Blast from the Past Quiz Night for One Tree Point Primary
A team made up mostly of teachers won the Blast from the Past quiz held at the Ruakaka Rec Centre on Saturday 15th August. The event organised by the One Tree Point Primary PTA raised over $2,000 for the school. The recreation centre was transformed back in time with a 70’s décor for the occassion. “Quiz masters Andrew and Kathleen Forsythe set challenging questions and it was reassuring to see the teacher’s team “Retro Rascals” come out on top”, said one of the organisers Karen Houlihan. Members of the winning team, above, were Bream Bay College Head of Art - Tracey Scott (who also won the best costume prize), One Tree Point Specail needs teacher Gemma Jackson, ex OTP teacher Ros Mur-phy with husband Martin Murphy and another ex OTP teacher Angela Fuller with husband Mark Fuller.

“A criminal is more likely to be caught in Bream Bay than in any other area in Northland, there’s a boast for
Sergeant Ken Andrews. The bases for Sergeant Andrews’ claim are the 2008 police statistics. Bream Bay had a 66.2% clearance rate for all recorded offences in this area in 2008. This compares with the Northland overall offence clearance or “resolution” rate of 56.8% and the national average of 46.7%. The clearance rate for burglaries in Bream Bay was 35.5% compared to the Northland wide rate of 20% and the national average of 16.7%. For violent crime the Bream Bay resolution rate was 95%, the Northland wide rate was 82.8% and the national rate was 81.8%. For a group of crimes classed as drugs and anti social behaviour which, as well as drug crimes includes: illegal gaming, crimes under the sale of liquor act, family offences and vagrancy the Bream Bay Police had a 90% clearance rate marginally below the Northland wide clearance rate of 90.4% which in turn was just below the national average of 92.7%. Sergeant Andrews said he puts Bream Bay’s high crime clearance rate, “down to very committed and
achieve.”A recorded offence is an incident reported to or detected by Police where Police believe an offence is likely to have been committed. A recorded offence is counted
with: warned, cautioned, prosecuted etc.

WAIPU GIFTS - FATHERS DAY
The directors of Northpine Ltd., which owns and operates the Waipu Timber mill are asking creditors to hold off pressing for payment so the company can keep trading and avoid liquidation or receivership. The company owes 71 creditors a total of $2,461,437 but is forecasting that if it is permitted to continue trading it can pay all these debts back with 5% interest by the end of 2012.
and tradesmen such as electricians, auto electricians and engineers. The creditors have very little choice in accepting the proposal (which they must vote on by the end of this month) as Northpine directors say the company also owes the BNZ $3,700,000 and, although it holds assets valued at over $10million, if it was placed into receivership at this time, the BNZ may suffer a shortfall and creditors may be paid nothing. Bruce Larsen, one of Northpine’s three directors, said that the company’s recent expansion, when it installed a new boiler and drying kilns, was badly timed. “We were already fully committed (to the expansion) but (in the recession) the market reduced by 35 - 40% and prices dropped by 15%.”The company is now exporting some of its product and both the domestic and international markets are improving. Mr. Larsen said Northpine had recorded an increase in sales for each of the last three months. Northpine employs 40 people in Waipu and 7 at another sawmill it owns in Silverdale.

Highland Games featured on Air New Zealand billboards
Air New Zealand has this poster advertising the Waipu Highland Games on its billboards in Auckland, Wellington and Christchurch. “Through to the end of August we’re showcasing some lesser known and varied New Zealand events that kiwis can get out and see,” said Lara Harrison a media liaison for the airline.Other events advertised include: The Ypuk Chilli Cook Off in Waipukurau on September 5 and a motorcycle race in
Greymouth on 25 October.
There has been a noticeable increase in the number of primary school aged children up to 13 year olds wandering around the Waipu township after school and over the weekends says Constable Martin Geddes of the Bream Bay PoliceThere have been reports of stealing from the Waipu Four Square store and other petty thefts. Also over the last couple of weeks a primary school age girl has been reported as purporting to raise money for the Cancer Society and a sick aunty. “These claims are false, if you have given this girl money contact the Waipu Police at 432 4030,” says Constable Geddes. He says, “These incidents reiterate the need for parents to be aware of where their children are at all times and not to give them endless amounts of unsupervised time.”

