NDHSAA General Assembly Meeting - January 27, 2015 The NDHSAA General Membership will be meeting at 7:30 a.m. on Tuesday, January 27, 2015 at the Bismarck Ramkota Inn. Items on the agenda include announcement of Class A West and Class B Northwest Representatives who will serve on the NDHSAA Board of Directors, action on By-Law amendments pertaining to academic eligibility, and Executive Secretary report.

The NDHSAA Board of Directors proposes the following amendments to NDHSAA Constitution & By-Laws:Legend:BOLD Red = new wording proposedStrike-through = wording removed** = proposed By-Laws (no strike-through or bold red) PART II: SECTION IV of Article XIV – Rules of Eligibility: A student shall not have been enrolled in any institution of higher rank than a secondary school except in the case of an accelerated student doing work in an institution of higher rank. Such students shall continue to qualify for high school competition if taking two or more high school subjects in the high school in which he/she is enrolled and one or more college level courses each of which is equal or greater than the time requirements of a regular high school course for a minimum of four full credit courses and fulfilling all other eligibility requirements may be eligible to compete for the high school he/she is enrolled. Students must be making satisfactory prog-ress toward the school’s requirements for graduation. The school where the student is fully enrolled and regularly attends shall determine satisfactory progress. (Consequence of failure acquire credits moved from Section VIII to Section IV.) Failure to acquire four half-units two and one-half (2½) credits at the end of a semester will make him/her ineligible for a period minimum of four two weeks the following semester. **PART II: SECTION IV: Students must be making satisfactory progress toward the school’s requirements for graduation. The school where the student is fully enrolled and regularly attends shall determine satisfactory progress. Failure to acquire two and one-half (2½) credits at the end of a semester will make him/her ineligible for a minimum of two weeks the following semester. PART II: SECTION V: He/she shall be doing passing work in at least twenty hours per week, the passing grade to be computed from the opening of the semester and relative to such subjects only as severally and individually shall have a credit value of one-half unit per semester. PART II: SECTION V of Article XIV – Rules of Eligibility: Removed – Some interpretations moved to Section IV PART II: SECTION VIII of Article XIV – Rules of Eligibility: After attending the first semester of the ninth grade he/she shall have credit on the school records in unit-per year or half-unit per semester subjects of at least four half units earned and recorded at the close of the last semester in which he/she was enrolled as a student. Thirty days or more of attendance or participation in interscholastic competition within any shorter period being sufficient to constitute enroll-ment in any semester. (Following moved to Section IV) Failure to acquire four half-units two and one-half (2½) credits at the end of a semester will make him/her ineligible for a period minimum of four two weeks the following semester. ** PART II: SECTION VIII: Thirty days or more of attendance or participation in interscholastic competition within any shorter period being sufficient to constitute enrollment in any semester. PART IV: JUNIOR HIGH AND SEVENTH AND EIGHTH GRADE BY-LAWSArticle III: General RegulationsSection XI: Scholarship: In the seventh and eighth grade, a student must be passing in three-fourths of his/her academic subjects. Ninth grade Jr. High students must meet the same scholarship academic requirements as set forth for senior high school athletic competition. **Section XI: Scholarship: Jr. High students must meet the same academic requirements as set forth for senior high school competition.

Electronic ballots will be emailed to Class A ADs, Class B Superintendents and graded elementary school main contacts on January 5th with a due date of 7:30 am on January 22, 2015. Once an electronic vote is submitted, it may not be recinded unless an amendment to the proposed amendment(s) is made from the floor on the day of the vote.

The 2014 NDHSAA State Class B One-Act Contest was held Monday and Tuesday, No-vember 24 and 25 in Jamestown. Spirit of Sport and Heart of the Arts awards are National Federation programs to recognize students for exemplary actions. The Heart of the Arts award is similar to the Spirit of Sport and recognizes people involved in the performing arts. If you have something or someone worthy of recognition, please request a nomination form from the NDHSAA office.

Nomination forms must be submitted to the NDHSAA office before January 15, 2015. The EduTech team of North Dakota is working on rolling out Office 365 beginning October 2014. North Dakota students and staff tran-sitioning from their @sendit.nodak.edu email addresses will have extensive time to transition. As schools transition to the new email addresses, users are reminded they must edit email addresses in the NDHSAA system. Editing accounts will allow user history and all existing roles to remain connected to NDHSAA accounts. Users should not create new accounts, they should edit their existing accounts.

