SCOPE OF DELIVERY
This specification covers design, engineering, manufacture, assembly, transport, testing before supply
and delivery of MV switchgear, LV switchgear and distribution transformers for use of TPP “Kakanj” with all fittings, accessories, associated equipment and mandatory spares specified herein which are required for efficient and trouble free operation as specified here under.
The equipment shall be modern designed and aim to make possibility of simple assembling, inspection, cleaning, maintenance, on site testing and repairs. It shall function satisfactorily under any operating conditions and under the conditions that can be expected on the site.
The Contractor shall carry out the Contract Works in accordance with sound quality management principles, which shall include such controls as are necessary to ensure full compliance with all requirements of the Specification. The Contractor's activities will be monitored by the Purchaser to ensure that they are being implemented correctly.

TS1. GENERAL TECHNICAL REQUIREMENTS 1.1 SCOPE OF DELIVERY
This specification covers design, engineering, manufacture, assembly, transport, and testing before supply, delivery at
site of MV switchgear, LV switchgear and distribution transformers for use of TPP “Kakanj” with all fittings,
accessories, associated equipment and mandatory spares specified herein which are required for efficient and trouble free operation as specified here under.
It is not the intention of these specifications to specify any design detail. It is left to the experience and practice of the Contractor, who shall furnish equipment which shall meet, in all respects, the basic requirements as specified herein with regard to performance, durability and satisfactory operation.
Certain materials, features and design requirements are specified herein. Any deviations from these specific requirements must be approved by the Purchaser in writing.
Any fittings, accessories or apparatus which are not specifically mentioned in the Specifications, but which usually are necessary for safe and satisfactory operations, shall be deemed to be included in the Works and shall be supplied by the
Contractor as a part of the Works at no additional cost to the Purchaser.
1.2 STANDARDS AND CODES
The Works shall comply strictly with the Clauses, Schedules and Drawings of this Specification. Unless specified
to the contrary herein, the Works shall comply with last issued version of National Standards or Codes of Practice specified. Other authoritative Standards which ensure an equal or higher quality than the Standards mentioned will also be accepted.
Where the requirements of this Specification conflict with those of a Standard Specification the Purchaser shall be
advised. This Specification shall prevail unless otherwise agreed.
Design methods and stresses not otherwise specified shall be in accordance with an approved Standard or Code of Practice.
The Standards and nationality covering the major items shall be listed by the Contractor.
The Purchaser reserves the right to ask the Contractor to provide an English translation at no extra cost to the Contract of all the major Standards upon which the Tender is based and subsequently the Contractor shall provide a further three copies in English if requested. When plant offered does not comply with the Specification the specific exceptions thereto shall be stated at the time of the Tender and shall be subject to rejection if not approved by the Purchaser.
1.3 DESIGN
The equipment shall be modern designed and aim make possibility of simple assembling inspection, cleaning,
maintenance, on site testing and repairs. They shall function satisfactorily under any operating conditions and under the conditions that can be expected on the site.
Before commencing manufacture, the Contractor shall submit to the Purchaser, for approval, prints of Drawings and Technical Data in sufficient detail to show:
• The general arrangement and outline of dimensions of the parts to be supplied under the Contract;
• The manner in which such parts are designed to function;
• Diagrams, performance curves and catalogue numbers of all electrical and mechanical equipment;
• The basis on which engineering calculations and design have been made. If revisions are required after a Drawing has been submitted, the Contractor shall resubmit to the Purchaser three
additional prints for approval. Fabrication shall not commence until Drawings have been approved by the Purchaser and thereafter no change shall be made on any Drawings without the approval of the Purchaser. Work carried out prior to drawing approval shall be at the Contractor's risk, which shall, at his own expense, make any corrections required by the Purchaser. Drawings shall be submitted to the Purchaser for approval one (1) months prior to the date on which they will be
required at the manufacturer's works, to ensure that the work is carried out in compliance with the approved Program of

Works. Prior to completion of the Contract, the Contractor shall ensure that the final issues of all Drawings and Technical Data have been revised to show as constructed details and data.
1.4 DOCUMENTATION
In all correspondence, technical schedules, drawings, etc. only the international system (SI) shall be used for the units of measurement.
All drawings shall be to metric scales and fully detailed with all wording in English and Bosnian language. All important dimensions shall be given and the material of which each part is to be constructed shall be indicated. All dimensions marked on the drawings shall be considered although measurements by scale may differ there from. Detail drawings shall be acted upon where they differ from general arrangements drawings.
1.4.1 Drawings sizes
The maximum dimensions in one direction shall not exceed 841 mm and the minimum drawings size shall not be
less than 210x297mm.
All drawings shall bear a title in English language, serial number of the main Contract, revision letter, scale and indication of method of drawing projection, together with approved Contract references.
The Contractor shall leave a blank area of 100mm x 70mm on all drawings above the drawing title block for the Purchaser's acceptance stamp.
1.4.2 Marking of documentation
The Supplier shall prepare an "equipment classification system" based on an alphanumeric system. Such markings
shall appear in all drawings, lists and documentation prepared by the Supplier as supporting documents for designing.
Drawings referenced in these documents form an integral part of this Specification.
All Drawings shall bear the following heading in the title block:

1.4.3 Scope of work documentation
All Drawings shall be drawn to scale and shall be legible. Symbols shall be in accordance with standards
approved by the Purchaser.
The Contractor shall submit to the Purchaser, for approval, all Drawings and Technical Documents as follows:

