As represented below, 50%60% space heating represents 50%60% of the design capacity. The design capacity is the rating needed to adequately heat the facility when outdoor ambient temperatures reach as low as -4140F. At half60% the design load, the equivalent minimum outdoor temperature would be 2-7F, well below the minimum temperatures expected in September. The 25% heating factor would represent a minimum design temperature of 31F which is within the expected range of September temperatures. The truck fleet limitations associated with these heating combinations allow for flexibility of operations.” Item 2: Edits to Select Appendix S Class I Air Dispersion Modeling Report table Table S2-2 of the Class I Air Dispersion Modeling report (page 9) is edited to read: aq5-35

Poly Met Mining, Inc. NorthMet Project

December 23, 2016

The following provides revisions and corrections to the Class I air dispersion modeling submitted with the permit application in August 2016. While evaluating potential refinements, an error in the elevations modeled for the space heating was identified, and an error in emission inputs for one space heating source. Model updating entailed minor tweaks to the Space Heat versus Tailings Basin construction fleet emissions limits during overlapping operations to maintain compliant impacts. To the extent corrections or clarifications to the Class I report text are needed they are provided below.

Item 1: Edits to Select Appendix S Class I Air Dispersion Modeling Report text

The text on Section S2.1 page 8 of the Class I Air Dispersion Modeling report is edited to read:

“The modeled configurations are displayed in Table S2-2. The truck fleet limitations associated with these heating combinations allow for flexibility of operations.”

Feet to Meters>> 0.3048Speciation Notes:

1) Fraction of PM10 as PMF is set based on PM2.5 rate (PM2.5 rate = PMF rate), PMC is equal to PM10 - PMF.

2) Fraction of PM10 as PMF is set based on PM2.5 rate (PM2.5 = PMF + SOA + EC +SO4), PMC is equal to PM10 - PMF -EC -SOA -SO4.

3) Emission factor from AP-42 Table 1.4-2 is 7.6 (total PM)/106 scf natural gas5.5 VOC's

% of Total Particulate assumed to be SOA = 5.5 lb VOCs/mmscf / 7.6 lb PM/mmscf = 72.4%

4) Assume all filterable PM emissions from natural gas combustion are ECAP-42 'Natural Gas Combustion' Table 1.4-2; Total PM Emission factor is 7.6 lb and filterable is 1.9 lb: EC, percent of PM10: 1.9 / 7.6 = 25.0%

5) SO2 emissions from natural gas fired sources are negligible, therefore SO4 emissions are assumed to be zero. All natural gas particulate is assumed to be PMF

6) Assume all filterable PM emissions from propane combustion are ECAP-42 'Liquified Petroleum Gas Combustion' Table 1.5-1 (07/2008); Total PM Emission factor is 0.7 lb/10^3 gallon and filterable is 0.2 lb/10^3 gallon: EC, percent of PM10: 0.2 / 0.7 = 28.6%

Assume condensible PM emissions from propane combustion are SOASOA, percent of PM10: 0.5/0.7 = 71.4%

7) SO2 emissions from propane fired sources are negligible, therefore SO4 emissions are assumed to be zero. All propane particulate is assumed to be PMF (no PMC emissions)

8) Heavy Duty Diesel speciated emissions from US EPA SPECIATE 4.2, profile number 32202 (added 1/5/89) EC, percent of (PM10-SOA-SO4) 54.8

Assume SOA equals organic carbon speciation SOA, percent of PM10 20.9

All diesel particulate is assumed to be PMF (no PMC emissions)

9) The diesel sources are assumed to have no SO4 concentrations because the exhaust temperatures are higher than the temperatures at which the conversion of SO3 to H2SO4 vapor occurs.

General Notes[A] These sources not included in Class II modeling, so UTM coordinates have not been determined. Coordinates in columns D and E are used for Class I modeling. [B] Ore haul locomotive emissions are divided in half because the other half will be assigne to the Rail Transfer Hopper (railcar loading location) at the Mine Site.
