Output A - Land Use PoliciesThe states developed guidelines and principles of integrated spatial and land use planning that include aspects of sustainable development, the pro-tection of ecosystem services and re-source-effi cient land use.

with the implementation of the guide-lines and principles of integrated spa-tial and land use planning, are tested.

Output C - Human Capacity Devel-opment (HCD)Education and training programmes for inte-grated spatial and land use planning that focus on sustainabili-ty management, regional plan-ning, environmental planning, resource man-agement and procedures for par-ticipation are acknowledged.

Output D - Organisational and Insti-tutional DevelopmentConcepts of integrated spatial plan-ning and land use planning institutes pertaining to strengthening profes-sionalism, enhancing advisory and en-forcement capacities as well as to po-litical/social awareness generation are discussed in the public (expert meets).

Indicator 1Selected land use policies and plan-ning instruments for integrated spatial and land use planning (e.g., overarch-ing guiding principles, participatory, gender-sensitive and inclusive plan-ning methods, stand-ards for spatial

plans, consultation and coordination mechanisms for sectoral planning, mediation) are being applied by the respective nodal agencies in the two selected states.

Indicator 2In two selected states, the ministries apply the new coordination mecha-nisms for sectoral planning (e.g., MoUs, coordinating bodies, departmental or interministerial Task Force, the central authority for spatial planning).

Indicator 3In four cases (e.g. State Development Plan, Metropolitan Area Development Plan, District Development Plan or sec-toral plans for Ecosensitive Zones, Special Industrial Areas, Special Economic Zones, Road Requirement Plan, etc.) ecological, economic and social aspects are being considered in a transparent process during the development of plans

Indicator 4Women and underprivileged groups are evidently participating in each of the four cases (see Indicator 3) (e.g. separate working groups at events, diff erent survey sheets, etc.).
