As many of you are aware, we publish, in each issue of the PeacePipe, a listing of all delinquent accounts. You may not know that this listis getting larger and is now beginning to affect the decisions on how lakeoperations are conducted. The Choctaw Lake Property Owners Associa-tion Board of Trustees is acutely aware of this problem and feels that achange in policy is needed to redirect this trend.
As a result, we intend to contract with an outside collections agencythat will manage our past due accounts. Their focus will be to collect allmonies in arrears using a multi-step approach. If that effort fails, thedelinquent account will be reported to a national credit bureau.
We encourage those who fall into this category to contact the lake of-fice and discuss options for your account before further action is taken.

espite Labor Day tem-peratures in the low60’s and howling winds
that would keep the mostenthusiastic skier on dry land,the Choctaw Lake Ski Clubentertained our communitywith yet another impressivedemonstration of talent andskill. Jeff Holmes and 3 yearold son Parker got things goingwith the opening flag, followedby the “footers” Bill Laney,Choya Mansfield, and ScottCosgrove, who made movingat speeds greater than 35 mphin rough water…on barefeet….look easy. Next up:Howard and Tristan Maynard,and Telford Berkey held steadyfor a 3-person skiing pyramid,followed by yet another pyra-mid with a new top (EthanHastings), while Noah
Thompson, age 7 and ChuckHolmes, age 72 showed us thatSlalom skiing knows no agelimits. Kent Feliks and HollyHunt switched boats while inski-motion, which was totallycool, but we have to ask, whatwere you two wearing?!Rebounding from what
appeared to be a wardrobemalfunction, Craig Smith andChuck Holmes made somenifty moves on trick ski’s, thenthe great Scotts (Carpenter andCosgrove), and Brian Killiandemonstrated their commandof the intimidating air chair.Brian successfully landed hisfamous air chair flip and wethink he’s the only person onthe lake who can do that.Anyone up for challenginghim next year?Steeped in tradition, Jim
Jones attempted the precariousLake Choctaw exclusive eventof Chair on the Disk. This tra-dition, dating back many yearsand started by Jim Moran,requires a person to stand on achair, that is sitting on top of afloating disk, while beingpulled by a boat down thelake. Unfortunately, this sanc-tioned competition event was avictim of the weather (can yousay Atlantic Ocean), so Jim J.,maybe we need to ask Jim M.to come back next year toshow us how it’s done?Wrapping up, the closing
flag was presented by MadisonKillian and Taylor Maynard.Chase and Tanner Killianarrived by Jet Ski to throwcandy to the crowd, and Lexi,the golden retriever, chased agiant bird across the beach for
the crowd’s pleasure. Chasewas on the agenda, THE chasewas not. Improv at its best!Seriously, Brian, where did theCardinal come from?With special thanks, we

Tim Pond (lot 936) waspresent to discuss the lightsat Georges Fork cove. Hewould like to have one of thelights turned off because it istoo bright with both lightson. His neighbors alsoagree. Mr. Pond also men-tioned that he has a pelletgun and asked whether thereare any rules against using itto scare off geese. To be dis-cussed in new business.
Steve Blake (lot 409) waspresent to ask about the play-ground equipment near theboat launch that has recentlybeen removed. Steve feltthat the equipment was beingused by people to keep their
children busy while they arelaunching boats. He alsostated that he had donatedthe equipment and was notnotified it was beingremoved. John Footeresponded that the Board haddecided it was not an appro-priate location for the equip-ment because it was attract-ing children to an area withboat and car traffic. TheBoard would rather have iton other green space whereit would be safer for the chil-dren. Jim Moran has theequipment now and was towork out a deal with Steve.Steve said that he has notheard from Jim. He addedthat he feels it was inconsid-erate. To be discussed innew business.
Judy Maynard (lot 943)was present to discuss howthe rules on fences are being
enforced. She feels that sev-eral recent fences are morelike barricades. Shannontold her that the fence ruleshave recently been updated.
MINUTESTom Boyd stated that he
was not present at the Julymeeting according to theminutes. Ruth Sowers madea motion to approve theamended July minutes. JohnFoote seconded. The Boardapproved the amended min-utes.