1.4.4 Contents of the delivered documentation

1.5 PACKAGING AND TRANSPORTATION
The Contractor shall be responsible for the transportation of all materials from the point of manufacture to the site. 1.5.1 Packaging
The Contractor shall prepare, pack and load all materials and equipment for shipment in such a manner that they
are protected from damage during shipment and shall be responsible for and make good any and all damage resulting from improper packing until final acceptance of the works. Items subject to open storage for several months at the site shall be suitably protected from weather condition. All electrical parts and mechanical parts subject to damage from moisture shall
be packed together with an appropriate quantity of desiccant in hermetically sealed metal containers, plastic envelopes, or other appropriate containers, with all machined surfaces heavily coated with rust preventing compound. Each case, crate, bundle, or single item shall be marked clearly with the name of the installation for which it is intended. Each container shall be clearly marked and the contents identified for proper warehousing.
The Contractor shall take all necessary precautions to ensure that all materials which may be subject deterioration in humid atmosphere conditions are packed in such a manner as to prevent such deterioration.
All openings shall be tightly closed before shipment. Equipment that will be vulnerable to damage due moisture during transportation or storage at the Site shall be protected bay a suitable vapor barrier and, if considered necessary by
the Purchaser, by an internal atmosphere of inert gas or approved desiccant.
All parts exceeding 100 kg gross weight shall be prepared for shipment so that slings for handling by crane may be readily attached while the parts are on railway cars or on board ship.
The Contractor shall take necessary measures to avoid ingress of moisture during transportation, storage and installation.
1.5.2 Shipping
The Contractor shall at its own risk and expense transport all the contractual goods to the Site by the mode of transport that the Contractor judges most suitable under all the circumstances.
1.5.3 Packing List
Contents of each shipping package shall be itemized on a detailed list showing the exact weight, extreme outside
dimensions, length, width, and height of each container. If all containers are uniform in size and weight, the dimensions and weight of only one may be shown. One copy of the detailed packing list shall be enclosed in each package delivered. There shall also be enclosed in one package a master packing list summarizing and identifying each individual package which is a part of the shipment.
The box number in which the master packing list is contained should be shown on each packing list.
On barrels, bags, drums, or kegs where it is not feasible to place the packing list inside the container, all pertinent
information is to be stencils on the outside and this will thus constitute a packing list.
1.5.4 Shipping Marks
Marking shall consist of the following information in sequence and in a frame, commensurate with the size of the
container.

1.6 SPARE PARTS
1.6.1 Spare Parts
The Bidder shall include in the tenders schedules a list of those spare parts and quantities he recommends should be supplied for continuous operation, having regard for the remoteness of the Site from suitable sources of such spares.
The Bidder shall give assurance that major spare parts shall be available throughout the plant life and will be delivered within a reasonable time after placement of an order.
All spares shall be strictly interchangeable with the parts for which they are intended to be replacements and shall be treated and packed for long storage under the climatic conditions prevailing at the Site. Each spare shall be clearly
marked or labeled on the outside of its packing with its description, purpose and drawing reference and when more than one spare is packed in a single case or other container, a general description of its containers shall be shown on the outside of such container and a detailed list enclosed inside. All cases, containers and other packages must be suitably marked and numbered for purposes of identification.
All cases, containers or other packages will be opened at the Site for examination and all such opening and subsequent repackaging will be at the expense of the Contractor. The Contractor shall be responsible for identification of all spares after unpacking by the Purchaser.
The Bidder shall be quoted unit and total prices for proposed spare parts. The Purchaser reserves the right to
purchase the spare parts as quoted or in quantities which are deemed appropriate.
1.7 MARKINGS
Safety colors, symbols and markings appearing on the equipment shall comply with ISO Recommendations 507
ISO Committee TC 80, and with IEC Standards. All markings shall be clearly visible and made of material resistant to moisture and other damages.
All parts or units of shop assemblies shall be marked or tagged with piece marks. Marks shall be in accordance with
approved erection drawings, and shall be clearly legible and so placed as to be readily visible when the part is being erected in the field.
Connecting parts assembled in the shop shall before dismantling for shipment, be match marked to facilitate erection in the field and so marked as to identify each part with that unit to which it belongs.
The location of the match marks shall be clearly indicated on erection drawings furnished by the Contractor/manufacturer. All parts or assembly of parts shall be so marked as to identify them with this contract.
All markings on to switchgear units must be in Bosnian language, and accordance with technical documentation.
1.8 SUPERVISION AND TESTS
1.8.1 General
This Section contains general provisions for supervision of the quality, materials, entire devices or parts thereof,
both during manufacture and during final testing at the Supplier's works. The purpose of supervision and tests is to determine the compliance of materials with the characteristics required under Technical Specifications, standards and with recognized codes of practice.
The Supervision Engineer shall at any time have the right of access to the premises of the Supplier or his sub-
suppliers to inspect any device to be supplied under the contract or parts thereof as well as all relevant information about

