JANUARY 2012Other January 2012 happenings ...

• Lt. Gen William Lord conducted a town hall meet-ing Jan. 11 at the Joint Base San Antonio-Randolph theater. The meeting presented CyberVision 2020, which is the cyber community initiative for the trans-formation of the Communications and Information career field to the Cyberspace Operations and Sup-port Community.

• Air Education and Training Command hosted a symposium Jan. 12-13 at the Henry B. Gonzalez Convention Center. More than 4,000 service mem-bers, civilians, and business and civic leaders at-tended the 2012 event.

• Brig. Gen. Theresa Carter, JBSA and 502nd Air Base Wing commander, citing budgetary con-straints within the Department of Defense and the Air Force, announced the decision to conduct the JBSA Air Show every other year rather than the annual schedule of the past. The next JBSA Air Show takes place in 2013.

• The Air Force Services Agency and U.S. Para-lympics hosted the inaugural Joint Adaptive Fitness and Sports Camp at Randolph and JBSA-Fort Sam Houston Jan. 17-21.

The adaptive sports camp is a quality-of-life pro-gram for wounded, ill and injured warriors. Approxi-mately 35 Air Force, Navy and U.S. Special Opera-tions Command wounded, ill and injured warriors participated in various adaptive fitness and sports programs including adaptive bowling and golf, sitting volleyball, wheelchair basketball, cycling, aquatics and strength and conditioning.

FEBRUARY 2012Other February 2012 happenings ...

• The 12th Operations Group Instruction and Training Division improved the quality of instruc-tion for the student instructor pilots going through its programs. The new instruction initiative started with the implementation of the Perception, Deci-sion, Execution construct in the Instructor Pilot Basic Course.

• The Consumer Financial Protection Bureau an-nounced Feb. 3 that it is partnering with the Federal Trade Commission to put a stop to scams targeting ser-vice members.

• Civilians assigned to the 571st Aircraft Main-tenance Squadron gathered Feb. 6 to celebrate the on-time production of the 100th T-38 that has come out of the depot since the operation was turned over from contractor Lear Sigler Inc. to the Air Force in October 2010.

• More than 550 Airmen, Sailors and Soldiers at-tended a free street party Feb. 10 at SeaWorld San Antonio as a part of the Single Airman Program.

• A variety of acts – from singers and guitar play-ers to dancers and even a cup stacker – graced the stage of the Randolph Airman and Family Readi-ness Center ballroom Feb. 17 for the 15th annual You Got Talent Family and Teen Talent Contest.

• In observance of National Children’s Dental Health Month, representatives from the 359th Den-tal Squadron visited Randolph schools Feb. 23 to educate the students on dental health, play games and give prizes.

Other March 2012 happenings ...• The legacy of aviation pioneer Army

Maj. Gen. Benjamin D. Foulois was re-membered with a wreath-laying ceremo-ny March 2, just a few hundred feet from where the man who helped usher in the dawn of military flight made his historic journey 102 years ago.

• The Randolph community was reminded that all residents living in government-owned facilities or contracted housing on base must register privately owned firearms with the 902nd Security Forces Squadron.

• CPS Energy of San Antonio reward-ed Randolph for its energy conserva-tion efforts for a $320,000 project to replace high-bay low-efficiency lighting in 11 of the base’s hangars with fluo-rescent light fixtures.

• The Randolph Child Development Center invested in 24 new computers called the iStartSmart Learning System for early developmental education.

• Chief Master Sgt. Juan Lewis re-tires and Chief Master Sgt. Jose A. LugoSantiago becomes the 502nd Air Base Wing and JBSA command chief master sergeant.

APRIL 2012Other April 2012 happenings ...

• A major overhaul of the Air Force installation ac-cess control system at Joint Base San Antonio-Randolph, completed in April, improved force protection through tighter security and greater efficiency.

• The enlisted men and women of Air Education and Training Command presented retired Maj. Gen. Alfred K. Flowers with the Order of the Sword during a ceremony at the Randolph Parr Club April 6.

• Members of JBSA gathered April 4 to kickoff Sexual Assault Awareness Month and to witness the signing of a SAAM proclamation.

The Pentagon’s top civilian and military leaders took their campaign to stop sexual assault in the military to Capitol Hill April 16, where they announced new initiatives to combat the problem.

• A group of teenagers from the Randolph Youth Programs’ Keystone Club spent a weekend in Fort Worth, Texas, honing their leadership skills, building a community garden and listening to motivational speakers and musical performers.

• Randolph High School was one of five schools selected by Silver and Black Give Back’s Team Up Challenge judges to win a $20,000 check April 13 for the Drive SMART campaign they created. Ran-dolph competed against more than 80 other local applicants.

The squadron's special event paid tribute to the legacy of the seg-regated fighter group that fought fascism abroad and racism at home during World War II.

MAY 2012Other May 2012 happenings ...

• The 12th Flying Training Wing marked its 40th year at Joint Base San Antonio-Randolph May 1.

The wing was redesignated in early 1972 from the 12th Tactical Fighter Wing to the 12th Flying Train-ing Wing and activated here May 1 that year. Since then, the wing has been responsible for continuing Randolph’s long-standing flying training legacy.

