Dumping in the New Horizons housingdevelopment has residents calling for‘no dumping’ signage in the area.
According to these residents they are con-cerned about their health and the look of thearea due to transgressors disposing of theirunwanted goods in a public open space.One resident, who did not want to be
named, said the corner of Old Strandfontein
andPenguin roadshas beena cause for greatconcern over the past few months, describ-ing these acts as “lawless behaviour byneighbours and residents”.“I recently caught nearby neighbours us-
ing children to dump unwanted buildingrubbish and waste material. When mymomapproached the family at their house, theyindicated that the land they were dumpingit onwas government property and not ours,indicating that they can do what they wanton it,” she says. Furthermore she adds she
sees no end in sight despite trying to get resi-dents not to dump in the area.“The dumping is an ugly site and it brings
the perception of this newcommunity down.The site where dumping takes place looksterrible and is becoming evenworsewith allsorts of waste being disposed of there,” theresident says, adding that people living inthe surrounds of the site are exposed to a se-rious health hazard.“People are not even using their bins. I
have seen residents disposing of oil and old
food at the site. Something serious must bedone about this disgusting behaviour of cer-tain people in this particular road and com-munity,” she stresses.“Most of the people in this new communi-
ty come frombeing backyard dwellers or liv-ing on other people’s properties. Now thatthey have the privilege of receiving theirown house, they should have the pride andappreciation of it. And they should respectthe people who live among them too.”V Continued on page 2.

Residents of Hanover Park might soonhave to go to elsewhere if they have is-
sues relating to housing.This comes after shooting flared up in the
area over the past few weeks.Hanover Park resident Kashiefa Ross
says she is upset to learn that the housingoffice might move.“I heardabout it froma friendbut Iwasn’t
sure if it was true. But then I heard morepeople talking about it and just assumedthat it is true,” Ross says.Mayoral committee member for human
settlements Benedicta van Minnen says nofinal decision has yet been made with re-gard to the office.“Due to the volatility of the area, the City
is considering the temporary relocation oftheHanover Park housing office. A key con-sideration is to keep any potential disrup-tion to service delivery to aminimum,”VanMinnen says.“People are already upset over the clo-
sure of the Hanover Park clinic and nowmore services are being closed due to theshooting. It’s so unfair because now peoplewill have to move out of the area if theywant to get services,” Ross says.“At the end of the day people now have
to travel out of the area to get the servicesthey want. And this is also dangerous be-causemostly people are afraid to leave theirhomes as shooting goes on in broad day-light. Moving services further away fromthe community is going to be a problem,”she adds.Another resident, Grant Isaacs, says he is
also worried about the safety of those whoneed to go out of the area to get access toservices.“It is really sad that the majority of the
community has to suffer due to a minoritytaking over in the community. We can onlyhope that this ceases soon enough so thatour community can get the services that isowed to us,” he says.Van Minnen says: “Any decision will be
communicated to the affected residentswhen required.”

TheCity ofCapeTownhasunveiled its plan to keepresidents safe and securethis festive season.The City launched its
“Festive Season Pre-paredness” plan in Athlo-ne on Wednesday. Vari-ous City officials, includ-ing mayor Patricia deLille, greeted motorists atan impromptu roadblock.“The vehicle check-
point that I participatedin this morning was thefirst of many which willbe held over the comingmonths to ensure safetyon our roads,” said De Lil-le.The City also set up a
festive season coordinating committee withrepresentatives from relevant directorates.More than 1600 law enforcement, metro
police and traffic officerswill be deployed onpatrols and other safety operations.TheCity’s 849 firefighterswill be available
to respond to major incidents. A minimumof 240 firefighters will be on duty at any giv-en time at the 30 firestations across the city.An additional 120 seasonal firefighters
will be deployed at designated firestations tohelp the full-time firefighting staff, alongwith 35 volunteer firefighters who are onstandby to provide help.Ten permanent lifeguards employed by
the City and 153 seasonal and part-time life-guardswill be stationed at beaches. This ser-vice will also be boosted by lifeguards whoare facilitated through their respectiveclubs.A total of 2338 temporary staff members
have been hired to boost the City’s cleansingservices capacity.The Disaster Risk Management Centre
(DRMC) will coordinate the response to ma-
jor incidents or disasters. In addition, onhigh-riskdays,DRMCpersonnel, volunteersand resources will work at beaches, swim-ming pools and popular tourist destinationsto do crowd control and first-aid.“We are grateful for each and every em-
ployee and volunteer whowill be sacrificinghis festive season to ensure the safety of hisfellow residents. In order to ensure that theyare adequately supported, we have arrangedfor dedicated trauma practitioners to pro-vide themwith uninterrupted trauma coun-selling services during this challengingtime,” De Lille added.She also urged residents to work with the

