South Australia’s regional communities are vitally important to the future of our State.
The State Government is focused on supporting growth and opportunities in our regions and to providing the conditions under which our primary industries can thrive.
The Department of Primary Industries and Regions belongs to the people of regional South Australia. The Department is here to serve you and to work with you to make life in the country better and more prosperous.
The State Government is committed to working with regional communities and the primary industries to build what matters and deliver better services to help people achieve their aspirations and to manage through and recover from hardship.
In a sign of our commitment, many key initiatives are being delivered by the Department of Primary Industries and Regions which have been instigated by and with regional stakeholders.
The $25 million rebuild of the Dog Fence has begun, and over the next five years the project will fortify this essential infrastructure to protect the state’s $4.3 billion livestock industry.
Reform of the Marine Scalefish Fishery is a significant undertaking that will ensure the sustainability of the state’s fish stock for future generations.
Delivering the $21 million Drought Support Package to support farmers and communities recover from persistent drought conditions over recent years, as well as initiatives to support long term resilience by investing in on-farm water infrastructure and horticultural crop protection netting.
The application of AgTech has the potential to enhance agricultural productivity, profitability and sustainability. We are supporting South Australian producers to embrace an AgTech future through a number of activities, including the South Australian AgTech Strategic Plan. These activities will enable producers to learn more about the benefits of AgTech application on farm and experience new technologies in a real world context.
The State Government is backing business and creating jobs by providing $25 million for the Regional Growth Fund to leverage private funding to drive long term growth opportunities.
Biosecurity continues to be a priority as we protect the state’s agricultural and horticultural industries from pests and diseases that threaten our reputation for world-class produce and access to our international markets.
Over the next year the State Government will continue to work closely with industry partners such as the many vigorous farming, fishing and forestry member organisations, to pursue your priorities to improve productivity. Many of these priorities have been embraced as part of the Growth State – Food, Wine and Agribusiness Sector Plan, developed in partnership with industry.

As the new Chief Executive of the Department of Primary Industries and Regions (PIRSA), I am pleased to publish the PIRSA Corporate Plan for 2020-21.
PIRSA is focused on its primary goal which is to support our primary industries to grow and our regions to thrive.
We have worked closely with industry and our regional communities to understand how we can help in meaningful ways and be more agile with our programs to provide tangible and practical assistance particularly in these challenging times.
This plan sets out our priorities and the key activities that we are focused on. It provides a foundation for how we deliver our services and measure our success.
To deliver the priorities set in this plan, we will foster a workforce that is committed, passionate, forges strong relationships with our stakeholders and utilises our expertise to be innovative and responsive.
Our staff across the state will continue to work closely with primary producers to develop pioneering primary industries research programs and ensure excellence in our policy and program delivery, industry and regional engagement, and our biosecurity, fisheries, and aquaculture management.
The vision for PIRSA aligns closely with the objectives of the State Government’s Growth State initiative and also the Commonwealth’s Modern
Manufacturing Strategy which features food and beverage.
The plan is an important part of our accountability and commitment to our people. We work to uphold the Public Sector values in everything we do and fulfil our statutory roles using best regulatory practice to create the right environment for our producers to grow.

Our Services
Forestry
Forestry leads the development and implementation of policy initiatives to grow the significant forest and wood products industry in South Australia and oversees the Government’s contractual forestry interests.
We work closely with industry to drive sector and regional growth which has a long-term and sustainable future.
We provide a depth of understanding of the challenges and opportunities facing the forest and wood products sector utilising our network of government, business, investment, research, development, regional and industry contacts.
South Australian Research and Development Institute (SARDI)
SARDI delivers applied science that grows South Australia’s primary industries, food and wine.
We work with industry, government and research partners to play a key role in growing production and profitability; informing the sustainable management of natural resources that underpin primary industries production; protecting and enhancing market access for local businesses and products; and driving food innovation.
SARDI undertakes applied research and development for the innovative advancement of the grains/cropping, wine, horticulture, fisheries and aquaculture, livestock (including wool), poultry, pig and food sectors.

Fisheries and Aquaculture
Fisheries and Aquaculture works to protect, manage, use and enable the ecologically sustainable development of South Australia’s community-owned aquatic resources.
We work in partnership with industry, key stakeholders and the community to develop policies, management arrangements and regulatory frameworks to ensure our fisheries and aquaculture resources are managed for long-term biological sustainability, and our services are shared and allocated across sectors to maximise the economic and social benefits to the wider community.
Biosecurity
Biosecurity manages the potential risks to South Australia from pests and diseases and food borne pathogens relating to primary industries and leads PIRSA’s emergency responses.
We work with stakeholders to develop and implement policies, legislation, regulatory frameworks and undertake surveillance, preparedness and response programs to underpin access to markets and protect the economy, environment, communities and human health.