the manufacturing process. The failure of the Purchaser at that time or at any other time to detect defects in the material or workmanship as compared with the characteristics specified in the Contract shall not be deemed acceptance. The acceptance by the Supervision Engineer shall not prejudice the right of the Supervision Engineer to reject the devices if the devices are not satisfactory during a later inspection.
The Supervision Engineer shall have the right during all manufacturing phases to inspect at his request the quality of any materials, devices or parts thereof being the subject matter of the Contract. The supervision and testing may be attended by an independent insurer's organization authorized by the Purchaser, provided that the Supervision Engineer is also present.
The Supplier shall always be responsible for the quality of devices being the subject matter of the contract even if sub-suppliers participated in the manufacture. The Supplier is therefore required to select the sub-suppliers that have established an efficient quality control and to ensure his own supervision of the sub-suppliers' work.
The Supplier shall obtain and submit the evidence that all materials and devices conform to these requirements and
Technical Specifications. Certificates of inspections and tests whether by item or sampling, will serve as evidence, where and how so required by the standards.
The documentation on the testing of materials, welds, finished devices shall be compiled for each individual whole and appropriately bound and marked. Three copies of documentation so prepared shall be submitted to the Supervision
Engineer for his review and certification and after the certification the Supervision Engineer shall inform the Supplier of the acceptance.
The Supplier shall, within 30 days from effected date, supply all information on the equipment that is necessary as supporting documents for the preparation of the main and detailed design of the Plant.
1.8.2 Tests of producers
The Contractor shall perform all tests specified in these Specifications.
The acceptance of any material or equipment prior to shipment shall in no way relieve the Contractor of any of his responsibilities for meeting all the requirements of the Specifications.
Shop tests-shall include all routine, electrical/mechanical - and hydraulic tests in accordance with the relevant standards and/or as listed. Additionally there are going to be included other special and standard tests which the Purchaser
requests to ensure that the equipment and materials being supplied meet the requirements of the Specification. For items not covered by the standards or specifically mentioned in this Specification, the tests shall be agreed with the Purchaser.
On beginning or resuming operations, the Contractor shall notify the Purchaser so as to enable him to arrange for a proper inspection. Whether the inspection and tests take place at the Contractor's or Subcontractor's factory, the Contractor
shall supply all necessary labor, materials, equipment, apparatus, instruments and competent test personnel who shall be able to take complete charge of the inspection and tests and shall be authorized to represent and make decisions for the Contractor for the proper carrying out of the inspection and tests to the entire satisfaction of the Purchaser.
1.8.3 Standards and Rules of Testing
The type and scope of testing shall comply with the appropriate standard as used in the design and manufacture of individual items of devices and identified in these Requirements.
In all cases, the standard finally accepted will be last issued version.
In the cases where appropriate standard does not exist, the testing will be performed in accordance with the common practice of the Supplier, subject to the approval by the Supervision Engineer. In such cases the Supplier shall submit to the Supervision Engineer for acceptance all data and a proposed testing procedure.
1.8.4 Supervision and Testing Procedures
No inspection or testing will take place until the required drawings and procedures for each particular inspection and test is available to the Supervision Engineer, the Supplier and the sub-supplier. The Supplier is obligated to hand to the Supervision Engineer at his request a copy of any drawing or procedure even during the inspection and testing.
The Supplier is obligated to ensure that all instruments used for inspection and tests have been calibrated by an authorized organization.

1.8.5 Test witnessing
The Purchaser has the right to witness factory testing of any equipment included in this Contract.
Not later than 30 days from the effective date of the Contract, the Supplier shall submit to the Purchaser a quality
control program for manufacture the Unit. The Purchaser will review and certify such program and indicate therein for which part of the manufacturing process wishes the evidence of quality.
The Supplier shall at least 15 days prior to the expected inspection or testing notify the Purchaser by fax of the exact date of the inspection testing.
The Purchaser must at least 24 hours prior to the announced inspection or testing confirm the arrival of his Supervision Engineer or request postponement. Otherwise the inspection of testing may be performed without the Supervision Engineer being present.
The results of all inspections and testing shall be in writing and certified by the Supplier or sub-supplier or
independent authorized institution.
1.9 CORROSION PROTECTION
All steel parts shall be protected by quality coats.
1.10 TERMS

TS2. QUALITY ASSURANCE MANAGEMENT REQUIREMENTS AND SPECIAL
TECHNICAL REQUIREMENTS
2.1 GENERAL
The Contractor shall carry out the Contract Works in accordance with sound quality management principles,
which shall include such controls as are necessary to ensure full compliance with all requirements of the Specification. The Contractor's activities will be monitored by the Purchaser to ensure that they are being implemented correctly.
2.2 SCOPE
These quality management requirements shall apply to all activities during design, procurement, manufacturing,
inspection, testing, packaging, shipping, storage.
The Contractor shall have sole responsibility for ensuring compliance with each of these requirements as applied to the whole of the Contract Works, and shall ensure that subcontractors implement those quality control activities that are appropriate to the extent of their supply.
2.3 DOCUMENTATION REQUIRED WITH TENDER The Bidder shall generally submit all Quality manuals; typical standard QC plans for main items of equipment,
ISO 9001 and ISO 9002 installation procedures, and other such documents, sufficient to indicate the proposed Contractor’s ability and intention of controlling the quality of the whole of the Contract Works in accordance with these requirements. Except that the bidder is obligated to submit with offer the following documents:
• The Technical Specifications tables - completed
• Reference list of offered switchgears
• The recommend set of spare parts
• Dimensional drawings of: o MV and LV switchgear cubicles o COD cubicle o MV and LV circuit breakers
• Circuit diagram, terminal diagram and list of equipment
• Instruction for packing, transport, site erection, maintenance and storage
• List of Type tests
• List of necessary tests and experiments as follows: o List of testing’s of accessories and equipment o List of testing’s after montage and before start up o List of testing’s on start up and load
• Time schedule of basic activity
2.5 PARTICULAR REQUIREMENTS
These particular requirements identify the elements of quality control considered necessary to ensure compliance with specified Contract requirements and it is these elements that the Purchaser will examine to verify that compliance has been achieved.
Details of the structure and methods used for establishing and implementing these control elements are not stated,
since there are many acceptable ways of achieving a satisfactory system of control. Manufacturer's established structure and methods shall be whenever these are capable of complying with particular requirements stated in the following clauses:
2.5.1 Organization
The Contractor shall establish an organization for the control of quality, and appointed personnel so designated
shall have defined responsibilities and the authority to identify and evaluate quality problems, and to ensure that adequate remedial actions are implemented.
The Contractor shall ensure that responsibilities are assigned for advising the Contract requirements to subcontractors and manufacturers, and the monitoring of compliance with those requirements.