The park in 4th Avenue, Lotus Riverhas been vandalised beyond repair.Residents are fuming at criminals who
have vandalised the park since it was cre-ated in the area less than a year ago.Resident Lyle Jacobs says the park has
been stripped bare by thieving criminalsover the past year.“They have taken everything out of the
park. I was at the park recently and I sawthere aremore bricks gone,” Jacobs says.He adds lighting and cabling have also
been stolen.“These people steal the stuff from the
park and sell it to scrapyards in the area.It is not right because they are takingaway fromour childrenwhoneed the rec-reational facilities,” he says.Another resident, who did not want to
be named, says people see who is stealingthe items but they do not report it.“People are aware ofwho is stealing the
stuff from the park. But they keep quietbecause they are scared of reporting it,”
she says.The woman adds the park brought a
good feeling to the community when itwas initially put up.“Childrenwere happy to play there and
the gym equipment was used by manypeople. It’s a shame that it has now goneto waste like that. It really had a lot of po-tential for upliftment in this communi-ty,” she says.Ward councillor Leslie Isaacs says the
gym equipment had to be removed fromthe park when vandalism was reported.“It is very sad that the community now
has to suffer due to criminals who haveno respect for upliftment. They stole a lotof things and cut offmetal and steel to sellat scrapyards,” Isaacs says.The park, which Isaacs says cost
R360 000, was budgeted from ward alloca-tion funds.“I do not know if a new park will be put
up there. We will have to see in the newfinancial year. Our residents need to takeownership of their spaces and reportthese acts as soon as they happen,” Isaacsadds.
This year’s festival of lights, with the officialswitchingonof theChristmas lights ceremo-ny, is celebrated under the theme “We LoveAfrica”.The “Special Star” competition invites
childrenbetween the ages of 6 and 14 towritea letter why they love living in Africa.The letter should not be more than 50
words. Four lucky starswill be randomly se-lected and help mayor Patricia de Lille flip
the switch and light up Cape Town.The entrants must include their name,
age, physical address and contact number.Children can make use of the City’s com-
puters in the libraries across the city.The City’s annual Festival of Lights cele-

Police arrestsuspect dealersSeven suspects were arrested by GrassyPark police last week while police con-
ducted crime prevention operations in thearea.Grassy Park police spokesperson War-
rant Officer Wynita Kleinsmith says mem-bers of the NIU 35 squadron fromBelhar ar-rested a woman while they were busy withcrime prevention duties in the Parkwoodarea on Thursday at 09:35.“Members received information of a resi-
dence in Kiewiet Street, Parkwood wheredrugs were being sold. Upon arrival at theresidence, members searched a bungalowin the backyard and a kitchen cupboardcontaining a gram of tik, eleven packets oftik, nine half mandrax tablets and 82 tik lol-lies,” Kleinsmith says.A 31-year-old woman was arrested on
charges of dealing in and possession ofdrugs.The suspect appeared in court the follow-
ing day.Kleinsmith adds another arrestwasmade
in Elm Road, Ottery on Tuesday at about14:45.“Members were busy with crime preven-