Agriculture, Food and Wine
Agriculture, Food and Wine provides the strategic policy leadership and expert economic analysis that underpins our market-driven approach to industry development and growing the state’s economy and jobs.
We engage all levels of government and industry, as well as the community and use data and market analysis to provide an evidence base for underpinning effective decision making, policy development and evaluation of impact.
We provide engagement and communication services to the agency, key stakeholders and across government.
Regions
Regions focuses on making South Australia’s regions secure and productive by supporting new infrastructure developments, growing jobs and strengthening communities.
We work with regional stakeholders and across government to strengthen South Australia’s regional economic opportunities to grow industries, communities and sectors. We provide connection to government and regional communities and sectors including through leveraging funding sources and improving digital connectivity.

Rural Solutions SA
Rural Solutions SA is the key on-ground delivery arm of PIRSA providing a critical interface between the agency and key stakeholders. With specialist expertise in delivering modern extension methods, drought response and adverse events recovery programs, we collaborate with stakeholders to facilitate, deliver and develop policies, projects and programs focused on agricultural productivity and management of natural resources.
Corporate Services
Corporate Services delivers enterprise wide activities in key service areas including information technology, procurement, human resource management, infrastructure, asset and facility management, financial services, business services and organisational risk management. Corporate Services provides specialised knowledge, best practice, policy and technology advice to serve internal customers and business partners.

Increasing Productivity
• Established the ThincLab AgTech incubator at Loxton Research Centre to support innovation and regional development.
• Delivered the $1.8m SA Wine Industry Development Scheme to support adoption of AgTech and bushfire recovery.
• Completed preliminary investigations into options to deliver treated water to the Barossa region.
• Delivered year 1 of the $7.5 million Red Meat and Wool Growth Program.
• Established the Charter Boat Diversification Program aimed at expanding and strengthening the sector.
• In partnership with SA Water and the Government economic agencies, completed water production for the Northern Adelaide Irrigation Scheme.
• Completed consultation to inform development of the Growth State Food Wine and Agribusiness Plan for Growth to guide the sector’s contribution to the Government’s target of lifting South Australia’s economic growth to 3%.
• Produced 55 Pacific Oyster Mortality Syndrome (POMS) resistant family lines to enhance industry resilience to the POMS virus.
• Launched a new high yield and grain quality oat variety to support the expanding oat industry sector.
• Supported the Minister’s Recreational Fishing Advisory Council to develop a strategic plan for the recreational fishing sector with input from recreational fishers.
Securing Production
• Secured government and industry funding and commenced construction of the $25m rebuild of 1,600 km of the Dog Fence.
• Undertook targeted consultation on a new Biosecurity Act for South Australia, to provide a modern and effective legal framework for managing and responding to biosecurity risks.
• Developed recommendations for the $24.5 million Marine Scalefish Fishery Reform aimed at securing a long-term sustainable and viable fishery.
• Developed a rapid DNA damage diagnostic protocol that verifies the efficacy of pest treatment for fruit.
• Completed eight fisheries stock assessments to monitor the efficient and sustainable use of this resource.
• Developed and implemented management plans for the Southern Zone Rock Lobster and Blue Swimmer Crab fisheries.
• Delivered the Fisheries Research and Development Corporation project on improving early detection surveillance and emergency disease response to Pacific Oyster Mortality Syndrome (POMS).
• Facilitated an independent audit of contractual requirements associated with the sale of the State Government’s Green Triangle plantation harvesting rights.

Maintaining Market Access
• Maintained the state’s Fruit Fly free status to protect the $1.3 billion horticulture industry by applying an effective response program.
• Commenced investigation to review the Lower Eyre Peninsula Aquaculture Zone Policy, including the establishment of the advisory committee.
Growing Regions
• Launched the regional competitive and strategic growth fund, with the objective of attracting regional submissions directed at driving new economic activity, delivering critical economic infrastructure and increasing regional employment.
• In partnership with the Commonwealth and telecommunication companies improved mobile black spots in nine regional locations through co-investment.
• Supported an independent Community Advisory Panel, to consult on the development of a Regional Development Strategy, a plan to help grow our regional economies and support the prosperity of regional communities.
Managing Adverse Events
• Through the $21 million Drought Support Program, supported drought affected areas through the administration of rebates and grants, financial and farming advice, the Family and Business (FaB) Support Program, and enhanced wild dog management.
• Provided relief assistance, financial and farming advice; smoke taint testing, vineyard mapping assessment; freight assistance on Kangaroo Island; enhanced biosecurity; and FaBS mentors to support bushfire affected areas.
• Provided guidelines, daily updates and targeted information and facilitated determinations on Emergency Directions by SA Health and SAPOL to support industry to manage risks and respond to the impacts of COVID-19.
• Responded to workforce shortages due to COVID-19 restrictions, through providing a platform for displaced South Australian workers to find jobs in agriculture.
• Established an African Swine Fever Taskforce and technical working groups to address preparedness issues for an African Swine Fever response.