• The installation of more than 40 miles of fiber-optic cable to provide high-capacity transport of data, voice and video for Randolph users began in early May 2012.

The estimated $3.5 million project, which is expected to conclude in mid-July 2013, is the information trans-port segment of the Air Force Materiel Command System Programs Office’s high-priority, multi-billion-dollar Com-bat Information Transport System.

• Randolph Lodging, which earned the Air Education and Training Command Innkeeper Award, was named one of four large-base finalists in the 2012 Air Force Innkeeper Award competition.

• The Randolph Library got summer started May 18 in a tasty fashion with “Reading is so Delicious!” – the 2012 Summer Reading Program’s theme.

• Stacy Bessire, Randolph High School Lady Ro-Hawks head track coach, led her team to competition against the top eight schools in the state and then walked away with a gold medal May 11 at the Univer-sity Interscholastic League state track meet at Mike A. Myers Stadium, University of Texas at Austin.

• Memorial Day weekend marked the beginning of the 101 Critical Days of Summer, which continued through Labor Day weekend.

sponsibility for the 306th Flying Training Group in a redesignation ceremony at the U.S. Air Force Acad-emy June 5.

• Airmen in some special-duty assignments re-ceived adjustments in special-duty assignment pay, which began June 15, Air Force Personnel Center offi cials announced.

• The Air Force emphasized the risks associated with riding all-terrain vehicles as part of its Critical Days of Summer campaign.

• Brig. Gen. Theresa C. Carter, Joint Base San Anto-nio and 502nd Air Base Wing commander, hosted more than a dozen 502nd ABW honorary commanders from area communities June 20.

• The 902nd Logistics Readiness Squadron’s Personal Property Processing Offi ce offered tips to help members who were experiencing a permanent change of station get organized for the move.

• Concerned by allegations of misconduct by in-structors at Basic Military Training, Gen. Edward A. Rice Jr., Air Education and Training Command com-mander, directed an investigation, led by Maj. Gen. Margaret Woodward, that went beyond basic military training and included all AETC initial and technical training units.

• The men and women of the 12th Flying Training Wing bid farewell to Col. Richard Murphy and welcomed their new commander, Col. Gerald Goodfellow, during a change of command ceremony June 28.

JULY 2012 Other July 2012 happenings ...• Nineteenth Air Force stood down in an in-

activation ceremony at Joint Base San Antonio-Randolph, July 12 after more than 19 years of managing fl ying training for all of Air Education and Training Command.

During the ceremony, Gen. Edward A. Rice Jr., Air Education Training Command commander, presented the Silver Star to Maj. Philip Bryant and Maj. Joshua Hallada for their participation in a recovery mission of two U.S. Army pilots who were downed in an enemy controlled area in Afghanistan April 23, 2011.

• 502nd Air Base Wing public affairs offi cials an-nounced the consolidation of the three main Joint Base San Antonio locations' web sites into one site. The new site, www.jbsa.af.mil, went live July 20.

• Two Air Force offi cers qualifi ed for primary and alternate positions on the U.S. Olympic team for the 2012 Summer Games in London July 27.

Capt. Seth Kelsey, 310th Force Support Squadron supply offi cer from Buckley Air Force Base, Colo., competed in individual men’s epeé fencing and Capt. Justin Dumais, 157th Fighter Squadron F-16 pilot from McEntire Joint National Guard Base, S.C., was an al-ternate in men’s three-meter synchronized diving.

• U.S. Air Force Staff Sgt. Christopher Keilman, 902nd Security Forces Squadron military working dog handler, was awarded the Bronze Star Medal July 31 in correlation with his deployment to Afghanistan with U.S. Army special forces from Aug. 1, 2010 through April 1, 2011.

• The 902nd Force Support Squadron began gearing up for the Rambler 120 Team Challenge, which attracted active-duty members and their families, retirees and Department of Defense civil-ians from JBSA locations and beyond for a fi tness competition that encompasses bicycling, running and rafting.

• Maj. Gen. Timothy Zadalis, Air Education and Training Command director of Intelligence, Opera-tions and Nuclear Integration, presented the Dis-tinguished Flying Cross to World War II veteran and former 2nd Lt. Samuel Smith, 360th Bombard-ment Squadron B-17 aircraft commander, during a ceremony at Randolph Aug. 24.

• West Nile virus-positive mosquitoes were iden-tifi ed at all Joint Base San Antonio locations. Mos-quito population control, was performed in specifi c locations as deemed necessary.

• The 479th Flying Training Group evacuated 34 aircraft and about 60 accompanying aircrew members from Naval Air Station Pensacola, Fla., to Randolph Aug. 27 in anticipation of Tropical Storm Isaac.

SEPTEMBER 2012Other September 2012 happenings ...

• A dozen Air Force wounded warriors from around the country attended a two-day adaptive sports camp Sept. 14 and 15 at Joint Base San Antonio-Randolph, participating in events such as wheelchair basket-ball, cycling and kayaking.