(L.I.F.E) street soccer finals.Over the past three months various pri-
mary schools were exposed to HIV/Aids ed-ucation in the classroom and an inter-gradestreet soccer competition after-school.The event will see seven schools from
Grade 4 to Grade 7 compete for the respec-tive trophies on offer.The venue will be at Oasis Business Park
in Schaapkraal on the same property as theCouncil Waste Drop-off site from 10:00 to16:00 on 2 December.Clifford Martinus, the founder and chair-
person of Oasis’ “Reach for your Dreams”campaign, which operates with its catchphrase “Linking Lives Together”, said theevent coincides with World Aids Day.He confirmed that Anroux Marais, pro-
vincial MEC for cultural affairs and sport,will be attending the eventwhichhas every-one involved excited and equally raring togo.Martinus said Oasis has for the last fours
been engaged with the HIV/Aids pro-gramme with primary schools seeking touse the power of football to bring across im-portant information on HIV/Aids.“The interactive games and drills are the
methods used to share vital information aswell as dribbling through beacons (cones)to right or wrong answers to questionsasked by the football coaches and instead ofsitting in a class set-up and listening, weaimtomake sharing informationactive andfun. This year we have about seven schoolstaking part, of which five will be from theGrassy Park surrounding schools, namelyFairview, Buck Road, De Duine, Perivaleand Zeekoevlei, one from Mitchell’s Plain(Heinz Park Primary) and Capricorn Pri-
mary School (in Vrygrond, Muizenberg).”Martinus also explained how the interac-
tive awareness programme works and “toensure this, we do not just host a once offevent, as in many other cases where WorldAids Day is commemorated on 1 Decemberof each year and then life just continues.”He added that Oasis opted to run a pro-
gramme in the build-up to World Aids Dayand that it has proven to be very successfulover the last four years as most of the sameschools continued to work with them andthat Oasis in fact thanked the primaryschools for their ongoing support.Oasis works with all learners fromGrade
4 to Grade 7 between the period of Septem-ber toWorldAidsDay on 1Decemberwherethe HIV/Aids awareness and various othersessions with all the learners from eachgrade and then the class is required to selecta class team to represent them in playingagainst other class team from the samegrade.“We will then have the winners of each
grade competing against the winner of theother schools to face each other off on theWAD finals. Besides the trophies at stakefor all grades, various spot prizes for indi-viduals will also be on offer.According to Clifford Martinus, enough
information is given to a child to make in-formed decisions when confronted in life.He said when a child starts with this pro-gramme in Grade 4 they will be exposed tothe proper life skills information for the du-ration of their primary school career,which means that when the child moves tohigh school, they would have had so muchtime learning that they should not move inthe wrong direction.“I’m confident and trust the information
we shared with the learners will eventuallyhelp not only the child, but thewhole familyand then the community at large,” he said.

Retreat swimming pool is expected toopen without a roof in the first week of
December.This is according to Belinda Walker,
mayoral committee member for communi-ty services and special projects.People’s Post previously reported that
construction was expected to be completedby the end of November (“Summer splashpromise”, 30 September). This was amidconcerns about continued delays.
The current cost of the project amountsto about R7.4m.
Walker says the City has had to make a
difficult decision regarding the comingsummer.
“We do not want this pool not to be avail-able to the community over summer, butdue to the failure by the contractor to stickto his construction timelines, the roof forthis pool will not be ready in time for theDecember holidays,” Walker says.
As a result, the City has decided to ap-point a contractor to ensure that the poolis safe and ready for use by the beginningof December, although the roof structurewill not be fully completed.
Walker explains that on inspection of themain structure, the consulting team notedthat some work completed by the contrac-tor was below standard.
The engineer issued the contractor withan instruction for repair works to the col-umns before the installation of the roofsheeting could commence. The roof clad-ding is still outstanding as well as someother work that needs to be completed oncethe roof cladding is in place.
“We have made every attempt to workwith the contractor to complete construc-tion of the pool. However, due to ongoingnon-performance over an extended periodof time, we have decided to terminate thecontract,” she says.
The process to appoint a new contractorto complete the project must follow the nor-mal procurement process and the depart-ment is finalising this appointment.
This will mean that the enclosure willonly be completed in the new year.
“The remaining work on the roof willcommence again after the summer holi-days. We feel that this way forward willbest accommodate the requests from thecommunity for use of the pool over sum-mer, whilst still allowing sufficient timefor the City and its professional team to besatisfied that the pool is safe for use,” shesays.
Ward councillor Kevin Southgate sayshe supports the City’s initiative to open thefacility and is delighted that the pool willbe open for the summer.V What are your thoughts? Email us at [email protected].