2.5.2 Planning
The Contractor, immediately after Award of Contract, shall perform a complete review of the Contract and take
timely action to ensure that the necessary quality control procedures and provisions are established in accordance with this Specification, purchase order, applicable codes and standards, or other Contract Documents.
Particular care shall be taken to identify any specified requirements that are different from or additional to a manufacturer's normal design or quality control practice, and to initiate the necessary measures to ensure that such additional requirements are implemented satisfactorily.
2.5.3 Design Control
The Contractor shall be responsible for the control of all design functions for the Contract Works. When design responsibility is shared by subcontractors, the Contractor shall establish interface control measures which co-ordinate the control of the whole design process.
The Contractor shall provide controls to ensure that specified design requirements, codes and standards are
correctly incorporated into specifications, drawings, procedures, and instructions. All designs and drawings, including those produce by subcontractors, shall be checked and approved bay Contractor's personnel, other than the originator.
2.5.4 Procurement Document Control
The Contractor is responsible for ensuring that all procurement documents issued to subcontractors contain or
reference all applicable requirements specified in the Specification which are necessary to enable the Contractor to fulfil those requirements. The Contractor shall also verify that all subcontractors’ purchase orders onto manufacturers or other
suppliers similarly identify all applicable requirements.
2.5.5 Documentation and Change Control
The Contractor shall establish measures to control all documentation that relates to the quality requirements specified in the Specification. The measures shall ensure that only current issues of documents are used at all manufacturing and control points.
2.5.6 Control of Purchased Material, Equipment and Services
The Contractor shall be responsible for ensuring that all purchase material, equipment and services conform to Contract requirements.
All purchase material or equipment shall be subjected to inspection control by the Contractor, either on receipt, or before dispatch from the manufacturer's works.
No material or component shall be obtained by a Contractor or his Subcontractor from any source which has not been previously audited by a responsible party and designated as an approved supplier. The Purchaser may, at his
discretion, require evidence that audits have been satisfactorily made and/or evidence of the competence of the designated supplier to meet the necessary quality requirements.
2.5.7 Control of Inspections and Tests
The Contractor shall ensure that all manufacturer's inspections and tests are satisfactorily carried out, in
accordance with the planned program and that the data recorded is correct.
The Purchaser shall be entitled during manufacture to inspect, examine and test, on the manufacturer's premises, all Plant to be supplied under the Contract.
General
i) The owner shall have access at all times to the works and all other places of manufacture where the Unit are being manufactured and the Bidder shall provide all facilities for unrestricted inspection of the
Bidder's works, raw materials, manufacture of all the accessories and for conducting necessary tests as detailed herein.

ii) The Bidder shall keep the Purchaser informed in advance of the time of starting and of the progress of manufacture of equipment in its various stages so that arrangements could be made for inspection.
iii) No material shall be dispatched from its point of manufacture unless the material has been
satisfactorily inspected and tested.
iv) The acceptance of any quantity of equipment shall in no way relieve the Bidder of his responsibility for meeting all the requirement of this specification and shall not prevent subsequent rejection if such equipment is later found to be defective.
Inspection programs
a) The Bidder shall chalk out a detailed inspection and testing program for manufacturing activities for the various components. This is not however intended to form a comprehensive program as it is Bidder's responsibility to draw up and carry out such a program duly approved by the Purchaser.
b) Stages of inspection and Purchaser's participation would be defined and tied up at the time of award of contract.
2.5.8 Handling Storage and Delivery
The Contractor shall ensure that adequate and controlled measures are established for cleaning, protection, preservation, packing, handling, storage and shipping, to protect items from damage, deterioration or loss. When the nature of the item dictates the need for special handling equipment, this shall be specified and verified by the Contractor.
The identification marking and labelling of items of shipping shall comply with contractual requirements, and shall be applied in a manner that will ensure no loss of identity and permit permanent and easy recognition of special handling and storage requirements.
2.5.9 Site Installation and Commissioning
The Contractor shall ensure that all site installation controls and commissioning, inspections and tests, are carried out in accordance with the planned program, and the data recorded is adequate to permit the Purchaser to verify that the whole of the Contract Works are in full Compliance with all Contract requirements.
2.7 CRITERIA FOR THE SELECTION OF THE MOST FAVOURABLE BID
2.7.1 The selection of the most favourable bid
The Commission for the evaluation of bids will carry out the selection of the most favourable bid based upon the
received bids in writing. The evaluation criteria for the selection of the most favourable bid will be as follows:
a) Meeting of the technical criteria from the tender documentation
b) List of references c) Guarantees d) Price, mode of payment and conditions of payment. e) Delivery term
Departure from the set technical values from the tender and the failure to meet the requested parameters will be
deemed the unfulfillment of the requests from the tender and the bid will be rejected.
Departure from the guaranteed conditions defined by the tender will be deemed the unfulfillment of the requests
from the tender and the bid will be rejected.
Failure to be in the possession of the certificate on the standard testing of the Unit will be deemed the unfulfillment of the conditions from the tender and the bid will be rejected.

2.7.2 Tolerances for the technical data The requested technical data and other requirements defined by this tender should be met. The differences between the required values specified in the tender and values measured during the course of the testing should be within the limits
of allowed tolerances defined in the recommendations of. 2.7.3 Non-acceptance of the Unit
After the Buyer has completed all the testing of the Unit, the Unit can be rejected if the technical conditions defined by the IEC regulations and by (and/or) the requirements of this tender are not fulfilled.

