By GENEVA GRIFFITH The Cameron Parish School Board recognized the three parish Students of the Year at it’s monthly meeting Monday and will present them with certificates of recognition. Presenting the certificates were Mrs. Nancy Boudreaux, Dr. Doug Chance, Super- intendent and Clifton Morris, School Board President. The school board also approved the paying of Bassette Development Corp- oration $266,773.39 for con- struction work at Johnson Bayou High School. Rick Merchant, CAE President, reported the Standard Achievement tests are now over and went smoothly. The board has proclaimed March, 2003 as Career Month in Louisiana, as presented by Mrs. Stephanie Rodrigue, Supervisor. The board agreed to join other school boards across Louisiana in requesting the Louisiana legislature, BESE, and Governor Foster to pro- vide appropriate financial support for MFP, school employee health insurance, and fixed and mandated oper- ational cost of public school districts. The board approved the revised meeting dates for May 2003 through December 2003, for the second Monday of the month, as requested by Dr. Chance, with the finance meeting to begin at 4 p.m., followed by the board meeting at 5 p.m. The school calender for 2003-2004 was also set as requested by the superinten- dent. The Board authorized bids for summer maintenance pro- jects as proposed by Ron Vining. Cameron Parish Public Library’s computer network system was shut down Monday, March 17 after an unknown hacker took over part of the system. Charlotte Trosclair, librar- ian, said the library was unable to check out books and materials as these functions are computerized. In addi- tion, the computer terminals normally opened to patrons, had to be shut down. However, some services were still available, including tax forms, copiers, etc. The library had installed a firewall, a program designed to stop hacking, but appar- ently the hackers had already established a communication line on the library’s main server. Apparently the hackers were making use of the library’s computer capacity for some unknown purpose. They apparently got into the system some time last week. Mrs. Trosclair said the sys- tem has been re-formatted and is secure and fully opera- tional. The Cameron Sheriff’s department was looking into the hacking incident although it may be nearly impossible to determine who the hackers were or to punish them as they could be anywhere in the world. The Cameron Parish Li- brary has put almost all of its record keeping on computers and has provided computer terminals for use by the pub- lic. Several new branch li- braries, to be open soon, will be connected to the central library. The Library also has a web page where patrons can find out what books are in stock and make reservations for books. Cameron Parish had an unemployment rate of 6.8 percent in January, higher than the 5.6 percent for December and the 6.7 percent for January, 2002. This compared to a state jobless rate of 5.3 percent for January and a national rate of 5.7 percent. The report showed that there were 220 persons out of work out of a workforce of 3,050 in the parish in January. This was the same number for January, 2002 but an increase of 30 persons from December, 2002. The Cameron Parish School Board took action on the following personnel mat- ters at the March meeting of the board Monday: Resignation/retirement-- Danny Trahan, assistant principal, Johnson Bayou High, effective June 12. Mrs. Nell Trahan, secre- tary, Johnson Bayou High, effective June 17. Mrs. Patricia C. Vaughan, teacher, Hackberry High, effective June 2. FFIISSHHIINNGG IINN FFUULLLL SSWWIINNGGFishing is in full swing,

with the opening of the MiamiCorporation’s Permit Fishingand our refuges open this pastweekend, anglers hit themarsh for bass, bream, goggleeyes and catfish. Big Lakeand the two jetties inCameron and Grand Chenierwere active.

The Big Burn was loadedwith boats, many runningwild, however some in tow.

I had a good day, lots ofsmall bass, one with mythumb in his mouth weighingabout 4 pounds and yes, slipped right out and then Ilooked at the net laying in theboat and said no excuse.Anglers I talked to that werefishing and not running wildhad fish. I saw some goodstringers of bass, and wit-nessed white perch beingcaught as fast as you put thebait in the water. They wereusing tube jugs, white/char-treuse. I tried different spin-ner baits, but did better on aBuzzmaster crawfish worm, rigged Texas style with asmall bullet weight pegged.

The Ducks UnlimitedSecond Annual Bass FishingTournament held in the BigBurn Marsh was won by acouple of local anglers, but I’llhave to wait and get the cor-rect results for next week. There were lots of great prizes

to be given to the winners.