Out of the ashes of the devastating firesthat swept through Table Mountain Na-
tional Park in March, an initiative to raisefunds for hard-working volunteers wasborn.
The largest single wildfire in the historyof the Table Mountain National Park razedover 5 100 hectares of fynbos and saw theTokai Plantation exploding into a firestorm.
But under the smoke-filled sky, accompa-nied by the clatter of firefighting helicop-ters, bombers and spotter aircraft, 2 000wildland and urban firefighters from acrossthe country worked tirelessly to avert disas-
ter. These moments have been captured in170 pages, as the book The Cape Aflame –Cape Town’s Dance with Fire is published.The book, which collects the experiences
of firefighters and volunteers, aims to raisefunds for volunteer wildfire services, theSPCA Wildlife and Horse Care units, theHonorary Rangers and the Cape PeninsulaFire Protection Association.Project manager Kevin Gleeson says:
“Countless spectacular photographs werepublished in social and mainstream media.We witnessed a groundswell of support forthe fire fighting efforts by Capetoniansacross all socio-economic strata. Againstthis background, a small group of individu-als, passionate about photography, came to-
gether. Each member recognised the valueof publishing an account of the fire thatwould raise money for fire fighting and ani-mal rescue organisations.”
These stories include, among excellent re-search, the experiences of those who weretouched by the fires: the firefighter whocould hear the screams of baboons but wasunable to save them, the firefighter who dideverything he could to save a man’s homeand cat but wishes he could have done moreand many more.
“In deciding which images were to be in-cluded, the technical quality was obviouslyan important criterion, but as the book de-veloped, images which helped to tell the sto-ry were also selected,” Gleeson says.
“Wewanted tomake sure thatwe includedthe iconic images of the fire which had thatwow factor – photographers called it punc-tum.”The primary objective set by the teamwas
to raise R400 000 for the beneficiaries.“A secondary objective that emerged in-
cluded a need to raise awareness about fire,to have a permanent record of the fires, toexplain the roles of the various organisa-tions involved in fighting and managingfire, to educate around the need for fire andits impact on our fynbos biome and animals,and to recognise the manner in which theCape Town community came together toprovide support to our firefighters,” he says.V For more information, visit capeaflame.org.

Smile Week is coming up at the Red CrossWar Memorial Children’s hospital from
30 November, and if their previous success-es of corrective facial surgery on childrenare anything to go by, this event will perma-nently change the lives of a special group ofchildren and their families.Most recently the Smile Foundation ran
Smile Week at Tygerberg hospital, the aca-demic hospital in Parow.Two doctors, Prof Frank Graewe and Dr
Alexander Zühlke, and their plastic and re-constructive surgical teams used two thea-tres and the staff of ward G3 to make this
happen.The Smile Foundation took care of all the
needs that arose around this group of pa-tients.The Smile Foundation, an NGO that was
founded in 2000, has a memorandum witheight academichospitals inSouthAfrica.Al-though they support the hospitals through-out the year, for one week per year their ef-forts at each hospital are concentrated.“We get donors on board, support the chil-
dren with their transport, help source thenecessary equipment for their operationsand offer services such as speech therapy,occupational therapy and psychology forparents and patients so that they are morerelaxed before surgery,” says Moira Gertsz,
operations executive director.“There are so many children in the West-
ern Cape needing corrective surgery, and itwill be verygratifying forus to see themhav-ing these much needed operations.”One in 750 South African children is born
with facial deformities.“We are mindful of the needs of the hospi-
tals, we acknowledge the challenges of eachhospital and the different communities theyserve. We have to balance the donors’ expec-tations. But in the end Smile is all about thekids. We do not charge their families any-thing. Those who qualify to be helped arethose without medical aid who are patientsat the hospital, as well as some patients whoare referred through us,” says Gertsz.
According to Doreen Kosi of Adcock In-gram, who sponsors this week, “SmileWeekis our flagship project. We are guided bySmile and we follow their strategy. We wantto add value.”Cole Basson (5) from Brooklyn was born
with a hole behind his palette. His mother,Megan, says the hole was almost 7cm in di-ameter and had a detrimental effect on hisspeech development. The day after his oper-ation, Cole was eating yogurt and had hisface painted by volunteers who entertainedthe children in the play room of ward G3.“What stood out for me was the will and
determination of the mothers. They are thereal heroes in this country. The strength ofmommies are really unique,” says Gertsz.