TS3. GENERAL DESCRIPTION OF PROJECT AND DETAILED REQUIREMENTS FOR
MV SWITCHGEAR
3.1 SCOPE AND LIMITS OF BIDDING
Subject of this part of Tender documentation is fabrication, delivery, factory test, supervision and commissioning
of MV switchgear. Also, changeover device is part of this MV switchgear.
Offer must be complete and must comprise all equipment, works and services, which are necessary for full functionality and efficiency of mentioned systems, regardless all the details mentioned in Tender documentation.
3.1.1 Scope of delivery
Scope of delivery of new MV switchgear according to requests and specifications mentioned in this Tender
documentation must comprise following:
• Making of project of MV switchgear and project of changeover device (COD)
• Fabrication, factory assembling, factory test, transport and transport insurance
• Supervision, commissioning, check of functionality of MV switchgear and COD after montage
• All programmable support (for protection relays and COD) must be delivered and licensed to end user
TPP Kakanj. Detail and complete operating manuals (English language) must be submitted.
• Complete documentation required according to point 3.4 of Tender documentation (all must be on white copies and CD).
• Set of spare parts and equipment
Only complete offers made according to requests of bidding documentation will be considered.
3.2 TECHNICAL REQUIREMENTS FOR MV SWITCHGEAR
3.2.1 Switchgear Type
The specified switchgear shall be an air-insulated, factory built, type-tested, metal-clad medium-voltage self
standing switchgear. The switchgear shall be designed as single-busbar switchgear and shall houses the components as specified elsewhere in this technical specification. The switchgear cubicles have to be equipped with maintenance-free
vacuum circuit breakers and low-maintenance switchgear components. The switchgear as well as the components shall confirm to the latest revisions of IEC.
Motor driven low energy spring operated mechanism shall be used for operating mechanism of the circuit breaker. It shall be fitted with:
• Manual charging device of the operating mechanism
• Mechanically driven position indicator
• One trip solenoid
• One closing solenoid
3.2.2 Cubicle design
The switchgear cubicles shall be compartmentalized into the following functional compartments:
• Busbar compartment
• Connection compartment
• Switching device compartment
• Low-voltage compartment 3.2.3 Enclosure
The cubicle enclosure including doors and covers as well as the partition walls shall be made of sheet-steel and
steel profiles/frames. The same will be bolted together. Welding of compartment walls to the frame shall be avoided. The

outsides of cubicle shall be powder-coated with resistant epoxy resin. Inner sides of cubicle shall be from galvanized steel. The color shade should be RAL 7035. Cubicles shall be supplied with IP 4X degree of protection.
All the functional compartments of a feeder as well as those of adjacent feeders shall be separated from each other by earthed metallic partition walls. The exception shall be the busbar compartment which will be common for the entire
length of single bus system.
Compartment shall be arranged in such a way that when any one compartment of a feeder is opened for maintenance, it will be possible to keep the other compartments of same feeder or all the compartments of adjacent feeders under service. The exception will be busbar compartment. This will ensure the loss of service continuity category LSC2B as per IEC 62271-200.
The shutters which opens as well as closes automatically with the movement of withdrawable switching device shall be metallic and earthed. This will ensure no electrical field in opened compartment due to live parts in adjacent compartment, and no possible influence on electrical field distribution around live parts in adjacent compartment.
Exception will be when the shutters are opened intentionally. This will ensure the partition class PM as per IEC 62271-200.
In case of an internal arc fault, the pressure from the individual compartments shall be released upwards. The front doors of switching device compartments, the sidewalls of end cubicles and the rear covers of connection and busbar compartments shall be pressure resistant. The switchgear cubicles shall be type tested under conditions of arcing due to an
internal fault in line with Annex A of IEC 62271-200.
3.2.4 Busbar compartment
The busbar compartment shall house the 3 phase main horizontal busbars along with the bus support insulators,
feeder connections, bushings with fixed contacts and busbar system make proof-earthing switch. The same shall be common per bus section. Busbars shall be supported on cast resin bushings / support insulators.
The busbars shall be easily extensible on both sides of switchgear.
During the installation, the busbars shall be easily accessible from rear. The access shall be made by unbolting the rear covers. Thus the compartment shall be “Tool based accessible” according to IEC 62271-200.
3.2.5 Switching device compartment
The switching device compartment shall house switching devices as shown in the enclosed single line diagram.
The switching devices shall be mounted on either withdrawable truck or withdrawable cassette. In case the device is
mounted on a cassette, then the supplier shall include a handling truck in his scope of supply.
When moving from the service position to the test position and vice versa, the withdrawable truck / cassette shall opens or closes the metallic earthed shutters covering the fixed contacts in the busbar and the connection compartments.
If wiring ducts for external control cables as well as internal are routed inside the switching device compartment, then the same shall be equipped with removable metallic covers.
3.2.6 Interlocks
The vacuum circuit breaker withdrawable truck / cassette shall be interlocked mechanically with front door of the
compartment. The interlocks shall be:
• Precondition for moving the withdrawable VCB from Test to Service position o Inserted and locked in the cubicle o Circuit-breaker in OFF position o Consistent coding between switching device and switchgear cubicle through LV plug o Switching device compartment front door closed and interlocked
• Precondition for moving the withdrawable truck / cassette form Service to Test position o Circuit-breaker in OFF position
• Operating the vacuum circuit breaker
o Withdrawable truck / cassette in interlocked end position (Service or Test position)
• Opening the switching device compartment front door o Withdrawable truck / cassette in interlocked Test position
It shall not be possible to replace a circuit breaker of higher rating by breaker of lower rating.
Following operations shall be possible with switching device compartment front door closed:

• Mechanical (emergency manual) switching ON and OFF of Vacuum circuit breaker
• Moving the withdrawable truck / cassette from Test to Service position and vice versa.
• Emergency manual charging of VCB operating mechanism
Thus the operators’ safety shall be completely ensured with the help of above mentioned interlocks and all operations behind closed door. This will make the compartment “Interlocked based accessible” as per IEC 62271-200.
In line with IEC 62271-200, the vacuum circuit breaker shall be type tested inside the switchgear cubicle. This will ensure the performance reliability of Vacuum circuit breaker inside the cubicle.
3.2.7 Connection compartment
The connection compartment shall house combination of following components (as shown in the enclosed single
line diagram):
• Conventional instrument transformers
• Earth busbar
• Cable sealing ends (max. 4 x 500 mm2 per phase)
Cable termination can be accessed from rear. The compartment shall be as minimum “Tool based and Procedure
based accessible” in line with IEC 62271-200.
It shall be possible to test the cables from front by operating the shutters in the switching device compartment. When the shutter for cable testing is opened, it shall be possible to keep the bus side shutter closed. Hence it will be necessary to have an independent pad lockable operating mechanism for busbar and cable side shutters. This will ensure
personal and operational safety.
3.2.8 Low voltage compartment
The low voltage compartment is located at the front above the switching device compartment and will be
completely separated from the rest of the cubicle.
The electrical connections between the withdrawable unit and the fixed part of the cubicle shall be made with flexible wires and a fixed-mounted low-voltage plug connection.
The main protection relay with control functions, meters and indicating lamps shall be mounted flush on the low
voltage chamber door. The auxiliary low voltage equipments as well as control terminals shall be mounted inside the compartment on an equipment plate or rail mounting system.
LV compartment must be equipped with all necessary accessories which are required for efficient and trouble free operation of MV switchgear.
3.2.8.1 Protection relay with control functions

3.3 TECHNICAL REQUIREMENTS FOR CHANGE OVER DEVICE
3.3.1 Functional description
Changeover device shall be used to ensure continuous power supply of medium-voltage busbars by switching-over from main supply feeder to a stand-by supply feeder and vice-versa.
Features:
• Two-breaker configuration,
• Automatic high speed switch-over of feeding bus systems,
• The manual switch-over may be initiated by a manual command or a process signal (local or remote),
• Equipped with continuous self-monitoring and self-diagnostic functions,
• Combination with control and protection functions in the same hardware unit,
• Circuit breakers status supervision, plausibility check and run-time supervision,
• Circuit breakers closing and tripping commands. 3.3.2 Description of Hardware
The hardware of the changeover device shall be installed in a steel-sheet cubicle with transparent door at front; the control cubicle shall be supplied with IP 4X degree of protection. The control cubicle shall be equipped with:
• Mimic with local controls and indicators,
• Numerical control unit o Capable to:
� Receive control instructions from the station control level/SCADA System or from the local mimic,

� Register and process the switchgear position signals, the measured variables and the alarms occurring in switchgear. The corresponding data have to be available to the station control level/SCADA System at the communication interface,
o Equipped with two serial interfaces:
� One RS232 interface for the connection of a PC � One RS485 interface (IEC 60870-5-103 communication protocol) for remote
communication with the station control system
• All auxiliary systems, indicators, lighting, heater and terminal strips. Internal wiring must be performed up to inlet-outlet terminals of cubicle.
Supplier shall include software for configuration of changeover device, graphic visualization, analysis and
evaluation of fault records in his scope of supply.
3.4 TECHNICAL DOCUMENTATION FOR MV SWITCHGEAR
3.4.1 General notes about technical documentation
Texts must be written in Microsoft Word, and drawings in format .dwg AutoCAD. Bidder makes and delivers to
Purchaser a documentation in Bosnian or Croatian language, which covers entire scope of contracted work, including also revision according to as built condition.
Supplier is obligatory to give to Purchaser set of documentation in 4 (four) issues in solid sheath in A3 format and two issues of documentation (drawings, schemes, diagrams, lists... ) on computer medium (CD ROM) for personal
computer with operating system Windows.
Operating instructions must contain instructions for work of operator, and in its technical level must be adjusted to that purpose. Instructions for maintenance must comprise instructions for periodical test of system, and also instructions for finding and fixing failures. Entire package of programs must be delivered on CD-ROM.
3.4.2 Technical documentation with offer
Bidder will, together with offer, submit following technical documentation:
• short technical description,
• measuring drawings of cubicle and disposition drawings of placing of equipment in cubicles,
• basic data about vacuum circuit breakers, protecting relays and other equipment,
• list of technical data, guarantee technical and other data about equipment which is offered,
• list of all devices and appliances with basic characteristics (without these documents offer will not be
considered),
• list and explanations of eventual deviations from technical requests,
• a list of regulations, standards and recommendations for offered equipment (especially list of standards),
• recommended specification of spare parts for exploitations,
• type test accordance IEC 62271-200. Type tests should be performed in acknowledged test station, on
equal or similar plant.
• approvals documentation of CE marks
3.4.3 Technical documentation with delivery
Technical documentation must comprise at least following items:
• Protocol of routine tests for all equipment.
• Project and workshop documentation and documentation of devices and systems: o definitive measuring drawings of equipment, o final disposition drawings of equipment, electrical current schemes of devices, connecting plans
of internal connections of devices and internal wiring, o documentation of program support, o handbooks for all devices, o current schemes, internal wiring and schemes of wiring.

