Committee Reports/Updates

Grounds and Beautification Challenges for 2016

The sheer size of Ponderosa lots, theme gardens and other green, public areas poses a challenge for effective maintenance, adequate housekeeping and generally acceptable beautification projects.

To name a few of the issues:

1. The grass-cutting cycle is linked to the seasonal growth of grass and “cogon". Increasing the frequency is not cost effective and hence out-of-the-box thinking is a must.

2. Housekeeping of public areas is not only an obligation of the maintenance staff, it requires good citizenship of everyone using public areas in the village, especially our guests using the facilities.

3. The devastating impact of typhoon Glenda two years ago is still visible and replacement of 2,000 bougainvilleas is still pending. Less so, a number of pine trees need replacement.

4. Construction of external facilities near Ponderosa that potentially become detrimental to the presentation of the esthetical part of our village.

Initiatives to-date

While organizing itself and its structure, the Grounds group was eager to attack the challenges heads-on and we would like to update you on some of the quick wins taken up in the past few weeks:

1. Grounds upkeep, grass-cutting and beautification projects

Meetings have been conducted with the Grounds Maintenance Contractor to discuss the following:

a. Maintenance quality of public areas and theme gardens as well as upkeep of all green areas in the village.

In the next few weeks, we expect the contractor to bring the levels to a generally acceptable benchmark, after which we will start preparation for either contract renewal in September or awarding to a successor of the existing party. This process will be subject to a fully transparent and meticulous public bidding process, conducted by Village Manager, Grounds Committee and Board of PLF. The results of the bidding will be openly shared with all homeowners.

Grounds as well as BOD consider openness and transparency of paramount importance for the cohesion and unity of those we represent.

2. First impressions to transform into lasting positive impressions

a. The “business card” of Ponderosa, i.e. the entry at gate I until the first rotunda/fountain needs better upkeep. Our unanimous view on this first presentation of Ponderosa is that a first bad impression is detrimental to the value of our lots. Therefore, we initiated immediate action on some of these “high visibility” areas.

b. Construction of buildings within the Shell compound created an ugly panorama for us as residents. This has been countered by planting 27 so called indian trees along the perimeter wall at gate I, all donated by Grounds Committee members and planted by Caryven Garden.

c. The fountain at the first rotunda has been cleaned and painted recently; donation of paint and labor likewise done by Grounds Committee members. For an appropriate longer term solution the board, during its latest session, has approved the rehabilitation of the fountain’s illumination, electrical wiring and fountain pump.

d. Some dilapidated structures near the public parking halfway the main gate driveway will be disassembled and reinstated as rain shelter near gate II. This will improve the view at our main gate road as well as the effectivity of security while checking contract labor exiting and entering gate II.

With this, we’d like to conclude this newsletter and we commit to updating you on new and current proposals in our next update.

Annual Pet Vaccination (FREE Rabies Shots) was conducted by the HSS Committee in cooperation with the Municipal Health Office (MHO) of the Municipality of Silang, Cavite.

Pet dogs/cats of homeowners were given free rabies shots by representatives of the Municipal Health Office of the Municipality of Silang, Cavite. There were many homeowners who were benefited from the free services, here are some of the photos from the event.

First Aid and Basic Life Support Seminars

The Municipal Disaster Risk Reduction Management Office (MDRRMO) of the Municipality of Silang, has approved the request of the HSS Committee to conduct two (2) seminar sessions scheduled on July 13, 2016 (Wednesday) and July 20, 2016 (Wednesday) to accommodate all the Village Maintenance Staff especially the Security Guards (Day Shift and Night Shift).

First (1st) Session of the First Aid and Basic Life Support Seminar was conducted last July 13, 2016 (Wednesday) at the Clubhouse.

Administration Personnel, Clubhouse Maintenance Staff and Security Guards attended the said seminar. Here are some photos from the event.

2016 Car Sticker

For those who have not yet secured their 2016 Car Sticker, kindly fill-up the application form (readily available at the Administration Office) and bring the following required documents:

1. Photocopy of Certificate of Registration (CR) and the latest Official Receipt (OR) 2. Deed of Sale- If the vehicle is not yet registered under your name 3. Certification (in a company letter head)- If authorized user of company vehicle/s 4. Sales Invoice/Official Receipt - For the newly purchased vehicle/s

Free stickers to the first two cars per lot owner. Additional stickers required will be charged for a minimal fee of Php100.00/sticker.

Parking Spaces reserved for PWD’s

We are requesting everyone to refrain from using the parking spaces reserved for Persons With Disabilities (PWD’s) near the entrance to the Clubhouse. For the convenience of the PWD’s, please request assistance from security personnel to remove the traffic cones provided while parking at the said areas.

Minors using the pool without an adult companion

For the safety of everyone, it is a must that minors are accompanied by an adult while using the pool.

Socials and Club Operations

Community Social Responsibility in Action:

“Back-to- School Outreach Program” conducted last May 28, 2016 at the Ponderosa Clubhouse was a success.

Attended by One Hundred Seventy (170) Children (100 from nearby barangays and 70 from Ponderosa Caretakers, Security, Landscapers).

Distributed school bags (backpacks) with school supplies and tumblers to all the beneficiaries.

Finance and Purchasing The Finance Committee is committed to transparency and financial stewardship and in this regard, the committee will continue to monitor the income sources, the expenses of the HOA and the proper management of the HOA’s funds. Due to the wide array of coverage involved in the village’s finances, the committee initially focused on the 2015 Financial Audit Report and the priority items requiring the Board of Directors’ (BOD) actions. The committee’s next priority is to review the HOA’s expenses and then make recommendations on how we can reduce our expenses without compromising the security, safety and level of amenities of the HOA members.

The Finance Committee completed the review of the 2015 Financial Audit Report in time for the June 2016 BOD meeting. Due to limited discussion time, the BOD members were given a paper copy of the report for them to review. Our BOD president, put our report in a power point presentation for ease of presentation and discussion in time for the July 2016 BOD meeting. Some of the significant items in the Committee’s report are the following:

1. Trade and other Receivables is 41% of the total assets of the HOA which is mostly from HOA fees delinquency- penalties and interests. The Village Office is exerting a concerted effort in reaching out to the delinquent HOA members and lately has experienced some level of success. An updated Policies and Guidelines for Association Dues and Fees is being drafted and was already initiated by our HOA President that will clarify some of the misunderstandings on previous Policies and Guidelines.

2. Certification for BIR Tax Exemption 

3. Simplifying the accounting and financial reporting program of our accounting staff to allow them to have a monthly financial statement report that could be available to all HOA members

4. Preparation for the follow up audit in August 2016

For a better understanding of our HOA expenses, listed below are the major expenses starting with the highest cost (2015 figures):

1. Service Contractors Php 7.38 million 2. Utilities Php 1.93 million 3. Salaries and Wages Php 1.78 million 4. Housekeeping Php 1.71 million

Please note: The contracts listed below are due for bid in September 2016:

1. Housekeeping 2. Grass Cutting 3. Landscaping

Our Security Contract is not due for bidding until June 2017.

All HOA members are encouraged to refer reputable contractors who can provide the services we need at a competitive cost. Please contact the Village Manager for the deadline, requirements, expectations and other details.

The Committee is working with the BOD to finalize a budget for CAPEX.