Constable Anthony Rogers of the Bream Bay Police wants to thank Waipu residents for their quick action, which led to the apprehension of two Whangarei women after a burglary in South Rd. on Thursday 13 August. A retired couple were having lunch in their home when the door into their dining room was pushed shut and the husband went to investigate.
cash had been stolen from the master bedroom. The two women were found in a car outside the Waipu Medical Centre. They had begged cigarettes from a local man and were seated in his car when the police arrived. They told police they had hitchhiked from Whangarei to Waipu that morning. Constable Rogers said the good description he was given by the retired man whose home was burgled helped him identify the two women who will be charged with burglary.

A medal for courageConstable Anthony Rogers has received a Police Bronze Medal Award for his composure and courage when he was confronted by a man with a loaded pump action shotgun in One Tree Point in March last year. Before joining the Police Constable Rogers served with the New Zealand Army and already has a number of deployment medals which he wore to the ceremony, which was held at the Whangarei Police Station on Friday morning 21 August. On Friday afternoon he was back on duty in Bream Bay. At around midnight on 23 March 2008, Constable Rogers answered a call to a domestic dispute in One Tree Point. As he approached the house, a man came out of the front door armed with the shotgun and confronted and abused him. After a short standoff Constable Rogers convinced the man to give up his weapon. He told the man he was just there to make sure his wife and children were OK.“After a little while he just put the gun down and broke down saying that he had
took a few days before the seriousness of the situation sunk in.” Constable Rogers said he believes the man involved was a “regular guy” who for some reason just went over the top on this occasion.Luke Seth Strickland, aged 28yrs of One Tree Point was sentenced to 2 years and 3 months imprisonment in connection with this incident.
Constable Rogers wasted no time in getting back to work in Ruakaka after the award ceremony.
A woman was punched in the head as she lay asleep in a bedroom in a house in One Tree Point at around 1.30am on Sunday 16 August. The intruder left two muddy footprints in the house and Constable Martin Geddes, who attended the incident, called out a tracker dog and his handler from Whangarei. The dog followed a trail down Pyle Rd., along One Tree Point Rd. and then lost the scent at Gannet Place.Constable Geddes thinks it likely that the woman wasn’t the intended victim of he attack.

Skate park people polarizing people:
The proposed skate park is polarising people like nhave spoken to are not sitting on the fence in relation to this matter. This indicates to me that we need to move forward carefully.
the proposal of a skate board park has been mooted on
prior to 2001 a group had been formed to set up a skate park at the Waihoihoi Reserve The Police opposed the construction of a park at Waihoihoi, as at the time we were discouraging Youth from congregating there due to ongoing issues. These included underage drinking, disorderly behaviour,

The problem had become so bad that a public meeting was held to discuss ways to curb this behaviour. The issue of a skate park was discussed, the general consensus was that a skate facility could be a good asset but not at Waihoihoi Reserve.Out of this meeting a Patrol group was set up and a determination on the part of the Police and the Patrol group to clean up the streets. The community swung in

