Approval of flight conditions, except for: initial flights of:[ref. 21A.263(c)(6)]
a new type of aircraft; or an aircraft modified by a change that is or would be classified
as a significant major change or significant STC; or an aircraft whose flight and/or piloting characteristics may
have been significantly modified; Privilege based on a procedure agreed by the Agency

Privileges for DOA and POA
Principle: aircraft under the control of the approved organisation
DOA: when the design organisation itself is controlling under its DOA the configuration of the aircraft and is attesting conformity with the design conditions approved for the flight. POA: when the production organisation itself is controlling under its POA the configuration of the aircraft and is attesting conformity with the design conditions approved for the flight.

The privileges are issued on the basis of:
procedures agreed with EASA, for DOA privileges [ref. 21A.263(c)(6) and (7)]procedures agreed with its competent authority for production, for POA privileges [ref. 21A.163(e)]authorised signatories

AMC 21A.263(c)(6)Procedure for the approval of the conditions for issue of a permit to flyThe procedure must address the following points:- decision to use the privilege;- management of the aircraft configuration;- determination of the conditions that must be