with local organisations to bringperformers with and without disa-bilities together in a series of thea-tre events at the Theatre Arts Ad-min Collective in Observatory, theBlack Box theatre in Delft, NY 6(Fezeka Street) to Gugulethu SportComplex, Youngblood’s BeautifulLife building in the CBD and theArtscape theatre.The company is the first of its
kind in Africa and brings artists
with mixed abilities and disabili-ties together through physicaldance theatre and integrateddancewith the aim to address people’sviews of people with disabilities.The festival challenges choreog-
raphers, directors, filmmakers,photographers, visual artists andmusicians to collaborate or createinclusive works of art for peoplewith mixed abilities. It aims tochallenge people’s misconceptionsabout disability and focuses onability rather than disability.The programme for the first Un-

parts of the country and inevitableheat, it is worth reminding motoristswith keyless vehicle remotes or car dead-locks to understand exactly how they op-erate to prevent accidental lock-ins thissummer, even where there is an adultleft in the car.
Cars with a deadlock system preventthe doors being opened from inside thevehicle, without the remote. A motoristin Australia recently reported an inci-dent where his wife remained in theircar at a shopping centre while he wentinside. As the member walked away heaccidentally deadlocked thecar leaving his wife trappedinside, unable to open eitherthe doors or windows.
The deadlock function inmany vehicles is activated bypressing the lock button twiceon the remote. Deadlocks areintended as a theft deterrentto prevent a car being enteredeven if the windows aresmashed.
Auto-locks and deadlocksare features intended to offerextra protection for the driverand vehicle, but it’s importantto understand how they func-tion and whether there’s amanual override.
On a 32°C day, the tempera-ture inside a parked car with
the windows and doors shut can reachmore than 70°C, so there is a need to actquickly in the event that anyone istrapped inside due to confusion with thelocking system.
More information about locking fea-tures is available from the vehicle’sowner’s manual or from the dealer, so itis important that motorists familiarisethemselves with their car’s locking sys-tem so as to prevent possible tragedies.

TOPLESS FOR THE SUMMER: Automakers showed key new models at the 2015 LosAngeles Auto Show recently. One of them is Range Rover, but SUV convertibles haven’t had aneasy time of it. Remember the Nissan Murano CrossCabriolet? It was yanked from the marketafter only four years because of slow sales. But Land Rover is giving it a whirl with a convertible version of its Evoque compact SUV. Land Rover says the fabric roof can stow in 18 secondsand fully raise in 21 seconds at speeds of up to 50km/h. I have been a legal firearms ownersince 1978 and was issued the lastlicence for five years in 2009. I hadproblems contacting the Parow officebecause they only work certain days andhours. When I finally saw them, theforms were issued and I returned it
together with photos and the fee.Now, almost 18 months later I still
await the licence and was told not toeven carry my firearm, let alone use itin self-defence.Strangely enough, a local newspaper
reported that only forthcoming lateapplications will now be harshly punis-hed, as it was tolerated and accepted upuntil now. So what then about thethousands of people like myself?Obviously somebody is misinformed.

Why nottowers anddrones?Why are there no observationtowers built at the highest points inthe Cape’s fire zones, like they doin America, that are manned andhave radio communication systemsinstalled? A cellphone here wouldprobably be just as efficient.Is Nature Conservation short-
staffed or what is the problem?From the highest point of these
towers a large area can be sighted,and the necessary firefighters canbe alerted – not only in risky fireareas, but in the suburbs as well.Towers can be built bordering or
near these areas, and can also beused successfully in combatingcrime in suburban areas, cuttingthe cost of using helicopters andlight aircraft for this purpose.The Mountain Men have had a
lot of success by using this method,but what about the crime in theresidental areas?At night a strong searchlight can
be made use of as well, and alsotake into regard the use of night-vi-sion binoculars.Police vehicles can also be
stationed at these towers, andrespond much quicker to where thecrime is being committed, whileother police vehicles do generalpatrol and attend to less problemat-ic complaints.Drones can be just as effective in
residential and fire risk areas.I have posted my idea on various
farmer groups as well, introducingthe drone model aircraft which cancover a fairly large area, and pickup any untoward activities takingplace.This may seem extreme to some,
but it can offer a solution to bothproblems.