To edit your NDHSAA email address/login: 1) Log in to your NDHSAA account 2) Click on “My Profile” on the bottom left portion of the page 3) Click the Edit Button on the Profile page 4) Click the “Account” tab on the grey menu bar that goes across the page 5) Enter your new email address 6) Confirm your new email address 7) Click the blue SAVE button

This is also where you would change your password, if you so desire. Editing your email address on your NDHSAA account assures you receive the proper information from the NDHSAA office.

NDHSAA recognizes teams that have met a cumulative 3.20 Grade Point Average as Team Scholars. Team Scholars may be submitted by school administrators through the NDHSAA website. Team Scholars submitted by the 15th of each month are published monthly in the NDHSAA BULLETIN the following month.

To submit team scholars to NDHSAA: • Log in to NDHSAA • Click the Admin Bell for your school on the top left side of the page • Click the Team Tab on the grey menu bar • Click the Enter Team Scholars tab next to the team you would like to enter as a Team Scholar • Complete form - including checking the eligibility box • Click the blue Submit • Your Team Scholar submisson will be emailed to Brian Bubach

NDHSAA /Farmers Union Insurance Distinguished Student Applications are available on the NDHSAA website under “Administrators and Coaches”, then “Forms”.

Objectives & Goals: To recognize deserving young people who are the “backbone” of interscholastic activities, not necessarily the leader, but the individual whose participation in high school activities strengthens the program for participants, the school and the community.

Criteria: Applicant must be a junior the year the application is submitted. Student must be a participant as a player, manager, statistician or other role in at least one NDHSAA sponsored activity in the current year. Note: Participation does not necessarily mean excellence, honors or even active play. Student must be a good citizen and role model to his/her peers as well as a contributor to the community. The committee will evaluate applicants’ essays on their demonstration of sportsmanship and citizenship and how the applicant feels these values derived from activities will provide them lifelong benefits.

Selection Process: One applicant per school is allowed. A pre-screening committee will narrow the applicants to six finalists. The final selection will be based upon an interview conducted by a Selection Committee. Immediately following the interviews, the results will be announced at an NDHSAA sponsored luncheon for finalists and their families.

Deadlines: Completed application forms must be postmarked no later than April 1. Applications postmarked after April 1 will not be considered. Finalists will be notified by mid-April. Interviews and the luncheon announcing the results will be held the first part of May.

Awards: All applicants of the NDHSAA Distinguished Student Program will receive a certificate suitable for framing. A press release naming all applicants will be sent statewide. Finalists will be featured in the September issue of the NDHSAA Bulletin. They will also be invited to participate in other functions connected with NDHSAA events. Farmers Union Insurance has graciously funded scholar-ships for the finalists. The NDHSAA Distinguished Student recipient will receive a $2,000 scholarship to the college of his/her choice. The runner-up will receive a $1,000 scholarship. The other four finalists will receive a $500 scholarship to the college of his/her choice. The Distinguished Student will be invited to be the Grand Marshall of the NDHSAA Parade of Champions and, along with the other finalists, participate in other activities such as serving as the NDHSAA spokesperson for High School Activities Month, promoting the values of activity programs and participating in awarding of trophies at NDHSAA state contests. (Expenses for the finalists will be paid by the NDHSAA for such assignments.)

Officials and head coaches of baseball and softball must take an open book test in the sport(s) in which he/she is a head coach/official. The test will be available on-line only and must be completed and submitted within the applicable window. The test will be available by following the On-Line Testing link on the main page of the NDHSAA website. (www. ndhsaa.com) The NDHSAA office will assess a penalty of $25 for non-completion of any mandatory online exam by a head coach. Officials non completion of a mandatory online exam will result in a lower classification the following year. If an official is certified, they will drop to probationary for one year in that sport. If an official is probationary they will drop to ineligible for one year in that sport. The spring test window is as follows:

OFFICIAL RULES STATE TOURNAMENT QUALIFIERSTEAM QUALIFICATION 1. The top eight teams will advance to the State Meet using the top 5 team scores from the regular season, which includes the con-

fence meet. There will be no NDHSAA sponsored regional meet. 2. Tie-breaker for team seeding (Start with number one and stop when the tie is broken): 1. Head to head record where both teams competed. 2. Add team scores of meets where both teams competed. 3. Average top 4 scores (instead of 5) for tied teams. 4. Average top 3 scores for tied teams. 5. Average top 2 scores for tied teams. 6. Top score for tied teams. 7. Coin flip. 3. There will be one (1) session. 4. The schedule will be: Friday: Parade of athletes, introductions, anthem at 3:45 PM. Competition begins at 4:00 PM. All times are local time Friday (Team Day): • 1:00 p.m. – Gym Opens • 1:15 p.m. - Coaches’ meeting • 1:45 – 3:45 p.m. – Timed Warm-ups (see note) • 3:00 p.m. - Officials’ Meeting and video review for base score • 3:45 p.m. - Opening Ceremony • 4:00 p.m. - Begin Competition NOTE: Timed Warm-ups may be adjusted by the host school. equipment change was used.Teams will be seeded into the Team State Meet by use of simple ranking program. All host teams must report/submit team scores to Kent VanElls immediately after completion of competition, including Conference Meet. Final ranking will be simple average score of the top five regular season competitions in which the team participated. The top 3 scores for each athlete must be posted on the NDHSAA website plus any update when an athlete achieves a better score. 3. Conference meet may contribute to the 3 score average. 4. Coaches must submit updates on an individual’s score by noon Sunday prior to the State Meet. 5. Top 40 individuals and top 30 all around athletes statewide will qualify to Individual State Meet (no tie-break).Saturday (Individual Day): • 10:45 a.m. - Gym Opens • 11:00 a.m. - Coaches’ Meeting • 11:30 a.m. - Timed Warm-ups Begin • 12:30 p.m. - Video review for base score (optional) • 12:45 p.m. - Opening Ceremonies • 1:00 p.m. - Begin Competition

OTHER REGULATIONS 1. Only high school teams are eligible to enter the State Meet. Junior high teams are not eligible, but junior high girls are eligible

for the senior high team. 2. If a girl wishes to compete in the all-around, she must enter all four of the individual events. 3. The meet referee shall not be a high school coach of a competing team.SPECIAL MEETING:

All judges and meet referees will meet one hour prior to the start of competition for video review prior to base scores.Prior to competition on both days of the State Meet, judges will review videos of routines of the event in which they are assigned.This will take place no later than 1/2 hour prior to the beginning of competition which is during the scheduled judges’ meeting.

STATE SCHEDULE NOTE: Warm-up starting time will be reviewed by the meet manager for Friday for any necessary adjustments. STATE ADMISSION PRICES 1 Day Ticket: Adults - $10.00, Students - $5.00 2 Tournament Ticket: Adults - $18.00, Students - $8.00STATE AWARDS The top four teams receive a team trophy. In addition, competing members of the championship and runner-up teams will receive

individual plaques. In each event, the top six individuals receive plaques and 7th through 15th receive ribbons. Because of the number of ties, individual awards will be ordered following competition.

JUDGES A Meet Referee plus Twelve judges - three in each event will be contracted. Scoring shall be tabulated to the ten-thousandths and

rounded off to the nearest thousandth.

It is requested the school principal identify all fall teams that have met the cumulative 3.20 Grade Point Average and submit those all at one time. The NDHSAA State Debate Tournament will be held on February 6 and 7, 2015 at Fargo Davies High School located at 7150 25th St. S. Fargo. Gayle Hyde will serve as tournament manager. 2015 State Debate Tournament

NDHSAA Coaches Education - Permit Submission Form Beginning in the fall of 2013 all coaches who work with student athletes in grades 9-12 must be certified. To become certified a coach must complete the requirements for a NDHSAA Coaching Permit. Member schools submit their coach-ing rosters through the NDHSAA Coaching Permit Submission Form. The NDHSAA Coaching Permit Submission Form allows tracking of all coaches through member schools. This is the only form that will be accepted and it must be emailed electronically as an excel file. If you find a need to track more coach information than listed on this form, please feel free to add columns AFTER (to the right of) column 10. Only columns 1-10 need be submitted to NDHSAA.