NNEEWWSS BBRRIIEEFFThe first two big lunker

bass, one caught on ToledoBend and one in /Chico Lakeboth over 12 pounds weregiven to the Booker FowlerFish Hatchery to spawn andthen be returned back to theiroriginal waters. The LunkerBass program accepts dona-tions of lunker bass weighing12 pounds or more caught instate waters. They spawn thebass, let the genes pass on tostrengthen the state’s basspopulation. The angler donat-ing the bass, bet a free replicaof the fish and a certificate ofappreciation for participatingin the program. The Toledobass weighed 12.88, measur-ing 26.5 inches in length witha 21 inch girth.

The next meeting date isWednesday, April 2, at the Creole KC Hall.

TTAALLKK AARROOUUNNDDAnglers are reminded to

please have your runninglights on when running atnight and when it’s foggy. I’venoticed boats running withouttheir lights in the fog andworst fishing at a cut or canalwith no running lights on.Use them and wear your lifejackets.

Something I noticed Sat-urday morning early, at 7:30a.m., fishermen fishing thecanals for perch using shin-ers, two shiner bags in thewater. Please keep your trashin your ice chest, or litter bag, keep it out of the water orplaces you fish. A trash bag,ice bag, shiner bag, Ziplockbag, if wrapped around thefoot of your outboard motor, will stop the water pump fromworking ant that’s a burnt upmotor, I know, it happen tome. Also we fish on publicwaters, refuges or privatepermit lands, keep theseplaces clean or maybe one daywe may not have a place tofish.

The Statistical profile onCameron Parish prepared bythe Public Affairs ResearchCouncil, gave the followingbrief history of the parish:

Known as the “IslandEmpire” because of the vasttrackless marshes, CameronParish was created from theparishes of Calcasieu andVermilion by Act 102 of thethird session of the 1870 leg-islature on March 15, 1870.Named after RobertAlexander Cameron, a soldierin the Confederate army whotook part in Bank’s Red Riverexpedition and later com-manded the District ofLafourche it is the largestparish in the state and theleast populous.

The name Cameron itselfis of Scottish origin, and inthe old Gaelic tongue it meant“crook nose.” It is derivedfrom the words “kam,” mean-ing crooked or bent, and“ieron,” meaning nose.

According to his memoirs,Henry Clay Warmoth, thecarpetbag governor ofLouisiana, created the parishas favor to a political friend,Colonel Carter, who wantedto get into the Louisiana leg-islature but who could not get

himself elected in his homeparish. Colonel Carter subse-quently got elected fromCameron Parish and servedas speaker of the house.

The first white settlerscame into the area during thesecond quarter of the 19thCentury. These settlers weremostly men from the oldereastern states, largely ofScotch-Irish descent. Whohad bought land grants givento veterans of the War of1812. Late arrivals weremostly the FrenchLouisianaians.

It would appear thatLower Cameron was settledsomewhat earlier than theupper section, and there ispositive evidence that orga-nized schools were in exis-tence as early as 1828.

Much of the area is cov-ered with marsh lands, andfur trapping is extensive.Orange groves and cottonwere once of importance buthave declined. The cattleindustry has always beenimportant and oil and thegrowth of the shrimp andmenhaden industries hasadded greatly to the economyof the parish. Cameron is alarge producer of natural gas.

The parish seat is the townof Cameron, noted for theabundance of its wildlife andfisheries. It was formerlyknown as Leesburg.

If you learned suddenlythat your home needed a newroof, could you access thecash to pay for it before yourpossessions were drenched? What if you lost your job?Would you be able to coveryour monthly bills? You couldwith an emergency fund, saysthe Society of Louisiana CPAs(LCPA

“Everyone should havesome easily accessible short-term savings stashed away,”explains Daryl V. Burckel,LCPA Lake Charles chapterpresident. “Having an emer-gency fund means that whenthe unexpected happens --whether it’s a job loss or anunanticipated home repair --you’ll have the resources tomeet your day-to-day livingexpenses. Without an emer-gency fund, you may have toresort to credit cards andcould find yourself paying offdebt at double-digit interestrates for months or years tocome. Or you may be forced tosell assets, such as stocks, when the market is down, resulting in a permanentloss.”