3.4.4 Program support
Related to program support following requests are specified:
• All software must be registered (licensed) to end user of JP Elektroprivreda BiH, TPP Kakanj.
• It is necessary to deliver software for programming /parameterization of all devices which are possible to be programmed /parameterized
• It is necessary to deliver run time and developer version of each software to which such a classification can be applied.
• Entire software must be delivered on CD-s.
• Together with all software it is necessary to deliver also belonging documentation.

TS4. GENERAL DESCRIPTION OF PROJECT AND DETAILED REQUIREMENTS FOR
LV SWITCHGEAR
4.1 SCOPE AND LIMITS OF BIDDING
Subject of this Part of Tender documentation is fabrication, delivery, factory test of equipment:
• LV switchgear own consumption in the Thermal power plant "Kakanj".
LV switchgear consists of four separate groups: “Rezervna grupa”, “Opća potrošnja”, “Rasvjeta”, “TUZ”, as shown on single line diagrams.
Offer must be complete and must comprise all equipment, works and services, which are necessary for full functionality and efficiency of mentioned systems, regardless all the details mentioned in Tender documentation.
4.1.1 Scope of delivery
Scope of delivery of new LV switchgear according to requests and specifications mentioned in this Tender
documentation must comprise following:
• Making of project of 0,4 kV switchgear
• Fabrication, factory assembling, factory test, transport and transport insurance
• Complete documentation required according to point 4.3 of Tender documentation (all must be on white
copies and CD).
• List of recommended spare parts and equipment for exploitation
Only complete offers made according to requests of bidding documentation will be considered.
4.2 TECHNICAL REQUIREMENTS FOR LV SWITCHGEAR
The specified self standing switchgears shall be an air-insulated, for indoor installation, factory built, type-tested.
The switchgear shall houses the components as specified elsewhere in this technical specification. The switchgear cubicles have to be equipped with maintenance-free vacuum/air circuit breakers and low-maintenance switchgear components. The switchgear as well as the components shall confirm to the latest revisions of IEC.
The cubicle enclosure including doors and covers shall be made of sheet-steel and steel profiles / frames. The same will be bolted together. Welding of walls to the frame shall be avoided. The cubicle shall be powder-coated with resistant epoxy resin. The colour shade should be RAL 7035. Cubicles shall be supplied with IP 4X degree of protection.
Automatic switching over from main supply feeder to stand-by feeder will be used to ensure the continuity of supply to important LV switchgear’s group “Rasvjeta”.
Protection of human beings in TPP Kakanj is TN system.
Measurements in all four groups of LV switchgear: 1. Busbars
� Remote (SCADA system): Measuring of voltage (phase to neutral) with measuring transducer
(4-20mA) � Local: Measuring of voltage (phase to neutral and phase to phase) with voltmeter
and voltmeter switch (7 positions) 2. Incoming feeders (current and voltage)
� Remote (SCADA system): Measuring of current and voltage with electronic trip unit � Local: Measuring of voltage (phase to neutral and phase to phase) with voltmeter
and voltmeter switch (7 positions) and measuring of current with ampermeter (3 phases)
Incoming circuit-breakers shall be vacuum withdrawable CB with front terminals and fitted with:
• the motorized operating mechanism with stored-energy (spring) feature with mechanical and electrical closing/opening
• the electronic trip unit with protection functions (overload, over-current, under-voltage, ), measurement with display (current, voltage and power), self test, signals and control of circuit-breaker
• the communication module for remote supervision, measurement and control of circuit-breaker.

Outgoing circuit-breakers shall be air withdrawable CB with front terminals and fitted with:
• the mechanical closing/opening and electrical opening.
• the electronic trip unit with protection functions (overload, over-current, under-voltage, ), measurement with display (current, voltage and power), self test and signals
• the communication module for remote supervision, measurement.
4.3 TECHNICAL DOCUMENTATION FOR LV SWITCHGEAR
4.3.1 General notes about technical documentation
Texts must be written in Microsoft Word, and drawings in format .dwg AutoCAD. Bidders makes and deliver to Purchaser a documentation in Bosnian or Croatian language, which covers entire scope of contracted work, including also revision according to as built condition.
Supplier is obligatory to give to Purchaser set of documentation in 4 (four) issues in solid sheath in A3 format and two issues of documentation (drawings, schemes, diagrams, lists, ... ) on computer medium (CD ROM) for personal computer with operating system Windows.
Operating instructions must contain instructions for work of operator, and in its technical level must be adjusted to that purpose. Instructions for maintenance must comprise instructions for periodical test of system, and also instructions for finding and fixing failures. Entire package of programs must be delivered on CD-ROM.
4.3.2 Technical documentation with offer
Bidder will, together with offer, submit following technical documentation:
• short technical description,
• measuring drawings of cubicle and disposition drawings of placing of equipment in cubicles,
• basic data about circuit breakers, electronic trip units and other equipment,
• list of technical data, guarantee technical and other data about equipment which is offered,
• list of all devices and appliances with basic characteristics (without these documents offer will not be
considered),
• list and explanations of eventual deviations from technical requests,
• a list of regulations, standards and recommendations for offered equipment (especially list of standards),
• list of recommended spare parts for exploitation,
4.3.3 Technical documentation with delivery
Technical documentation must comprise at least following items:
• Protocol of routine tests for all equipment.
• Project and workshop documentation and documentation of devices and systems: o definitive measuring drawings of equipment,
o final disposition drawings of equipment, electrical current schemes of devices, connecting plans of internal connections of devices and internal wiring,
o documentation of program support, o handbooks for all devices,
o current schemes, internal wiring and schemes of wiring.
4.3.4 Program support
Related to program support following requests are specified:
• All software must be registered (licensed) to end user of JP Elektroprivreda BiH, Thermal power plant
Kakanj.
• It is necessary to deliver software for programming /parameterization of all devices which are possible to be programmed /parameterized
• It is necessary to deliver run time and developer version of each software to which such a classification can be applied.
• Entire software must be delivered on CD-s.
• Together with all software it is necessary to deliver also belonging documentation.