All coaches must be submitted each year. Only coaches not certified in a prior year will be mailed coaching permits. Coaching permits will be issued by the North Dakota High School Coaches Association. The due date for the Coaches Education Permit Submission form is April 1st each year.

Seven high school athletic directors were inducted into the sixth Hall of Fame class of the Na-tional Interscholastic Athletic Administrators Association (NIAAA) December 16 in National Harbor, Maryland, during banquet festivities at the 45th annual National Athletic Directors Conference co-sponsored by the NIAAA and the National Federation of State High School Associations (NFHS).

This year’s conference was held December 12-16 at the Gaylord National Resort and Conven-tion Center in National Harbor, Maryland.

The 2014 NIAAA Hall of Fame class includes Steve Berseth, CMAA, South Dakota; Bill Bowers, CMAA, Oregon; Bobby Guthrie, CMAA, North Carolina; Warren Hagman, CMAA, Nevada; Ed Lockwood, CMAA, North Dakota; and two individuals who will be inducted posthumously – John Foley, CAA, New York, and Charles Maas, Indiana.

Ed Lockwood, CMAA, dedicated most of his 34-year athletic administration career to expanding activity programs for students in four North Dakota high schools and creating professional development opportunities for fellow athletic directors.

After graduating from Bowbells (North Dakota) High School and Minot State (North Dakota) University, Lockwood began his career at Berthold (North Dakota) High School, coaching football and track and field, and teaching social studies. He spent the next 10 years at Mohall (North Dakota) High School as the head football coach. After just two years at Mohall, he was also named activities administrator. He then became principal and athletic director at Underwood (North Dakota) High School before moving on to become athletic director at Williston (North Dakota) High School.

In 1991, Lockwood landed at Fargo (North Dakota) South High School as assistant principal and athletic coordinator, where he remained for almost 20 years. In 2003, he was named director of student activities for the Fargo Public Schools, a position he held until he retired in 2012. Since his retirement, Lockwood has served as executive director of the North Dakota Interscholastic Athletic Administrators Association (NDIAAA).

At Fargo, some of Lockwood’s accomplishments included guiding the renovation of the athletic complexes at two schools, collaborat-ing with the city park district to create shared athletic fields to save resources, and developing a tournament committee, representing all private and public schools in the Fargo metro area, which hosted several state and local tournaments every year. He also developed a marketing plan that provides the tournament committee with funding.

As a 31-year member of the NIAAA, Lockwood has served on numerous committees, including the first Strategic Planning Committee, Current Issues and Resolution Committee and Certification Committee, and he is currently a member of the Professional Development Committee. After his stint on the Certification Committee, Lockwood was selected as the assistant director of certification, a position he has held for the past two years. In that role, he writes questions for the Certified Athletic Administrator (CAA) exam and has developed a Certified Master Athletic Administrator (CMAA) project format that provides guidance and consistency for potential CMAA candidates. He was co-chair in the development of Leadership Training Course (LTC) 719, has contributed to the development and revision of several other courses and has taught two courses.

Perhaps Lockwood’s most significant influence has come through his service to the NDIAAA. There, he led the organization through its first strategic plan in which it grew from a small group of around 20 members to its current size of almost 150 dual members with the NIAAA. His leadership has helped the NDIAAA become recognized as a respected and effective educational leadership organization that provides members with many professional development opportunities, including two annual conferences.

Along with his work with the NDIAAA, Lockwood has been very active in the North Dakota High School Activities Association (NDH-SAA). He has presided over both organizations and was instrumental in the NDHSAA’s decision to sanction baseball, softball, girls hockey, and boys and girls soccer.

Among many honors and awards, Lockwood was twice named North Dakota large school athletic director of the year in 1994 and 2012. He previously received the NIAAA Distinguished Service Award in 2003 and the NFHS Citation in 2005. He was also awarded the NDI-AAA State Award of Merit in 2005 and entered the NDIAAA Hall of Fame in 2007. Most recently, he won the NDHSAA Distinguished Service Award and was inducted into the North Dakota Coaches Association Hall of Fame in 2012.