• The Prisoner of War/Missing in Action retreat ceremony, an event on behalf of National POW/MIA Recognition Day, was held Sept. 21 at Randolph's Missing Man Monument.

The ceremony was hosted by Army Col. James Chevallier, JBSA deputy commander and 502nd Air Base Wing vice commander.

The guest speaker, retired Air Force Col. (Dr.) Thomas McNish, was a captain when he was shot down near Hanoi, Vietnam, Sept. 4, 1966.

McNish was held as a POW for the next six and a half years until he was repatriated March 4, 1973.

The ceremony included a moment of remembrance followed by a laying of the wreath, a 21-gun salute, rendition of “Taps” and the national anthem by the Air Force Band of the West bugler, and a fl y-by from the 12th Flying Training Wing.

• Work on a $3.5 million communications infra-structure upgrade at Randolph involved the installa-tion of more than 40 miles of fi ber-optic cable.

• The annual Retiree Appreciation Day event, sponsored by the Randolph Retirees Activities Of-fi ce, was held Sept. 22 at the Kendrick Club and attracted more than 500 retirees, nearly double last year’s attendance of 277.

Other October 2012 happenings ...• Joint Base San Antonio observed Energy Aware-

ness Month in October and emphasized its commit-ment to reduce energy consumption and meet all conservation directives.

• The JBSA-Randolph community continued a national tradition of recognizing Domestic Vio-lence Awareness Month throughout October with a clothesline display and shelter drive, and coor-dinated a table display and guest speaker appear-ance at JBSA-Lackland, all made possible by the efforts of Family Advocacy Program members.

• Lt. Col. Rick Stoffel, 99th Flying Training Squad-ron instructor pilot, surpassed 5,000 flight hours in the T-1A Jayhawk. Five thousand flight hours is a sig-nificant milestone in the Air Force and is even more noteworthy and rare in a single airframe.

• Brig. Gen. John P. Horner took command of Air Force Recruiting Service from Brig. Gen. Balan Ayyar in a ceremony at Randolph Oct. 11.

• Deborah Magnon-Nolting, Randolph High School humanities teacher, received a 2012 Out-standing Teaching of the Humanities Award.

• The third annual JBSA Special Needs Resource Fair and Activity Day at Morgan’s Wonderland, a fam-ily fun park in Northeast San Antonio designed for children with special needs, attracted dozens of mili-tary families enrolled in the Department of Defense’s Exceptional Family Member Program.

NOVEMBER 2012 Other November 2012 happenings ...• A decades-long era at Joint Base San Antonio-Ran-

dolph came to an end Nov. 4, when the last movie was shown in the Taj Mahal theater.

• An Air Force initiative now allows JBSA organiza-tions to obtain a variety of supplies in their own back-yard – forgoing the use of government purchase cards.

Known as the Air Force Unit-Purchased Supplies Ef-ficiency Initiative, the program identifies surplus items on an installation – from office supplies and furniture to building materials and tools – and repurposes them to create local savings.

• Randolph celebrated America Recycles Day Nov. 15 to raise recycling awareness and highlight the benefits of saving earth’s resources.

• Two months after Air Education and Training Command ended telephone operator support for its bases, the command’s Communications Systems Squadron continues to refine a call tree at each lo-cation and improve a new online conference call scheduling system.

• Air Force leaders announced Nov. 14 to mem-bers of the press the results of the commander-directed investigation regarding the occurrences of sexual misconduct within basic military training between October 2010 and June 2011.

The CDI was commissioned by Gen. Edward Rice Jr., commander of Air Education and Training Com-mand, June 20, 2012 based on substantiated reports of misconduct within Air Force BMT, and led by Maj. Gen. Margaret Woodward, Air Force Chief of Safety, Headquarters U.S. Air Force, Washington, D.C.

DECEMBER 2012Other December 2012 happenings ...• The Joint Base San Antonio mobile app, which was

announced ready for download, provides basic informa-tion about the primary locations at the users’ fingertips. The mobile app, called “JBSA,” is available through the Apple App Store and the Google Play Store.

• After more than a year of renovations, Bldg. 975 reopened as the Religious Activities Center at Randolph during the first week of December, with a formal ribbon-cutting ceremony held Dec. 21.

• For the second time in 10 months, the 130 ci-vilians of the 571st Aircraft Maintenance Squadron Operating Location A reached a production milestone by completing on-time modifications to the 200th air-craft that has come out of the depot since it became a government facility.

• Leaders from Air Education and Training Command issued a memorandum Dec. 3 stating active duty, re-servists and Guard members on active orders must get approval from proper channels before traveling to 11 restricted states in Mexico and anywhere along the entire U.S.-Mexico border.

• Nearly 300 people gathered to commemorate the life of retired Col. Ralph Parr Dec. 17 at the Randolph The-ater. Parr, who died Dec. 7 at age 88 in New Braun-fels, Texas, was the 12th Tactical Fighter Wing com-mander from 1970-71 and the only American pilot to receive both the Distinguished Service Cross and Air Force Cross, the Army and Air Force’s highest honors behind the Medal of Honor.