This specification covers design, engineering, manufacture, assembly, transport, stage testing inspection and
testing before supply and delivery at site three transformers 6/0,4 kV, for use of TPP “Kakanj”(destination CIP) with all fittings, accessories, associated equipment and mandatory spares specified herein which are required for efficient and trouble free operation as specified here under
It is not the intention of these specifications to specify any design detail. It is left to the experience and practice of the Contractor, who shall furnish equipment which shall meet, in all respects, the basic requirements as specified herein with regard to performance, durability and satisfactory operation.
Any fittings, accessories or apparatus which are not specifically mentioned in the Specifications, but which usually are necessary for safe and satisfactory operations, shall be deemed to be included in the delivery and shall be supplied by the Contractor.
5.2 STANDARDS AND CODES
Generally, transformers and electrical equipment should be able to fulfill actual edition standards:

5.3 DESIGN
The transformers shall be modern designed and aim makes possibility of simple assembling inspection, cleaning,
maintenance, on site testing and repairs. They shall function satisfactorily under any operating conditions and under the conditions that can be expected on the site.
5.4 DOCUMENTATION
5.4.1 General notes about technical documentation
In all correspondence, technical schedules, drawings, etc. only the international system (SI) shall be used for the units of measurement.
All drawings shall be to metric scales and fully detailed with all wording in English and Bosnian language. All important dimensions shall be given and the material of which each part is to be constructed shall be indicated. All dimensions marked on the drawings shall be considered although measurements by scale may differ there from.
5.4.2 Contents of the delivered documentation
The final documentation for Purchaser must contain at least:
• Protocols of executed phase and final testing of transformers
• Certificates of built equipment and material
• Instruction for installation and dismantling of transformers
• Instruction for maintenance
• Instruction for exploitation
• Technical documentation for the parts of transformers (Fe, Cu, Paper, Oil, HV and LV bushings, protective relay ...)
• Drawings transformers and equipment
• Security lists for oil
• Certificate for oil (content all components in oil including PCB/PCT and halogens, temperature flash point of oil, etc...)

5.5 PACKAGING AND TRANSPORTATION
The Contractor shall be responsible for the transportation of all materials from the point of manufacture to the site.
The Contractor shall prepare, pack, and load all materials and equipment for shipment in such a manner that they
are protected from damage during shipment and shall be responsible for and make good any and all damage resulting from improper packing until final acceptance of the delivery.
The Contractor shall at its own risk and expense transport all the contractual goods to the Site by the mode of transport that the Contractor judges most suitable under all the circumstances.
5.6 DETAILED TECHNICAL REQUIREMENTS
5.6.1 Boiler and cover
The supplier determines the type of the boiler and of the cover. The boiler should be of welded structure, fabricated of low carbon steel of adequate thickness and designed in such a way that it can, without any deformation and damage,
• withstand 100% vacuum
• withstand the forces of short-circuits
The boiler should have built-in hooks which will allow lifting the whole transformer complete with oil and it should be equipped with feet for raising the whole transformer complete with oil, respectively.
The transformer should also have hooks which will allow pulling the transformer along the rails and the hooks which will allow horizontal pulling of the transformer into the transformer box, respectively.
The boiler should lie on the transportable (movable) stand with appropriate number of sets of wheels allowing
driving transformer in both directions and providing the possibility to turn wheels of the transformer which is necessary in order to provide the possibility to turn transformer by 90 degrees.
The following equipment should be built-in on the transformer boiler:
• Connections for the oil drying and filtering.
• Valves for the oil and sediment discharge.
• Pockets for thermometers, etc.
5.6.2 Transformer windings and oil
Those parts of equipment which might be subjected to resonance should be sized to ensure the resonance to be avoided in every case.
To fill transformers it is allowed to use exclusively mineral insulation oil which should be accompanied by a certificate and security lists.
5.6.3 Bushings and accessories
Transformers should be equipped with appropriate 6 kV and 0,4 kV bushings and accessories for connection with high and low voltage cables or busbars.
5.6.4 Oil conservator
Oil indicator for inspection oil levels should be built-in in the conservator. The conservator should be manufactured in the disassembling design so that its assembling/disassembling can be performed within the transformer box itself.
5.6.5 Name-plates
The transformers should be equipped with name-plates. The name-plates are put to such positions on which they can be easily seen without using any auxiliary means.
The name-plates should be manufactured under the regulations which are currently in effect in Bosnia and Herzegovina and under the standard which is applied for the equipment manufacture, respectively. The inscriptions on the name-plates should be in the Bosnian language.

The materials of which the name-plates are made and the material for their fastening on the items of equipment should be resistant to corrosion and to wear. It is not allowed to fasten the name-plates using glue.
5.6.6 Transformer signaling
In addition to the local signaling, the following signals for remote display of information which will be conveyed
(transferred) to the system control should be provided for:
• High transformer temperature - I stage
• High transformer temperature - II stage
• Bucholz relay - I stage
• Bucholz relay - II stage
• Oil level in the conservator
