    PIT CLOSURE PROCEDURE

    1.  Preparation

    a.  Inform all stakeholders and confirm framing for pit closure.

     b.  Prepare all HES procedures (including Emergency Response Plan, General WorkPermit and SOP/JSA).

    c.  Conduct tail gate meeting and install appropriate barrier tapes.

    d.  Isolate all incoming line and discharge at the pit.

    e.  Survey the location to determine the location of improperly closed pit referring tothe drawing to establish the plan area of contaminated soil.

    2.  Excavation of Improperly Closed Pit

    a.  Excavate the pit from the center of pit location and move outward until discoverthe Crude Oil Contaminated Soil (COCS). Stop or change the excavation

    direction if does not find any COCS in the pit as per reference drawing. b.  The clean soil (uncontaminated) shall be stacked and segregate from COCS.

    c.  Care shall be taken during excavation such that uncontaminated soil within the pit does not get contaminated.

    d.  COCS shall be stacked separately from uncontaminated soil.

    3.  Liquid Removal

    a.  Take the floating oil using vacuum truckand send to Gathering Station (GS) for oilrecovery.

     b.  Empty the liquid (oily water) usingvacuum truck and send to GS.

    c.  Record the total volume of water and oilthat was removed from the pit.

    d.  Use Worksheet A EP-18 PT CPI PitManagement Guidelines to record the

    volume of pit content.

    4.  Removal of Crude Oil Contaminated Soil (COCS) and Oily Debris

    a.  Take and send samples to CPI Laboratory for sampling analysis of TotalPetroleum Hydrocarbon (TPH) and Total Heavy Metals (THM) for COCS in the

     pit prior to remove it.

    i.  If the test result shows below acceptable limit as per EP.18 PT CPI PitManagement Guideline, than the pit can be closed.

    ii.  If the test result is higher than acceptable limit as per EP.18 PT CPI PitManagement Guideline but TPH is lower than 15% of oil concentration,than COCS can be excavated and send to nearest Soil BioremediationFacility (SBF)

    iii.  If the test result of TPH is higher than 15% of concentration, than COCSshall be mixed with the less contaminated soil to achieve 15% ofconcentration before sending to SBF.

    iv.  For COCS from Heavy Oil facility, COCS shall be sent to Darling site inDuri.

     b.  Remove the COCS and oily debris in the pit bottom and side with excavator. Donot use methods by using imported clay (to dump imported clay to one side of pit

     bottom to push the oily sludge) since it will prevent complete removal of COCS

    (especially at the pit bottom) and it creates more COCS to be treated.c.  Mix the oily sludge at the pit with clay by ratio 1:1 (if more than 15% TPH) to

    make it more solid and safe for transportation.

    d.  Excavate (remove) the pit bottom, side and ditch to canal until clean and no oilstained (until reaching native clay) for 2 feet.

    e.  Send the COCS and oily debris to Soil Bioremediation Facility (SBF) usingdump truck (tail gate truck) for further treatment. For COCS from Heavy Oil

    shall be sent to Darling site in Duri.

    f.  Record the total solid (COCS) removed from the pit using Hazardous WasteManifest form (EP.14 PT CPI Waste Management Guideline).

    g.  Use Worksheet A of EP-18 Pit Management Guidelines to record the volume of

    solid removed from the pit.

    5.  Pit Sampling and Analysis

    a.  Pit Bottom Sampling

    Take soil samples (by qualified personnel from third party laboratory) of pit after

    the pit is visually clean from COCS and oily debris; refer to sampling proceduresas per EP-18 PT CPI Pit Management Guidelines.

    i.  Sampling Equipment

      Auger s or pipes (2.25” ID) or hole digger. 

      Jars (500 ml glass) Teflon-lined lids, 3 per compositesample.

      Coolers, 40-50 L

      Blue ice packs

      Labels

      Tape

    ii.  Cleaning & Cleanliness

      Clean all sampling equipment

     by washing in detergent and de-ionized water followed by rinsingwith de-ionized water. Sampling equipment must be kept clean to

    avoid cross contamination of samples.

      The person taking the samples should wear latex or nitrile gloves.

    iii.  Labeling

      Label each sample by including the OU, field location, site location,date, time and person collecting the sample.

      Record in the logbook for recording samples and their location.

    iv.  Composite Sampling

      Ensure that the auger or pipe is clean before sampling

      Choose the sampling locations randomly prior to arriving on site

      Position the auger on the surface of the site and twist the auger

      Sample to a depth appropriate for each site type

      Place the sample in a clean plastic pail

      Move to the next sampling location  Mix the 10 samples in the bucket thoroughly with a clean stainless

    steel spoon or spatula to make a composite sample

      Sub-sample the composite and fill 3 pre-cleaned 500 ml jar with aTeflon liner

      Ensure the sample is properly labeled and note the collection on thechain-of-custody form

      Store the sample in a cooler containing Blue-ice

      Before leaving the site, clean the sampling apparatus

    v.  Sample size

      3 samples –  500 ml each for hydrocarbon and metal analysis.  1 jar of sample sent to PT CPI Lab for analysis.

      1 jar of sample sent to Third Party Lab (outside CPI lab) for analysis.

      1 jar of sample should be retained for future analysis in case ofsuspected laboratory errors.

    b.  Background Sampling

      Take 5 random samples from surrounding pit which is not contaminated.

      Compose the samples into 1 composite and put it in the jars (refer to methodof composite sampling above –  point 4.a.iv).

      2 samples –  500 ml each for hydrocarbon and metal analysis.

      1 jar of sample sent to PT CPI Lab for analysis (same analysis with pitsamples).

      1 jar of sample sent to Third Party Lab (outside CPI lab) for analysis (same

    analysis with pit samples).  Record the sampling and analysis information on the Worksheet B

    c.  Analysis

    The analysis of pit bottom samples and background samples consists of:

      Oil content as TPH using EPA 8015-B method

      Total Metals concentrations

      pH

    The detail of analysis method and acceptable concentration can be found inattachment below (refer to Table 1 and table 2 EP-18 PT CPI Pit Management

    Guidelines).

    6.  Pit Isolation

    a.  Isolate the inlet ditch or pipe by closing permanently the inlet.

     b.  Dismantle the discharge or siphon to canal (if any).

    c.  Install barricade (use yellow tape) to prevent unauthorized person entering the pitlocation.

    7.  Backfilling, Grading and Re-greening

    a.  Backfilling can be done if the pit already clean and the sample analysis meet or bellow the acceptable concentration limit (refer to Table 2).

     b.  The soil for backfilling must be clean and not contaminated.

    c.  Test the backfill soil for TPH, Total Metals, and SAR if not sure about the source

    of backfill material.d.  If the backfill soil analyses meet the acceptable concentrations, then it can be

    used for backfilling.

    e.  Backfill and grade the surface so that it drains well and does not pool water.

    f.  Re-vegetate sufficiently to control soil erosion with grass and/or trees.

    8.  Recording

    a.  Record all the data of pit closure in Worksheet A, Worksheet B, Worksheet Cand Worksheet D of EP-18 PT CPI Pit Management Guidelines (attachedworksheets below).

     b.  Record all the oily waste generated from pit cleaning activity in HazardousWaste Manifest form of EP-14 PT CPI Waste Management Guideline (attachedworksheet below).