Regulatory and Excellence Reforms
• Provided secretariat services to the Forest Industry Advisory Council of South Australia.
• Completed engagement and developed policy positions to inform drafting of the Pastoral Land Bill which aims to realise the land’s greatest value while maintaining its environmental and productive condition.
• Completed statutory consultation and supported passage of amendments to the Genetically Modified Crops Management Act 2004 through Parliament to lift the moratorium on growing genetically modified food crops on mainland South Australia.
• Completed a review of the administration of Primary Industry Funding Schemes (PIFS) to improve efficiency and benefits to industry.
• Transitioned the governance arrangements for the Sheep and Cattle Primary Industry Funds from Ministerial Advisory groups to new industry funding boards under Livestock SA, to enable greater industry ownership and leadership.
• Supported industry and relevant government agencies to consult with farmers and producers on farm trespass issues and provide input into the Summary Offences (Trespass on Primary Production Premises) Amendment Bill 2020.
• Finalised the review of the operation of the Fisheries Management Act 2007.
• Implemented recommendations relating to the review of PIRSA’s cost recovery policy as it applies to the fishing and aquaculture sectors.
• Supported forestry research and development via the National Institute for Forest Products Innovation – Mount Gambier Centre.
Building Partnerships
• Delivered the inaugural AdvanceAg AgTech showcase to assist on-farm adoption of AgTech by South Australian primary producers. This involved 19 business exhibits and 330 industry attendees.
• Launched the PIRSA-Elders partnership at the Struan Research Farm to demonstrate best practice livestock farming supported by an AgTech overlay.
• Increased Aboriginal community engagement to progress fisheries and aquaculture opportunities, including the continued commitment to the Aboriginal Fisheries Officer Career Pathway Program.
Organisational Performance
• Developed PIRSA’s Digital and Technology Strategy and roadmap to guide Government investment for future technology.
• Delivered a Lean Thinking Program for business improvement to promote a continuous improvement culture.

Increasing Productivity
Productivity growth has been identified by the industry as a priority area in the Food, Wine and Agribusiness Growth State Plan which sets an ambitious target for this sector to contribute revenue of $23 billion to the South Australian economy by 2030.
Strategic planning, data driven decision making and targeted research are an important part of developing and implementing new products, processes and technology solutions that will build productivity across the supply chain.
Under this focus area, our priorities are:

Securing Production
As the primary industries sector looks to innovate and grow it faces a number of challenges. These include new and continuing biosecurity threats, competition for natural resources and an increasingly variable climate.
Maintaining modern, robust and responsive systems to monitor, detect and respond to these challenges is essential to underpinning existing production and future growth.
Under this focus area, our priorities are:
1. Implementation of effective systems for surveillance, monitoring and detection of biosecurity threats.2. Continuing the assessment of fish stocks to inform sustainable fisheries management. 3. Delivering programs to assist industry to protect and maximise their production capacity and sustainability. 4. Undertaking targeted research and development initiatives.
Key Priorities Activities
1. Implementation of effective systems for surveillance, monitoring and detection of biosecurity threats
Determine susceptibility of almond varieties to trunk disease pathogens to support industry in managing risk
Assess the host specificity of the Moroccan fly parasitoid, to be used as a biological control of pest snails for the grains industry
Develop a rapid diagnostic test for the pathogen causing Zebra Chip in potatoes to assist potato growers with disease management
Complete a national survey of Toxoplasma gondii in mutton at slaughter to determine levels of this parasite in sheep meat
2. Continuing the assessment of fish stocks to inform sustainable fisheries management
Develop an integrated snapper stock assessment model that will provide scientific evidence to underpin sustainable management of the snapper fishery
Complete eight fisheries stock assessments to inform the sustainable management of South Australian fisheries
3. Delivering programs to assist industry to protect and maximise their production capacity and sustainability
Deliver the $14.6 million Horticulture Netting Infrastructure Program to enable the horticulture industry to realise benefits such as reduced impact of frost and hail and increased water use efficiency. Deliver the on-farm emergency water infrastructure rebate scheme to assist drought-affected farmers to access help and install vital on-farm water infrastructure
Rebuild at least 400 kilometres of high priority sections of the Dog Fence to protect sheep from wild dogs and minimise the losses to livestock producers