HHooww bbiigg aann eemmeerrggeennccyyffuunndd ddoo II nneeeedd?? While CPAsgenerally recommend thatyou set aside enough moneyin your emergency fund tocover three to six months ofliving expenses, your individ-ual circumstances may dic-tate that you require more orless. Keep in mind that thisrecommendation doesn’tequate to three to six months‚of your current salary. Youjust need to set aside enoughto cover your basic monthlyexpenses.

First you’ll need to deter-mine the cost of your necessi-ties, such as your rent ormortgage, utilities, debtrepayment, groceries and life, health and auto insurancepremiums. Multiply yourtotal expenses by the numberofmonths you want your emer-gency fund to cover.

Building an emergencyfund requires discipline. Youmay have to reduce spendingto free up extra cash. The bestadvice is to treat your emer-gency fund as you would abill. If you determine youneed $12,000, set an afford-able amount to put away eachmonth, without fail, until youreach yourgoal.

WWhheerree ddoo II ssttaasshh tthheeccaasshh iinn mmyy eemmeerrggeennccyyffuunndd?? There are two basicrequirements: (1) your moneyshould be in a safe invest-ment; and (2) you should beable to access it quickly. CPAsgenerally suggest you use asavings account at a bank orcredit union or a money mar-ket account.

Money market accountscome in two types -- bankaccounts and mutual funds. Both may have relatively lowyields, but high liquidity, andboth typically pay more inter-est or dividends than savingsaccounts because they areconsidered less transaction-oriented. It’s important toknow that money marketmutual funds are not alwaysinsured, but since they investin highly liquid, safe securi-ties, they are considered rela-tively risk-free by most plan-ners.

You may have to meet aminimum balance require-ment to open your moneymarket account or mutualfund, and you may be limitedto only a few free checks eachmonth. If you decide to go thisroute, where possible, look fora money market account orfund with a relatively highinterest or dividend rate, lowfees, and check writing fea-tures. Some even provide anATM card, which may or maynot be good, depending onhow disciplined you are.

Remember your emer-gency fund should exist forthings like unemployment, medical bills, ora new furnace -- not a week-end at the beach.

WWhhaatt’’ss iinn iitt ffoorr mmee??Saving money on your own isseldom as much fun as spend-ing it, but, likemost other things, it becomeseasier over time. The peace ofmind that comes from know-ing you have the financialresources to carry youthrough rough times can beworth the sacrifices you makenow. And, remember, shouldyou have to tap the money inyour fund for an emergency, repay it as soon as you can.

Letter tothe EditorDear Editor:

As the clouds of war loomever closer, my hopes, thoughts and prayers arewith our military and thosefew other countries militarythat stand in harms way.

The best way to assure vic-tory now is not to micro man-age the field managementoperations from the UN, fromthe Pentagon or the WhiteHouse.

The American leaders inthe field have planned andpracticed for this operationfor ten years now. I feelstrongly our leaders on theground, in the area, knowexactly what has to be done, also feel our troops are fullytrained and are aware of theirpart in the operation.

In any war situation, many things change one wayor the other quickly, whoknows better what to do, thanthe leaders in the Zone.Should they need a support-ive over view, they know howand who to ask. The micomanaging from Washingtonhas been the major problemin the past.

Our President and thePentagon should listen to andsupport our military and itsleaders in the area, not theother way around, once theorder to go is issued.

There will be many quirksand turns once the operationis under way. Who knows besthow to deal with thesechanges, than the leadersthere, involved!

I am sure there will bemany such changes once theoperation gets under way, many we cannot foresee, nowgoing in.

At this point, even thougha little long in the tooth, I amready to go should I berecalled, I still have mobiliza-tion orders to report to FortPolk. They have not beenrescinded, as far as I know.

God Bless our military atthis dark hour. You know I,we support our military.