Junkyard Boat DerbyA great big thank you to all the par-
ticipants, spectators, and volunteerswho came out in crazy weather to helpmake our 10th Annual Choctaw LakeJunkyard Boat Derby a huge success!The beach was covered with floatingpiles of creatively designed junk, bat-tling to the bottom for prizes andawards in 3 age group categories, aswell as in the traditional East vs. Westgrand finale. Plastic barrels, beachballs, scrap wood, milk jugs, peg board,foam noodles, and lots of duct tapewere transformed into pseudo boats foran afternoon of fun.The 12 year olds started the race
with a determination that produced aphoto finish between first place MantisIII, captained by Garrett Neely, andsecond place 54 Racer with Ashton andAmber Wolford. In the 13 – 17 divi-sion, Eric Thomas, Brian Thomas,Danny Perkins, and Nick Perkins fin-ished in first, but barely above sealevel, and second place Taylor Neely
looked like he barely fit in a boat ironi-cally named Taylor Made. First placeAdult went to Sam Thomas, MarkPerkins, and Matt Erdliz with a record-breaking 32.4 seconds, but Sally Lanein Fast Lane was hot on their keel with37 seconds. The East vs. West titlewent to the 2 1/2-woman team of EastAngels who blew away the youngstersin Save the Jugs. Last, but certainly notleast, the coveted Anchor Dragger tro-phy went to Luke and Maya Berleywho fought gale force winds in a vesselcomposed of little more than anumbrella, milk jugs, and duct tape,known as the SS Umbrella. Kudos toeveryone for your creativity and perse-verance!Some of you recognized our special
guest and Master of Ceremonies DavidMcCreary, comedian, magician andhost of Ohio Lottery’s Cash Explosion.David did a fantastic job of entertainingthe crowd with his quick witted racecommentary. He actually had as much
fun as we did, so maybe we can gethim to come back next year. What dowe think? Do we want David back?How was the race in general? Mike reported that the OhioLakes Communities Associa-tion fall meeting will be heldat Candlewood Lake.Mike reported there is
some building permit activity.There were signed permits fortwo new houses, a boathouseand a garage addition.John Foote asked when the
electricity would be trenchedto the new building. Mike re-ported it will occur when theutility company installs thefire hydrant at the boat storagearea.The Board discussed the
red light and boats runningfast after sunset. Mike re-ported that he has been moni-toring the lake and has notseen any violations.

TheBoard discussed having themaintenance department takecare of the property duringperiods when it is vacant.John Foote will discuss itwith Jim Moran and theWater Board.• Sewer – Tom Boyd re-
ported on the August meet-ing. The Board authorizedthe purchase of a new servicevan.
OLD BUSINESSRick Ballard distributed in-
formation regarding collectionsand the recent meeting with acollection agency located inCleveland. This company doesbusiness with many of the lakecommunities in Ohio. Rick ex-plained the process this com-
pany uses to pursue accounts.The Board discussed at
what point or delinquent bal-ance an account should beturned over to the agency. Itwas noted that the agency hasthe ability to report delinquentaccounts to a national creditbureau. It was also discussedwhat accountability would beexpected from the agency. Thecommittee was directed tobring a collection policy pro-posal to the Board.Mike sent a letter to Mr.
Wiser about the stability of theboathouse and that a third partysuch as a structural engineerneeded to sign off on it or pro-pose changes. No response re-ceived to date.Dan Blazer reported on the
swimming pool discussion atthe Long-Range planning com-mittee meeting. There was in-terest in an indoor pool with arecreational and workout area.The Board discussed whether afeasibility study should bedone. The committee will con-tinue working on this project.
Mike has issued several ci-tations for vehicles beingparked overnight in commonsareas or in yards.
NEW BUSINESSMike distributed photos of
watercraft parked in yards.He said there currently are norules to prevent this situation.The Board discussed a pro-posed rule addition to theparking rules. No actiontaken.Shannon will speak to the
lawyer about geese and pelletguns.The Board discussed Tim
Pond’s request to have one ofthe lights turned off at thepublic area at Georges Fork.Mike reminded the Board thatthe lights also illuminate thedry hydrant. No action taken.Mike will call Jim Moran
about the playground equip-ment and have him speak withSteve Blake.Shannon brought up the
issue of watercraft on the lake
without a sticker. He spokewith attorney Don Gregoryand shared Don’s recommen-dations with the Board. BillLaney made a motion toamend the rule concerningboats without a sticker: If aproperty owner is asked to re-move a boat due to not havinga sticker and does not comply,it will result in a fine up to$250 and the Lake Manageror his designee, or the LakePatrol shall have the right toforcibly remove and securethe offending watercraft. DanBlazer seconded the motion.The Board discussed the issueand decided not to vote on themotion but rather send it tothe Security committee for re-view. The House and Officecommittee was asked to re-view the fine structure.Ruth Sowers made a mo-

