park,
the implementation of the enabling legislation, and the first twenty years of management. Many
of the projects have to do with land acquisition or disputes in all areas of the park. Some of the
largest project sections are Doyle Drive; Duck Cove; East Fort Miley; Great Highway Redesign;
various House Subcommittee hearings; Mori Point; Playland and Parcel 4; San Francisco
Watershed; Sweeney Ridge; and Wolfback Ridge.

Description: This series contains information on the work of PFGGNRA that is “not directly
generated by the goals of the organization, matters with which the organization has been only
indirectly concerned, and matters not initiated by a government agency, executive or legislator.”
(Amy Meyer‟s “Descriptive Guide, Collection of PFGGNRA,” Box 1 Folder 1) One of the
largest sections is “Other Organizations,” which includes at least 200 organizations concerned
with the establishment and ongoing operations of the park. There is also a large section of
publications and student papers having to do with the creation or operation of the park.

Description: This series consists of papers relating to PFGGNRA from the office of Phil Burton.
They are arranged in the same manner as the rest of the collection, the largest sections being the
GGNRA and legislation. Included is an audiotape labeled “GGNRA, 7-11-77, Channel 4.”

Photographs
Description: Most of the photographs are from 1970-1984. They are mostly of areas that are
now part of the GGNRA. There are also a few photographs of events that took place on
parklands, such as the 1979 Whole Earth Jamboree. Many of the photos are in a numbered
series, titled “87-112” in which they seem to be grouped by area. The rest of the photographs are
grouped by topic.

Description: Two sets of card files, one for each original section of the collection. They are
handwritten cards, one per original folder, giving the series, folder title, and some of the
materials found within. NOTE: while merging the collection, several folders were combined
and the original order of the 1985-1994 section was changed, so the cards are not all accurate.

Description: The maps are in two groups. The first folder consists of large maps separated
from the rest of the collection because of their size. The rest of this series consists of oversized
maps put into a numerical order showing various sections of the park. Most maps were created
or used as part of the park boundary decision-making process. Most maps are handcolored and
annotated versions of pre-existing area topographic, contour, and quadrangle maps. Although
they aren‟t labeled, many of the maps were probably created by Robert Young, the mapmaker
for PFGGNRA.

Two separately processed collections were combined to make this collection. While the formats
of the collections were similar, they were not the same. It was decided to follow the structure of
the first and larger portion, the papers dating from 1970 to 1984. Similar topics were merged
whenever possible. It was not a seamless merging; many series in the second section of papers
were broken up and moved to new sections.