joint structure and surrounding tissue, as well as considerable pain and physical disability. We tend to associate arthritis with old age but it can affect people of all ages, even babies and children. The condition is more common with females than males. There are over 100 different types of arthritis, and half a million New Zealanders will have the disease at some stage in their lives. A normal healthy joint has a rubbery substance called cartilage that covers the end of each bone and provides a smooth slippery surface against which the joints move. Cartilage also acts as a shock absorber to reduce the impact of everyday physical activity.
stiff (which is worse after rest and improved by gentle regular movement). As well as joint deformity, there is pain, redness and heat. The pain gets worse with activity, and is relieved by rest. Although there are many forms, the most common are osteoarthritis and rheumatoid arthritis. Gout also is a form of arthritis, and it is becoming more common.Osteoarthritis (OA) affects people mainly later in life. Changes in the joints cause the cartilage to break down. Large weight-bearing joints, like hips, knees and spines, are affected the most. “Being overweight can lead to osteoarthritis because of the added pressure on the joints and the failure of other supporting structures around joints”, say Self Care pharmacists. RA symptoms tend to develop more quickly than with OA and the disease occurs more in younger people, most commonly between the ages of 30 and 55 years.“Although there is no cure for arthritis, a wide range of effective medicines is available to treat the swelling and pain, and for modifying the disease (in the case of RA)”, advise pharmacists. “Some medicines are available only on prescription, some need our recommendation before they can be sold from pharmacy. “The hearings committee is still working through the submissions and issues and the Tomkin and Taylor project is still ongoing” was the response from Paul Dell, the Whangarei District Council’s Group Manager Environment to a Bream Bay News enquiry about the progress of the Ruakaka Structure Plan.
submission made by Steve Goldthorpe of Waipu the council engaged the consultancy
land just south of McEwan Rd. in One Tree Point where a new urban centre is proposed.Paul Waanders the Council’s Policy and Monitoring Manager said he was planning to take the members of the hearings committee on a tiki tour to show them the area. The committee is made up of Bream Bay ward Councillors: Shelley Deeming (Chairperson) and Phil Halse as well as Councillors Sharon Morgan, Merv Williams and Crichton Christie.Mr. Waanders said he had been with the Tomkin and Taylor consultants on Friday “walking areas of the beach etc.” and he expected a report in two month’s time. He said there are likely to be two further deliberations by the hearings committee and he did not expect a decision on the structure plan before November.
Decision on Ruakaka Structure Plan not likely until November.
All in favour of vehicle ban at Ruakaka beachThe Whangarei District Council received a total of 43 submissions on its proposed Vehicles on Beaches bylaw, which seeks to create a no vehicles safe zone in front of the Ruakaka Surf Club. Two of the 45 had multiple signatures – one with 35 and another with 40. None of the submissions were opposed to the proposal although some suggested additional safe zones and others raised issues about access ways onto the beach.

