Ahmedabad:Speaking on thesidelines during the NaniPalkhivala Memorial Lectureat IIM-A on Monday, Subir Go-karn, executive director of theInternational Monetary Fund(IMF), pitched for reforms inthe banking sector, and laudedUnion government’s initiati-ves like ‘Indradhanush’ meantto revamp the functioning ofpublic sector banks. Gokarn’scomments came at a timewhen the entire nation is gluedto the controversy surroun-ding non-payment of bank lo-ans by liquor baron Vijay Mal-lya.

While speaking on the to-pic, ‘The Global Economic En-vironment and its Implica-tions for India’, Gokarn saidthat a combination of factorslike asset liability mismatchand business cycle problemshas led to the stressed loan sce-nario for Indian banks.

Gokarn, who once held thepost of the deputy governor ofReserve Bank of India (RBI),also said that steps like stricterrecognition norms, fixed time-

frame to clean up books, andbank consolidation initiativeswould help in achieving struc-tural reforms in banking.

He said that the overall bu-siness cycle was affected due toinfrastructure problems. “Be-cause infrastructure problemis very acute and it needs spe-cific strategy like National In-vestment and InfrastructureFund (NIIF). But the right wayto do it is through a combina-tion of elements like gover-nance, asset reconstruction, and then the recapitalisation,"Gokarn stressed.

Commenting on the needto further recapitalise banks,

he said, “You can't recapitalisethe leaky banks. First, you ha-ve to clean-up their books befo-re you recapitalise them.”“There are specific aspects toeach case individually,” he sa-id, adding, “But, primarily it isthe asset-liability mismatchand the business cycle pro-blem where the main problemhappened.” "The asset-liabili-ty problem was compoundedby the business cycle problem. So, it was because of the com-bination of factors that resul-ted into much weaker environ-ment for banks and made it dif-ficult for them,” he said.

Gokarn emphasized thatpublic private partnership(PPP) should be rethought andstressed that there was a needto further strengthen domes-tic drivers in India.

Expressing optimism abo-ut the Make in India drive toboost manufacturing sector,Gokarn said, “It has to be app-roached with right combina-tion of factors. The factors in-clude infrastructure, tax issu-es, ease of doing business andalso how you combine inputsto lower costs.”

Ahmedabad:A special CBI co-urt on Monday refused to partwith the second chargesheet inthe 2004 Ishrat Jahan encoun-ter case and denied a copy of itto the former investigator ofthe case, IPS officer SatishVerma.

Additional chief judicialmagistrate (CBI) D R Vyas refu-sed to give the chargesheet toVerma on the grounds that itdoes not form part of the courtrecord.

The second chargesheetwas filed in February 2014 aga-inst four Central IB officials, including the then joint direc-tor Rajinder Kumar, but the ho-me department has not gran-

ted sanction to prosecute themand the court has hence not ta-ken cognizance of that char-gesheet for the last two years.

In his demand for a certifi-ed copy of the chargesheet,Verma expressed apprehen-sion that the present volatilepolitical atmosphere may re-sult in a miscarriage of justicein this case. He argued that theCentre’s denial of sanction forcriminal prosecution of the in-telligence officials was not on-ly illegal but an attempt “towrongfully shield” the accu-sed. Verma sought the charges-heet papers, citing media inter-

views of Kumar and a witnessin undersecretary R V S Mani, which provided additionalcause for him “to believe that aserious and concerted attemptis being made to cause a mi-scarriage of justice, by attemp-ting to negate or weaken theevidence” collected during in-vestigation.

Verma was a member ofthe special investigation teamformed by Gujarat high courtto inquire into the genuinenessof the encounter, and the CBIlater took his help in investiga-tions which led to the filing oftwo chargesheets.