Maintaining Market Access
In 2018-19 South Australia’s primary industries and agribusiness revenue totalled $15.2 billion. With exports valued at $5.46 billion and products exported to over 100 international markets, this is a major component of the sector’s revenue.
Changing market access requirements and consumer demand will be key determinants of future growth. Providing information and assurance programs that assist industry demonstrate it meets the needs of current and new markets will be vital to the sector’s ongoing performance.
Under this focus area, our priorities are:

Growing Regions
South Australia’s regions are a significant contributor to the state’s economy accounting for 30% of all South Australian businesses, contributing $29 billion in economic value and 25% of the total employment in the state.
Supporting the regions is crucial to the future prosperity of the state. Defining priorities, linking government and private co-investment and removing barriers and constraints to improving infrastructure, connectivity and capability will drive regional growth and sustainability.
Under this focus area, our priorities are:

1. Supporting new industry economic developments and local employment in regions
Commit the $15 million annual Regional Growth Funding to support projects in regional South Australia to drive economic development
Commit the $10 million Mobile Black Spot Fund to improve regional connectivity
Facilitate commercial, industry and government investment proposals such as the Northern Adelaide Irrigation Scheme
Identify and deliver on-ground economic development programs, projects and services for agribusiness and primary industries

Managing Adverse Events
Adverse events include fire, flood, severe weather and disease and longer term events such as drought that can severely affect primary production, viability and profitability. PIRSA takes the lead role in animal and plant health emergency responses and is a support agency for other emergencies such as natural disasters. In partnership with primary producers, industries and other agencies PIRSA works to return primary industry businesses to normal operations as quickly as possible.
Planning and preparedness for both the agency and the industry is the key to mitigating risk and minimising impacts. Working within national agreements and frameworks, programs to assist recovery and build resilience in the sector are an important component of this work.
Under this focus area, our priorities are:
1. Responding to, and managing biosecurity incursions, risks and threats to the primary industries. 2. Implement systems, policies and procedures for responding to and recovering from adverse events
including natural disasters and biosecurity incursions.3. Delivering South Australia’s priority recovery programs. 4. Contributing policy advice and operational support to national and state emergency response and

1. Responding to, and managing biosecurity incursions, risks and threats to the primary industries
Respond, as the lead agency for animal, plant, pest and disease biosecurity incursions that threaten human health and/or the market access, food safety and integrity, sustainability and productivity of the primary industries
Respond to fruit fly detections and implement eradication measures to maintain South Australia’s fruit fly freedom status
Conduct plant health surveillance programs for high priority pests
2. Implementing systems, policies and procedures for responding to and recovering from adverse events including natural disasters and biosecurity incursions
Manage and respond to adverse events for which PIRSA is a support agency, such as natural disasters that impact primary industries and rural and regional communities
Update PIRSA’s Emergency Management Plan to clarify accountabilities and integrate relief and recovery (including the adverse events recovery framework) to ensure that PIRSA is prepared to respond to adverse events and meets its obligations under the State Emergency Management Plan
Provide trained and competent personnel for the support of adverse event responses

Legislative frameworks and associated monitoring, accreditation and compliance programs are in place to provide market and consumer assurance, manage biosecurity and food safety risks and support sustainable use of natural resources. These regulatory systems also provide certainty and a level playing field for industry, providing known parameters within which to make business decisions.

Complete consultation and prepare a Pastoral Lands Bill to provide an opportunity for South Australia to realise the land’s greatest value while maintaining its environmental and productive condition
Implement changes to Fisheries and Aquaculture expiation fees
Complete consultation to develop a new Biosecurity Act to provide a modern, cohesive and effective legal framework for managing and responding to biosecurity risks
Review the rules and regulations of the commercial Marine Scalefish Fishery to improve sustainability and operational efficiencies for the benefit of the fishing industry and the broader South Australian community
Work with regional landscape boards to implement state vertebrate pest and weed policies and management plans
Complete the review of the Aquaculture (Zones – Lower Eyre Peninsula) Policy 2013 to guarantee efficient use of waters to maximise the benefit of the aquaculture industry and South Australian community
Deliver a package of planning reform proposals to support growth of primary industries
Review the Veterinary Practice Act 2003 and Veterinary Practice Regulations 2017 to ensure that South Australia maintains a contemporary and flexible framework that continues to protect animal health, safety and public interest