Whangarei District Council is advancing the project on a number of fronts. Fraser Campbell, the council’s project manager, updated the Bream Bay News on progress last week. Currently the capacity of the existing treatment plant is being increased with the addition of an aerator and a screen, which Mr. Campbell said he expects to be installed “within the next couple of months.” Water and electricity services have already been brought to the site to operate these. At full capacity the current plant will be able to handle up to 2,000 cubic metres of wastewater a day. At present, the plant handles a daily average of 580 cubic metres. As the pace of development has slowed due to the recession, the new plant (estimated to cost over $15 million) is unlikely to be built in the immediate future. Major expenditure on this has been moved outwards to the years 2014 – 2016 in the Long Term Council Plan. The council’s resource consent to operate the current plant and associated disposal area runs out in 2018.The proposed new plant will treat wastewater to a much higher standard than the
of existing infrastructure and, based on current thinking, is likely to be a SequentialBatch Reactor Plant which Mr. Campbell said “is a modern secondary biological
down to very low levels.” This process will produce treated wastewater to the standard 5,5,10,10 (the numbers representing: biochemical oxygen demand, total suspended solids, total nitrogen in mg per litre and faecal coliform as counts per 100ml sample).Asked how treated wastewater from the current plant compared to this he replied,
element of treatment by the application of the wastewater to theground. The groundwater is monitored at the coastal boundary of the Council treatment plant site and the faecal coliform and total Nitrogen levels are typically less than 10 counts per 100mls and mg/litre respectively. The consent requires these two determinants to be less than 35 and 20 respectively.”He said there is no requirement to measure suspended solids or biochemical oxygen demand as the current discharge is to ground, not water.
An update on progress a the Ruakaka Wastewater Plant
Mr. Campbell said the new plant will be of a modular design and built in stages as these are needed “like a Lego model”.Meanwhile, the two big industrial sites along One Tree Point Rd. are nearing the stage when they will be granted title and, before these are issued, the Whangarei District Council is required to have resource consent for enough wastewater capacity to cope with these additional 300 lots. While The Northgate Industrial Park development (194 lots) has a discharge consent to dispose of wastewater on site, this was granted on the basis of wastewater being treated to the standard of the new plant.
industrial parks require as this depends on the kinds of industries established there. A warehouse, for example, produces little wastewater while a processing plant could produce quite a lot. However, for the purpose of providing consented wastewater disposal capacity in advance, the sites are calculated on the same basis as household lots, where each lot is estimated to require 0. 8 cubic metres per day of wastewater capacity. Another consideration is the reticulation of the houses and the public camping ground at Ruakaka Beach, set down for the years 2011 - 13 in the LTCCP. This will need capacity at the plant for the equivalent of an additional 500 households, that is an extra 400 cubic metres of wastewater each day. Eighteen months ago the council gained a resource consent from the Northland Regional Council to dispose treated wastewater onto its own land adjacent to the plant and onto 10 hectares of Crown land managed by the Department of Conservation on the northern side of the wastewater plant. However, it is still waiting on a Department of Conservation concession to use this land. The consent allows for disposal at this location until 2018.The council has also purchased 20 hectares of land from Rio Tinto at Marsden Point (just east of the truck weighbridge and petrol station on Marsden Point Rd.) and has begun investigations as to how much wastewater could be disposed of here.
the existing plant and further treat it on site before it is reused. “This option could take up to 2,000 and possibly up to 4,000 cubic metres of waste water a day and has a lot of merit”, he said. The long - term disposal option, however, remains a pipeline out into Bream Bay and studies are ongoing as to the most suitable location.
Bank and the swimming area of Ruakaka Beach have been recognised as places
treated wastewater into the marine environment and therefore, where it would have the least impact on the three above locations.Factors such as ocean currents, sea temperatures, tidal movements, ocean depths and wind directions were fed into the computer model. Mighty River Power, which owns the Marsden A and B power stations and which in 2004-2006 investigated
with this study. Mr. Campbell said the proposed outfall pipeline would be up to three kilometres long, as compared to the power station pipelines, which are 500 metres in length.

Workshop for shorebird volunteersThe Department of Conservation is holding a workshop on Sunday 6 September for people who can volunteer for a minimum of three days over the summer to help look after the fairy tern breeding sites at the Waipu or Mangawahai sandspits. Ornithologist Dr. John Dowding will facilitate the workshop, which will begin at 9am and run to approximately 3.30pm in the Mangawhai Library Hall (opposite the Mangawhai Village 4 Square). The workshop is free but participants are asked to bring waterproof clothing for a walk to the Mangawhai estuary at low tide, binoculars, a clipboard and pen and a plate of food for a shared lunch. Those who want to take part need to contact the Department of Conservation ranger Abby Meagher (470 3379 or [email protected]) by Monday 31 August. Cut backs in Department of Conservation funding have resulted in the

Ruakaka Civil Defence plans an emergency evacuation
We’re in the process of contacting local clubs/organizations encouraging them to form “phone trees” and to give us a contact name and number so that volunteers living in a safe area would be able to warn the named personel of each club/organi-zation to send the message through their “phone tree” if they need to evacuate. This saves one person having to phone a lot of people, so quick contact is made without too much delay for any one person. We are also asking for the names, phone num-bers and addresses of people who may be unable to evacuate themselves. .We have divided Ruakaka into three areas: One Tree Point, Ruakaka Central and Ruakaka Beach, with a team of volunteers in each area. We have three loud halers with sirens. One of our team would drive down the streets in each area warning people of the need to evacuate. We hope this, with the phone tree system will give everyone enough warning in an emergency situation.
sirens would cost approximately $3000 each. Businesses. local schools and playcentrres in the area have been participating in

This is an ongoing work in progress and we need more volunteers to help make this process work.