Mike reported on thesevere winter and fortu-nately only a few potholeshave appeared. The crewis working to get every-thing ready this spring de-spite the rain. He hasremained under budget.
PATROL REPORT(Presented by Dan
Summers)Dan Summer reported
on the patrol deputies andboat patrol (Jim Edwards).All the deputies are trainedthrough the Sheriff’s officeincluding TASER training.There is a radio & tele-phone on the patrol boat ifassistance is needed. Thepatrol is dispatched on allsquad runs to provide as-sistance. Other servicesprovided include jumpstarting vehicles, first re-sponder assistance andhouse checks. Dan pro-vided a summary for theperiod of January 1 toApril 30: 85 dispatchedcalls, 2945 house checks 7alarm drops, 5 open doors,6 squad runs, 3 fire runs,and one 911 hang up. Cita-tions included 8 state, 4
lake speed, 13 trash con-tainers and 4 curfew viola-tions. There were nofelony citations. Patrolmiles logged were 15,048using 1175 gallons of fuel.
UNFINISHEDBUSINESS
Sidewalk standardshave been looked at by thebuilding committee. MikeHexamer said that it is dif-ficult to define a standard.He has received someinput from the Long-Range Planning commit-tee. No action taken.
NEW BUSINESS:Shannon Hastings re-
viewed some of the recentcapital projects and im-provements around thelake. At this time there is acapital expenditure cap(ArticleVII section 4) lim-iting the amount of moneythe Board may spend dur-ing a fiscal period. TheBoard would like to set thecapital expenditures limitas a percentage of the an-nual budget. They wouldlike to modify the existingcapital expenditure limitsection to read as follows:

Gene Brundige explained why the Boardwanted the changes. Tim Pond (lot 904) made amotion to approve the motion as presented.Rosemary _____ (lot 771) seconded the motion.There was discussion. Melinda Newsome (lots316 & 317) asked how much the capital limit istoday. It is $35,600.
Joe Price (lot 1018) suggested a friendlyamendment to change capital improvements tocapital expenditures. Why was 10% used?Mike asked other lake associations and found upto 25% and as low as 3% is being spent on capi-tal. Todd Eades (lot 419) wanted to know whatwas considered capital expenditures. CLPOAuses standard accounting practices. Gary Felikscalled for a vote. Vote was taken. Motion car-ried.
Judith Maynard (lot 943) asked why ourmaintenance crew was mowing the ditch alongOld Columbus Road. She was told that therewere several complaints about the weeds andtrash along the roadway. Mike agreed to havethe crew maintain this area.
A question was asked if the Lake websitecould contain a link to a directory to help findresidents. The Board is looking into upgrades tothe website.
Tim Pond (lot 904) praised the improve-ments made around the lake. He asked whatwas being done about the few properties that arenot being kept up. Mike and the building in-spector keep a watch out and try to work withthe property owners. The Board is doing asmuch as they can within the current rules. Itwas discussed printing in The Peace Pipe theowners of eyesore properties. No action taken.
Bob Branson (lot 999) discussed the burnthouse on Karok which has not been removed.Bill Laney addressed the issue. The insurancecompany has been contacted but they are stillconsidering it an open investigation. He re-ported that a couple of the responding watertrucks went up the east side because their GPSdirected them to the wrong side of the lake. Re-sponse time was not affected because the firstresponders knew exactly where the house wasand began battling the fire upon arrival.
There was discussion about a volunteergroup helping out property owners with eyesoreconditions. No action taken.
Ray Chamberlain (lot 883) made a motion toadjourn. Jim Moran (lot 89) seconded the mo-tion. The meeting adjourned at 8:44 p.m.
